Was born on June 13, 1978.

Education

Graduated from Peoples' Friendship University of Russia majoring in "Applied mathematics and information science" in 2001. Same year gained the diploma of the translator from French.

The academic degree of Candidate of Physics and Mathematics in the specialty 05.13.17 "Theoretical fundamentals of information science" is sentenced in 2004 based on protection of the master's thesis "Application of the graph theory to the solution of a problem of routing on the digital networks".

Knows English, French and Spanish languages.

Career

2008-2010: The development director in Lanit

From 2008 to 2010 held a position of the director of business development in Lanit.

2010: The department director in Comstar-OTS

In 2010-2011 was the director of the department of corporate development in JSC Comstar-OTS.

2011: The head according to the Information City program in DIT of Moscow

In the Moscow Department of Information Technology - since February, 2011, was responsible for development and support of the state program "Information city" for 2012-2018.

2014: The Head of Department of DIT of Moscow on market analytics

Since November, 2014 Alexey Chukarin directed analytical division of the Moscow Department of Information Technology which is engaged in market research of IT and communication. The regular measurement of purchasing power of Muscovites in the field of information technologies became one of the directions of its work. The department began to trace price fluctuations on 30 types of goods and services which availability directly affects quality of life of citizens. For each type of goods and services analysts made selection of 500-1000 models or rates which contribution to the general index of consumer cost depends on their popularity and a deviation from the average price. In the conditions of rate fluctuation of currencies of the loudspeaker is calculated both in ruble, and in a dollar equivalent.

Measurements are performed as on open sources, including the websites of online stores, telecom operators, aggregators of goods, and according to the data provided by retail chain stores.

Under monitoring such categories as smartphones, tablets, notebooks, component parts, the software, wearable devices, Internet access, television, cellular and fixed connection, mobile applications and so on got in particular.

Every month the Department was going to publish the analytical report about changes in value of goods and services and the possible reasons which cause these fluctuations.

We will use the received results when forming requirements to the equipment which is purchased within the city order and in our negotiations with vendors, - the head of research group Alexey Chukarin noted.

According to him, need of monitoring of the prices is connected with the fact that at the existing level of penetration of technologies into life of each Muscovite, fluctuations of cost of gadgets and communication services can seriously affect quality of life in the city.

2016: CEO of State Budgetary Institution Informatsionny gorod

In April, 2016 it is appointed to the position of the CEO of state budgetary institution of the city of Moscow "Information city".

2018: Deputy manager of DIT of Moscow

In March, 2018 Alexey Chukarin was appointed to a position of the deputy manager of DIT of Moscow (DIT), reported TAdviser in department. In a new position he will supervise questions of strategic development and corporate management and to be responsible for industry analytics and communications with ICT business.

Under its management in DIT of the city of Moscow development of the new state program which will succeed the Information City program which is coming to the end in 2018 is conducted. The new deputy manager of DIT will also coordinate Laboratory of the smart city – research and developmental division of department.

According to the website of DIT of Moscow, at the time of appointment Alexey Chukarin became the seventh deputy manager of department of Artem Yermolaev.

In February, 2018 Alexey Chukarin participated in the TAdviser IT Government Day conference where he told about development of city digital platforms and an image of the future of digital Moscow - what will be the city in 2030. Read more here.

Scientific and teaching activity

Worked as the associate professor of telecommunications systems of Faculty of physical and mathematical and natural sciences of the Peoples' Friendship University of Russia (PFUR); Candidate of Physics and Mathematics.

Is the author of several courses given at department of telecommunications systems. Took part and directed a number of research projects for the benefit of the Russian and foreign companies of communication among which:

• Central research institute of communication - a series of projects on development of methods and recommendations for calculation and the analysis of digital networks of communication;
• JSC Giprosvyaz is calculation of schemes of networks of big dimension, and development of means of calculation of signaling networks;
• JSC Rostelecom is a series of projects on calculation and the analysis of functioning of a long distance network of OKC7 of the Russian Federation and to calculation of an intelligent network of communication;
• JSC Svyazinvest and MRK - a series of consulting and analytical projects on business processes and management of communication of the companies, to methods of development of directories of telecommunication resources, services, products, tariff setting and separate accounting in the organizations of communication;
• The Ministry of Communications and Information Technologies is participation in the working group on implementation of portability of directory numbers;
• JSC MTT is a series of projects on development of information and technical strategy of the company;
• JSC Mobile TeleSystems is the project on calculation of intellectual platforms as a part of SCP/SMP;
• Company Transtelecom Ltd is the project on development of priorities of the development strategy of the company;
• JSC MGTS is a series of projects on development of the feasibility statement on development of network.

Conducts active research and development in the field of design of communication networks of the next generation (NGN) and the combined networks (Convergence Network), support systems of business and operating activities of the companies of communication (OSS/BSS), and the concept of OSS/BSS of the next generation (NGOSS) and also the mathematical graph theory. The author more than 20 scientific works and 2 methodologies on modern problems of telecommunications and the analysis and calculation of digital networks of communication. Within the scope of scientific interests fall: communication networks of the next generation (NGN), support system of the operating room and business activity of the companies of communication (NGOSS/BSS), mathematical graph theories.

Family

As of December, 2014 he is married, brings up the son.
