Biography
Yuriy Datsenko was born in 1973. In 1995 he graduated from the Smolensk Military Academy of Air Defense of the Ground Forces of the Russian Federation with a degree in Automated Control Systems.
After graduating from military service, he worked as a computer network administrator, programmer.
Since 2005, he worked in large system integrators in senior positions.
2009: Rostelecom

Yuriy Datsenko implemented many IT projects to automate public administration, in particular, he prepared and participated in the implementation of the first stages of the Electronic Government project and the transfer of public services to electronic form. Under his direct participation, applied cloud services were developed for various sectors of regional public administration: medicine, education, property relations, etc.
2014: Moscow Region Government
From 2014 to 2016, Datsenko worked as an adviser to the Minister of Public Administration, Information Technology and Communications of the Government of the Moscow Region, responsible for state and municipal services, as well as the formation of regional e-government infrastructure in the Moscow Region. Under his leadership, projects were initiated to create an AIS "MPSC" in the Moscow Region, an interdepartmental electronic interaction system, "Licensing of certain types of activities," and on the basis of the Dobrodel citizens' appeal system, the Regional Management Center (SDG) was subsequently formed.
2016: "HeyT Consulting"
From 2016 to 2018, he was responsible for the regional development of ATI-Consulting, under his leadership many projects were implemented in the regional governments of the Central, North-West, Southern and Volga Federal Districts.
2018: DIT of the city of Moscow
In 2018, Yuri Datsenko went to work in the DIT of the city of Moscow, where, in the status of adviser to the head, he was responsible for the exchange of experience and best practices with the regions of Russia. He oversaw the development of the project "Active Citizen. Russia. "
2020: Scientific Center for Legal Information under the Ministry of Justice
On May 26, 2020, by order of the Minister of Justice of the Russian Federation Konstantin Chuichenko, Yuri Datsenko was appointed director of the Scientific Center for Legal Information under the Ministry of Justice of the Russian Federation (NCPI).
NCPI is the service of the technical customer of digital transformation projects of the Ministry of Justice of Russia. Its main task is to ensure organizational and methodological unity in the implementation of individual tasks and functions of managing digital transformation projects of the ministry.
The center has been maintaining a database of federal, regional and municipal regulatory legal acts since 1917. The purpose of digitalization is to create a state platform functionally similar to the Garant and Consultant systems, a source familiar with the Ministry of Justice's plans told TAdviser.
2021: 75th place in the IT industry in terms of income and 31st in terms of the cost of personal cars
For the period from January 1, 2021 to December 31, 2021, the income of the family of Yuriy Datsenko amounted to 9 million rubles, of which 27,831 rubles were his wife's income[1].
The total average estimated cost of cars in the family amounted to 13 million rubles. The list of declared vehicles includes: Jeep Grand Cherokee car and Harley-Davidson[2].
Real estate: apartment owned by a spouse - 42.1 m ² (shared 1/2); land plot - 2400.0 m ² (at the spouse); house - 250.0[3].
2022: Dismissal from the NCPI under the Ministry of Justice
As it became known to TAdviser, in mid-November 2022, Yuriy Datsenko left the post of director of the NCPI under the Ministry of Justice.
The area of responsibility of Yuriy Datsenko included the operational management of the activities of the FBU NCPI under the Ministry of Justice of Russia, the maintenance of the Federal Register of the NPA of the Russian Federation, the operation of the software and hardware complex and the support of users of the central office and territorial bodies of the Ministry of Justice of Russia, as well as the development of income-generating activities. In addition, he was responsible for the creation and implementation of the function of the service of the technical customer of the digital transformation projects of the Ministry of Justice and the formation of the project office for the implementation of the "development projects" of the ministry.
For 2.5 years of work, according to TAdviser, the team of Yuriy Datsenko has implemented a number of significant projects for the Ministry of Justice:
- creation and commissioning of the GIS Powers and Functions of the Ministry of Justice of Russia (replacing 8 outdated GIS) for the provision of public services in electronic form and its placement at the GEOP facilities,
- creation (from the allocation of funding to the launch of trial operation) of the GIS "Legal Assistance" for the provision of free legal assistance (FWS),
- participation in the preparation of a project to systematize the Federal Code of the National Assembly of the Russian Federation using artificial intelligence technologies,
- preparation of the concept of digital transformation of judicial expert institutions of the Ministry of Justice of Russia,
- creation of a single secure data network of the ministry, including 82 territorial bodies,
- the start of import substitution work, the transition of the ministry to virtual telephony and many others.
