For the period from January to April 2024, the production of computers, electronic and optical products increased by 140% compared to the same period last year.
As Liksutov noted, as part of the program to support high-tech enterprises, Moscow provides a comfortable tax regime, which contributes to the development of industries. As a result, the volume of shipped products for the specified period increased by 29.2%. Special growth was shown by the production of diodes and transistors, almost doubling, and the production of semiconductor devices - 2.3 times. The production of computers and their parts has grown more than 4.3 times, and communication equipment - 6.5 times.
Vladislav Ovchinsky, head of the Moscow Department of Investment and Industrial Policy, stressed that the creation and development of high-tech enterprises contributes to a significant increase in gross added value. At the end of 2023, the average revenue of a high-tech enterprise per employee amounted to 8 million rubles, which is 2.7 times higher than in other industries.
According to the Department, metropolitan manufacturers are actively developing and patenting their products. Moscow helps industrialists by providing over 20 systemic support measures, which includes tax incentives for residents of the Technopolice Moscow special economic zone. These benefits include exemption from property, land and transportation taxes, as well as a reduction in income tax to 2%.

25.2% growth in computer and electronics production
The production of computer equipment, optics and electronics in Moscow in 2023 increased by 25.2% compared to the previous year. Vladimir Efimov announced this deputy mayor to cities on economic policy and property and land relations on February 27, 2024.
According to him, the high growth rates of electronics manufacturing were largely the result of state support for such projects. Thus, the Moscow Fund for Industry and Entrepreneurship Support provided one of the manufacturers of high-speed optical transceivers with a preferential loan, which allowed the company to purchase 50 pieces of equipment, said Efimov, whose words are quoted by the press service of the Moscow City Hall.
Moscow Government Minister, Head of the Department of Investment and Industrial Policy Vladislav Ovchinsky says that by the end of February 2024, more than 100 companies are engaged in the production of computer equipment and electronics in Moscow. Their enterprises produce computers, computers, software and hardware complexes, semiconductor devices, etc.
Ovchinsky noted that one of the Moscow companies in 2023 released a line of compact computers for industrial and infrastructure facilities that can be operated in two temperature ranges: from zero to plus 75 and from minus 40 to plus 75 degrees Celsius. The devices monitor and configure interactive panels and systems, as well as collect and send information to production facilities, added the head of the Moscow Department of Investment and Industrial Policy.
The capital's mayor's office adds that the electronics produced at the city's enterprises are widely used in industry, electricity, information security and other industries.[3]

Moscow enterprises increased the annual supply of batteries by 6.6 times
In 2022, Moscow manufacturers of electric batteries shipped products worth 1.4 billion rubles, which is 6.6 times more than a year earlier. Such data in early March 2023 were cited by the deputy mayor of the city on economic policy and property and land relations Vladimir Efimov.
According to him, the production of electrical equipment by Moscow enterprises in 2022 increased by 31.1%. By March 2023, 135 enterprises produce such equipment in the capital. In addition to batteries, they produce instrumentation, cables, distribution, lighting and other devices. It is reported that in 2022, battery manufacturer Clean Power manufactured three times more products than in 2021.
To create new platforms for electric vehicles and organize the serial production of passenger electric vehicles, electric trucks and other vehicles, an inter-industry cluster of electric vehicles is operating in Moscow. By March 2023, it brings together more than 40 research, production and other organizations.
The growth in the production of electrical devices and batteries in Moscow in the near future will be ensured, among other things, by supporting the city. For example, an electronic competition will be held in the capital to conclude an offset contract for the supply of batteries for Moscow electric transport. The investor will undertake to localize the production of five types of batteries on the territory of the city, and in return he will receive a guarantee of the purchase of products within several years, - said the head of the Department of Investment and Industrial Policy of Moscow Vladislav Ovchinsky, whose words are quoted on the official website of the Mayor of Moscow on March 1, 2023. It is specified that private investments in the project should exceed 3 billion rubles.[4] |
Production of electronic components and printed circuit boards in Moscow increased by 27.8%
In 2022, Moscow enterprises increased the supply of electronic components and printed circuit boards by 22.8% compared to 2021 - to 40.1 billion rubles. Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, spoke about this on February 27, 2023.

The head of the Department of Investment and Industrial Policy of Moscow Vladislav Ovchinsky noted that microelectronics enterprises of the capital are based in Zelenograd, where the main representatives of the industry are located, as well as 4 sites of the Moscow SEZ.
More than 30 electronics companies have its resident status. Thanks to him, companies receive significant tax benefits, - said Vladislav Ovchinsky. |
As noted on the website of the mayor of Moscow, the city authorities pay a lot of attention to localization and import substitution in critical industries. One tool is the creation of industrial clusters. In 2022, on the basis of the Moscow innovation cluster of the photonics and microelectronics cluster, work was carried out to create active photonic integrated circuits. Over 40 enterprises entered it, and an ecosystem for the design, production and implementation of photon technologies will be created on its basis.
Photonics is one of the most promising directions for the development of information technologies in the world. Directional technologies allow you to increase the speed of processing and data transfer by 50-100 times. These technologies are applicable, for example, in mobile phones or computers.[5]
