Sergey Emelchenkov, Deputy General Director for Information Technologies and Development of Digital Services of Russian Post, in an interview with TAdviser Editor-in-Chief Alexander Levashov, spoke about the digital transformation of the enterprise, IT strategy and key import substitution projects . In particular, during the conversation, we talked about a project to introduce the MyOffice office suite in the company.

According to Sergei Emelchenkov, replacing Microsoft Office is a huge job in terms of complexity.

You just can't replace him. The amount of code that is made in the form of macros in Excel exceeds any number of code of any other systems that we use. Why sin is the best budgeting system is Excel. The best analysis system is Excel. Any economist will say that Excel is our everything. We will not be able to directly replace all these macros in Excel. And in modern architecture this does not matter. We use MyOffice as a platform for working with information, - said Sergey Emelchenkov.


CIO of Russian Post noted that all basic information is in the "lake" of data, and the company wants all users to see the same thing, and not create their own Excel plates.

To access information, the table processor "MyOffice" is used for viewing, and all analytics are created in backox systems, in hyper-cubes, and then provided to our employees.

So, for example, we are completely changing the entire reporting system for 42,000 branches. As soon as we implement this system, not a single document in Excel or Word format will be created in the departments, - explained Emelchenkov.


In his opinion, such important architectural and process changes are characteristic of modern companies. MyOffice allowed Mail to move on to a fundamentally new ideology in which users are prohibited from creating their own personal data entities.

Changes are very difficult to implement, but we believe that by introducing new processes, we will fundamentally speed up information and optimize data flows.

We are going this way with the manufacturer of the product "MyOffice" itself - the company "New Cloud Technologies." It's too early to say we've done well. But we did not plan to complete this story within one year, given our scale, - concluded Sergey Emelchenkov.


The IT manager of Post also spoke about the decrease in the volume of purchases of Microsoft products, but so far the company is forced to use these solutions.

Contract with integrator-partner "MyOffice" for 352.6 million rubles

On March 27, 2019, Russian Post summed up the auction for the purchase of domestic office software for comprehensive interaction and collaboration with documents on various platforms.[1]

The initial purchase price was 464.5 million rubles. In total, 5 applications were received for the competition, while only 4 took part in the auction. The names of the participating companies were not indicated in the auction minutes.

The winner of the procurement procedure was Binom, which offered the lowest contract price - 357.65 million rubles. Thus, the final decrease in the value of the contract amounted to 107 million rubles. Later, in April, a state contract was concluded with Bean at an even lower price - 352.6 million rubles, indicated on the public procurement portal.

LLC "Binom" (operating under the Binom Integrator brand) was established in 2008. According to the Contour-Focus service, since November 2018, Ekaterina Kulikova has been the sole founder of the company. The company's revenue in 2017 amounted to 3.167 million rubles. Before participating in the tender of Russian Post, the largest state contract for Binom was an agreement with the Northern Machine-Building Enterprise production association in 2016 - about 3.5 million rubles, follows from the information in the Contour-Focus database.

At the time of winning the tender, Binom Integrator is a partner of 2 companies: New Cloud Technologies and Dialog. As of April 2019, the company does not have a site on the Internet, there is only a page on the Facebook social network.

Within the framework of the project, the customer requires application packages consisting of editors for workstations and web clients, solutions for centralized storage and processing of documents, as well as interaction with external recipients.

According to the TA, Russian Post should receive two types of office software packages. The first should include desktop versions of the mail client, text editor, table editor, presentation viewer and editor. In total - 28 thousand such sets of applications.

The second package, along with desktop versions, should include web clients for the programs listed above. In addition, it should include mobile applications for document management, editing texts and tables, as well as a mobile mail client. In addition, the second package should have server software for the integrated communications subsystem, file storage, e-mail and administration tools. In total, 2 thousand such packages are required.

All licenses must be granted for 3 years. During the same period, the customer will require technical support services: consulting support for users, correcting and adapting support for the system.

