The largest Russian IT companies are eyeing the purchase of developers of domestic OS

On March 26, 2024, it became known that MTS, VK, Rostelecom and Rosatom are considering the possibility of acquiring developers of Russian operating systems. It is said that large holdings "create their own ecosystems of IT products that will be incomplete without OS in the portfolio."

According to Kommersant the newspaper "," potential objects for purchase include BASEALT"," Aster"," "" and Red Soft. In STC IT ROSA the current geopolitical situation, active import substitution in the software sector is carried out. The creator of the venture capital fund "" Strigo Capital Dmitry Komissarov says that for OS developers, the acquisition by a large holding will play into the hands, including by gaining access to additional funding.

Russian IT companies are considering the acquisition of Russian OS developers

It is noted that after leaving the Russian market of foreign software developers, including Microsoft, domestic software suppliers significantly increased revenue. And therefore, the market value of Russian companies specializing in creating software has also grown. According to estimates, the cost of BASEALT may amount to 5-8 billion rubles, Red Software - 9-12 billion rubles.

The head of NP Russoft Valentin Makarov connects the interest of large Russian IT holdings in OS developers not only with import substitution, but also with the emergence of new obligations for the critical information infrastructure to switch to Russian solutions, as well as with the plans of companies to create their own electronics. In particular, it is planned to produce domestic hardware and software systems for the corporate and public sectors.

Now many organizations plan to localize the production of electronics, from laptops to servers, add Russian software there and supply it to state-owned companies in the form of software and hardware systems, says Makarov.[1]

Market growth by 57% to 11.3 billion rubles

The volume of the Russian market for operating systems for personal computers and servers in 2023 reached 11.3 billion rubles, which is 57% more than a year earlier, when the indicator was measured at 7.2 billion rubles. This is evidenced by the data of the analytical company Strategy Partners, published in early April 2024.

As part of their research, the authors took into account the income of domestic developers from OS sales in the corporate and public sectors. The indicators of sales of foreign OS, as well as retail sales in the consumer market, were not taken into account. According to the head of BASEALT Alexei Smirnov, the costs of foreign OS supplied through parallel imports cannot be calculated. But it in the b2g and b2b segments can be multiple more than 11.3 billion rubles a year, Smirnov said.

According to Strategy Partners, about 97% of OS sales for PCs and servers in Russia in 2023 fell on Astra Linux platforms from Astra Group (76% market share), BASEALT (11%) and Red Software (10%).

Russian OS and their developers are a "locomotive" of import substitution, which forms the foundation for further expansion of the use of Russian software. This market segment is one of the most attractive for investors at present and in the near future, - said Roman Tinyaev, director of the Engineering and Technology practice at Strategy Partners, whose words are quoted on April 1, 2024 in the Telegram channel of the analytical company.
File:Aquote2.png

Strategy Partners listed several growth drivers for the Russian OS market:

  • increasing the technological maturity of Russian operating systems, experience of their large-scale implementation appeared;
  • growing demand for domestic operating systems from medium and large businesses, which are not subject to the requirements for a mandatory transition to Russian software. The share of this segment in 2023 amounted to 10% of the total volume of the Russian OS market;
  • state support for the import substitution program (by January 1, 2025, critical information infrastructure (CII) facilities should be switched to Russian software ).

Strategy Partners expects that by 2030, in the state segment and segment of state-owned companies, the penetration rate of Russian OSs will approach 100%. In the corporate sector, this share will be less than 50%, which, according to analysts, will maintain the potential for developers to further increase the penetration rate after 2030.

The study also states that in 2023, the OS accounted for about 25% of the total infrastructure software market (in addition to the operating systems segment, it includes segments of DBMS, virtualization systems, backup storage, etc.). The volume of this market in 2022 amounted to about 77 billion rubles, and by the end of 2023 it was expected to grow to 100 billion rubles (the final market estimate by the beginning of April 2024 was not made public). It is assumed that by 2030 the volume of the infrastructure software market will grow to 270 billion. At the same time, the share of products of Russian developers in this market will increase to approximately 90% (243 billion rubles) in 2030 from 51% in 2023 (51 billion rubles).

Strategy Partners notes that representatives of medium and large businesses in Russia are switching to domestic software due to the inability to buy or renew licenses for the usual, including from Microsoft. This circumstance will be an additional incentive for the growth of sales of domestic OS in the medium term, analysts are sure.[2]

Key parameters and dynamics of the volume of the Russian OS market for PC and servers until 2030

The market OS for PERSONAL COMPUTER servers and is largely conservative in terms of abandoning familiar solutions, and Microsoft Russian analogues is the leader among the segment. Astra Linux Such data are given in the review Strategy Partners published in September 2023.

