FSSP launched software throughout Russia to make decisions on the initiation of enforcement proceedings without the participation of employees
Federal Bailiff Service Russia completed the introduction of a program robot for automated issuance of decisions on the initiation of enforcement proceedings in all regions of the country. The system operates without the participation of officials. This became known on November 1, 2024.
According to D-Russia, the first testing of the program took place in the summer of 2023 in Ryazan. Director of the Federal Bailiff Service Dmitry Aristov emphasizes that the system is able not only to initiate enforcement proceedings, but also to make decisions on refusal, completion of proceedings, collection of performance fees and lifting restrictions on debtors.
Since the beginning of implementation, the program has automatically adopted more than 57 million procedural decisions, of which 5.1 million relate to the initiation of enforcement proceedings. For nine months of 2024, the number of interactive applications for the presence and progress of enforcement proceedings exceeded 21 million. The introduction of the robot program is part of the digital transformation of public services and the transition to paperless document management in the field of executive production.
Since the beginning of 2024, more than 20.5 million applications and petitions have been received through the public services portal. The system also sent over 744.6 million legally significant electronic notifications to citizens.
In June 2024, a new service was launched on the public services portal, allowing the parties to enforcement proceedings to request and receive documents previously issued or attached to the case. During the service, citizens sent more than 375 thousand requests.
Automation of the processes of the Federal Bailiff Service is aimed at reducing the need for personal interaction of citizens with bailiffs and sending paper correspondence. The new system allows you to significantly speed up the decision-making process and reduce the burden on service personnel.[1]

