Recommendations for functioning of MFC IT systems
In January 2014, the Ministry of Economic Development of the Russian Federation approved the recommendations of[1] to the functioning of information systems and security in multifunctional centers for the provision of state and municipal services (MFC S). The agency also announced recommendations for communication channels, which the MFC uses for electronic interaction with authorities.
Minek recommends equipping the workplaces of MFC employees with computers with a processor clock frequency of at least 1 GHz, RAM of at least 512 MB, a monitor with a resolution of at least 1280x1024 and a color depth of at least 16 bits. At the same time, the department also allows the use of MFC terminal employees at workplaces.
To work with UEC, the ministry recommends equipping the workplaces of MFC employees with microprocessor card readers compatible with UEC technologies and personal identifier input devices (pin). This is due to the fact that Minek recommends identifying and authenticating the applicant using the UEC identification application and signing documents with a qualified electronic signature using UEC.
For MFCs in which no more than 9 employees work with an automated information system (AIS MFC), the agency recommends organizing communication channels with a capacity of at least 256 kbps for each workplace. If in the MFC more than 10 employees work with the AIS MFC, then they need a channel with a speed of at least 2 Mbps for all.
To ensure the reliability of the MFC, the ministry recommends that each center deploy a backup communication channel between the AIS MFC and the interagency electronic interaction system (SMEV) with a capacity of at least 30% of the capacity of the main communication channel. And the ministry recommends creating a reserve channel between the AIS MFC and the workplaces of MFC employees only if more than 100 thousand people live in the territory served by the MFC.
To ensure information security, in addition to traditional measures, Minek recommends identifying MFC employees responsible for meeting the requirements for protecting information contained in the AIS. The Ministry also recommends that access rights to the system be delimited and that its events be recorded.
In order to store data in the AIS, the document recommends organizing its operation in such a way that power failures or power outages do not lead to a failure of the system hardware. In addition, the agency recommends backing up data and software with a frequency of at least 1 time per day. The maximum system recovery time from backups indicated by Minek is not more than 4 hours.
The document also recommends ensuring the interaction of the AIS MFC with the federal registry of state and municipal services, the information and analytical system for monitoring the quality of public services, the AIS of the telephone service center, the unified identification and authentication system (ESIA), the state information system on state and municipal payments (GIS GMP) and other IP of state authorities and local self-government with the help of SMEV infrastructure . At the same time, incoming electronic messages from SMEV are recommended to be verified in terms of authenticity and integrity, as well as the validity of certificates of electronic signature verification keys.

Start printing on paper of certificate with QR-code about vaccinations against COVID-19

The tasks of the Ministry of Digital Affairs included the development of a technical solution that will ensure the access of MFC employees to the information systems of the Ministry of Health of Russia, containing information on vaccination against COVID-19, the disease suffered. Such access is organized through a specialized automated workplace of an MFC employee for the formation of COVID-19 certificates at State Services.
The printed certificate contains the QR code, validity period and name of the owner and does not contain medical data. Over the first day, more than 50 thousand people ordered the printing of certificates at the MFC throughout the country.
Both citizens of the country and those people who have a residence permit in Russia or another document allowing them to live in the country can apply for the service. The solution is designed to facilitate access to certificates with QR codes.
In order to obtain a certificate from the applicant, the following list of documents will be required:
- Identity document (previously presented for coronavirus vaccination (COVID-19) and/or medical care);
- SNILS (if any);
- documents confirming the right to act on behalf of the applicant;
- passport (if the applicant requires a copy of the certificate in English)
