Rosatom's subsidiary ordered the development of an industrial switchboard for the company that lit up in the Voentelecom case

"RuSat the Automated Systems of Management (RASM ACS) ordered the development of an industrial switchboard. One bid was submitted for the tender. As a result, the winner was the St. Petersburg company Emzior. The development of documentation and the creation of a prototype will cost RASU 386 million rubles (excluding VAT), and 30% of the amount, according to the terms of the contract, will be paid to the contractor in advance.

In accordance with the terms of reference, the development of all documentation should be completed in April 2023, and prototypes should be handed over to the customer no later than June 2024. As a result of the project, RASU will receive two basic models of industrial switches in modular and DIN-rack versions and versions of their implementation modified for operating conditions.

As TAdviser was told in the press service of RASU, as of January 2022, the company uses network equipment from various manufacturers. The main goal of the project is to replace the used switches with a proprietary product certified for use at critical infrastructure facilities. The task is to create a solution that fully meets the needs of the company, including in terms of unification of the equipment used. And also such equipment that will meet the requirements FSTEC Russia for information security and the ideology of import substitution.

The RASU does not exclude that the industrial switches being developed will be sold to other Russian companies, and also allow export supplies. According to the press service, thanks to the state policy of import substitution, investments in development will not only pay off, but will also allow RASU to occupy a significant share of the industrial network equipment market in the Russian Federation.

The Emzior company, which won the tender, in 2017-2018 "lit up" in a criminal case against Voentelecom management on the purchase of routers at inflated prices (more). As the Kommersant newspaper wrote in 2017, Emzior participated in the scandalous supply of routers to Voentelecom. According to the publication, one router cost the military department an average of 1 million rubles, while its market value did not exceed 350 thousand rubles. For this, the head of the operator, Alexander Davydov, was prosecuted. According to Kommersant, in 2016 Emzior earned more than 200 million rubles on this contract.

At the same time, Emzior has been cooperating with Rosatom for several years. According to the Kontur. Focus service, in 2020-2021, Rosatom signed two R&D agreements with the company "Development of a domestic software and hardware platform for additive equipment management" for a total amount of more than 245.75 million rubles.

2017: Start of electrical equipment development

In March 2017, it was announced that RASU will act as a business integrator for the development and manufacture of electrical equipment, and will also design power grid facilities. The role of the center of scientific and technical development was assumed by the All-Russian Electrotechnical Institute named after V.I. Lenin (VEI).

The key task of creating a business integrator is to consolidate the competencies of Rosatom enterprises and form a comprehensive proposal, taking into account modern market trends. The partners of the new business include a wide pool of manufacturers of electrical equipment, among them, UEMZ, VEI, Sever, NIIS, Start,, VNIIEF,, NIIEFA VNIIA All-Russian Scientific Research Institute of Technical Physics, "Combine," Electrochemical device"." Rosenergoatom With all business participants, a regulation of interaction has been developed that determines the distribution of functions and roles between the organizations[1]

"Together with business participants, the integrator company will create electrical equipment at all stages of the life cycle, from promising developments to monitoring and diagnostics. This approach will increase the competitiveness of products and allow you to manage the entire chain of value creation, laying solutions in demand by the consumer at the earliest stages. Our ultimate goal is to supply equipment not only for domestic enterprises and the needs of the nuclear industry, but also to enter the foreign market, competing with generally recognized leaders. I see special potential in the integration of two areas and the creation of unique products at the junction of competencies APCS and electrical engineering, "said the general director of RASU. Andrey Butko

The existing industry portfolio includes electrical equipment of voltage classes 0.4-110 kV, including complete switchgears, measuring transformers, switches and disconnectors, current conductors. RASU experts, together with VEI, assess the scientific and production competencies of business participants, conjugate research and analysis of the main market trends. Based on the results of this work, a target portfolio of electrical equipment will be formed and a long-term program for its development will be prepared.

In parallel with this, RASU is increasing its design competencies, including mode calculations, linear design, design of substations and secondary systems (including RPA and AP). These skills will make it possible to implement turnkey projects for technological connection of consumers to the power system, which is especially important for developing production enterprises of the nuclear industry.

Particular attention will be paid to promising developments that will be carried out on the basis of the All-Russian Electrotechnical Institute, which was included in the Rosatom circuit and since 1921 has been carrying out research in the main areas of electrical engineering. In this structure, VEI will receive the status of a center for R&D, testing and regulatory regulation.

On March 21, 2016, Rosatom announced the creation of the joint-stock company RuSat - Automated Control Systems (JSC RASU), with the help of which the state corporation expects to increase the order portfolio in the foreign market of automated process control systems (PCS).

The new company has the following tasks: centralizing the processes of creating PCS, providing a full range of services at all stages of the life cycle of such systems, as well as implementing a unified scientific and technical policy regarding ACS developed and produced by Rosatom organizations.

We have enough competitors in the foreign market, so it makes no sense to compete with each other. Therefore, the task of RASU as an integrator will be to determine a coordinated policy within the framework of the business direction of PCS, "said Dmitry Baydarov, head of the project office for civil products at Rosatom.
