JSC "Russian Space Systems" (RKS) is a member of the United Rocket and Space Corporation (ORKK) and specializes in the development, manufacture, and operation of space information systems. The main areas of activity are the creation, development and targeted use of the GLONASS global navigation satellite system, space search and rescue systems, hydrometeorological support, radio engineering support for scientific research of outer space, ground-based stations for receiving and processing Earth remote sensing information.

OJSC "Russian Space Systems" was organized by transformation from the federal state unitary enterprise "Russian Research Institute of Space Instrumentation." FSUE RNII KP is the parent organization of the Russian Federation for the GLONASS system, as well as many other systems.

Satellite navigation

Without the effective use of satellite navigation in the modern world, it is difficult to imagine the work of many sectors of the economy, including aviation, shipping and road transport. These are important, but far from the only areas where it can be applied. Today, satellite navigation serves as a key element in the implementation of a number of technical, humanitarian and commercial projects.

Holding "Russian Space Systems" as a parent organization is working on the creation, development and targeted use of a satellite global navigation system (GLONASS), including functional additions, consumer equipment and a ground control complex. The result of this work is its effective improvement and consistent technological development.

Now the space grouping of the system has been fully restored and is operating normally. For the first time, devices appeared in it that make up the so-called orbital reserve.

If before 2008 the global satellite navigation system was represented exclusively by the space complex - the orbital grouping and ground control systems - now it includes all components, which allows for its coordinated and balanced development. In particular, the main elements of the differential correction and monitoring system (SDKM) were deployed - the measurement collection complex, the SDKM center, the information delivery complex to consumers, as well as two of the three devices of the Luch relay system in geostationary orbit. Satellites transmit corrections to measurements made on GLONASS signals, increasing the accuracy of determinations.

The federal target program "Maintenance, development and use of the GLONASS system" for 2012-2020. in addition to the development of the space segment and the change in the generation of satellites, it involves the completion of the modernization of the ground control complex, the expansion of the network of measuring stations in Russia and abroad, as well as the further development of SDKM technologies and means.

The new navigation radio signals emitted by the next generation GLONASS-K satellites, together with the deployment of SDKM, will improve the quality of navigation services and create the basis for building regional high-precision navigation systems. With their help, consumers will be able to solve navigation problems with centimeter accuracy both in Russia and in Europe, the Middle East and Asia.

Remote sensing of the Earth

One of the significant signs of a highly developed information society is modern technologies and services for observing the Earth from space. The use of space information in various industries has also become an integral part of the successful development of the Russian economy.

Reception, registration, processing, archiving, cataloging and dissemination of information from Russian and foreign satellites is carried out by the Scientific Center for Operational Monitoring of the Earth "Russian Space Systems." The center has developed methods and technologies for the targeted use of space systems, formed the composition of consumers and built connections with more than a hundred organizations and enterprises. A number of complex thematic projects have been successfully implemented in cooperation with Russian and international organizations.

As part of the Russian orbital group, today there are also satellites that shoot in the visible and infrared bands of the spectrum. They provide the solution of the tasks of hydrometeorological, natural resource and environmental monitoring, control of emergency situations and the state of objects, mapping. Within the framework of the Federal Space Program of Russia for 2006-2015, space complexes with modern film equipment of various types are being created, as well as balanced development of ground infrastructure.

The RCC is developing payload equipment and new generation on-board equipment, in particular, multi-zone optical scanning devices, high-speed on-board information collection and transmission systems, large-capacity on-board storage devices, information protection systems and other equipment for Earth remote sensing spacecraft.

Rescue and security

The international satellite support system for search and rescue operations COSPAS-SARSAT opened an account for saved lives at the first stage of testing. In July 1982, using a satellite, the coordinates of the accident site of a small plane in the mountains of the Canadian province of British Columbia were obtained and two crew members were rescued. Over the years of the system's existence, more than 10 thousand search and rescue operations were carried out with its help, during which over 30 thousand people were rescued around the world.

COSPAS-SARSAT allows real-time monitoring of distress signals of ship, aircraft and personal emergency beacons, determining their geographical coordinates and instantly informing search and rescue services and responsible coordination centers about emergencies.

Access to the system is open, and use is free of charge for those in distress.

The prospects for the development of COSPAS-SARSAT are associated with improving its main characteristics - reducing the time for delivering a distress signal to rescue services and increasing the accuracy of determined geographical coordinates.

In accordance with the international obligations of the Russian side, it was decided to maintain the low-orbit segment of the COSPAS-SARSAT system with new satellites.

