DataLine, the largest Russian data center operator, has banned updates to Microsoft, VMware and Cisco products

In connection with the toughened cyber attacks on the Russian IT infrastructure, data centers are introducing restrictions to minimize the negative effect.

TAdviser had at its disposal a letter that the technical support of the largest data center provider in Russia, DataLine, which is part of the Rostelecom DPC structure, sent to the client. In the letter, company employees notify of an internal ban on the installation of updates and warn of a high likelihood of increased DDoS attacks.

{{quote 'Original text of the letter:

In connection with the international situation, the company introduced the following measures:

1. Until a separate order is prohibited

update foreign proprietary software (VMware, Cisco, Veeam, Microsoft, etc.) and opensource software (linux, kubernetis, Nagios, etc.) on the DataLine infrastructure, on the basis of which services are provided to Customers, on the internal infrastructure of the company, on the administered infrastructures of Customers;

2. Make backup copies of configurations of all foreign software located in the areas of responsibility of departments of the IT services directorate;

3. Increase readiness to repel DDoS attacks on company services.

We recommend that you take similar measures, especially in terms of foreign software.}}

The Dataline client who received the letter told TAdviser that the company fears infection of software updates.

As TAdviser was explained in the press service of Rostelecom, in connection with the increasing attacks on IT systems, DataLine compiled a short list of recommendations for the IT infrastructure of its customers. They include organizing backups of critical data, applications, software and hardware configurations, increasing readiness to repel DDoS attacks, and temporarily limiting foreign and open-source software updates.

Rostelecom buys DataLine: a combined company will be created and an investor will be attracted

On October 17, 2019, it became known about Rostelecom's plans to create a joint data center operator company and attract an investor to it.

According to Kommersant, within six months after the upcoming purchase of DataLine, this company will be merged with Rostelecom DPC (manages Rostelecom data centers). According to an informed source, it is planned to attract financial institutions with state participation as an investor, an agreement in principle was reached with one of them by October 17, 2019.

Rostelecom, planning to buy the second largest data center operator in Russia, DataLine, has thought about creating a combined company in this area and attracting an investor to it

Investors will be offered to invest up to 25 billion rubles in the combined business in exchange for 30-35% in capital when evaluating the entire company at 70-75 billion rubles.

The funds raised will be used to refinance the loan for the acquisition of DataLine, which will thus be fully repaid. The interlocutor of the publication calls the Russian Direct Investment Fund (RDIF) the most likely candidate.

If RDIF enters the project of Rostelecom and DataLine, it is unlikely to be interested in IXcellerate, a source close to the company believes.

A draft directive on the deal between Rostelecom and DataLine is already in place by October 17, 2019. When the document arrives at Rostelecom, the deal will be submitted to the board of directors, after which an agreement on the main conditions with an external investor will be signed, Kommersant's interlocutors said.

The valuation of the combined company is 70-75 billion rubles. looks adequate if it includes both DataLine and the entire cloud business of Rostelecom, one of the most attractive and growing areas, believes Dmitry Kasyanenko, Managing Director of Advance Capital. Rostelecom DPC is also planning active regional development, in connection with which additional funding can be extremely useful, said Stanislav Mirin, an analyst at iKS-Consulting.[2]

After the deal with Rostelecom, DataLine will retain independence

On October 4, 2019, it was reported that after the completion of the transaction with Rostelecom, DataLine will continue to operate as an independent business unit and brand, and the current top management will remain in current positions for at least the next two years. This was stated by DataLine CEO Yuri Samoilov.

In particular, after the merger, DataLine will retain its specialization in working with the commercial sector, while RTK-DPC (a subsidiary of Rostelecom that provides data center services) will be more focused on working with the public sector. At the same time, each party will continue to work with its current customers (no exchange of customers is expected). As of October 4, DataLine has about ten large clients from among government agencies. In addition, both companies plan to take part in the implementation of GEOP (state unified cloud platform) as independent suppliers, Yuri Samoilov explained to CNews.

As a result of the deal, DataLine will gain access to the infrastructure of the state operator, in particular, we are talking about Rostelecom communication networks and a regional network of data centers. It is expected that this will allow the company to improve the quality of its services, as well as enter the regional market. In addition, DataLine expects that the combined company will be able to save money when purchasing equipment, since vendors are ready to provide discounts for larger centralized purchases of hardware.