In 2022, the basic capacity of the market in monetary terms decreased mainly due to the OS segment for servers. The PC OS segment has shown greater resistance to the performance of unsupported software. At the same time, a significant "gray area" was formed on the market, consisting of Windows licenses purchased as part of parallel import, unlicensed software and software of unknown origin. It is expected that by 2024-2025 this volume will begin to decline.

Among the key parameters of the Russian OS market for PCs and servers according to Strategy Partners:

  • One of the largest infrastructure software markets;
  • There are 3 major players on the market with more than 10 small niche products;
  • High growth rates due to low resistance to a decrease in the efficiency of unsupported software;
  • A sustainable market where leadership is the basis for cross-sales development.

According to experts, in the public sector (segments B2G and B2G +) by 2030, the penetration rate of Russian OS will be close to 100%. Relative saturation in B2G will occur by 2026, in B2G + - only by 2030. The commercial sector (segments B2B (E) and B2B) will be far from saturated by 2030 (the cumulative penetration rate will be less than 50% by 2030) and will retain the potential to further increase penetration beyond 2030.

Windows sales in Russia collapsed by 78%

During the first half of 2023, sales of digital copies of Windows operating systems in the Russian market decreased by 78% compared to the same period the previous year. Such data at the end of August 2023 was disclosed by the Softline group of companies. Read more here.

The Ministry of Digital Development will divide domestic mobile OS into consumer and corporate

On June 30, 2023, it became known that the Ministry of Digital Development intends to divide domestic operating systems for mobile devices into two categories - consumer and corporate.

According to the Kommersant newspaper, the department is discussing with software developers and electronics manufacturers issues related to the development of the mobile ecosystem in Russia. One initiative is to segment Russian operating systems by user type. It is assumed, in particular, that the Aurora platform from Rostelecom will become a priority for the state and corporate sectors. For the consumer market, the main one may be the Rosa OS, which is being developed by STC IT ROSA LLC (owned by Alternative Capital LLC, controlled by ex-Minister of Communications Leonid Reiman).

The Ministry of Digital Development intends to divide domestic operating systems for mobile devices into two categories

In addition, the possibility of forming a target segment of users of secure mobile devices running Aurora OS is being discussed. We are talking about transferring employees of government agencies to such smartphones. According to manufacturers, the total number of such users is up to 30 million people. Aurora OS is installed on gadgets of a number of Russian companies, including Yadro, F + Tech, Aquarius, Byte Erg, Research Institute Scale (part of Rostec) and QTech. In parallel, the issue of creating a consortium for the development of the Russian analogue of Android based on open source AOSP (Android Open Source Project) is being considered.

At the same time, market participants propose to consider the possibility of co-financing application developers for Russian OS from the state budget, as well as to work out the issue of introducing exclusive government services and services exclusively on domestic platforms. This can be, for example, access to electronic documents, certain types of public services, etc.[3]

Windows public procurement in Russia almost stopped

According to the results of 2022, Russian state customers spent operating system Microsoft Windows approximately 57 million on the purchase. rubles This is 82% less than in the previous year, as stated in the study of the Kontur. Bargaining project, the results of which were released at the end of April 2023. More. here

The Ministry of Industry and Trade began testing the security of Russian OS for smartphones

Ministry of Industry and Trade began to study security. the Russian mobile operating systems To do this, in November 2022, the departmental department of digital technologies sent a letter to companies in which it asked to assess the safety of domestic and "available for localization RUSSIAN FEDERATION in foreign mobile, OS which can be used as part of the creation." the Russian The ministry explained its request by the order of the Deputy Prime Minister. Dmitry Chernyshenko

According to Kommersant, the letter was addressed to 13 organizations, including Kaspersky Lab, Aquarius and Open Mobile Platform (OMP, developer of the Aurora OS), as well as Russian manufacturers and distributors of electronics.

The Ministry of Industry and Trade began to study the security of Russian OS for smartphones

According to the top manager of one of the companies that received the letter, the Ministry of Industry and Trade is trying to understand which mobile OS in Russia as a whole and which of them have the potential for further development in isolation from foreign platforms and services, as well as how possible it is to localize the development and development of independent foreign OS in the country.

Localization in this case refers to the adaptation of the OS to the requirements of Russian legislation and the needs of users, believes Dmitry Parshin, director of the Artezio development center.

