Biography

Marina Rakova was born on April 7, 1983 in the city of Gornyak, Altai Territory, in the family of a teacher and prosecutor.

From 1989 to 2000 studied at Gymnasium No. 74 in Barnaul. She participated in international forums, competitions, competitions: Intel ISEF, European contest for young scientists.

From 1998 to 2002 studied fundamental mathematics at the Moscow State Technical University named after N.E. Bauman, is the author of 30 theorems in the field of classical planimetry, a participant in various scientific international forums and conferences.

While studying at MSTU, she underwent practice as part of the Step into the Future program, which is aimed at identifying gifted children.

She studied comparative legal analysis at the Altai Academy of Economics and Law, the author of numerous publications in this field. She published a monograph on the topic: "Crime related to foreigners in Russia and Greece: criminological and comparative legal problems."

She was engaged in projects related to the additional education of schoolchildren.

2014 - 2018: Agency for Strategic Initiatives, creation of a network of technology parks "Quantorium"

In 2014, Marina Rakova sent to the Agency for Strategic Initiatives the project "New Model of Additional Education for Children," which provided for the creation of a network of children's technology parks. In 2015, it was approved by the organization's supervisory board.

Since 2015, as part of the project, Rakova led the project office for the creation of children's technology parks "Quantorium."

To create educational programs, technologies and equipment used in Quantoriums, Marina Rakova formed a community of young scientists, representatives of technological startups, as well as heads of large industrial enterprises and state corporations.

By mid-2018, 51 Quantorium was opened in 37 regions of the Russian Federation, 47 thousand children study in them. By 2020, the number of technology parks is planned to be brought to 750.

"Quantoriums" work in 13 areas: microbiology and biotechnology, applied astronautics, promising vehicles, small unmanned aircraft (drones), small-scale innovative shipbuilding, mechatronics and applied programming, geoinformatics, programming and information protection, layout and design design, laser technologies, augmented and virtual reality, research of nanomaterials, neurotechnology and neuroscience.

The partners of Quantoriums are large corporations such as Rosatom, Gazprom, Lukoil, Kamaz and others.

2018: Deputy Minister of Education

On October 15, 2018, Prime Minister Dmitry Medvedev signed a decree appointing Marina Rakova as Deputy Minister of Education of the Russian Federation.

2020: Vice President - Head of Sberbank's Digital Educational Platforms Division

Vice-President of Sberbank and ex-deputy head of the Ministry of Education Marina Rakova became a defendant in the case of embezzlement of 50 million rubles. She is suspected of crimes committed while working in the ministry, RIA Novosti and URA.ru. reported. A Kommersant source said that the case against Marina Rakova was initiated in August 2021 under Part 4 of Art. 159 (fraud on an especially large scale) of the Criminal Code of the Russian Federation. At the end of September, searches were carried out in her country house and office. On September 29, she is being interrogated as a suspect. As a law enforcement source explained to TASS, according to the results of the searches, they did not detain her, they did not charge her[2]

URA.ru clarifies that, according to the investigation, in 2019 Marina Rakova lobbied for the allocation of budget funds to the Federal State Autonomous Institution "Fund for New Forms of Education Development" intended for the implementation of state contracts within the framework of the federal project "Teacher of the Future" of the national project "Education." The money was spent, but "the work performed by the contractor on quality characteristics does not meet the requirements specified in the terms of reference."

According to RIA Novosti in Sberbank, the case against Marina Rakova is not related to the activities of the organization.

On September 30, 2021, RIA Novosti, citing an informed source, said that after the searches, Rakova fled from the investigation - she did not come for interrogation, turned off her phones and left her place of residence.

Cancer can face up to ten years in prison, as well as an additional fine of up to a million rubles or in the amount of salary or other income for a period of up to three years.

In the case of Marina Rakova, two top managers of Sberbank were arrested

On September 30, 2021, the Tverskoy District Court of Moscow arrested for two months the managing director of the Digital Education Platforms division of Sberbank, Maxim Inkin, and the managing director of the same bank, Evgeny Zuk. 2022

Saving the life of a cellmate in a pre-trial detention center

On January 9, 2022, it became known that Marina Rakova, who is accused of large-scale fraud, saved the life of her cellmate in the Pechatniki SIZO-6 in Moscow.

As a member of the Public Monitoring Commission of Moscow Eva Merkacheva, who visited the former Deputy Minister of Education in the isolation ward, told TASS, the woman tried to "take her own life" for unknown reasons. Marina Rakova saw this and gave her first aid, after which she called the overseers. This "helped prevent tragedy," the PMC member added.

She also said that by January 9, 2022, the ex-deputy head of the Ministry of Education is sitting in a cell designed for 40 people. Some inmates are charged with drug possession or transportation offences. Some of them themselves used drugs before their arrest, the observer concluded.

