The unified trade aggregator "Birch" (EAT) is designed to carry out public procurement of a small volume of up to 100-400 thousand rubles. Unlike all electronic trading platforms operating according to the 44-FZ, EAT purchases are carried out not among business entities, but among procurement objects - goods, works and services (TRU), of which there are at least 100 million in online stores. In accordance with this, the EAT is aimed at collecting TRU suppliers - primarily large electronic stores, trading platforms, including regional ones.
Goods, works and services fall into the key part of the aggregator - the catalog, where they are identified due to the developed classifier, which allows them to be correlated with each other and ranks the cost from the smallest to the largest. As a result, this approach expands the possibilities of choice and allows you to purchase high-quality goods at the best price, the state corporation explained.
To work in the aggregator, you only need to register with the UIS or the Unified Identification and Authentication System.
2025: State customers saved 6.9 billion rubles in five years
For five years, Russian state customers saved 6.9 billion rubles of budget funds using the Unified Trade Aggregator (EAT), developed in Rostec, for small purchases, which announced this on May 16, 2024. With the help of the system, almost 2 million contracts were concluded, and its functionality is constantly expanding. In 2023 alone, the EAT implemented more than a dozen innovations, including the possibility of terminating the contract in electronic form and issuing machine-readable powers of attorney.
Since 2019, according to a government order, the use of EAT is mandatory for public procurement of a small amount of − up to 600 thousand rubles. It is possible to make a purchase without using EAT only if it is carried out at a contract price lower than proposed by the residents of the aggregator. To fulfill this condition, the customer needs to check the existing quotation by holding a procurement session at the EAT. The aggregator offers a clear mechanism for checking the optimality of the purchase price - "buy where you want, but check the price on a single trading aggregator." This saves customers money.
As of May 2024, 20 thousand customers were registered at the EAT, 130 thousand suppliers were accredited, 2.5 million procurement sessions were held, 1.9 million contracts were concluded. During its existence, the aggregator has established itself as a reliable information resource, dynamically developing in response to the wishes of users. So, in 2023, the EAT functionality introduced the possibility of issuing machine-readable powers of attorney for employees of organizations registered on the site, as well as the option of terminating the contract in electronic format with full compliance with Russian legislation. 2020: EAT helped companies and departments save more than 400 million rubles on purchases.
Customers saved more than 400 million rubles in two years by making purchases through the Unified Trading Aggregator (EAT) "Birch," created by a subsidiary of Rostec - "RT-Design Technologies." Rostec announced this on July 9, 2020.
EAT "Birch" began work in July 2018. Public procurement of small volumes is carried out on the site: without fail - for federal executive bodies and their subordinate state institutions, voluntarily - for other customers, including state corporations.
The aggregator is available for all categories of suppliers, including small and medium-sized businesses, socially oriented non-profit organizations and self-employed. In total, the catalog contains more than 1.7 million offers of goods, works and services.
Since 2018, more than 500 thousand procurement sessions have been announced in the system, the total amount of contracts concluded during this period exceeded 4 billion rubles. The amount of savings in 2018 - 2019 amounted to 7.24%, or 200 million rubles, in the first five months of 2020 - 10.6%, or 225 million rubles. In order for companies from the Rostec circuit to use the aggregator, from January 2020, amendments were made to the Unified Procurement Regulation (EPOZ) in force in the Corporation. EAT has become mandatory for the purchase of all categories of goods, works and services of small volume
On March 1, 2019, Rostec announced that in accordance with the order of the Government of the Russian Federation dated 28.04.2018 No. 824-r, from March 1, 2019, state purchases of small volumes should be carried out through a single Berezka trade aggregator (EAT) developed by RT-Design Technologies (part of Rostec State Corporation). The information resource is technically ready for the project.
As of March 1, 2019, about 10,000 customers located in all 86 constituent entities of the Russian Federation were registered on the aggregator. At the same time, 3500 of them are regional and municipal customers, on whom the obligation to use the aggregator did not apply. Federal executive bodies and federal state institutions subordinate to them have the right to conduct purchases not at EAT at prices lower than were determined on a single trade aggregator with the subsequent entry in the procurement register. The use of EAT allows not only to achieve state budget savings in small volume purchases, but also opens up access for small and medium-sized entrepreneurs (SMEs) to public procurement. As of March 1, 2019, more than four thousand entrepreneurs were accredited at the aggregator, placing almost 500 thousand goods on Berezka. About 5 thousand customers and almost 100 thousand goods are registered at EAT
On October 31, 2018, Rostec State Corporation announced that in accordance with the order of the Government of the Russian Federation of 28.04.2018 No. 824-r, from November 1, 2018, state purchases of small volumes will be carried out through a single trade aggregator Berezka (EAT). The information resource is technically and technologically ready for the implementation of the project.
As of October 2018, about 5 thousand customers were registered on the aggregator, of which 2.7 thousand comply with government orders. About 1,100 suppliers were accredited, who placed almost 100 thousand goods at Berezka. 9 thousand calls to the EAT call center were processed. According to the reports of the health monitoring system, as part of the operation of the software since July 1, 2017, not a single abnormal situation has arisen that would lead to the operation of the information resource in emergency mode.

