Rating of Russian universities of the digital economy published

In February 2024, ANO "Digital Economy" published a rating of Russian universities of the digital economy, which was delivered with the participation of the Association of Computer and Information Technology Enterprises (APKIT) and the Ministry of Digital Development of Digital Affairs of the Russian Federation. As part of the study, the work of 304 head universities was studied and 63 areas of training and specialties related to IT personnel were considered.

The rating is divided into two groups:

Experts evaluated universities on the basis of official statistics on the training of IT personnel (monitoring data from universities by the Ministry of Education and Science of Russia) and a survey of 90 respondents conducted by the Digital Economy ANO. The respondents were represented by leading technology companies: large accredited IT companies, founders of the Digital Economy ANO, members of APKIT. According to the survey results, the total number of universities mentioned in the responses of respondents amounted to 157 educational institutions out of 56 constituent entities of Russia.

Technical universities in Russia increase the number of budget places

In January 2024, it became known about the increase in budget places in leading technical universities in Russia, including the Moscow Institute of Physics and Technology (MIPT), Moscow State Technical University (MSTU) named after N.E. Bauman and the Moscow Institute of Steel and Alloys (MISIS).

The Moscow Institute of Steel and Alloys (MISiS) will open another 100 budget places. This applies to engineering and IT specialties in all departments and branches, as well as training levels. Moscow Polytechnic will add 720 places in undergraduate and specialist programs in all forms of education. In total, the university will have 3,165 budget places. The largest increase will occur in areas related to information systems and technologies, engineering, construction.

Admission of students to IT programs of bachelor's and master's degree in Russia for 3 years soared by 38.1%

In 2023, 409.9 thousand students (31.8% of the total admission) were accepted for training in engineering and technical programs of bachelor's, specialty, master's degree in Russia. In the admission to the training programs for engineering and technical personnel in 2023, almost two-thirds (247.1 thousand people, or 60.3%) are students accepted for training at the expense of budgetary allocations. At the same time, in the general admission to bachelor's, specialist, and master's programs, their share is significantly lower - 43.9%. As part of the admission quota for targeted training in 2023, 15.2 thousand people were accepted (a little more than 6% of the admission at the expense of budgetary allocations).

The study notes that in 2023, the average exam score accepted for training at the expense of budgetary allocations for undergraduate programs in the field of engineering, technology and technical sciences was 68 points. This is below the level in total reception - 70.3 points. In the case of specialty, the values ​ ​ are 65.6 points and 71.4 points, respectively.[2]

As explained in the Ministry of Education and Science, when compiling the rating, a mathematical model was used, built on actual data on the quality of education, including from open sources. Universities were assessed according to 13 criteria, including the level of salaries of graduates, their demand for employers, employment statistics at Alliance, the presence of publications at conferences and in scientific journals, the number of winners of student Olympiads and the average USE score, the presence of programs that passed the Alliance's professional and public accreditation.

Moscow State University and MIPT are leading among Russian universities in the number of places in the bachelor's and master's degree in artificial intelligence. MIPT tops the rating of universities in terms of salaries of IT specialists

Earlier in 2021, the Ministry of Science and Higher Education summed up the results of the competition for the distribution of budget places in universities for 2022-2023. According to the results of the competition, the most places with budget funding received engineering and technical areas of training (251,033 places) and pedagogical (75,788 places).

2017: Ranking of Russian universities for the software industry

In July 2017, the Russoft Association presented a rating of Russian universities that train specialists for the software industry. The rating was first compiled in 2014 based on a survey of Russian software developers for 4 years (from 2011 to 2014).

Universities are ranked by the number of references by software companies to specific universities as sources of replenishment of their staff with new personnel. When conducting a survey as part of the annual Russoft study, respondents answered a question about universities whose graduates are in greatest demand among IT enterprises in the region. Since large companies have development centers in various cities, they called universities not only the city in which the head office is located (as a rule, it is Moscow or St. Petersburg), but also universities in other cities.