The DataLine data center network for October 2019 consists of seven data centers based on two sites in the capital (OST and NORD). [3]

DataLine estimated at 21 billion rubles

According to Kommersant, Rostelecom's structure, Data Storage Center LLC, will acquire 100% of DataLine LLC from Cyprus-based DDL Digital Systems Ltd. According to estimates, the market value of DataLine LLC is 21 billion rubles. or 16.9 billion rubles. taking into account net debt in the amount of 4.08 billion rubles.

As Rusonyx CEO Konstantin Anisimov reported earlier, the capacity of data processing centers (data centers) DataLine is now 4.7 thousand racks (only Rostelecom has more - 5.9 thousand). The combined company Rostelecom and DataLine may be "almost in a monopoly position," said Pavel Kolmychek, head of the CROC data center network . According to him, the share of "Rostelecom" after the takeover will reach 25-30% of the market with the possibility of further growth. He also believes that the deal will change the rules of the game in the cloud provider market, which will become more dependent on the actions of one player of the Ministry of[4]

Compliance with ISAE 3402

On April 12, 2018, DataLine announced the successful passage of an audit according to the ISAE 3402 standard. As part of the certification, the presence of well-functioning control systems, processes and regulations that ensure the reliability and physical security of the DataLine infrastructure has been confirmed.

As in 2017, certification took place at two sites - OST and NORD. The audit was conducted by PricewaterhouseCoopers Russia.

ISAE 3402 includes a comprehensive reliability check of engineering infrastructure, physical security organizations of data centers and analysis of processes for managing client configurations and incidents.

The audit confirmed the full compliance of the colocation service to DataLine with the ISAE 3402 standard.

In January 2018, DataLine announced that it had passed another audit for compliance with the requirements of the international standard ISO/IEC 27001:2013. Certification was carried out at two sites - OST and NORD. The audit was conducted by BSI.

During the annual audit, DataLine confirmed that the company's Information Security Management System (ISMS) complies with the requirements of ISO/IEC 27001:2013. The audit was conducted for the following services:

2017: Launch of the latest NORD-4 module and plans for 2018

On December 27, 2017, DataLine announced the commissioning of the last NORD-4 energy center. As of the end of 2017, the installed capacity of the data center is 20 thousand kVA, the number of racks is 2016, and the total volume of DataLine data centers has reached 4711 racks. Read more here.

The company also shared plans for 2018. In the first quarter, it is planned to launch a hall in the OST data center with 120 racks. In addition, the company is in the process of choosing a site for the construction of another data center in Moscow. The expected design capacity of the data center is at least 1000 racks.

2016

Revenue growth of 60%

In the 2016 fiscal year (ended at the end of March 2017), DataLine's revenue reached 4.9 billion rubles, which is 59% more than a year earlier. In fiscal 2015, the figure grew by 26%.

Thus, DataLine's revenue growth rate doubled, which was largely facilitated by the company's cloud business: its share in total revenue for fiscal 2016 increased from 16% to 22%. Solid growth was also possible thanks to the sale of capacity in the new, data center NORD-4 launched in 2015, DataLine said in a statement.

DataLine NORD Data Center

DataLine's total number of customers for the year increased from 450 to 545. Financial organizations (24%), IT consulting and integrators (18%), retail (12%), telecom (11%) and Internet projects (11%) are leading in the industry structure.   As part of the company's strategy for a comprehensive approach to solving customer IT problems, the line of cloud services based on the technologies of leading vendors expanded significantly in 2016. For example, in partnership with Microsoft, services were launched, thanks to which customers gained access to Exchange, SharePoint, Office 365, SQL Server products according to the monthly subscription model with administration and technical support by DataLine specialists.

2015

Revenue Growth and Transformation into an IT Consultant

DataLine logo

DataLine's revenue in fiscal year 2015, which ended for the company on March 31, 2016, grew by about 26%, to 3.51 billion rubles, said the company's general director Yuri Samoilov. He noted that DataLine's business turned out to be profitable at the end of the year. The RAS indicators reflected in the standard financial statements do not objectively reflect the state of the company's business, Samoilov added.

In 2015, the company had about 50 new customers. Their total number exceeds 500 organizations. The bulk of sales - 66% - in 2015 still accounted for equipment placement (colocation) services in the data center, but the company's revenue structure is changing. The share of colocation in the overall turnover structure is gradually decreasing. First of all, due to the growth of the share of cloud services, the CEO of DataLine notes. They took 16% in sales. The share of telecom services has also grown - up to 11%. The latter include dedicated infrastructure connecting carriers to customers, as well as traffic exchange points that provide peer-to-peer connections with operators and traffic generators.

