Integration with the service "Admission to the university online"

Prime Minister Mikhail Mishustin signed a decree according to which the service "Admission to the university online" will be integrated with a single digital platform in the field of employment and labor relations "Work of Russia." Start of provision of public services in electronic form on the portal "Work of Russia"

From January 1, 2023, all public services in the field of employment are provided electronically on the Work of Russia portal (formerly Work in Russia) in 84 regions of the Russian Federation. As Deputy Prime Minister Tatyana Golikova noted, the main services were already available online - this is assistance in finding work for citizens and assistance in recruiting for employers.

Now citizens can also apply electronically to receive psychological support, undergo professional testing and receive recommendations on choosing a profession or in opening their own business and other services, "she said at a meeting of the interdepartmental working group held on January 13, 2023 to respond to the situation developing in the labor market.

Moscow will switch to such a regime from July 1, 2023, and the Donetsk and Lugansk People's Republics, Kherson and Zaporizhzhya Regions - from 2024. After that, it is planned to launch a single digital platform in the field of employment and labor relations "Work of Russia," noted in the Cabinet.

If the documents on education and qualifications were lost, then the selection of suitable work will be carried out taking into account information about labor activity and seniority on the basis of data from the work book. If it is lost, the search for work will be based on certificates or other documents on labor activity that former employers will be able to provide.

By the beginning of 2023, at least 2.3-2.4 million vacancies were posted on the Work of Russia portal - about four vacancies per registered unemployed person. The number of registered unemployed by January 13, 2023 is 561.1 thousand people, Tatyana Golikova said.[1]

2022: Implementation of the Platform Application Mechanism

On September 28, 2022, BFT-Holding announced the expansion of the functionality of the Unified Digital Platform Work in Russia. The system has introduced a platform for ensuring information interaction between labor market participants and subjects in the field of training and retraining, thanks to which the mechanism for submitting applications for training, as well as other important functionality, is implemented. The update will create a stable solution that will help ten million users across the country to undergo training at the expense of the state and provide state authorities with a large amount of data for making decisions on the development of the labor market and employment. In total, it is planned to train at least 345 thousand people through Work in Russia in 2022.

Key figures

According to the company, the project to modernize the Work in Russia platform is aimed at creating conditions for the continuous career development of citizens, ensuring the growth of incomes of the population and the development of the labor market. The prerequisite for the modernization was the update of the Employment Promotion program, which is being implemented from 2019 to 2024 as part of the national Demography project. Thanks to this program, Russians from unprotected social groups can undergo training or retraining to get a job, start a business or start working as a self-employed.

Since its inception, the system has been constantly evolving. So, in 2021, the FGIS ECP "Work in Russia" has already acted as a front system for submitting applications by citizens. In 2022, BFT-Holding specialists implemented a number of functions aimed at several categories of users at once - citizens, federal operators and employment centers, as well as Rostrud. According to the results of the project, citizens will be able to easily apply for training. Employment centers will be able to process applications of citizens after they undergo career guidance, as well as send applicants for training to educational organizations of federal operators and monitor training. At the same time, Rostrud, federal operators and employment services will have the opportunity to monitor the results of training of citizens and their subsequent employment.

Among the most important updates of the system is the ability to automatically determine the attitude of the user to the category of citizens who have the right to retraining, as well as track information about his future employment and employment through external state information systems. For this purpose, integration with the systems of the Pension Fund, the Federal Tax Service, with the external information systems of the RANEPA, Tomsk State University, as well as the Agency for the Development of Professional Skills Worldskills has been implemented.

In terms of integration with the FIU and the Federal Tax Service, the functionality of checking categories of citizens when applying and employment status after training is implemented. For IP universities, the possibility of transferring data on citizens and their applications from "Work in Russia" to internal systems has been implemented. In addition, IP of educational institutions will now be able to transmit to a single digital platform information about their educational programs, partnership agreements between federal operators and educational organizations, as well as data on training contracts concluded, student performance and their deduction. With the help of these capabilities, the system will check whether the applicant has the right to a benefit, independently send him for training to one of the accredited operators, monitor the effectiveness of training, and also check whether the citizen was able to find a job. The data obtained will help the federal regulator to conduct objective monitoring of the general situation in the employment market in the country, as well as make strategic decisions on the development of the industry.

