According to the recommendations of the Ministry of Digital Development, by January 1, 2025, state corporations and companies with state participation should switch to domestic software solutions in several classes, including office packages, in the amount of 100%.

RusHydro conducted an analysis of domestic software, according to the results of which the AlterOffice office suite scored the most points, the company said. The transition was carried out in stages over three years. The first licenses were purchased in the second quarter of 2022.

Today we can say that the process of transferring employees, which is more than 30 thousand automated workplaces, has been successfully completed. The functionality of AlterOffice meets the high requirements for software in RusHydro, the company said in a statement.

According to representatives of RusHydro, independence from foreign technologies is extremely important for the energy industry as part of the country's critical infrastructure. Therefore, the company attaches particular importance to measures to increase the level of import substitution of software for digital services and RusHydro platforms.

The key arguments in favor of the transition to Russian software are information security and achieving technological independence, said Sergei Khomyakov, director of the IT and digital development department at RusHydro. He also noted that in "the current situation, it is the forced transition to domestic software that is the only reliable way to ensure the effective development of the company's digital infrastructure in the long term."

2022: Refusal to supply Astra Linux and P7 Office

As of February 2022, contracts with Krasnoyarsk Energosbyt, DRSK, Sakhaenergo, and Yakutskenergo have been terminated. Their total amount is 79.5 million rubles.

The second of the tenders was announced on November 12, 2021 with a starting price of 131 million rubles. The customer who organized this competition required 4 thousand licenses for OS and offices. The MP company (formerly Merlion Projects) tried to compete with the winner. The supply agreement was signed on December 30, 2021. The deadline was January 17, 2022. Information on the termination of the contract was published on January 26, 2022.

The reasons for the terminations are not reflected in the public domain.

In both tenders, specific software vendors were not spelled out in the SOW. In the case of subsidiaries, Astra Linux Special Edition OS with a basic level of security (Eagle release) and the P7 office pact were offered for delivery. An analysis of the public procurement website shows that the second of the tenders considered was restarted on January 31, 2022 with the previous starting price of the contract of 131 million rubles. Specific software vendors are also not specified this time, but the requirements for programs have changed significantly. From the expert's point of view, these options are freely implemented in the ALMIS OS - AlterOS. At the same time, he clarifies that the BASEALT company can also boast of them, but in its Alt OS this applies only to educational licenses. "But RusHydro is not an educational organization," he argues. "Thus, we conclude that the customer has limited competition with these requirements."