In the context of import substitution, the state is faced with the task of intensifying work on creating its own software for mobile devices, so the existing "assets" are being assessed, adds Dmitry Parshin. But the popularity of mobile OS is determined not by the basic capabilities of the system, but by the presence of popular applications.

{{quote 'And so far the point of growth of mobile systems in Russia is the creation of OS, for example, on Linux, which will allow installing and using programs developed for Android, he added[4] }}

Russian OS developers do not need grants. The Ministry of Digital Development received proposals on how to contribute to the development of the market for free

As TAdviser found out at the end of September 2022, proposals were sent from the competence center for the development of the Russian system-wide and application software (CDC) "Operating Systems" to the Ministry of Digital Development on how to promote the development of the market for this class of solutions without allocating funds for financial support. This was told by a source well acquainted with the work of the CDC "Operating Systems."

Unlike the developers of some other classes of products, Russian OS developers do not need government money to support, the interlocutor of TAdviser notes. The segment of operating systems in Russia is quite developed and highly competitive. Hundreds of thousands of jobs are implemented every year.

And to speed up the transition of customers to Russian OS and support developers, it is enough to remove existing administrative obstacles. This can be done by changing the regulatory framework. For example, gradually introduce a requirement for solutions included in the register of domestic software so that they are compatible with Russian OS. For some classes of software products, this can be provided quickly enough, and for others, for example, CAD, it may take a couple of years.

For Russian OS, they propose to remove administrative barriers "(photo - Artem Geodakyan/TASS)"

Another proposed change is to make the requirement in government orders mandatory so that the supplied solutions work on Russian OSs. A similar requirement can be introduced for domestic products developed within the framework of the ICC and the CDC and other initiatives involving the receipt of funding from development institutions, says a TAdviser source.

In addition, it is necessary to gradually transfer to compatibility with domestic OS already created state information systems, such as EGAIS, state automated system "Justice," USE systems, etc. Now, for example, it is still impossible to pass the exam if you have not installed the Windows OS, explains the interlocutor of TAdviser.

He says that the Ministry of Digital Development generally approves of these proposals. However, officially, the department could not clarify TAdviser, when and in the proposed form they will be fully approved.

At the end of August, Deputy Minister of Digital Development Maxim Parshin told TAdviser that within the framework of industrial competence centers (ICC) and the CDC there are projects that need not financial, but regulatory support to create guaranteed demand. It is planned to conclude grant financing agreements with those who need and are entitled to grant support within the framework of the ICC and the CDC in December, the Ministry of Digital Development and RFRIT reported in early September. Read more here.

The ICC and the CDC, we recall, were created on behalf of Prime Minister Mikhail Mishustin following the results of the TSIPR-2022 conference in order to speed up import substitution of IT. The CDC, in particular, is responsible for the formation of cross-industry proposals in terms of system-wide and application software, as well as aggregation of customer requests for the functionality and technical characteristics of the software.

Domestic OS and office software appeared in Russian retail

At the end of August 2022, domestic operating systems and office software appeared in Russian retail. The corresponding agreement was concluded by the M.Video-Eldorado network with Red Soft (developer of Red OS) and R7 JSC (developer of the P7-Office package).

Russians will be able to buy Red OS for a computer for 3,500 rubles and for server equipment for 9,500 rubles. The price of office software "P7-Office" starts from 3,500 rubles, told in "M.Video-Eldorado." The products of "R7" will be presented for the first time in retail, writes "Kommersant."

File:Aquote1.png
For us as a Russian software developer, this will be the first retail sales experience. Thus, we want to simplify the process of buying P7-Office for personal use. Earlier, we launched the cloud office of the subscription R7 through the site and now give private users the opportunity to buy a desktop version according to a simplified model through M.Video-Eldorado, - said the company "P7."
File:Aquote2.png

The MyOffice company, which is developing a package of office programs of the same name, is also exploring the possibility of entering the retail market by the end of August 2022, as Pyotr Shcheglov, director of product marketing at MyOffice, told the publication.

According to the newspaper's source in the IT market, such products are unlikely to be in great demand, since "the main demand will be from those who need licensed software, these are primarily corporate customers." And users will prefer pirated versions of Windows to them.

VisionLabs CEO Dmitry Markov believes that the main problem of all alternative operating systems is the missing application software and functionality.

File:Aquote1.png
Users are simply used to working in the Microsoft Office environment, and other - Russian - companies can take a long time to overcome this barrier, taking into account the disparate amount of investment in the product that foreign companies make, he says.[5]