Prime Minister Mikhail Mishustin approved the creation of a single digital platform for all employment centers. This was reported by the press service of the Cabinet of Ministers, referring to the corresponding decree of the Government of the Russian Federation No. 1909 of November 2, 2021.

This document, which was signed by Mishustin, approved a new procedure for registering unemployed citizens, as well as citizens who apply to employment services to help with employment. This will automate job search and reduce the number of documents submitted.

On August 5, 2021, it became known that the planned federal budget expenditures for the creation of the All-Russian vacancy base "Work in Russia" in the period 2019-2024. will grow from 831 million rubles. up to 1.15 billion rubles. This follows from the updated version of the federal project "Digital Public Administration" of the national program "Digital Economy of Russia" (the document is at the disposal of CNews).

In 2021, the law was amended, according to which, from January 1, 2022, information on available vacancies in the Work in Russia system will have to be posted by state and municipal authorities, state and municipal organizations, organizations with state participation, as well as organizations whose average number of employees over the past year exceeds 25 people. The system itself was renamed the Unified Digital Platform in the Field of Employment and Labor Relations "Work in Russia."

According to the plans set out in the federal project "Digital State Administration," one of the directions for the development of the system is the creation of mechanisms and technologies to ensure significant electronic document management between educational institutions, employers and students when organizing internships and practices. By 2021, the system should contain information on 100 thousand practices and internships. Also, an information space ("marketplace") and mechanisms for the interaction of educational institutions, employers and students of senior courses of educational institutions and graduates should be implemented.

In addition, the personal account of the educational institution and the personal account of the organization's recruiter (including "bots" for interaction with potential candidates) should be created, as well as the personal accounts of applicants and employers should be finalized. The plans include a modification of the technical solution "Work in Russia" and its mobile application in terms of integration with software platforms for mentoring, volunteering and working with young people ("Leaders of Russia," "Young Professionals," "Professions of the Future," etc.).

Another area of development of the platform is the implementation of the possibility of confirming information about the assessments available to applicants (including from the National Agency for the Development of Qualifications) and the provision of service opportunities for obtaining comprehensive information (navigation) on the implementation of an independent assessment of qualifications. The number of visitors to the service integrated with independent qualification assessment systems should be at least 5 million people in 2021.

To this end, "Work in Russia" should implement personal accounts of qualification assessment centers and councils for professional qualifications, establish information interaction on importing data from the register of information on conducting an independent assessment of the qualifications of the National Agency for the Development of Qualifications, finalize the integration service with the state information resource "Profession Directory" and implement a service for reflecting confirmation according to information provided by employers and applicants.

Another area is the development of methods for obtaining and analyzing information about the labor market using big data technologies. It is planned to ensure the initial accumulation of data from visitors and registered users "Work in Russia" ("trace" trajectory) of the actions of applicants and employers in employment and recruitment, conduct comprehensive surveys on the wide coverage of applicants and employers, compile behavioral portraits of target groups in the Skillsnet business communication network in the field of job search, etc.

For applicants, services for effective employment should appear (assessment of opportunities and prospects in the labor market, transformation of professions, etc.). It is planned to create services for employers that ensure the adoption of timely management decisions on personnel management. Mechanisms will appear for state authorities to build policies to regulate the labor market. In 2021, 90% of transactions will be processed in Work in Russia using big data.

It is planned to implement services for optimizing the selection of resumes/vacancies using machine learning, including profiling of job seekers. These services will identify links between resumes and vacancies based on accumulated information with actual responses and employment using machine learning, clustering and implementation of mechanisms for creating profiles for various target groups. As a result, in 2021 it will be possible to reduce the time for recruitment by 90%.

It is planned to develop tools to support employers and applicants using man-machine complexes. We are talking about expert support for the compilation of resumes, expert assistance in preparing for an interview, assessing the quality of the resume (or vacancy), assessing the potential opportunities of the applicant for employment in the chosen field of activity.