Several units of interest in the turnover were occupied by developing areas of services - infrastructure administration and equipment rental, which practically did not contribute to the wound. The growing demand for the rental service is due to the fact that many customers have reduced budgets for the purchase of new equipment. Equipment rental is a trend, says Yuri Samoilov. According to him, DataLine plans to attract partners to more actively develop this area.

DataLine services growth structure and dynamics in 2015

Speaking about the difficulties that the company faced in 2015, Yuri Samoilov highlights the fact that it has become more difficult to receive funding for expansion for new projects: financial organizations have become less willing to issue loans, he said in a conversation with TAdviser.

Also last year, the company faced an outflow of equipment and a decrease in the volume of services per client. DataLine CEO connects this with the fact that in a crisis, customers are trying to optimize their costs: someone refuses reserve capacity, someone fits what was previously, for example, in two racks, in one and others. For the first time, DataLine faced such a phenomenon en masse, Samoilov said, noting that the situation can be compensated for by new customers.

Among the company's plans is a serious development of cloud services. DataLine is expanding the number of cloud applications offered, especially cloud applications from Microsoft. The company is also developing a new direction of services within the framework of the "Data Center Workshop" concept. This includes customer data center infrastructure management services and IT consulting. The first includes the audit of data center engineering systems, design of engineering system elements and construction management of the data center, assistance in passing state expertise and certification of data centers, implementation of the operation service and construction management of the data center. The second area includes services such as the design and audit of the cloud and network infrastructure, analysis of the disaster tolerance of the infrastructure, audit, development and implementation of backup procedures, etc.

DataLine notes that the direction of these services has grown from the expertise acquired by their company during the construction of their own data centers: "We want to share this expertise with the market and make money on it."

At the end of 2016, Yuri Samoilov expects revenue growth of about 26%, growth of installed racks - by 12%. The change in the revenue structure will continue in the same direction: a decrease in the share of colocation in favor of other services, primarily cloud services, is predicted in DataLine.

Change of founder to offshore in Cyprus

According to the Contour-Focus database, in April 2015 DataLine changed its founder: now it lists a limited liability company Ddle Digital Systems Limited, registered in Cyprus. Previously , ITG (INLINE Technologies Group) and Igor Dvoryankov, who is also a co-founder of Inline Telecom Solutions, were listed as founders.

DataLine CEO Yuri Samoilov explained to TAdviser that "the change in founders is formal and is designed to optimize the corporate governance structure."

Audit ISAE 3402 and ISO/IEC 27001:2013

DataLine became one of the first Russian IT outsourcing service providers to be audited in accordance with the ISAE 3402 standard. The audit was conducted by PricewaterhouseCoopers Russia B.V. (hereinafter - PwC Russia B.V.). As part of the certification, the use of all the necessary technological tools in DataLine, as well as the presence of well-functioning control systems, processes and regulations ensuring the physical security of data located in the company's data center network, was confirmed.

According to the conclusion of PwC Russia B.V., DataLine has organized and successfully operates multi-level protection of client equipment from unauthorized access, as well as uninterrupted power supply, cold supply and fire safety.

Also at the beginning of 2015, DataLine passed the next certification of the information security management system according to the international standard ISO/IEC 27001:2013.

The audit for compliance with the requirements of the standard affects all processes and divisions of the company necessary for the provision of services: the security service, production and service management, the department for the development of the service catalog, as well as DataLine sales.

2014

Loss of 267 million rubles for the year

According to the Contour-Focus database, at the end of 2014, DataLine suffered a net loss of 267 million rubles. DataLine CEO Yuri Samoilov told TAdviser that the losses are associated with a sharp increase in the dollar and euro exchange rate (one-time exchange rate differences) and the commissioning of the first stage of the new NORD 4 data center by 2000 racks.

According to Samoilov, the loss figure is not very indicative, since in such economic conditions, almost any company with foreign currency expenses and large investments in large projects would demonstrate similar temporary results.

"In relative figures by revenue, we showed significant growth compared to 2013. According to EBITDA, DataLine also shows positive results. The current dynamics give hope that 2015 will be successful for us, "said DataLine CEO
.

Yuri Samoilov expects that 2015 will be successful for DataLine

DataLine revenue in 2014 increased by 62%, to 1.8 billion rubles. Speaking about the drivers of its growth, Yuri Samoilov noted that since the second half of 2014, his company has seen growing demand for clouds: companies are striving to optimize their IT costs and reduce purchases of physical equipment where possible. To support this interest, DataLine has tried to diversify its cloud service portfolio both in terms of technology platforms and in terms of tasks to be solved, he says.