By January 9, 2022, Marina Rakova has been in jail for about three months. During this time, she faced several charges. According to the investigation, as Deputy Minister of Education, she lobbied for the allocation of more than 150 million rubles to the Fund for New Forms of Education Development (FNFRO), which she herself headed, for the implementation of the Teacher of the Future project. Contracts were awarded to Shaninka. The work was allegedly performed poorly and had no practical benefit. The damage is estimated at 21 million rubles. Rakova is also accused of involvement in the fictitious employment of 12 people in the RANEPA with damage of 20 million rubles and the fictitious employment of her civil husband in the FNFRO with damage of 9 million rubles. None of the defendants admits guilt.

In accordance with the decision of the Tver court of Moscow, Marina Rakova will have to be in custody until at least March 6, 2022.[3]

Investigators found Marina Rakova's secret business in Greece

In February 2022, TASS reported, citing a law enforcement source, that Marina Rakova had an apartment in Athens and owned a tourist business in Greece even while serving as deputy minister, although the current legislation of the Russian Federation contains a direct ban on doing business for civil servants.

2023: Start work at the Agency for Strategic Initiatives

Former Deputy Minister of Education Marina Rakova, accused of embezzlement of budget funds, began working in an "ordinary position" at the Agency for Strategic Initiatives in January 2023. 2024

Sentence - 5 years in prison for fraud

On March 19, 2024, the Nikulinsky Court of Moscow sentenced former Deputy Minister of Education of the Russian Federation, former Vice President of Sberbank Marina Rakova to five years in a general regime colony in a large-scale fraud case. In addition, the court sentenced her to a fine of 900 thousand rubles and deprived her of the right to hold positions in the public service for two and a half years.

As part of this case, six more people were in the dock. These are Cancer's common-law husband Artur Stetsenko, ex-employees of the Fund for New Forms of Education Development and top managers of Sberbank Evgeny Zuk and Maxim Inkin, rector of the Moscow Higher School of Social and Economic Sciences (Shaninka) Sergei Zuev, former executive director of Shaninka Kristina Kryuchkova and vice-rector of Shaninka Ivan Fedotov.

According to the investigation, the defendants in the case were involved in several episodes of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). In particular, it was established that funds were stolen during the execution of two state contracts under the Education state program, as well as during the fictitious employment of employees of the Ministry of Education in one of the departments of the faculty of the Institute of Social Sciences (ION) in the RANEPA. The investigation estimated the total damage at 50 million rubles.

In accordance with the verdict, Zuev received a suspended sentence of four years in this case; in addition, for two years he will not be able to hold positions in the civil service. The court appointed Fedotov and Kryuchkova three years conditionally with fines and a ban on holding positions in the civil service. Zuk and Inkin were given four-and-a-half and three-and-a-half-year suspended sentences with additional penalties. Stetsenko received a suspended sentence of three years. It is noted that during the investigation, the convicts partially or fully admitted their guilt.[4]

Change in Real Term to Conditional

On October 24, 2024, the Moscow City Court commuted the sentence against Marina Rakova, ex-Deputy Minister of Education of the Russian Federation, the former head of the digital educational platforms of Sberbank. Instead of a real term, she was assigned a conditional one.

In March 2024, the Nikulinsky Court of Moscow sentenced Rakova to five years in a general regime colony in a large-scale fraud case (part 4 of article 159 of the Criminal Code of the Russian Federation). The case also included the former rector of the Moscow Higher School of Social and Economic Sciences (Shaninki) Sergei Zuev, the former vice-rector of the Russian Academy of National Economy and Civil Service Ivan Fedotov, former employees of the Fund for New Forms of Education Development Evgeny Zuk and Maxim Inkin, the legal adviser of Shaninki Kristina Kryuchkova and Rakova's common-law husband Artur Stetsenko.

According to the Kommersant newspaper, Rakova, in addition to the prison term, was fined 900 thousand rubles and recovered 2 million rubles of damage. However, the defense appealed the ruling. The appeals of the lawyers were considered by the Judicial Collegium for Criminal Cases of the Moscow City Court, which decided "to consider the sentence imposed by [Rakova] in the form of imprisonment conditional, with a probationary period of 5 years."

In March 2024, the judge did not arrest Rakova and left her banned from certain actions until the verdict came into force. Cancer was credited for the period of stay in custody from November 6, 2021 to November 3, 2022 as one day in a pre-trial detention center for a day and a half in a general regime colony, and the period of its stay under the ban of certain actions - as two days for one day in a general regime colony.

The court, as noted, upheld the verdict against the rest of the defendants in the case. They all received suspended sentences ranging from three to four and a half years. In addition, the court fined all the accused and banned them from holding managerial positions in the civil service for several years. The investigation established that the accomplices fictitiously arranged the employees of the Ministry of Education in the structure of the RANEPA, and also carried out embezzlement of budget funds under contracts with Shaninka within the framework of the federal project "Teacher of the Future."[5]
