In 2013-2016, he served as executive director of Rostec State Corporation.
2015: Industrial Director of the Rostec Electronic Complex
In 2015, Sergey Kulikov became the industrial director of the electronic complex (REK) of Rostec state corporation.
The head of Rostec, Sergei Chemezov, in connection with the appointment of Sergey Kulikov, noted that the electronic complex is the second largest cluster in the corporation, it accounts for 250 billion rubles of revenue for 2014.
Sergey Kulikov's long-term work as an executive director, as well as membership in the boards of directors of companies in the field of telecom, rich experience in Rostec structures makes him the most suitable candidate for this position, "Chemezov said |
The Institute of Industrial Directors was approved by the Supervisory Board of the state corporation in June 2015. The idea of its creation was dictated by the need - to increase the efficiency of the organization's management system: it was decided to include the main functions of industrial directors the formation and development of sectoral competencies in industrial complexes, increasing the capitalization and value of assets, increasing their investment attractiveness, optimizing the management structure, strategic marketing, risk management.
Also, the Institute of Industrial Directors was supposed to ensure the coordination of product strategies of holding companies, to promote the development of markets. In the field of radio electronics, the state corporation includes, among other things, the production of telecommunications equipment, electronics, data leakage protection systems, identity and access control, cyberspace intrusion detection and prevention, OLED LEDs, biometric control systems, business analytics systems, machine vision and automated production process control systems, encryption based on quantum computing.
The electronic complex faces ambitious tasks - an important stage is the synchronization of activities and the creation of a single development strategy for the entire cluster, "said Sergey Kulikov. - Besides, the purpose of the complex is multiple revenue growth in the next 10 years, realization of accumulated scientific, technical and production potential. By 2025, the cluster share should increase from the existing 19% to 35% in the face of growing corporate revenue |
As of 2015, the following holding companies and direct management organizations were part of the radio-electronic complex:
- Roselectronika Holding
- United Instrument Making Corporation
- Automatics Concern
- Schwabe Holding
- National Information Center
- RT-Inform
2018
Results of REC Rostec
In 2018, the first reorganization of assets on the scale of the electronic complex was completed and divisions were formed according to the product principle in the field of intelligence and sensor (JSC Schwabe"," JSC "Concern of Radio Building" Vega "), ASU JSC "Control Systems" (), ground and space communications, ground electronic warfare (JSC"),Constellation Concern microelectronics (JSC ""), and Roselektronika cybersecurity (JSC "Automatics Concern). Now customers have an understandable and client-oriented interface, and investors understand the contours for their investments.
In 2017, we held a kind of "road show" of our businesses, outlined plans to attract private capital and create large partnerships with the planned closure of transactions in 2018. The first joint ventures created in 2017 began to give out their effects - more than 10 billion rubles of revenue, "said Sergey Kulikov |
The electronic cluster, as the closest to civilian products and markets due to single platform solutions and interesting to a private investor due to its current or promising presence in market segments with a maximum growth rate, has significant potential to increase the total share of private capital in its businesses to 50%. This will significantly reduce the need for budget financing, attract world-class management competencies, and open access to new markets, technologies and products.
REC holdings continue to produce products that have been developed for many years: The A-100 complex, the sixth generation communication platform and its elements, a special mirror for installation on the largest Russian BTA telescope in Eurasia in the Caucasus, cryptography and cybersecurity solutions, facilities perimeter monitoring and protection systems and territory control, data processing software and services, ground remote sensing systems, short-wave infrared cameras.
Among the landmark projects of the REK, the development of ballot processing complexes (COIB) can also be distinguished. In the presidential elections in the Russian Federation, several thousand polling stations in Moscow and the Moscow region were equipped with them, "said Kulikov |
REC enterprises continue to develop the most important direction - the production of domestic computers based on the Elbrus computing platform. Elbrus computers in terms of their technical characteristics are not inferior to foreign counterparts, have the maximum degree of security, consist of domestic components and are assembled at Russian enterprises. At the same time, the price of the serial version of Elbrus-101 will be comparable to foreign analogues.
In 2017, on the basis of Moscow State University named after Lomonosov with our participation, the Center for Quantum Technologies was created. It is designed to create a technological backdrop in the field of quantum computing and cybersecurity through research with the involvement of leading scientists and institutions in these areas. Here, at the neighboring faculty, the world's best klystron accelerator was developed, which is now being produced at one of the REK enterprises for installation at border inspection complexes and mobile complexes that will be used at the 2018 World Cup, "explained the industrial director of the ERK Rostec |
Also, a number of achievements in the implementation of the indicators of the business plans of the REC holdings should be noted. In particular, since 2016, the share of civilian products in cluster revenue has been consistently growing (13% in 2016 and 18% in 2017). In 2017, REK strengthened the management team in all divisions and expects with confidence to achieve operational efficiency goals: it is expected that EBITDA margin in 2020 will reach 18% compared to 14% in 2016.
We have also prepared our manufacturing and design offices for the development and production of intelligent products for the benefit of large consumers in the field of electricity, telecommunications, intelligent transport systems, medicine and the smart city. According to some, portfolios of orders have already been formed, "Kulikov added. |
REC divisions continue to develop new forms of interaction with customers, including introducing full life cycle contracts, concession agreements, special investment contracts, and so on.
REC enterprises, together with domestic universities, are developing equipment and solutions for promising energy and telecom networks (software-defined networks, virtualization of network functions), developing artificial intelligence, data processing and storage technologies, algorithms and sensors for the Internet of Things.
An important area of development will also be the expansion of the geography of the activities of REK enterprises. Joint ventures are planned with foreign partners to develop and implement effective security solutions and ensure technological sovereignty.
The main growth potential lies in the development of new digital products, solutions and technologies. Today, the state's attention is focused on the development of the digital economy, we believe that the electronic cluster has every opportunity to become a locomotive for digitalization. At the REK enterprises, the production of smart products has already been established or appropriate technological gaps have been formed, "said Sergey Kulikov. |
At the same time, these platforms and products are developed on a domestic electronic component base, or with their own chip design. For example, on the basis of NIIMA Progress JSC, a microelectronics design center has been created that performs all types of design: integrated circuit design, architecture, functional and logical design.
I would point out the priorities for the development of the ECR as strengthening positions in the development of a smart, connected and secure world. This is improving the quality of life through solutions in the field of healthcare, smart energy and transport, developing a trusted, distributed and accessible information environment, protecting personal and large data sets and ensuring the security of critical infrastructure, "concluded Sergey Kulikov |