According to the general director of DataLine, the entry into force of amendments to the localization FZ-152 also spurred the demand for cloud services and drew the attention of personal data operators to the fundamental requirements of the law. As part of the new service, Cloud-152 DataLine provides the client with a cloud infrastructure built in accordance with the requirements for the protection of FZ-152 personal data, and provides comprehensive support for the certification of information systems.

"In 2014 and in the first half of 2015, we also significantly increased IT capacity, launching our largest project - the NORD 4 data center for 2000 racks. Thanks to this new data center, as well as the expansion of the OST site, the total capacity of our data center network reached 3200 racks. This will allow us to seamlessly support the growth of the IT infrastructure of our current customers and provide sufficient resources for new customers and services, "concluded Yuri Samoilov
.

DataLine data center outside the Moscow Ring Road has been looking for a buyer for five years

DataLine data center, located on the 72nd kilometer of the Minsk highway, has not found any customers who want to place equipment in it or a buyer for the site itself since its inception in 2009, DataLine representatives told TAdviser in April 2014.

DataLine CEO Yuri Samoilov told the portal that the company's shareholders regularly ask him the question why DataLine does not sell this site. According to him, DataLine is trying to do this, however, when interest in the facility is demonstrated at the highest level of companies, various questions arise at the middle level, including "how will we get to this data center?," Which ultimately nullifies the agreement above.

Yuri Samoilov adds that at the same time there are constantly cases of negotiations and about the use of this platform. So, for example, in 2014 she attracted the attention of "one of the largest Internet companies," but in the end she decided that "it's To Moscow better," he says.

The fact that DataLine froze the construction of a data center on the Minsk highway became known[5] a few years ago. As representatives of the company said then, the DataLine technical base intended for it was used for the construction of a data center on Korovinskoye Shosse.

At the time of construction, it was assumed that the data center on the Minsk highway would become the largest center in the DataLine network. The planned area was 2700 sq. m., the number of racks - 800, and the maximum supplied power - 7 MW.

It was planned to put into operation four queues of one machine room. However, in the end, only one queue was commissioned, DataLine representatives said. They explained the decision to suspend construction in 2010 by the fact that the company could not find customers who would like to place their IT equipment behind the Moscow Ring Road.

Vadim Samoilov, DataLine Business Development Director, then explained that outside the ring road, the cost of land and electricity is less. Due to this, the company hoped to reduce the price of data center services for the end user compared to Moscow. However, according to him, a significant price reduction was not achieved and, as a result, there were no people willing to rent areas located outside the ring road at metropolitan prices.

2013: Revenue growth of 55%

On April 15, 2014, DataLine announced the results of fiscal year 2013 (ending for the company in March). According to the company, its revenue for this period increased by 55% compared to 2012. The most popular service provided by DataLine in 2013 was the placement of client equipment (collocation ) in data centers: It accounted for 66% of the annual turnover, which is a couple of percent less than in 2012. The total number of client stands reached 2015, and the number of customers of this service - 229 companies.

The total number of DataLine customers increased by 40%, to 317 companies. Their 18.3% are employed in the field of IT and consulting, the same percentage - in the financial industry, 15.8% - in retail, 13.9% - in the Internet business and 10.1% - in the telecom industry.

11% of DataLine's revenue in 2013 came from telecom services, 7% from IT administration services, 3% from server rental, and the rest from cloud services, the share of which grew slightly over the year.

DataLine CEO Yuri Samoilov notes that real demand for cloud services is observed only in the IaaS segment, while SaaS direction not yet in great demand. Over the three years of the DataLine CloudLine, more than 100 corporate clients have become its users, in 2013 their number increased by 35%, the company cites data. Most cloud users work in retail, IT and consulting, finance and industry.

DataLine CEO Yuri Samoilov

A number of DataLine customers also use virtual server rental services at a partner data center located in England. The existence of this TAdviser site was announced by the company last year. According to Yuri Samoilov, it is mainly used by Russian companies operating abroad. At the same time, he noted in a conversation with TAdviser, now their company is observing a tendency to return companies to Russia with their servers. The general director of DataLine believes that this is due to the course previously announced by the Russian authorities to deoffshorize the Russian economy.

In 2013, DataLine expanded the area of its data centers: the NORD-3 data center (450 racks) and 3 halls for 326 racks in the OST data center (OST-2) were commissioned. In 2014, it is planned to create a OST-3 site and launch a new NORD 4 data center, designed for 2016 racks.

Among the plans of DataLine for 2014 is also the launch of a "lightweight" version of its cloud service - CloudLine Light. Its cost will be an order of magnitude lower than the main cloud service due to the simpler infrastructure on which CloudLine Light will be deployed, as well as the less stringent terms of the SLA agreement, the company explains.