Another area is the introduction of remote services in the field of employment promotion. We are talking about the development of a subsystem for the employment of persons in need of state support as part of the portal "Work in Russia." The system will implement the functions of transferring applications from employers for the selection of employees from among persons in need of state support, and the functions of searching the bank for special resumes of such candidates. A data bank of relevant resumes will also be created with the possibility of filling out information about these persons, their wishes for employment and proposals from employers, information about public services provided by the employment service and actual employment.

In addition, the service "Standardized video surveillance" and video broadcasting services will be created. Also, the "Work in Russia" will be finalized in the interests of supporting the activities of the active employment program for people of pre-retirement age. As a result, a list of the most demanded professions for persons in need of state support will be formed, along with statistics and reference data on their employment.

Recommendations for employment through "Work in Russia" will also be developed. By 2021, the number of vacancies placed in "Work in Russia" for people experiencing difficulties in finding a job will be 200 thousand. At the same time, there will be a 90% reduction in the time for selecting vacancies and resumes for people experiencing difficulties in finding a job.

Rostrud's press service did not respond to a request from CNews about how much these plans were implemented and whether the planned targets were met[3].

Start-up of electronic personnel document management subsystem

On November 2, 2020, BFT announced the completion of a federal-scale project - the development and launch of an electronic personnel document management (ECD) subsystem on the federal portal "Work in Russia."

On the basis of the portal, a federal experiment is being carried out to digitize the relationship between the employer and the employee. For the technological support of the experiment, BFT developed and implemented an electronic personnel document management subsystem on the portal. In Russia, the transition to a fully electronic personnel document flow began

In October 2020, an experiment began on the transition to electronic personnel document management (ECD). It is held on the basis of the portal "Work in Russia."

Participants in the experiment can create and store personnel documents on this resource. It is also possible to connect employers' information systems to this resource.

An enhanced qualified electronic signature is used to sign documents by the employer. And for an employee it is possible to use a simple electronic signature, provided that documents are signed through the portal "Work in Russia."

As noted in the Ministry of Labor, one of the problems of switching to paperless digital document management is the requirement of personnel legislation, according to which all documents related to the regulation of labor relations and for which a personal signature is provided must be signed in paper form. Because of this, companies that translate internal document management into digital format are forced to make an exception for personnel processes. Employees are still required to visit offices to sign personnel orders printed on paper. Full-fledged remote work does not work.

The main purpose of the experiment is "to determine and create conditions for the use in the field of labor relations of electronic documents related to work, including the exchange of information in the form of electronic documents related to work, between the employer, employee and person entering the work."[4]

As part of the experimental implementation of ECD, the interactive service "Employment Contract Designer" was also created. It will allow the employer in each specific case to simply and quickly create the necessary legally competent electronic employment contract and, if necessary, an additional agreement to it, using the template. The designer will also ensure automated verification of documents for compliance with the requirements of the Labor Code.

The ministry expressed hope for the successful completion of the experiment and the transition to the maintenance of personnel document management completely in digital form.

On the portal "Work in Russia" now you can apply for the payment of unemployment benefits

On May 7, 2020, it became known that modernization was carried out on the Work in Russia portal - functionality was introduced that opens up additional opportunities for users. So, from April 9, 2020, through the portal, citizens can register as unemployed and apply for benefits. From April 29, 2020, this can also be done through "Public services." In addition, through a special service on the "Work in Russia" portal, employers can send information about employees to the Employment Center. All processes are conducted remotely. Information about the updated functionality of the portal is published on the website of the Ministry of Labor of Russia.

On the portal "Work in Russia" now you can apply for the payment of unemployment benefits

As reported, citizens recognized as unemployed under the law "On Employment in the Russian Federation" can receive benefits. This means that they do not have a job and earnings, they are registered in order to find a suitable position and are ready to start work. You can register by filling out and sending an application through the service for applicants on the "Work in Russia" portal. This application also serves as a basis for assigning benefits if a citizen is recognized as unemployed.

To apply, a citizen needs to:

  • check whether there is information about his work in the Pension Fund. If the employer has not sent information, you can inform the State Labor Inspectorate about the violation of rights. All this can be done on the service page;
  • log in using an account on the Public services portal. A confirmed account is required.
  • fill out the electronic application form - check the data automatically entered through the Public services portal, fill out the missing information. And also add a resume - created earlier on the portal "Work in Russia" or new.
  • Submit a request.

