The Unified Federal Information Register was created within the framework of the Federal Law of June 8, 2020 No. 168-FZ "On the Unified Federal Information Register Containing Information on the Population of the Russian Federation." This resource is maintained by the Federal Tax Service based on data from various government departments, including the Ministry of Internal Affairs, the Ministry of Defense, the Ministry of Education and Science and others. The register contains such information about citizens as full name, date and place of birth, gender, SNILS, TIN, citizenship and marital status. The main goal of creating a register is to combat offenses and fraud, as well as increase the collection of taxes and other mandatory payments.

The contract with GNIVTS JSC includes technical support services for various subsystems of EFIR, such as analytics and reporting, archival data storage, regulatory reference information management, system monitoring and functional testing. Mishustin approved the rules for the GIS of the unified population register

In April 2021, the Ministry of Finance of the Russian Federation presented requirements for state information systems for bringing data on citizens into line with a single population register.
The draft resolution approves general requirements for the provision of information on the population of the Russian Federation contained in the IT resources of state authorities, state authorities of constituent entities of the Russian Federation, local self-government bodies, state extra-budgetary fund management bodies containing information on the population (with the exception of information resources, information from which is used in accordance with the Federal Law for the formation and maintenance of a single federal information register containing information about the population), in accordance with the information contained in the federal information register of the population, including the procedure for initially bringing such information in line with the information contained in the population register for a transitional period.

Mishustin approved the rules for using an electronic signature to maintain a unified register of population data

Data transfer to the public services portal for remote banking services
Data from the Unified State Register of Civil Status Records (USR Registry Office) will be transferred to the Unified Identification and Authentication System (ESIA, used on the public services portal) in order to provide remote banking services.

Information on both citizens of the Russian Federation and foreigners and stateless persons temporarily or permanently residing in Russia will be entered into the federal information register. The register will be the Federal Tax Service (FTS). The basis for the initial formation of a record about an individual will be the receipt of information: about the state registration of birth; on the current passport of a citizen of the Russian Federation or a Russian passport; on the issuance of a residence permit or work permit to foreigners, etc.
When information enters the system, it will undergo format-logical control and then check directly by the Federal Tax Service itself. The physical person information stored in chronological order will be a single register entry. Each entry will receive its own unique 11-bit number.
According to the head of the Ministry of Telecom and Mass Communications Maksut Shadayev, no new information will be included in the register - all the data that will be displayed there are already contained in various state IT systems.[10]
Putin signed a law on the creation of a single database of Russians

The first stage of the system's creation includes work on system-wide design, including the development of design solutions for the centralized IT infrastructure of the FSIS, requirements for communication services, database structures, threat models and design solutions for ensuring information security. All the listed scope of work must be completed by December 1, 2018.
Elvis-plus received a state contract for the supply of 567 protected PCs for registry offices
On July 19, 2018, information appeared that Elvis-Plus would be engaged in the manufacture and supply of secure computers for registry offices.
According to information published on the public procurement website, the company turned out to be the only participant in the electronic auction with an initial price of the state contract of 38.4 million rubles. As a result, the victory was awarded to the company without reducing the price of the lot.
Under the terms of the contract, by September 30, 2018, Elvis-Plus must supply 567 computers to all regional departments of the Federal Tax Service. The assembled complexes should include a hardware and software platform, which is a system unit with a set of pre-installed software and five key information carriers, as well as a liquid crystal monitor, keyboard and mouse.
In accordance with the terms of reference of the tender, the supplier must provide the customer with a PC on a processors standard x86-64 architecture with a number of cores of at least four and a clock frequency of at least 2 GHz, DDR3 RAM of at least 4 GB, hard drive at least 32 GB and an integrated video controller.
The operating system installed on the PC must be open source and must be certified by supervisory authorities for the fourth class of security. Specialized software should be application software that implements the remote access protocol to virtual desktops. The diagonal of the monitor screen should be at least 21 inches.
As for PC security, as specified in the terms of reference, secure computers for registry offices must have a system for monitoring the opening of the case with the ability to lock the PC, implemented at the hardware level. It should detect a violation of the integrity of the case both when the external power supply is turned on and when the external power supply is turned off.
The PC hardware and software platform should also provide trusted OS loading, software environment isolation, OS integrity control, role access to security tools, execution of cryptographic functions on Russian algorithms, event registration, work with key documents, memory cleaning to prevent access to residual information.

- equipping with a software security agent (VPN client) implementing cryptographic protection of information transmitted by the PC to communication channels. The TONK Group of Companies has completed the work on participation in the USR registry office project in cooperation with ELVIS-Plus.
TONK Group acted as a supplier of hardware platforms based on TONK TN1402 with a device body opening sensor with the ability to block the APC. In just two months, 15 thousand hardware and software systems, which are protected workplaces of registry office employees, were manufactured, equipped with software and in August 2017 already delivered to all registry offices of the Russian Federation. The Elvis-Plus company specifically for this project has developed the Zastava-TK hardware and software complex (APK), which is designed to protect corporate computing resources and implements a number of targeted functions, including encryption, data integrity control, cryptographic authentication of subscribers, with the implementation of electronic signature functions in accordance with Federal Law No. 63-FZ.
According to Elvis-Plus, the Zastava-TK product implements the concept of a universal workplace for state and corporate geographically distributed IPs and computer networks, in which it is necessary to provide centralized processing, storage and access to data using cloud technologies and VDI with a high degree of security.

