From October 15 to November 14, 2021, the All-Russian Population Census (VPN) is held, the digital partner of which is Rostelecom. This was announced on October 15, 2021 by Rostelecom. As part of government contracts with Rosstat, the company equipped census takers with tablet computers, modernized the automated VSN system, provided infrastructure for the situation center, and organized a hotline. Rostelecom delivered 360 thousand tablet computers to the territorial state statistics bodies and provides mobile communication services for their work. In accordance with the instructions and decisions of the President and the Government of Russia, domestic equipment and technologies are used in the census. Tablet computers were produced by Aquarius and Byte Erg at five production sites in Moscow, Kostroma, Krasnoslobodsk, Shuya and Kaliningrad. The project allowed domestic companies to establish a full production cycle for the production of tablets on an industrial scale.

Tablets work on the Russian mobile operating system Aurora, the development of which is being carried out by Rostelecom's subsidiary, Open Mobile Platform. A certified infrastructure has been deployed to centrally manage all tablets to ensure the information security and security of collected data.

In the mobile application of the enumerator, an electronic census form for entering data is available, as well as a mapping service that allows you to more easily navigate the area. Automation of a number of information gathering functions is provided, which significantly reduces the working time of the scribe. Built-in mechanisms for checking input based on specified logical rules eliminate errors and typos. The application allows you to track the progress of the census online. With a centralized management infrastructure, if a tablet is lost or compromised, it can be remotely locked and data deleted.

In 2021, you can take part in the census remotely - on the public services portal. Rostelecom (represented by a subsidiary of RT Labs) is a technical partner of the Ministry of Digital Affairs of Russia for the operation and development of e-government infrastructure, including a single portal of state and municipal services. Most primary census data (about 90%) are supposed to be immediately collected in digital format. This will increase their reliability and quality, as well as speed up the further processing and analysis of the collected information. At all stages of data collection and processing, information security is ensured, including the depersonalization of information at the initial stage.

The census hotline was created on the basis of Rostelecom Contact Center (a subsidiary of Rostelecom PJSC). More than 170 operators of the contact center received special training, a knowledge base was developed to answer questions from the population.

Start of the All-Russian population census in hard-to-reach areas of Yamal

On April 13, 2021 Rostelecom reported that in the territory of the Yamalo-Nenets Autonomous Area (YNAA) the first stage of the All-Russian population census started. Thus, most data from the All-Russian Population Census will immediately be collected digitally. Specialized software in the absence of a cellular signal allows you to work offline for all the necessary time. The processed information will arrive at the situation center when the link appears.