According to the rating methodology, one company can take part in the rating only by one vote, regardless of its staff. It makes no sense to give more votes to large companies, because in this case only Moscow universities, where the largest companies in Russia are concentrated, will be at the top of the rating. Then universities in St. Petersburg and so on will follow, depending on how large the city is represented in the survey and how many companies participated from it. The rating obtained in this way will even less reflect the real state of affairs. The use of a single voice method from one company is also not ideal, but still allows you to consider the existing ranking quite objective, albeit with some reservations.

Even more confidence in objectivity appears if we compare the universities of one city, if it is presented in the survey by at least 10 companies. Such cities include Moscow, St. Petersburg, Novosibirsk, Tomsk and Chelyabinsk.

Since the study annually covered more than 130 companies (in 2017 - 152), and each year the composition of participants changed by 70-80%, the final rating for 4 years reflects the opinion of more than 300 employers representing the software industry in Russia.

In total, 119 Russian universities have been mentioned as the best in the last 7 years, but most of them have no more than one vote. If the university has two votes in a few years, it is also difficult to draw any conclusions about the quality of training of students at a particular university, but we still decided to take into account universities that have received at least 2 marks from employers in the new version of the rating. This is done so that non-leading universities are in plain sight and have an incentive to move up. As a result, the full 2017 ranking consists of 51 universities, not 19, as in its previous version.

There is a significant gap only between universities that occupy 5th and 6th places, respectively. Therefore, we can speak quite confidently about the five leading universities that are approximately at the same level (in the previous version of the rating, the first 7 universities could be distinguished in this way).

In the top five, we can note the transition from 5th to 3rd place of St. Petersburg State Polytechnic University, which is hardly accidental. This university demonstrates its development in various areas, which should affect the quality of training for high-tech industries.

From 6th to 11th place, universities are located in pairs, judging by the proximity of the indicator of the frequency of mention by employers. Compared to the previous version of the rating, they all retained their positions.

It is worth noting the appearance in the second twenty of three universities in Tomsk (they have a slight difference in the number of mentions, and therefore they can be attributed to one category), Penza and Chelyabinsk State Universities, as well as South Ural State University (Chelyabinsk). This rise is associated with more active participation in the 2017 survey of the companies of Tomsk, Chelyabinsk and Penza. If they were also active in the previous three years, then their positions could be even higher. We can say that the universities of these cities have now occupied approximately the places they deserve, because at least 100 software companies operate in Tomsk and Chelyabinsk (in Penza there are slightly fewer of them - 30-40).

It is known that there are also many developer companies in Tatarstan. software However, we have not yet been able to fully cover the companies of this republic with our annual survey, although there have been attempts to involve local development institutions in the study. Due to the low representation of the republic's companies, the highest positions in the ranking (28-33rd place) from universities Kazan are occupied by Kazan (Volga) Federal University. Most likely, the position of universities in the capital of Tatarstan should be higher.

It should be noted that in some regions there are not so many software companies concentrated, which does not allow local universities to score enough rating points. Nevertheless, the quality of education in them is at a fairly high level.

Also, some universities can train high-class specialists, but are significantly inferior to competitors in the number of graduates going to work for software companies in the region, since their graduates go to other sectors of the Russian economy. It is known that of all working programmers, software companies account for 25-30%, and the rest work in other IT companies or in IT departments of various enterprises, organizations and government agencies. Thus, the demand by software companies for graduates of a particular university does not always 100% reflect the quality of their training, although the presence in some city of a mass of competent specialists with a good university education provides for the fact that this city should have successful software companies.

In total, more than 100 Russian universities have been mentioned as the best in 4 years, but most of them have no more than one vote.

Since software developers are concentrated in Moscow and St. Petersburg, 4 universities from these two largest Russian cities fell into TOP-10. Two more universities in the top ten represent Novosibirsk.

The best university, according to the RUSSOFT Association, was the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (NRU ITMO). However, its gap from the second and third places of the Bauman Moscow State Technical University (MSTU) and St. Petersburg State University (St. Petersburg State University) is not very large.

In the vast majority of universities that train specialists in the field of software development, this share is much less - in the region of 50%.