For 590 million rubles, this company will supply the state customer with equipment, software, and also provide related services to create a software and hardware complex of the IT infrastructure of this system.
The current purchase provides for the supply of equipment and licenses for various software. In addition, the list of services includes work on the creation of software and hardware complexes for the IT infrastructure of the Unified State Register Office of the Registry Office and user access.
The creation of PAC SOBI for the IT infrastructure of the Unified State Register Office of the Registry Office (data center and tax authorities) was estimated by the customer at 159 million rubles. Of this amount, 22 million rubles were to be spent on equipment and commissioning, 6.5 million rubles on documentation development, and almost 131 million rubles on software.
The hardware of the complex includes firewalls and servers, a cryptographic gateway, electronic locks, computers and monitors. The software includes operating systems, DBMS, tools for protecting virtualization and monitoring information security events, antiviruses, etc.
61.6 million rubles were allocated for the creation of PAC SOBI for the IT infrastructure of user access. Here, the main part of the budget was supposed to go to pay for software - 49.7 million rubles. Equipment and commissioning were estimated at 9.5 million rubles, and documentation development at 2.5 million rubles.
Another 15 million rubles were planned to be spent on 86 software and hardware complexes for tax authorities. The cost of each was estimated at 175 thousand rubles.
Taking into account the decrease in the price of the winner of the purchase, the announced prices will change slightly.
The customer did not name specific names of equipment and software products. However, for operating systems and DBMS, the documentation provided a justification for the impossibility of complying with the ban on foreign software.
The entire project is designed for 60 days from the date of the contract.
Elvis-Plus receives 982 million rubles for computers for the registry office

The system unit must be equipped with a 4-core processor (x86-64 bits) with a clock speed of at least 2 GHz. The amount of RAM should be at least 4 GB. It is mandatory to have 32 GB SSD or Disk On Module.
The hardware and software platform should be equipped with built-in hardware for monitoring the opening of the system unit housing, with the possibility of blocking the operation of the PAC. Built-in hardware for opening control of the system unit housing should be able to detect opening both when the external power supply is turned on and turned off. Two companies took part in the auction - IBS Expertise and Inline Technologies. The lowest price of the state contract (589.3 million rubles) was offered by IBS Expertise, this company was recognized as the winner.
Within the framework of the current project, the Federal Tax Service plans to create a PAC, which should include the IT infrastructure of the secure segment of the system, the segment of user access, the segment of interaction with SMEV and the infrastructure for the information security system (SOBI).
All work on the supply and creation of relevant segments and systems must be completed from the date of conclusion of the state contract and no later than May 30, 2017.
The list of necessary hardware solutions includes database machines, virtualization platforms, analytics computing platforms, servers, personal computers, DSS systems, network switches and routers, mounting cabinets. As for software, here the delivery list includes operating systems, as well as software for reporting and analytics, monitoring and management, backup and recovery of data, virtualization and DBMS.
Specific names are not called for either software or hardware, but the documentation contains a list of requirements for each type of solution. Applications for participation in the tender of the Federal Tax Service were submitted by two companies - IBS Expertise and the Main Scientific Innovative Implementation Center (GNIVC). The winner was GNIVC, which offered to fulfill all the terms of the contract for 139 million rubles.
Among the tasks that need to be solved within this queue are system-wide system design, development of functional software, its implementation, pilot operation and a number of other works. The contractor is also required to develop training materials to prepare personnel for the new system.
Earlier, in October 2016, the tax service concluded a contract of 76.6 million rubles with the Main Scientific Innovative Implementation Center (GNIVC) for the first stage of creating a registry office system. Within its framework, design solutions were developed for the creation of a centralized IT infrastructure, a typical IT infrastructure of registry offices and solutions for ensuring information security.
The first stage of work under the contract between the Federal Tax Service and GNIVC also involved the development of requirements for the communication services of the Federal Data Center and the Russian Data Center of the Federal Tax Service, for the provision of communication services to the registry office and for the transfer of inherited data from existing regional systems.
To perform part of the work, GNIVC of the first stage involved a subcontractor - IBS Expertise as the only supplier. For 5.81 million rubles, the integrator had to develop sections of the SOW for the creation of a federal system in terms of requirements for a set of technical means, design solutions for the creation of a centralized IT infrastructure of the system and design solutions for a typical IT infrastructure of registry offices[21].
As a result, the centralized IT infrastructure of the registry office was designed on the basis of hardware and software systems "Rock-CP/Postgres" developed IBS jointly with, Depo Computers operating under the control of and. operating system ALT Linux SPT DBMS Postgres Pro Enterprise
It also uses server virtualization of Rosplatforma based on the Skala-R 300 series and Skala-SR/Analytics platforms using the Polymatica accounting and analytical system. The use of the Skala-P 300 series platform is also expected to organize a virtual user access infrastructure (VDI).
The objects of automation of the federal state information system for maintaining a single state registry office are bodies authorized to register civil status acts.
