The launch of the virtual operator with its own IT infrastructure was carried out in a short time: 6 months. The technological partners for the launch were Forward Telecom and Jet Infosystems, the base operator (MNO) is Tele2.

Project Features and Objectives

As reported in February 2018 in Forward Telecom, the launch of the virtual mobile operator Tinkoff Mobile has become a non-trivial task. First, a short time frame. Secondly, Tinkoff Bank seeks to create leading offers in its niches, which entails strict performance criteria, requirements for flexibility and professionalism of partners. Thirdly, the level of quality of service provision had to meet the standards set by the head business - the bank.

File:Aquote1.png
We have set a long-term goal to create a commercially successful MVNO operator, "said Georgy Chesakov, CEO of Tinkoff Mobile. - One of the decisive factors of success is the provision of user convenience, exceeding the rest of the offers on the market. We offer the subscriber a flexible tariff policy and give the opportunity to independently manage connected services online through a mobile application. We were looking for a billing vendor capable of quickly making changes to the product architecture, accompanying the system to our high standards and ready to implement the project in an ambitious time frame. We considered the largest Russian vendors and integrators, but the Forward Telecom team was the most convincing and at the very implementation confirmed the readiness and effectiveness of joint work in a mixed team and prompt response to our requirements.

Result

In December 2017, MVNO Tinkoff Mobile entered the market of virtual mobile operators in Russia.

It was an interesting experience for us, - said Sergey Saprykin, general director of Forward Telecom. - We used almost the entire Forward product line, the project team consisted of employees of several companies: Tinkoff Bank, Forward Telecom, Jet Infosystems, the basic cellular operator. The Bank presented high requirements for the flexibility of solutions, fault tolerance of services and the speed of integration with the existing infrastructure.
File:Aquote2.png

File:Aquote1.png
I will note several distinctive moments of the project. First of all, the high speed of integration of Forward products into a complex banking infrastructure. During the project, we used almost the entire Forward product line, integrating them with our front-end systems (mobile application, web resources), while Forward products showed themselves to be flexible, fault-tolerant, easy to configure and capable of solving tasks in a short time, - said Alexander Alter, project manager Tinkoff Mobile. - Secondly, the professionalism of the Forward team, which demonstrated deep knowledge of the product, IT and willingness to work in the Agile approach. Thirdly, the vendor's use of innovative technologies and products: for example, OCS Forward Fusion with In-Memory Data Grid technology, which allows for high performance and scalability of the solution. With the growth of the subscriber base, this is an important component for the system that provides billing of subscribers in real time.

Infrastructure and Software Tinkoff Mobile

The Jet Infosystems company has deployed data transmission infrastructure and software (network core) for the virtual operator Tinkoff Mobile. According to the press service of Jet Infosystems, in European countries,  MVNO customers are from 25% to 40% of mobile users. In Russia, the share of subscribers of virtual mobile operators barely reaches 1% of the total number of cellular users, which indicates a great potential for growth in this market segment.

Jet Infosystems, which carried out work on the design and configuration of equipment and software, as well as the construction of a key component of the virtual operator's infrastructure, was able to implement the project in the shortest possible time - in 6 months.

Announcement of Tinkoff Mobile MVNO operator

In April 2017, Tele2 and Tinkoff Bank, the second largest player in the credit card market in Russia with a market share of 10.6%, signed an agreement on the creation of a virtual mobile operator (MVNO).

Cooperation between the parties involves the creation of a new virtual mobile operator based on the Tele2 radio access network and infrastructure. Tinkoff Bank will launch a full-fledged MVNO model operator with its own network code, a dedicated number range and SIM cards. The company will offer subscribers its own tariffs and a set of services.

Any user, including those who are not a client of Tinkoff Bank, will be able to become subscribers of the virtual cellular operator. The company will deliver SIM cards through its own network of representatives, which covers the whole of Russia.

For Tele2, this is not the first MVNO project. In 2016, Rostelecom launched a virtual mobile operator on the basis of the company's network. Tele2 is developing various partnership options with a number of other MVNO companies.

Virtual operator Tinkoff Mobile operates according to the Full MVNO model, which involves renting a radio access network resource (base station network) from a partner operator (Tele2) and using its own network core infrastructure and its own business applications. This model provides the virtual operator with maximum flexibility in developing service models and tariff plans for subscribers.

The functional subsystems of the network core allow Tinkoff Mobile to manage subscriber data flows, monitor service quality parameters, set charging rules depending on various conditions, and monitor the subscriber's account status in real time. This enables the virtual operator to develop and implement service models independently of the partner operator.
