2023: Integration with the service "Work of Russia" to organize targeted training
Prime Minister Mikhail Mishustin signed a decree according to which the service "Admission to the university online" will be integrated with a single digital platform in the field of employment and labor relations "Work of Russia." This will simplify the process of interaction between employers and candidates for targeted training, the press service of the Cabinet of Ministers said on December 17, 2023.
With the same document, the government approved the work of the super service "Admission to the university online" during the admission campaign of the 2024/2025 school year. From 2024, with the help of the service, it will be possible to enter, among other things, training in basic higher education programs, which appeared in Russian universities after the presidential decree on a pilot project aimed at changing the levels of vocational education, the Cabinet noted.
In order to enter the university online, you need to do the following:
- request documents on education, benefits and individual achievements in your personal account - then they do not have to be entered manually and confirmed by the originals when applying to a university;
- fill in the application, indicate the enrollment priorities and the desired form of training;
- submit an application and track your place in the competitive lists in real time;
- submit the original education document online;
- receive a notice of enrollment.
When choosing a paid form of education, you can also conclude an agreement with a university online using the "" application. 100 thousand applications were submitted with additional recruitment to universities
On August 25, 2022, the acceptance of documents for training as part of additional enrollment in universities is completed. Through the super service "Admission to the university online" 100 thousand such applications were submitted from 37 thousand applicants. Applicants who failed to enter the university as part of the main enrollment can take another chance to enter the budget form in a number of educational institutions. You can apply on the State Public services portal through the superservice. Additional admission to training actually duplicates the main admission, consists of the same stages, only limited in terms of time.
In total, more than 10 thousand budget places are available under additional recruitment programs in universities.
As part of an additional set, those who have not previously provided their applications to the university and have not been included in the lists of applicants can submit documents.

- from August 26 to September 5 - entrance tests in universities;

To sign the contract, the applicant applies for a paid form of study, chooses the type of contract, indicates the payment method and provides other necessary information. Another innovation in 2022 - the ability in the personal account on "Public services" to track changes on its application submitted to the university by mail or in person - is enough to express consent to the transfer of data and provide SNILS at the university. Also, a round-the-clock Unified Contact Support Center is now working for applicants. As of August 2022, the number of the call center has already received 35 thousand appeals on issues of the admission campaign.
The second year of enrollment in universities is carried out on the principle of "one wave," which allowed many applicants to stop choosing at regional universities. The coordinator of the federal project "EP" "Digital Russia" Anton Nemkin noted that as part of the project with the regions of the country, information on the possibilities of connecting regional universities to the super service "Admission to the university online" will be transferred to the field in the very near future. The parliamentarian also proposed to consider the possibility of connecting specialized colleges, secondary professional educational structures of various formats and even specialized training courses to the site.

2021: The number of universities where you can enter online has grown 10 times in Russia
The creation of the super service "Admission to the university online" is carried out within the framework of the national project "Digital Economy." According to the press service of the Cabinet of Ministers, to improve the work of the service in universities, an interdepartmental working group was created with the participation of the Ministry of Education and Science, the Ministry of Digital Development and Rosobrnadzor, a roadmap and requirements for a qualitative improvement in the functioning of the information system were developed.

According to a government decree, applicants will be able to apply for undergraduate or specialty admission to budget places in the full-time department. Also, applicants will be able to apply for consent to enroll in the university and enroll in additional entrance tests.
With the help of the super service, users will be able to track competitive lists that will have to be updated at least five times a day, the document says.
The Cabinet of Ministers made responsible for ensuring the work of the supervervis "Admission to the university online" of the Ministry of Education and Science and the Ministry of Digital Development, as well as the Federal Service for Supervision in Education and Science (Rosobrnadzor).