The RUSSOFT study showed that in 2013 the importance of universities for surveyed companies increased even more.

First, the share of companies cooperating with universities in various joint programs increased to 54%. Earlier, over the previous 4 years, this indicator decreased from 58% to 47% (the decline began after the global financial crisis).

Secondly, the share of university graduates in the total number of recruits increased in 2013 from 4.6% to 8.4%. A study by the recruiting portal Superjob.ru revealed similar trends for the entire Russian economy: employers every year are more willing to hire young people who have just graduated from a university.

2013: Plans for the creation of Centers for Breakthrough IT Research in Russia

Initiative of the authorities

In May 2013, during the expanded board of the Ministry of Communications, the head of the department Nikolai Nikiforov announced that it is planned to create up to 50 centers for breakthrough research in the field of information technology on the basis of existing Russian universities and research institutes .

The amount of necessary financing of the centers of power was estimated at up to 4 billion rubles. for five years, and it was proposed to carry it out by allocating a separate block in the direction of IT in the federal target program "Personnel," designed for 2014-2020.

According to the proposal of the Ministry of Telecom and Mass Communications, the topic of research of such centers should be determined with the participation of the IT industry, and the funds should be distributed according to the results of the relevant competitions, which are planned to be held in 2013.

Proposals for the development of centers for breakthrough research in the field of IT were sent for approval to the government. The Ministry of Telecom and Mass Communications worked on them together with the Ministry of Education and Science and the Ministry of Finance in accordance with the instructions of Dmitry Medvedev dated December 24, 2012.

Requirements for programs of universities and research institutes applying for funding

At the end of July 2013, the Ministry of Communications announced the start of accepting applications from universities and research institutes for participation in a pilot project to create and develop centers for breakthrough research in the field of IT in 2014-2018. Collection of applications will last until September 20, 2013.

Applications must be sent to the Ministry of Education and Science, with which the project is being implemented, and a strategic program for the development of the IT center should be attached to them. The requirements for the structure and content of strategic programs of the Ministry of Communications and Mass Media were published on July 30, 2013.

As follows from the document published by the department, the applicants' programs should contain a description of their goals and objectives, stages of implementation of measures for the duration of the program, as well as annual target indicators that are planned to be achieved during the implementation of the strategic program and similar indicators of institutions for 2013.

Indicators of the commercial efficiency of the program, in particular, include the amount of funds received from the sale of innovative products in the areas of activity of the center, the number of created commercial IT companies, the main activity of which is the commercialization of development and research of the center, the number of new jobs created by the center and IT companies cooperating with it.

In the field of scientific activity, the department recommends specifying such target indicators of the center's effectiveness as the number of R&D carried out by its team on specialized topics, the number of publications in scientific journals indexed in the Web of Science or Scopus database, and others.

The program of candidates for development as a center of breakthrough research also justifies the volume and directions of use of financial resources from budgetary and extrabudgetary sources for each year of the program implementation and the prospects for creating specific scientific and technical results in the field of IT, which either correspond to the international level or exceed it, and can also become the main one for the formation of specialized communities on their basis.

In addition, the strategic programs of the centers should contain a description of the mechanism for managing its implementation: in particular, contain a description of the functions and responsibilities of each program management body.

Identified universities where centers of breakthrough IT research will be created

On November 27, 2013, the Ministry of Telecom and Mass Communications announced the results of a joint selection of organizations with the Ministry of Education and Science, on the basis of which it is planned to create centers for breakthrough research in the field of information technology.

According to representatives of the department, in total, more than 130 applications from universities and research institutes were received for the competition, of which 19 winners were selected. Each of the winning organizations has well-known IT companies among its partners, the ministry said.

The research center of the Superjob.ru portal has compiled a rating of technical universities in terms of the salary of their graduates. The leaders are Moscow State University, MEPhI, MIPT and NSU.

The highest salary among IT specialists who graduated from specialized faculties of universities in 2000-2005 and found work in the field of information technology is noted among graduates of Moscow State University, MEPhI, MIPT and Novosibirsk State University.