Monitoring and forecasting of emergencies

One of the most promising areas of work of the Russian Space Systems is the creation of a system for monitoring and forecasting emergency situations. The Multipurpose Aerospace Predictive Monitoring System (IASM) is based on the idea of ​ ​ integrating the resources of existing and developed ground, air and space-based predictive monitoring tools all over the world.

The RCS specialists have been engaged in the design of the MAXM since 2011. Within the framework of the project, it is planned to carry out information integration of both existing and promising space systems for remote sensing of the Earth, communication and relay, meteorological and navigation support, national and international aviation and ground facilities in the interests of predictive monitoring of natural and man-made emergencies.

The implementation of this concept can become a long-term innovative national idea that can revive science-intensive sectors of the domestic economy, attract foreign investments, and create conditions in Russia for the emergence of an integrated service operator in the field of predictive aerospace monitoring. MAXM will serve as a demonstration of Russia's real capabilities in the high-tech aerospace sector, opening a fundamentally new market for such services.

2024: Production of repeaters for satellites launched in Russia

2023: Inclusion in the RCS of NPP Kvant, NPP Geophysics-Cosmos and NPP OPTEX

Creation of a competence center for the production of microwave filters for on-board spacecraft equipment

The main task of waveguide microwave filters is to maximize the suppression of "noise" components of radio signals while maintaining useful ones. Such products, installed on the navigation receivers of the Soyuz-2 launch vehicles, allow you to filter out the interference that prevents the satellite navigation system from tracking the trajectory during launch. Waveguide filters on the sides of satellites transmitting high-detail images to Earth provide permissible levels of harmful components in the signal structure, which is important for the efficient operation of the data transmission system of Earth remote sensing spacecraft (remote sensing spacecraft).

The first product line of the created competence center is miniature filters based on high-resistance silicon, made using the technology of "waveguide integrated into a substrate" (or SIW filters). Such filters are used in equipment that generates and processes signals with frequencies up to 60 GHz, where strict requirements for accurate frequency selection are imposed.

Another innovative product is filters on ceramic resonators. Their main quality is a compact size, on average 15x10x6 mm. These filters carry out preliminary coarse and accurate "cutting" of the signal. The solution has already been launched into a series, over 100 "flight" samples of these products have been created.

First of all, we are talking about the competencies for the production of multilayer printed circuit boards by new methods that significantly increase the density of tracing and installation. The RKS has also formed a scientific and technical base for the production of integral photon structures based on microelectronics processes. The technology of multimicron integrated waveguides has been developed, which allows creating modern noise-proof high-speed information transmission lines - this is how the weight and size parameters of devices and the number of connections inside them are reduced.

2017: RKS offers regions infrastructure to digitalize the economy

Holding "Russian Space Systems" began in the summer of 2017 to create an intellectual infrastructure of the "digital economy" in the regions of Russia based on the technologies of global space observation and navigation systems. On June 8-9, in Ufa, the holding signed an agreement on cooperation in this direction with the Government of the Republic of Bashkortostan.

The parties agreed on joint work to accelerate the socio-economic development of the republic by creating and distributing new intelligent geo-information services. They will ensure the functioning of the digital government being created in the region and the introduction of innovative approaches in construction, insurance, agriculture, security and other sectors of the economy.

Within the framework of similar agreements, each of which takes into account the specific features of the regions, the RKS is already working in the Arkhangelsk, Irkutsk, Nizhny Novgorod regions, Perm Territory, Altai Territory, Kabardino-Balkarian Republic, the Republic of Crimea and others.

As part of the cooperation of the RKS with the regions of Russia, it is planned to create information and control systems based on the use of modern space navigation-time, geodetic and hydrometeorological technologies, as well as technologies for communication, control, relay and remote sensing of the Earth.

Together with the regions of Russia, the RKS is already implementing a project to increase the accuracy of navigation data by combining networks of differential correction stations. Russian space systems: association of space instrumentation enterprises

As part of the systemic reform of the rocket and space industry, RKS will act as an integrator of the association of enterprises in the space instrumentation industry. It is planned that the association of instrument-making enterprises for the space industry will include companies developing and producing onboard equipment for spacecraft and space systems for various purposes: NPO IT, NIIFI, OKB MPEI, NII TP, NPO Orion and others.

In developing the Program, special attention is paid to the development of the ground-based spacecraft control complex and the global navigation satellite system GLONASS - the orbital satellite constellation and the ground-based system of functional additions. The integration of enterprises will give a new impetus to the development of security technologies, including within the framework of the program for the development of the Russian segment of the COSPAS-SARSAT search and rescue system.