Notifications of a change in review status will appear on the application card. Previously, the application procedure was much more time-consuming. For example, a citizen had to provide copies of a work book, a dismissal order and a certificate of average monthly earnings from a previous employer. As of May 2020, employment centers will clarify this information through interdepartmental interaction. In addition, earlier the decision to recognize a citizen as unemployed was made by the employment service after a personal appeal by a citizen. Now all processes are carried out online.

In this regard:

  • the number of visits of citizens to employment centers decreases;
  • reducing the number of paper documents used in the work;
  • reducing the number of information processing steps;
  • as a result, the time resource is saved.

A service for employers to collect information about dismissal, part-time employment and temporary remote work of employees was launched on the Work in Russia portal in April 2020. The need for such reporting appeared in connection with the spread of coronavirus infection in the country. The corresponding order was given by the Ministry of Labor and Social Protection of the Russian Federation.

You can send data by switching to employer mode on the main page of the portal "Work in Russia" and going to the service page through the banner "Operational Employment Monitoring." Only those companies that are registered on the Public services portal can use the functionality.

In the electronic form, the employer needs to enter all the latest data on the number of employees and their working hours. For example, if a company has part-time staff due to the introduction of quarantine, this should be reflected in the report. It is also necessary to specify a specific reason for the non-standard work format. The completed form goes to the Employment Center for verification. Online service on the portal "Work in Russia" allows you to significantly simplify the tasks of both sides of the process: both the employer and the Employment Center. If earlier reports were provided in paper form, for which time was additionally spent, then in May 2020 information is submitted online - this happens several times more quickly. Personal visits to employment centers are no longer required. You only need access to the Internet and the presence of an EDS to confirm the data in order to submit a report remotely. In addition, now you can monitor the situation on the labor market in real time, use the data obtained for analysis, and quickly take measures to support employment.

FSIN launched a job search system for former convicts

On January 9, 2020, the Federal Penitentiary Service (FSIN) announced test tests of a service for the employment of convicts preparing to be released. This was reported by Interfax with reference to the press bureau of the department.

In each correctional institution, social security officers will be able to post resumes of convicts and send applications for consideration of their candidates for employment through their personal account on the Work in Russia portal.

The Federal Penitentiary Service (FSIN) announced the testing of the service for the employment of convicts preparing to be released

By early January 2020, the FSIN had developed a template for an information card and tested the project. A full-scale launch of the service in all institutions of the Federal Penitentiary Service of Russia is planned during 2020. It is assumed that the new base will be constantly supplemented by offers from employers and applicants from all regions of the country.

According to the official representative of the FSIN, Kristina Panshina, the document signed by FSIN and Rostrud provides for informing employers, representatives of correctional institutions and persons released from places of imprisonment about the possibility of working with an electronic database of vacancies and employment.

Panshina noted that the convicts, while serving their sentences, are trained in vocational schools in correctional colonies and receive working specialties and specific professions.

In Russia, the number of convicts is growing, who, being in places of imprisonment, want to receive higher education in absentia. As noted by Novye Izvestia, in 2019 this figure was three times higher than a year earlier.

First Deputy Director of the FSIN Anatoly Rudy said that street cleaning and landscaping can be completely shifted to convicts for forced labor. According to him, convicts as a whole can occupy the niche of low-skilled labor.[5]

According to the Government decree, state structures and organizations, the share of the state in which exceeds 50%, were recommended to post information on their vacancies in the specified system.

Initially, the project was called the information and analytical system "All-Russian database of vacancies" Work in Russia. " In 2015, the said system was modernized, the contractor was BFT.

2009: Start of Work in Russia portal (Trudvsem.ru)

The portal "Work in Russia" (Trudvsem.ru) was launched in 2009. Its creation is carried out by the Federal Service for Labor and Employment (Rosstrud). The project provides free of charge the opportunity to place and receive information about vacancies and applicants throughout the country. Information posting can be carried out by state authorities, employment services, personnel agencies, organizations and citizens.[6]