The specific name of the software product is not specified in the documentation. At the same time, it was noted that the purchased office software should be included in the register of domestic software.

Among other requirements, it is stated that the package should be installed on workstations and run on Windows operating systems (XP, 7, 8, 10, Server 2008 R2, Server 2012 R2, Server 2016), Alt Workstation 8.1 and Astra Linux Common Edition (release "Eagle").

Software for mobile platforms should run on devices running Apple iOS 10.x and higher (for iPad, iPhone devices), as well as Android 4.4 and higher (for devices with ARM hardware platform).

Web clients must work in browsers Chrome, Internet Explorer, Edge, Firefox, Safari, Sputnik and Yandex Browser.

The above requirements are met by the MyOffice office applications package, which Russian Post tested in 2017-2018.

According to TAdviser, this is the largest purchase of a Russian office suite.

2018: MyOffice'pilot' results, migration plans

Pilot testing of the MyOffice office suite was successful, and according to its results, Russian Post presented the developers with additional requirements for making improvements to the product. Deputy General Director for IT and Development of New Products of Russian Post Sergei Emelchenkov told TAdviser about this in March 2018.

The deputy general director for IT added that Russian Post specialists had been analyzing domestic solutions available on the market in the field of office software for several months.

Earlier in March, answering a TAdviser question at a press conference, the head of Russian Post Nikolai Podguzov mentioned that the organization plans to switch from Microsoft Office to MyOffice in 2018. Initially, migration was expected to begin in 2017 (see the section below on the pilot project).

The possible cost of the contract for the supply of licenses "MyOffice" for "Russian Post," focusing on other contracts, is difficult to estimate, since vendors often offer the customer big discounts on large-scale purchases. For example, in April 2017, the purchase of MyOffice was carried out by the Federal Property Management Agency (for more information on the project , see the link). The cost of the contract with the supplier - Softline - in this case, about 8.9 million rubles and includes 1,000 perpetual licenses "MyOffice."

Sergei Emelchenkov notes that the Russian Post computer fleet is one of the largest among companies in the country and has about 160 thousand computers. When implementing plans to replace Microsoft Office, the Russian Post project will become one of the largest implementations of MyOffice and one of the largest software import substitution projects at an enterprise in Russia.

A larger implementation of MyOffice to replace Microsoft software is underway, for example, in Moscow. True, in this case we are talking only about the postal service. In 2017, DIT of Moscow spoke about plans to transfer about 600 thousand users in the city to it. DIT said that the implementation is not without difficulties: as of May 2017, according to the head of DIT Artem Ermolaev, there was "at least a three-month delay in the project due to the fact that they faced a large number of technical subtleties."

2017: Pilot start

Russian Post has launched a pilot project to use the MyOffice office suite and in the future expects to replace Microsoft Office with it at the workplaces of employees throughout the country. In April 2017, TAdviser was told about this by Sergey Emelchenkov, Deputy General Director for IT and Development of New Products of Russian Post.

According to Emelchenkov, the pilot project was launched in the macro-region of Russian Post, Center, whose capital is located in Tver. "MyOffice" is used there by office employees and management, he says.

The Deputy General Director for IT assesses the current experience of pilot use of MyOffice in Russian Post as successful: he notes that this product completely replaces Microsoft Office employees.

Russian Post expects to start replicating MyOffice to employees' jobs in 2017. According to Sergei Emelchenkov, there are about 160 thousand computers in the Russian Post. Given such a large volume, he is not sure that in the same year it will be possible to completely complete the migration.

In "New Cloud Technologies" - the developer of "MyOffice" - the project in "Russian Post" preferred not to comment.

The tender for the supply of "MyOffice" "Russian Post" has not yet been announced.

The Russian Post is replacing Microsoft Office with MyOffice as part of a nationwide course for import substitution, Sergei Emelchenkov told TAdviser. According to him, there is a whole program for this in the organization. In addition to replacing Microsoft products, it also involves, for example, replacing Oracle with open source DBMS.

The project "Post of Russia" should become one of the largest in the transition to the domestic office.