Under the leadership of Datsenko, a new direction of activity of the institution was created from scratch to examine the execution of state contracts for compliance with 44-FZ requirements in the interests of state customers (General Prosecutor's Office, Federal Property Management Agency, Rosreestr, etc.), as well as launched activities in the interests of executors of state contracts for the standard control of the results of execution of state contracts (NCI, Softelematics, etc.). The new direction of activity together with the mobilization of existing (science, education) directions of activity made it possible to multiply the indicators from income-generating activities.
Evgeny Nikolaevich Chestnov, who previously held the position of First Deputy Director, was appointed the new director of the NCPI.
2024
Detention
As TAdviser found out, Yuriy Datsenko was detained by law enforcement agencies. This publication was reported by two of his acquaintances. The detention is confirmed by data from the file cabinet of courts of general jurisdiction of Moscow: it contains a record that on September 19, the Cheryomushkinsky District Court issued a decision to satisfy the petition for the election of Y.N. Datsenko as a preventive measure in the form of house arrest[4].
It also contains a note dated September 24 about the appeal received in connection with the chosen preventive measure. As of September 30, the complaint has not yet been considered.
Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group or on an especially large scale). The circumstances of the case are not given in the file cabinet.
In the WhatsApp messenger, Yuriy Datsenko was last online on September 16. When placed under house arrest, as a rule, the court imposes restrictions on the use of communications.
The last place of work of Yuri Datsenko in open sources is the "Russian Export Center," the position is the senior managing director for the implementation and development of the project "One Window"[5] TAdviser has submitted a request and is awaiting comment from that organization in connection with the employee's detention.
House arrest extension
On October 25, at the request of the investigation in the Cheryomushkinsky District Court of Moscow, Yuri Datsenko extended the preventive measure. The court told TAdviser that he was extended his detention under house arrest until November 19.
Shortly before that, on October 22, the Moscow City Court considered the appeal of Yuriy Datsenko against placing him under house arrest, which took place in September, according to information in the database of courts of general jurisdiction in Moscow. It is possible that the extension of house arrest will be appealed.
The receipt of a criminal case in court. New defendants
As TAdviser discovered, the Koptevsky District Court of Moscow on October 28, 2024 received a criminal case against Yuriy Datsenko, who was detained in September. From the card in the database of courts of general jurisdiction of Moscow it follows that two more people are involved with him in this case - Izraztsov D.M. and Tomin S.N. In relation to all three persons, the card contains the same part of the article - part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group or on an especially large scale)[6]
Yuriy Datsenko previously tried to challenge the measure of restraint chosen for him and achieve a change in house arrest to prohibit certain actions by filing an appeal. From the published appeal decision of the Moscow City Court on this complaint of October 22, it follows that the criminal case refers to the commission of a crime "as part of an organized group, all the accomplices of which have not yet been established"[7].
The criminal case in connection with which Yuriy Datsenko was detained was initiated on October 26, 2023 on the grounds of crimes under Part 4 of Art. 159 of the Criminal Code of the Russian Federation against unidentified persons. On the same day, Izraztsov and Tomin were detained, and at first in their case it was about part 3 of article 159 of the Criminal Code of the Russian Federation (fraud committed by a person using his official position, as well as on a large scale)[8]. From that moment on, they were kept under house arrest, the term of which was extended, and in April 2024 the preventive measure was changed to a ban on certain actions.
From the court decisions on their appeals it follows that Izraztsov D.M. worked as deputy head of the economic support department at the Scientific Center for Legal Information at the Ministry of Justice (NCPI). According to TAdviser, he was a colleague of Yuriy Datsenko in this organization and quit there a couple of months earlier than Yuriy Datsenko himself. And Tomin in the appeals decisions of the Moscow City Court is indicated as an individual entrepreneur.
From the same published court documents it follows that the victim in the case is an organization. Which organization is not specified. But according to a TAdviser source close to the NCPI, we are talking about the NCPI, and one of its state contracts appears in the case - to modernize the institution's access control system (MCDS). The price of the state contract, according to the interlocutor of TAdviser, amounted to 599 thousand rubles and included work on dismantling the old system, supplying new equipment, installing and configuring it. Tomina's company became the executor of the state contract, offering the best conditions in accordance with the 44-FZ.
Earlier, satisfying the petition to extend the term of detention of Izraztsov and Tomin under house arrest, the court in the decision indicated that as of December 2023, the investigating authorities had yet to: conduct an inspection of the scene of the incident and the actually installed equipment, appoint a commercial forensic examination, continue measures to identify other witnesses and, if established, interrogate them, check Tomin, Izraztsov and other persons for involvement in other episodes of criminal activity.