Considering that the use of the aggregator affects the interests of a large number of entrepreneurs and opens them up to public procurement, RT-Project Technologies specialists have established interaction with federal executive bodies, negotiations have been held on interaction with JSC, Federal Corporation for the Development of Small and Medium Enterprises and a joint roadmap has been drawn up. Launch of pilot and call center EAT
On July 1, 2018, the specialized organization RT-Design Technologies of the Rostec state corporation launched a pilot project of the Birch Unified Trade Aggregator (EAT). At the same time, the EAT call center began to work.

Update of the Regulation of EAT "Birch"
Rostec, represented by the specialized organization RT-Design Technologies, has adjusted the regulations for the functioning of the Birch Unified Trade Aggregator (EAT) for small-scale public procurement. The changes were made following the analysis of appeals received by the state corporation from interested parties after the publication of the regulations in the EIS and the expert meeting of the All-Russian Popular Front (ONF) on the topic "Improving the procurement system and creating a digital platform to support small and medium-sized businesses," Rostec reported on June 28, 2018.
The creation and functioning of the EAT was paid special attention in the framework of the discussion of the problems faced by SMEs in terms of ensuring the state order, digitalization of the state order as a factor contributing to the participation of SMEs in public procurement. Despite the large number of comments, it was agreed that small-volume purchases are an effective mechanism for helping SMEs, but the Regulation requires adjustment. The comments and suggestions of specialists, among other things, formed the basis of the updated Regulation of EAT "Birch."
According to Sergey Yarosh, General Director of RT-Design Technologies, among the most important changes is the simplification of the accreditation procedure for customers and suppliers. To work in the aggregator, you now only need to register with the UIS or the Unified Identification and Authentication System. The requirement to provide a package of documents in electronic form has been eliminated, which makes it easier to start working in the system.
According to the updated version of the procedure, the procurement procedure has been changed. As of September 1, 2018, in addition to a short procurement session where all vendors can submit their bids for a billed item within two hours, a long procurement session of 24 hours is introduced. The selection of the purchasing session type is determined by the purchasing customer.
Included is a provision that procurement participants in the procurement session can submit quotations for goods, works and services, information about which has not yet been provided by the supplier to the EAT catalog. In addition to these changes, a proportional commission fee of the EU operator has been introduced, taking into account a discount for small businesses. The section "Procurement Register" has been added, which clearly states the procedure for creating and filling out the register, defines the form of the application in electronic form for the connection of other information systems and the timing of its consideration. At the same time, customers will retain the right to purchase goods, works, services not for EAT, if they found the lowest (best) price for TRU. However, upon the customer making such a purchase, he will have to provide information about the transaction to the procurement register at the EAT for subsequent transfer of information to the EIS.
As of June 22, 2018, the Unified Procurement Information System (UIS) posted the Regulation on the functioning of the EAT. All interested parties, including potential suppliers, can familiarize themselves with it, ask questions and make their proposals for its revision.

The procedure for registering customers at EAT requires preliminary registration in the Unified Information System in the field of procurement (EIS). The customer only needs to confirm the form received from EAT by signing it with a certificate of his electronic signature from the EIS. Suppliers are obliged to submit an application and documents in accordance with the regulations, as well as fill out the necessary forms. The EAT operator checks the information provided by the supplier and only then accredits it to the EAT.
According to the Order of the Government of the Russian Federation dated 28.04.2018 N 824-r and the EAT regulations, state and municipal customers have the right to purchase and not at EAT. This is possible if they did not find the corresponding goods, work or services for EAT, if within two hours from the moment of placing their application for purchase at EAT there were no proposals from suppliers accredited for EAT, or if the customer has proposals for the supply of identical TRUs at a lower price outside EAT.