In the medium term, the association implements the following tasks: increasing the efficiency of the use of electronic components, creating unified rows of target equipment and modules of service systems, developing a single geographically distributed data reception and processing network for remote sensing (remote sensing of the Earth), creating a production system based on specialization centers by types of products and a network of contract industries.

Russian space systems will increase the authorized capital by 5.964 billion rubles

OJSC Russian Space Systems (RKS, part of the ORKK) will increase its authorized capital by placing an additional issue of shares by 5.964 billion rubles. The additional issue will be carried out for the subsequent increase in stakes in subsidiaries and the implementation of investment projects aimed at the development of space instrumentation.

An additional issue of 59,643 thousand ordinary shares with a par value of 100 rubles is carried out by the relevant decision of the General Meeting of Shareholders of the RKS dated December 29, 2014. The additional issue is carried out in the interests of the ORKK and the Russian Federation represented by the Federal Agency for State Property Management (Rosimushchestvo).

Payment for shares of Russian Space Systems is planned by shares of subsidiaries and affiliates of RKS, which, in accordance with the Decree of the President of Russia "On the Control System of the Rocket and Space Industry" No. 874 of December 2, 2013, were included in the authorized capital of ORKK.

Ministry of Internal Affairs: GLONASS developers appropriated more than 500 million rubles

Employees of the Main Directorate of Economic Security and Anti-Corruption (GUEBiPK) and the Fourth Directorate of the Ministry of Internal Affairs revealed the facts of unjustified spending of more than 565 million rubles allocated from the state budget for the development of the Russian GLONASS satellite navigation system. This was reported on the website of the Ministry of Internal Affairs of Russia.

The heads of the Russian Space Systems (RKS) company are suspected of illegal activities. According to the information provided, they entered into contracts for the implementation of research work with commercial organizations that do not have their own material and technical base and full-time specialists with appropriate qualifications.

Employees of the GUEBiPK found that in fact the work was carried out by full-time employees of the enterprise, and payment for allegedly completed contracts was transferred to the accounts of two controlled firms. Then the funds were withdrawn from legal circulation through a chain of one-day firms and assigned.

The facts of unreasonable spending of funds were confirmed by the result of a departmental audit, which was carried out by the Federal Space Agency of the Russian Federation. A criminal case was initiated on the grounds of a crime under Part 2 of Art. 201 of the Criminal Code of the Russian Federation (Abuse of authority, entailing grave consequences).

Searches were carried out in the offices of three heads of the RKS, the accounting department of the enterprise, as well as in the premises of five commercial organizations that participated in the illegal scheme. Having examined the premises and interviewed the staff, the tax authorities found out that the companies performing work under the state order did not have any opportunity to carry them out. Moreover, they did not have the right to engage in military orders, since they did not meet the necessary conditions established by the government of the Russian Federation (Decree of the Government of the Russian Federation No. 456 "On licensing activities in the field of weapons and military equipment" of 21.06.02).

All work under other people's contracts was carried out by the FSUE itself

The problem was solved simply: despite the fact that over 1 billion rubles were paid for the work performed in two years, all the work was carried out by the employees of the RKS itself. In 2007, 2,333 people were involved in the work carried out by NPO KP CJSC and 75 people in the work carried out by Sinertek LLC; in 2008 - 1715 and 74 people, respectively. The share of FSUE employees engaged to fulfill contracts concluded with NPO KP CJSC in 2007 amounted to 76%, with Sinertek LLC - 96%, in 2008 - 81 and 92%, respectively.

The problem of the necessary space for personnel was similarly solved: all RKS employees worked at their own workplaces. However, a survey of employees showed that they did not know that they were working for some third-party firms.

Tax arrears were added to the losses under the contract

As a result of this simple combination, all the costs of fulfilling the contract fell on the FSUE, and the profit went to its counterparties. Profitability, for example, ZAO NPO KP amounted to 38.7%, while the profitability of FSUE was two times lower than the planned indicator and amounted to only 5.5%.

Subsidiaries of NPO KP CJSC are also flourishing. Its most famous "daughters" are the largest Russian data center "Oversun-Mercury," as well as one of the leaders in the satellite monitoring market - "M2M telematics."

According to the results of the audit, the inspectors recognized the costs of FSUE contracts with their "pocket" firms as economically unreasonable and calculated the income tax at 277 million rubles. for two years. Unfortunately, there is no talk of a refund under the concluded agreements ― because other inspectors, oddly enough, did not find violations. But the FSUE will also pay tax arrears to all its losses under the contracts. The press service of the company "Marker.ru" reported that they did not consider the claims of the Federal Tax Service justified.
