Center for Operation of Ground Space Infrastructure Facilities of FSUE TsENKI

FSUE TsENKI is a branch of the Research Institute of Launch Complexes named after V.P. Barmina (Research Institute of IC)

Main activities of the Branch:

• Participation in the formulation of the scientific and technical policy on space activities of the Russian Federation in the terrestrial segment of space infrastructure;
• Establishment, maintenance and development:
  • Ground-based, air-based and sea-based rocket and space systems to solve the scientific and socio-economic problems of the Russian Federation, as well as the tasks of international cooperation programmes,
  • components of surface, air and sea-based rocket and space systems,

• Infrastructure for the operation of land, air and sea-based rocket and space systems;
• integrated design, manufacture, organization of construction and installation works, tests and provision of engineering services in the creation of equipment for rocket and space systems, including for launches of space-based missiles from sea-based launch platforms, infrastructure facilities for their operation with ground, sea and air bases;
• development of components of complexes for preparation and launch of space rockets, manned and automatic spacecraft, including:
  • command posts,
  • technical complexes,
  • starting complexes,
  • launchers,
  • sets of measurements, collection and processing of information obtained during launches of space rockets,
  • other facilities and complexes;

  Provision of services for the establishment and modernization of overseas ground, sea and air-based launch sites.

• development and implementation of conversion programs for the creation of systems, units and machines in the interests of industry and other consumers (customers), including foreign ones;
• development, manufacture, supply, installation, adjustment and testing of non-standardized equipment for maintenance of rolling stock in railway depots and other needs of railway transport organizations;
• development, manufacture, supply, installation, testing, implementation and maintenance of units and industrial lines of the agro-industrial complex.

2018: SK raided TsENKI employees

A criminal case against employees of the FSUE Center for the Operation of Ground Space Infrastructure Facilities (FSUE TsENKI) was initiated in April 2018 under Part 4 of Art. 159 of the Criminal Code of Russia (fraud), a source in the TFR told RBC. The information was confirmed by an interlocutor familiar with the investigation^[1].

"It is known that in October 2017, the chief specialist of the investment support department of the budgeting and economics department of the economy department of FSUE TsENKI Safronov forged service supply contracts for 7.6 million rubles, and also forged statements, invoices and invoices for payment for services," a source in the TFR said.

According to him, Safronov acted with the so far unidentified investigation officers of the FSUE. Participants in the criminal scheme entered into a fictitious contract with Alt LLC. FSUE TsENKI acted as a buyer, and LLC Alt as a supplier. The money for the products not actually delivered was transferred to the company's account with four payments, and then stolen.

Searches in the framework of the theft case at TsENKI took place in May 2018 at five addresses in Moscow and the Moscow Region, said an interlocutor familiar with the investigation.

"Investigators searched the apartment of another person involved - the chief specialist of the investment support department, Alexander Parushkin, who could have had documents related to the criminal case," the source said. According to him, in the materials of the criminal case Parushkin passes as a witness.
