In May 2022, the details of the project for the construction of the Rosatom plant for the production of lithium-ion batteries on the territory of the frozen Baltic nuclear power plant in the Kaliningrad region became known. Investments in this enterprise in 2022-2025. will exceed 26 billion rubles.

According to Kommersant, Rosatom and an unnamed "second shareholder" will invest 2.17 billion rubles in construction, subsidies from the budget of the Kaliningrad region will amount to 5 billion rubles, another 17 billion rubles will be attracted through loans.

The construction of the plant will be carried out by Ranera (part of the TVEL - Rosatom fuel division) at the site of the frozen Baltic nuclear power plant 10 km from the border with Lithuania. The first line is expected to launch in the fall of 2025. The technology partner is South Korean Enertech International Inc., 49% of which is owned by Ranera. Rosatom plans to produce batteries for cars and commercial vehicles, as well as urban electric vehicles. In March 2022, the state corporation signed an agreement with the automaker Avtotor.

By May 2022, ROSATOM is also negotiating with customers in the CIS countries, but the key market for products is Russia. The state corporation has already begun to design the enterprise.

As Kommersant writes with reference to the government's plan for the development of energy storage systems, the production of lithium-ion batteries for electric vehicles and industry in Russia by 2026 may reach 2.5 GWh per year, and by 2030 - 6 GWh per year. The market volume in the Russian Federation will also grow: from 1.4 billion rubles in 2022 to 93 billion rubles in 2030. The government also hopes for an increase in the export of Russian batteries and components: in 2025, sales may amount to $34 million, and in 2030 - $112[3]
