At the beginning of 2015, the corporation decided to create a comprehensive competence center for managing non-core and problematic assets on the basis of a separate infrastructure subsidiary, RT-Design Technologies (RT-PT). The main functions of RT-PT include the tasks of managing pre-sales preparation, developing financial recovery programs, attracting investors, preparing proposals for repurposing non-core assets and distribution between holding companies of the state corporation, as well as managing non-core and problem assets within the framework of trust management. These functions are derived from the Rostec corporate center, which will be followed by methodological guidance, setting target tasks and monitoring their implementation.

Work with non-core assets consists of two key areas - the first is the sale of non-core assets and the subsequent direction of proceeds to higher priority areas of activity, investment projects, recovery of strategic assets of Rostec; the second is the implementation of investment and construction projects

In Rostec, taking into account the goals set by industrial directors, decisions were made to decentralize work with non-core assets and transfer it to the level of holding companies (HC) and integrated structures (IS). It is planned to maintain a centralized approach to managing non-core assets at the corporate center level through a specialized competence center - RT-PT.

The purpose of the reorganization, first of all, is to increase the financial result from working with non-core assets, both for the corporation and for holdings. In this regard, improvement requires not only a non-core asset management model, but also procedures and approaches to consolidating funds from the sale of non-core assets.

2022

Appointment of Oleg Menzhinsky as CEO

2020: Plan for the creation of the Competence Center for the Development of End-to-End Technologies of the Digital Economy based on RT-Design Technologies

Rostec State Corporation and the Financial University under the Government of the Russian Federation will create a national Competence Center for the development of end-to-end technologies of the digital economy. Rostec announced this on January 27, 2020. The agreement was signed by Deputy General Director of Rostec Alexander Nazarov and Rector of the Financial University Mikhail Eskindarov.

The structure will begin to operate by the end of 2020 on the basis of the Faculty of Applied Mathematics and IT of the Institute for the Development of Digital Economics of the Financial University under the Government of the Russian Federation and the subsidiary structure of Rostec - RT-Design Technologies. 2019: Memorandum with Seldon to set up Russia's largest certification centre

RT-Design Technologies of Rostec State Corporation and Seldon Group of Companies on April 12, 2019 announced the signing of a memorandum of cooperation in the development of digital services. As TAdviser was told in Seldon, the document involves the creation of "the largest crediting center in Russia," which will provide customers with support at all stages of business processes - from obtaining an electronic signature to submitting online reports to government agencies.

RT-Project Technologies plans to invest their developments in the project, which were used to create large federal information systems - the Unified Trade Aggregator Berezka and the Unified Procurement Information System. In turn, on the basis of solutions of the Seldon Group of Companies, a public key infrastructure service will be implemented. The partners' joint products will also use linguistic and analytical technologies for processing big data from Seldon.

2017: RT-Design Technologies received government preferences

On February 20, 2017, the press service of Rostec Corporation announced the adoption by the Government of the Russian Federation of the decision to choose Rostec State Corporation as the sole executor of state contracts with the Federal Treasury for the development and operation of a unified information system in the field of procurement (EIS) in 2017-2018. Integrated maintenance of the EIS will be carried out by RT-Design Technologies JSC.

The decision of the Government of the Russian Federation was made in accordance with the instructions of the President of the Russian Federation V.V. Putin (No. Pr-103 of 19.01.2017) and is aimed at improving the EIS in order to actually reduce prices and ensure fair competition in the field of procurement.

The EIS development project is based on such key elements as the creation of reference books (classifiers), product catalogs, databases of weighted average (reference) prices, and an analytical system.

The implementation of the EIS development project will allow in the near future to ensure a cross-cutting process from systemic procurement planning to the conclusion of contracts. At the same time, at the planning stage, automatic formation of directories of classifiers and catalogs for all commodity groups will be carried out, as well as the formation of transparent competitive pricing and assessment of the results of work and service provision. At all stages of the EIS, an automatic warning function will be provided about possible deviations, both in price and quality indicators.

The advantage of this approach over the existing one is the ability to automatically analyze large amounts of information in real time with the formation of preliminary recommendations on prices for all procurement participants, including regulatory authorities.

This will allow state customers to ensure not only a comparison of starting prices, a reduction in the number of routine operations for manual input and analysis of large amounts of data, the adoption of timely and balanced decisions, but also to ensure a reduction in the corruption component and a real reduction in prices. The regulatory authorities, in turn, will receive an additional preventive tool to prevent violations in the field of procurement.

On February 20, 2017, Rostec, within the framework of joint working groups with the Federal Treasury, began to develop a system project for the development of EIS functionality. Work with the EIS will be carried out by domestic developers based on Russian open source software. Earlier, in accordance with the instructions of the President of the Russian Federation V.V. Putin (No. Pr-1567 of 10.08.2016), Rostec was also determined by the contractor to create an information and analytical system for monitoring and control in the field of procurement of drugs to meet state and municipal needs (IAS).

All works on IAS are performed by JSC RT-Design Technologies. The project is being implemented jointly with the Ministry of Health of Russia, the Ministry of Finance of Russia, the Treasury of Russia, the Ministry of Economics of Russia, the Ministry of Communications of Russia. As of February 20, 2017, the IAS was developed. Measures are being taken to deploy the system in the data processing center of the customer - the Ministry of Health of Russia. Preparations are underway for the start of pilot operation of the system, starting from March 1, 2017.

2016

The plans for 2016 are to hold auctions for the sale of two large objects in the center Moscow (Electric Per., vl. 1) and the region (g.) Lyubertsy With a starting value of 3.5 billion rubles. and 1.635 billion rubles. respectively. Also, in 2016, it is planned to complete the sale of the property complex on Vasilyevsky Island St. Petersburg on a land plot of 7.5 hectares (starting price of 1.399 billion rubles). These property complexes may be of interest to market participants, primarily under redevelopment.

2015

In 2015, the state corporation intensified work on the sale of non-core assets, which made it possible to gain 5.8 billion rubles, twice as much as in 2014. In 2016, this activity will continue, while decisions on the sale of non-core assets will be transferred to the level of holding companies.

On the basis of the company of one of the oldest mechanical engineering enterprises in the Russian Federation, Projectmashdetal, which was forced to lease its areas in a crisis situation, new import-substituting competencies were formed. As a result, already at the end of 2015, the company was able to conclude the first contract for the production and supply of modern vacuum technological spraying equipment, which is widely in demand by various organizations of aviation instrumentation of the corporation. It is expected that the order book for 2016 may reach 500 million rubles.

The financial condition of the oldest "90th experimental plant," which specializes in the maintenance and repair of armored vehicles, was also stabilized. The company already participates in tenders for the conclusion of contracts in the interests of the Ministry of Defense of the Russian Federation, interacts with UVZ in the design of a prototype of repair and restoration equipment for the Armata platform.

In 2015, the plan for the development of property and land complexes of Rostec organizations was updated, taking into account production needs, economic feasibility and prospects for the development of the territories of Moscow.

Thanks to the joint work of the state corporation with the Moscow government, sites have been identified on the basis of which the development of technology parks and research and production clusters is possible, as well as the investment and construction potential of other sites has been determined. The involvement of property complexes of organizations in the investment turnover will allow modernizing existing production facilities and research centers.

The implementation of the tasks is carried out by the profile organization of Rostec RT-Stroitech, fully focusing on the implementation of investment and construction projects with a potential volume of more than 2.7 million square meters. Additional income from their implementation will be aimed at replenishing investment and innovative development funds.