The service is ready for launch in all universities of the Russian Federation

As a result of the work of the digital service this year, it became obvious that the complete automation of the admission campaign of universities with a super service will significantly increase and simplify the process of processing documents from applicants. It is important not only to ensure the connection of universities to the super service, but also to expand its capabilities. He added that by the beginning of November 2020, for those arriving on a paid basis, the possibility of integrating an educational lending tool with state support with a super service on the public services portal is being worked out.[3]

In early September 2020, the Ministry of Telecom and Mass Communications announced the results of the super service "Admission to the university online." 20 thousand applicants submitted 70 thousand applications through public services. 54 higher educational institutions took part in the project.
According to the deputy head of the Ministry of Telecom and Mass Communications of Russia Oleg Kachanov, even when designing the superservice, its demand was obvious, since almost a million applicants enter universities every year. The service became especially relevant in the post-quarantine period, when they still did not fully move away from remote interaction.

The department recalled that the super service "Admission to the university online" allows you to receive several services:
- choose universities for admission;
- send an application for admission by attaching copies of the necessary documents;
- learn about the dates of the additional entrance tests;
- track your place in the competitive lists;
- find out about enrollment by receiving a notification from the university;
- manage admission consent;
- make changes to the submitted application.
The Ministry of Education and Science notified that the department was able to ensure the filing of a "unique unified consent for enrollment." The ministry also noted that the possibility of remote application to universities led to an increase in the number of these applications and saved time and money for applicants who did not have to come to the university.
Rosobrnadzor, which participated in the creation of the service, added that the resource developers were able to ensure interaction between the State Public services portal, university information systems and the super service. The used technical solutions were recognized as promising, the work of the resource will be expanded to a larger number of universities.[4]
You can now apply to the university on public services
On June 19, 2020, the service "Admission to the university online" was launched, which will allow applicants to submit documents to universities remotely. Residents of the Far Eastern Federal District can be the first to do this.
You can submit documents to 54 Russian universities on the portal of public services. At the same time, there is no need to wait for the results of the Unified State Examination (USE). After the publication of the test results, the points will be transferred to universities and the admission committee will distribute students in the competitive lists.
The new super service will not only allow applicants to significantly save their time, eliminating the need for personal visits to admissions offices, but will also minimize all social contacts. Applicants need:
- fill out an electronic application on public services;
- choose the universities of interest;
- indicate the subjects for which it is planned to take the exam;
- download copies of documents on education and individual achievements.
You can monitor the status of the application and your position in the competitive lists in your personal account on the portal. In addition, notifications from universities will be sent to users' e-mail, for example, about the need to replace copies of documents or with information about additional entrance tests.
According to the Ministry of Science and Higher Education of the Russian Federation, through this superservice, universities will accept applications for admission at the first and second stages of enrollment with the application of the necessary documents for training in educational programs of higher education - undergraduate programs and specialty programs in full-time education upon admission to budget places.

First Super Service Launch Information
At the end of April 2020, the timing of the launch of the super service "Admission to the university online" became known, which will allow you to apply to higher educational institutions via the Internet. Deputy Minister of Science and Higher Education Andrei Omelchuk told the details.
According to him, the super service in June 2020 in full-featured mode will be launched in 53 universities (their names are unknown by the end of April). On the platform, it will be possible to track the competitive situation, receive information on passing points at the university. Until the end of April, "Admission to the university online" will be tested by connections to pilot universities.
In addition, it will also be possible to submit documents for training at an institution of secondary vocational education in 2020 by e-mail and through the portal of public services, follows from the draft order of the Ministry of Education of the Russian Federation, published on the federal portal of draft regulatory legal acts.
In 2020, the admission campaign in universities will be postponed due to the shifted USE deadlines amid the coronavirus. Acceptance of documents for students entering full-time education will end on August 25, 2020, but adjustments are possible depending on the deadlines for the end of the exam. If there are free seats in the organization, the acceptance of documents required for receipt is extended until November 25.
The launch of the service should reduce the risk of infection of applicants with the COVID-19 coronavirus.[6]