How the FSSP uses artificial intelligence
At the end of 2023, it became known about the implementation of several projects in the field of artificial intelligence by the Federal Bailiff Service (FSSP). One of the developments is related to the remote service system for citizens.
In the FSSP telephone service center, the number began to use automatic call processing using a voice bot. AI technology recognizes the subscriber's speech and synthesizes the bot's voice response, as well as defines the subject of the request and various call processing scenarios.
When communicating with a citizen, a voice bot will request a surname, first name and patronymic, date of birth and region of registration, which will identify the applicant. Based on the information received, the system will form a request and provide the subscriber with publicly available information from the enforcement proceedings data bank in audio format.
The voice bot will provide the applying citizens with information about the presence of initiated enforcement proceedings, about the seizure of property and bank accounts, as well as about the imposition of restrictions on registration actions with the property.
In addition, the voice assistant will be able to tell citizens information about the restriction of travel outside the Russian Federation, about the flow of funds and details for payment of debt. At the request of subscribers, it is possible to provide information on the procedure for personal reception of bailiffs and heads of departments, the mode of operation of the territorial bodies of the FSSP of Russia, as well as information on government services provided by the department. In the future, the project provides for the addition of text channels for information exchange.
According to Dmitry Aristov, director of the FSSP of Russia, an experiment on the use of AI in enforcement proceedings began in 2023. Smart algorithms are used to make procedural documents in automatic mode in cases where unconditional adoption of such decisions is possible.[2]
Bailiffs in Russia will be able to search for debtors for geolocation of smartphones
On November 22, 2023, it became known about the decision of the Ministry of Justice of the Russian Federation to expand the powers of bailiffs in terms of searching for debtors. It is assumed that officials of enforcement bodies will be able to receive geolocation data of citizens' smartphones.
According to TASS, the new measures are provided for by the concept of the development of the enforcement system until 2030, the work on which the Ministry of Justice is completing together with the FSSP of Russia. Bailiffs, in particular, will be able to request geolocation of mobile devices used by the wanted debtor and child - for example, if proceedings are executed to transfer a minor to another parent. In addition, bailiffs may receive the right to open the premises "if there is reason to believe that they are hiding a child wanted in the framework of enforcement proceedings about the selection and transfer of the child." As of the end of November 2023, it is not specified what premises are in question, so it is not clear whether private property is subject to these measures.
The concept also provides for the creation of a "single debt dossier" - this is a kind of cloud storage of data on debtors. Instead of writ of execution, a unified register of records of requirements based on decisions of courts and other authorized bodies will be used. In addition, it is proposed to simplify the procedure for collecting debts in the amount of up to 30 thousand rubles in order to "reduce the cost of conducting enforcement proceedings."
The document describes the possibility of recovery in the form of digital currencies (including the digital ruble) and other digital financial assets. The seized property will be sold through electronic tenders. The authors of the concept also propose to regulate the enforcement of bankrupt debtors and budget debtors.[3]
For the first time in Russia, the program opened a case to recover from the debtor
For the first time in Russia, the robot program opened enforcement proceedings against the debtor, doing so without the participation of an official. This unique case for the country was reported by the Federal Bailiff Service (FSSP) of Russia on June 9, 2023.
The process was launched automatically on the basis of the pilot branch of bailiffs of the UFSSP of Russia according to, the Ryazan region service reports. TASS They noted that the work on the implementation of the law has been launched, which allows the automatic issuance of procedural documents. It is especially emphasized: the possibility refers to those cases where "unconditional adoption of such decisions is possible."
In addition, other works are planned to be implemented on the basis of the same pilot Ryazan branch. Namely, in relation to the issuance (also without the participation of bailiffs) of procedural documents on the completion, termination and suspension of enforcement proceedings, on the collection of the performance fee and the abolition of the restrictions established by the debtors.
The launch of a software robot for debt recovery was another step in digitalizing enforcement procedures. Amendments related to the activities of the FSSP entered into force on June 20, 2022. Subsequently, the director of the FSSP Dmitry Aristov noted that a more difficult step would be to automate the system of imposing restrictions on debtors. Changes to the law were made in order to optimize the work of the department, including to solve the problem of confusion of documents sent by collectors to the FSSP.
By 2023, the FSSP is among the leaders in the rating of digital transformation, together with the Ministry of Eastern Development, the Russian Guard, the Federal Property Management Agency, the Ministry of Construction, Rostrud, Rosselkhoznadzor, the Ministry of Digital Development, Rosreestr and the Federal Customs Service.[4]
2022: Bans imposed on debtors are now automatically lifted. There is no need to write to the FSSP
On June 20, 2022, amendments regarding the activities of the Federal Bailiff Service (FSSP) entered into force. Some of them are related to the use of information technology to automate the work of the department.
Thus, the FSSP will be able to initiate enforcement proceedings without the participation of an employee, using a special IT system. According to the document on amendments to the legislation on enforcement proceedings, which Kommersant refers to, after 60 days after, for example, the imposed fine for traffic violations, the traffic police and FSSP information systems will exchange data on the driver. Then the system will automatically request the State InformSystem about state and municipal payments (GIS GMP). If there is no information about the payment of the fine, within 3 days the FSSP will initiate enforcement proceedings.
Also, amendments to the law allow automatically to remove restrictions on traveling abroad if the debtor has paid off the debt. Notifications of decisions made to the recoverer and the debtor will be received through the "Public services" or automated information system of the FSSP. Russians will not need to make requests to the FSSP to lift restrictions after paying debts.
The publication reminds that earlier the ban on traveling abroad, imposed on the debtor, was removed exclusively by the decision of the bailiff. Often, citizens right at the airport, finding that they are prohibited from leaving, pay the debt. However, the border service does not immediately receive information about the lifting of the ban from the bailiffs - it takes from several hours to several days. Thus, the new law will allow the FSSP to speed up this process, especially since an employee of the department is no longer needed for this.
Vadim Reznichenko, head of the legal company a.t.Legal, noted that automatic processes will completely exclude "the human factor, because of which in practice there is often red tape with the issuance of decisions, the collection of funds."[5]
2021: FSSP prepares for digital transformation for 11.5 billion rubles
At the end of October 2021, it became known about the digital transformation program of the Federal Bailiff Service (FSSP). In total, the department intends to spend about 11.5 billion rubles on the introduction of new IT solutions over three years.
As Kommersant writes with reference to the materials of the FSSP, in 2022 it is planned to launch a chat bot for interaction with citizens, and in 2023 - to speed up the filling of its own databases and decision-making processes using mobile automated workplaces (AWS). Thanks to the connection to the Federal Information Address System, bailiffs will be able to quickly find debtors and build a route to them.
In 2021, 365 million rubles will be allocated for the purchase of video cameras, tablets and registrars with which bailiffs work. In 2022, 380.5 million rubles will be allocated for the development of mobile AWS, according to the FSSP digital transformation plan.
Digitalization should help speed up processes and unload employees: up to 90% of court restrictions should be lifted an hour after debt repayment, 80% of resolutions in 2023 should be drawn up automatically, personal reception of citizens will take no more than ten minutes per person.
If plans for digitalization can be implemented, this will seriously change the work of bailiffs, says ArtezioPavel Adylin, executive director of Artezio. The staff will be reduced, and the job responsibilities of the remaining employees will be revised. At the same time, Softline Digital architect Nikolai Knyazev stressed that it will still not be possible to fully automate the work, since all solutions should be standard. Decisions are without double interpretation, for example, a fine from the traffic police camera, but in family disputes and disagreements under the contract, it is necessary to fully understand the situation, the expert explained.[6]