According to the results of 2014, DataLine expects turnover growth at the level of 35%. DataLine representatives explained the decline in revenue growth (in 2012, they amounted to 93%) by TAdviser by the fact that earlier growth was mainly due to a large starting base of customers. As the company's business has developed, it has decreased, and now growth is largely ensured by existing customers, which naturally affects the growth rate of turnover.

2012:93% revenue growth

On April 18, 2013, DataLine reported its fiscal year 2012 results (ending for the company in March). According to DataLine, its revenue for this period increased by 93% compared to 2011, and 68% of the turnover was due to the placement of client equipment (collocation) in data centers.

The company did not disclose revenue in absolute terms, but it is known that the total number of located racks in all data centers of the company in 2012 increased by 43% and reached 1420, and the cost of placing one rack is about $2.3 thousand per month. Thus, DataLine's monthly revenue from equipment placement alone at the end of the reporting period was about $3.266 million.

About 12% of DataLine's turnover in 2012 fell on telecom services, 10% - on cloud services, 7% - on infrastructure management and 3% - on server rental. According to DataLine CEO Yuri Samoilov, at the end of fiscal year 2013, his company expects to increase the share of cloud services in turnover to 14% and reduce the share of revenue from equipment placement to 63%.

The number of DataLine customers in 2012 increased from 149 to 270. Their main share in terms of equipment placement services is made up of social networks, financial organizations, Internet companies and companies providing IT and consulting services.

DataLine Deputy Director Alexei Sevastyanov told TAdviser that the equipment of four social networks is now located in their data centers. The largest of them is Odnoklassniki, the rest are small, he says.

In addition to the services of Moscow data centers, as an additional service, DataLine offers its customers the lease of virtual servers at a site located abroad. Alexey Sevastyanov told TAdviser that this is the site of their partner, located in England. According to the deputy general director of DataLine, the company does not have many customers using this service: due to the fact that communication channels from Europe are more expensive, renting servers costs about 2-2.5 times more expensive than a local provider.

2011

December 2011: Based on an audit conducted by Informzaschita NIP CJSC, DataLine meets PCI DSS requirements . The necessary reporting documents were sent by the auditor to payment systems Visa Inc., MasterCard Worldwide.

2010: Failure at the data center on Borovaya

On July 20, 2010, an incident occurred in the Dataline data center on Borovaya Street in Moscow, as a result of which the center was disrupted for several hours. The cause of the incident was a heavy wind: because of it, the external units of the cooling system (chillers) were flooded with heavy metal structures that collapsed on the roof of the data center from neighboring buildings. According to the company itself, the total weight of the collapsed structures was more than 10 tons.

As a result of this, all three data center chillers were seriously damaged. In particular, radiators with ethylene glycol were punched and depressurized, which caused the pressure in the cooling system to drop sharply. In addition, 10 fans on two of the three refrigeration machines were damaged. All this together led to a rapid increase in temperature in the engine rooms.

According to the company, it took a total of 4 hours to resuscitate the chillers, after which the data center resumed work as usual. The amount of material damage caused to the company by the hurricane was not disclosed. Dataline CEO Yuri Samoilov told CNews that the insurance company will reimburse all the costs of repairing the equipment. He also noted that the company's material losses do not compare with the moral damage associated with the inconvenience caused to customers.

Due to the accident, some of the customer equipment was disconnected, but in general, no serious damage was caused to customers. According to the CEO of Dataline, the company has not yet received any complaints from customers with material requirements. One of the clients of this data center is the video portal ivi.ru. Its director Yegor Danilov told CNews that as a result of the incident, their site briefly suspended work, but the problem resolved quite quickly. Another Dataline customer, advertising agency Imho VI, had two servers down in the crash. However, according to company representatives, this did not affect the agency's work, since it has a sufficient supply of server capacity on this site.

On the Одноклассники.ru website, just during the accident, a warning appeared in the data center for users that "due to abnormal weather events, interruptions in the site are possible." From a conversation with representatives of the social network, it turned out that its servers are also located in the affected data center.

"In order to avoid overheating of the equipment, we were forced to turn off some of the servers," says company representative Svetlana Belyaeva. - However, thanks to the prompt actions of our engineers and system administrators, as well as the actions of the specialists of the company serving the data center, it was possible to localize the problem and reduce the effect of the accident. Only a minimal percentage of users managed to notice service outages. " According to her, within 55 minutes all users of the site did not receive notifications by e-mail, and within 45 minutes 22% users of the site did not display photos.
