Detained on suspicion of fraud

On February 7, 2023, it became known that Leonid Kokovin, commercial director of Tsifromed LLC, and Roman Selivanov, top manager of the company, were detained in Moscow on suspicion of fraud.

According to the Izvestia newspaper, the men extorted 10 million rubles from the leadership of the Moscow Center for New Telecommunications Technologies (MC NTT JSC), one of the structures of Rostelecom. The Tsifromed company itself was founded in 2019 by Rostec together with Rostelecom, but as of early February 2023 it belonged to private individuals.

It is reported that JSC "MC NTT" won the public procurement competition, the customer of which was the Ministry of Health of the Moscow Region. The minimum contract price was approximately 210 million rubles. For this amount, the contractor must ensure the uninterrupted operation of the 122 service contact center in 2023.

According to Izvestia, Kokovin and Selivanov were detained after receiving 2.5 million rubles in a restaurant, which were handed over to them by Sergei Shishmarev, General Director of MC NTT JSC. Men are accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). At the same time, the suspects themselves do not admit guilt and refuse to cooperate with the investigation.

According to available information, after the victory of MC NTT JSC in the competition, some "proxies" of the customer allegedly wanted to meet with Shishmarev to discuss the terms of the state contract. These persons were Kokovin and Selivanov, who informed Shishmarev that the victory in the competition was due to a technical error. For this reason, according to the suspects, it was required to involve another company as a subcontractor in order to avoid penalties and difficulties in accepting the work performed. And in order to ensure an "undeniable" victory in the competition, fraudsters demanded 10 million rubles. After that, Shishmarev turned to law enforcement agencies.

According to TASS on February 8, 2023, the Tverskoy Court of Moscow refused the investigation to petition for arrest and placed Leonid Kokovin under house arrest until April 6, 2023.[1]

Sentence - suspended sentence in fraud case

On December 25, 2023, it became known that the Tverskoy court Moscow found the former top managers of JSC "Leonid Tsifromed Kokovin and Roman Selivanov guilty of fraud. For each of the defendants in the case, a sentence of three years of probation was determined.

We are talking about extortion of a large amount from the general director of the Moscow Center for New Telecommunications Technologies JSC (MC NTT JSC) Sergei Shishmarev for the right of his company to maintain the work of the contact center of the hotline for the coronavirus COVID-19 service "122." Kokovin and Selivanov wanted to receive 10 million rubles from Shishmarev for "additional services for project support" and guarantees of the absence of problems in the performance and acceptance of work.

According to the Kommersant newspaper, during the debate in the Tver court, the prosecutor asked to recognize the ex-director of Tsifromed JSC Roman Selivanov and the head of business development of the company Leonid Kokovin guilty under Part 3 of Art. 30 and part 4 of Art. 159 of the Criminal Code of the Russian Federation (attempted particularly large fraud) and sentence both to three years in a general regime colony. It is noted that the defendants at the stage of the investigation pleaded guilty and agreed to cooperate with law enforcement agencies. In addition, it turned out that they help the military in the special operation zone and orphanages, and also have many thanks.

Lawyers for the accused asked for a non-custodial sentence for them, since then "they will be able to benefit the homeland much more than in custody." The court agreed with the arguments of the defense: having found the defendants guilty, the presiding judge Alexei Krivoruchko appointed Selivanov and Kokovin suspended sentences, and also ordered them to pay fines in the amount of 500 thousand rubles for each. The lawyers of the top managers of Tsifromeda do not intend to appeal the verdict.[2]
