2024: Switching 100% Automated Workstations to AlterOffice
According to Sergei Khomyakov, director of the RusHydro information technology and digital development department, 100% of the company's office jobs have been transferred to Russian office software. Such information was shared with TAdviser by representatives of RusHydro on December 17, 2024.
According to the recommendations of the Ministry of Digital Development, by January 1, 2025, state corporations and companies with state participation should switch to domestic software solutions in several classes, including office packages, in the amount of 100%.
RusHydro conducted an analysis of domestic software, according to the results of which the AlterOffice office suite scored the most points, the company said. The transition was carried out in stages over three years. The first licenses were purchased in the second quarter of 2022.
Today we can say that the process of transferring employees, which is more than 30 thousand automated workplaces, has been successfully completed. The functionality of AlterOffice meets the high requirements for software in RusHydro, the company said in a statement. |
According to representatives of RusHydro, independence from foreign technologies is extremely important for the energy industry as part of the country's critical infrastructure. Therefore, the company attaches particular importance to measures to increase the level of import substitution of software for digital services and RusHydro platforms.
The key arguments in favor of the transition to Russian software are information security and achieving technological independence, said Sergei Khomyakov, director of the IT and digital development department at RusHydro. He also noted that in "the current situation, it is the forced transition to domestic software that is the only reliable way to ensure the effective development of the company's digital infrastructure in the long term."
2022: Refusal to supply Astra Linux and P7 Office
The state group "," RusHydro which unites more than 60 as of February 2022, hydroelectric power plants in our country has terminated large-scale contracts for the supply the Russian OS Astra Linux of the developer of the same name and the domestic office suite "Company P7 office." New communication technologies This became known on February 14, 2022.
The contracts were signed with Open Technologies 98 following the results of two tenders in the format of open tenders. The first of them was launched on October 29, 2021 with an initial contract price of 130.2 million rubles. (108.5 million rubles excluding VAT). According to the terms of reference of this tender, RusHydro required 3,567 licenses for the use of the OS and 4,193 licenses for the use of offices.
The company "CROC" tried to compete with the winner. Supply agreements were signed for a total amount of 109.4 million rubles. separately with seven subsidiaries of RusHydro: KrasnoyarskEnergosbyt, DRSK, Magadanenergo, Sakhalinenergo, SakhaEnergo, Yakutskenergo, Hydroremont-VKK.
As of February 2022, contracts with Krasnoyarsk Energosbyt, DRSK, Sakhaenergo, and Yakutskenergo have been terminated. Their total amount is 79.5 million rubles.
The second of the tenders was announced on November 12, 2021 with a starting price of 131 million rubles. The customer who organized this competition required 4 thousand licenses for OS and offices. The MP company (formerly Merlion Projects) tried to compete with the winner. The supply agreement was signed on December 30, 2021. The deadline was January 17, 2022. Information on the termination of the contract was published on January 26, 2022.
The reasons for the terminations are not reflected in the public domain.
In both tenders, specific software vendors were not spelled out in the SOW. In the case of subsidiaries, Astra Linux Special Edition OS with a basic level of security (Eagle release) and the P7 office pact were offered for delivery. Professional (desktop + server is optimal). " Through the second of the tenders, the supplier also offered the Astra Linux OS and the P7-Office package.
An analysis of the public procurement website shows that the second of the tenders considered was restarted on January 31, 2022 with the previous starting price of the contract of 131 million rubles. Applications from applicants are accepted for tender until February 16. Summing up is scheduled for April 5.
Specific software vendors are also not specified this time, but the requirements for programs have changed significantly. A number of market participants believe that the TA is registered under the software of a specific developer - the Nizhny Novgorod company ALMIS Partner, whose office suite was first excluded from the register of Russian software under the Ministry of Digital Development, and then was included back by a court decision.
When you study the technical characteristics in detail, it becomes clear that only the AlterOffice office suite is suitable for the criteria set by the customer, the grievor claims. |
These criteria include the use of a multilingual user interface (including Russian and English) with the function of switching between languages during operation, the ability to add, search, delete notes and the ability to respond to notes, the ability to use page frames, the ability to set the interval for auto-saving a document, support for opening and saving files in txt, rtf, doc, docx, OpenDocument, pdf, support for opening and saving files in csv, xls, xlsx, OpenDocument, pdf formats.
The source believes that if the Ministry of Ministry of Digital Development has real Russian office packages in the register of domestic software that have passed certification tests of the regulator and can be used at CII facilities, "the very fact that a strategic enterprise purchased a clone of foreign software with all the ensuing risks raises numerous questions about the legality and objectivity of the procedure."
The purchase jeopardizes not only the implementation of the provisions of national projects, programs import substitution and initiatives, Governments but also, as a result of the presence of backdoors and vulnerabilities in cloned foreign software, it can lead to a shutdown and braking of the normal operation of 60 hydroelectric power plants, which generate 38.2 GW of energy throughout the country.
The developer of the P7-office office package refused to comment on the complaint to the FAS.
As for the tender requirements for the OS, then the opinions of experts were divided. One of the sources in the software market draws attention to the requirements "Activation keys are provided in the personal account on the manufacturer's website" and "Personal account contains information about licenses activated and available for activation."
From the expert's point of view, these options are freely implemented in the ALMIS OS - AlterOS. At the same time, he clarifies that the BASEALT company can also boast of them, but in its Alt OS this applies only to educational licenses. "But RusHydro is not an educational organization," he argues. "Thus, we conclude that the customer has limited competition with these requirements."
Due to the technical requirements of the second of the above purchases with a starting price of the contract of 131 million rubles. the customer was also accused of being addicted to software of specific brands.
Then it was about the fact that the SOW is spelled out for Astra Linux and the "P7 office." AEE Technologies Rus, a company registered in Kovrov (Vladimir Region), pointed out this in its complaint to the FAS. The complaint was found unfounded, however, as mentioned above, it was these products that the winner of the tender to the customer and offered[1]
