2024: Implementation of Human Resources Management System

Russian Post has implemented a human resources management system in all 38,000 post offices. The system was developed by the Norbit team based on the domestic solution Goodt WFM (Workforce Management). The Post reported this on November 5, 2024.

The unified Goodt WFM information system automates time accounting, allows you to plan your work schedule more efficiently and increases labor efficiency. Thanks to its implementation, the Russian Post can calculate the necessary staffing and workload for a year ahead, reducing processing and downtime.

Goodt WFM analyzes information received from other systems - ISS "Passport OPS," 1C, EIAP (unified information and analytical platform). The system studies in detail a large number of introductory ones using intelligent forecasting tools. After the study, she offers an optimal approach to planning and time accounting, minimizing the impact of the human factor. Depending on the flow of customers and the workload of the main personnel, the system automatically distributes the employees of the mobile groups to specific departments. Post Office managers no longer need to manually schedule, which frees up resources and increases productivity by providing transparency and control over all key workflows.

Russian Post introduced the system in stages. NORBIT specialists selected seven modules in accordance with the special requirements of the logistics operator. In five months, the developers created a prototype of the system and launched a pilot version first in three branches of the Russian Post. After successful testing, the project was expanded to all post offices.

Delivery of Goodt platform products to 38,000 post offices

In 2019, ABC Solutions, ABC Consulting and CTI won the megatender of Russian Post.

Under the terms of the tender, ABC Solutions will supply two platform products to 38,000 post offices: Goodt the WFM Goodt Time system and a set of staffing services for workers biometrics with Goodt Clock. They must ensure efficient scheduling and automation of Time and Attendance post office employees. Technology solutions are expected to improve employee productivity and decision-making agility in managing personnel time at the management level.

As part of this project, ABC Solutions is implementing Goodt in conjunction with partner Norbit. Since the co-founders of ABC Solutions focused on developing the vendor business and developing their own products, the consulting direction of ABC Consulting has been completely transferred to the management of Norbit.

Results of the tender for creation, implementation and provision of support services for the Workforce Management system

In August 2019, Russian Post summed up the results of the competition for the creation, implementation and provision of services for the maintenance of a unified information system for planning and recording the working hours of employees of post offices (WFM-system)[1]

Applications from two collective participants were admitted to the competition. The first included CTI, ABC Consulting and ABC Solutions. The second - Rostelecom and Ai-Teko.

Based on the results of consideration and evaluation of applications, the first participant was recognized as the winner. CTI, ABC Consulting and ABC Solutions offered to complete the project for 465.4 million rubles, which is 122.4 million rubles. below the initial cost of the contract. This price allowed these companies to receive the maximum number of points according to the project cost criterion. As a result, their final score was higher, even despite the lower number of points on other criteria - the provision of personnel resources and the quality of the technical offer and the qualifications of the participant.

CTI is owned by Andrey Bryandinsky, president of CompTek (CompTek), a distributor of Lanit.

Lanit is a long-time partner of Russian Post. Since 2014, this holding has been engaged in the creation of a state information system for housing and communal services (GIS housing and communal services), the operator of which is Post. In 2016, Lanit, together with NCI and 1S-KSU , won the Post competition to replace the EDMS. In 2017, Lanit, in a consortium with other companies, was engaged in the replication of the Unified Automated System of Post Offices ( EAS OPS). In 2019, Lanit and Russian Post signed a contract for the development of applied software for GIS housing and communal services.

The new system, which will be created in the "Post of Russia," should ensure effective planning of work schedules and automation of the recording of working time of employees of post offices. It is expected that the processes implemented through the implementation system will improve employee productivity and decision-making efficiency in managing personnel time.

The final goals of the system are to increase the utilization of personnel working time by 7 percentage points from the current level, as well as to increase the quality of client service due to a decrease in the average waiting time in the queue by 5 percentage points.

The tasks solved by the system are divided into the following functional blocks:

  • "Communication Control Center."

The processes of creating and implementing the system are divided into four stages. The first stage (no more than 4 months) involves the examination of processes, the formation of design documentation and the writing of a terms of reference. The second (no more than 5 months) is aimed at implementing integration processes and developing a prototype system. As part of the third stage (no more than 4 months), the system will be tested at three branches. Then, during the fourth stage (no more than 11 months), the solution will be replicated to the entire regional network of the postal operator. After that, the system is supposed to be transferred for technical support.

All functional modules of the WFM system shall be implemented on the basis of a single process platform. In this case, all software should be placed in the data center of the Russian Post. Users should interact with the system through a browser.