Bailiffs in Moscow began to look for debtors on video surveillance cameras
At the end of August 2019, it became known about the results of testing in Moscow of the system for finding debtors using city video surveillance cameras. For six months, the Federal Bailiff Service (FSPP) found 27 debtors using this method.
In total, from January to June 2019, Moscow bailiffs found 2142 debtors. This is 25% more than in the same period last year (then the bailiffs managed to find 1609 debtors).
In the main facial recognition system, alimony debtors came across. In addition, several debtors of criminal fines were found, as well as tax defaulters. However, the system was looking not only for ordinary debtors: street cameras helped to calculate the collectors-violators. Having received complaints about the wrongful actions of the collectors, the bailiffs conducted administrative investigations, including requesting information from CCTV cameras.
The ability to track debtors through recordings of city cameras appeared thanks to access to a single data storage center. At the time of the launch of the system, 1.5 thousand photographs of debtors were uploaded to it in order to detect them in Moscow. How many photos became by the end of August 2019 is not specified.
In May 2019, the Moscow mayor's office announced that a competition would be launched in the capital to expand the system of video recognition of persons to more than 200 thousand cameras.
They will be placed, among other things, on busy streets, above the entrances to residential buildings and in schools. Some of the cameras have a face recognition function, which allows you to quickly recognize the identity of the person on the record, whose photo is stored in the police database.
Earlier, bailiffs began to look for debtors through traffic cameras - by car numbers. In this way, for example, in the Perm Territory, they found the debtor, detained him, and the car was arrested for seizure against the debt.[7]
Debtors in Russia will be informed about the impossibility of traveling abroad by SMS
On August 18, 2019, it became known that the Government of the Russian Federation submitted amendments to the Law "On Enforcement Proceedings" to the State Duma, according to which bailiffs from 2020 will notify debtors about the impossibility of traveling abroad through SMS messages.
The amendments provide that bailiffs will be able to send SMS only if they receive the written consent of the debtor with an indication of the mobile phone number. Citizens who do not give such consent or do not indicate the phone will notify by traditional means, including by mail.
At the same time, it is not yet entirely clear under what circumstances an ordinary citizen, not burdened with serious debts, must give the bailiffs such a receipt.
Notifications about the impossibility of traveling abroad will also come to the personal account on the website of public services, reports TASS Information Agency of Russia with reference to the Ministry of Justice and the Federal Bailiff Service (FSSP).
Companies and individual entrepreneurs can send notifications by e-mail indicated in the Unified State Register of Individual Entrepreneurs or the Unified State Register of Individual Entrepreneurs (USRIP).
In just the first six months of 2019, departure from the country was temporarily suspended for 6.6 million debtors, follows from the FSSP data.
On the bailiffs' website, information about the restriction of departure remains the most popular request, although it is not in the database of enforcement proceedings, and it can be obtained remotely only when creating a personal account of the party to enforcement proceedings. In the first nine months of last year, this service received more than 22 thousand applications for subscription to information on the progress of enforcement proceedings. In addition, more than 3.5 million Russians downloaded FSSP mobile applications to smartphones to check if they were included in the list of debtors.[8]

FSSP at TAdviser SummIT: Change in the procedure for creating and maintaining an enforcement proceedings data bank
Natalya Zvyagina, head of the information technology department of the Federal Bailiff Service (FSSP of the Russian Federation), spoke about the prospects for updating electronic forms of state service for obtaining information regarding enforcement proceedings (IP) for individuals and legal entities on a single portal of public services (EPGU).

The change in the procedure for creating and maintaining an enforcement proceedings data bank implies the expansion of the possibility of obtaining publicly available information from the data bank in enforcement proceedings:

- through the system of interdepartmental electronic interaction (SMEV);
- providing access to the application programming interface (API) on the Internet.

Problems not solved by implementation of the Terms of Reference

GIS GMP will help bailiffs quickly remove restrictions on debtors
On February 24, 2016, it became known about the introduction of a bill to the State Duma aimed at regulatory legal regulation of the introduction of information technologies into the work of the Federal Bailiff Service. The corresponding order was published on the website of the Government of the Russian Federation[9] into the[10].
As expected, the adoption of the bill will allow, in particular, the bodies of the FSSP of Russia to promptly respond to the fact that the debtor repays the debt on enforcement proceedings and timely remove the restrictions imposed on citizens due to the resulting debt (including restrictions on travel outside Russia).
The draft federal law "On Amendments to Articles 5 and 61 of the Federal Law" On Enforcement Proceedings "was prepared by the Ministry of Justice in pursuance of the instructions of the Government of Russia.
According to article 213 of the Federal Law of July 27, 2010 No. 210-FZ "On the Organization of the Provision of State and Municipal Services," banks, other credit organizations, federal postal organizations, as well as other bodies and organizations are obliged to send information to the State Information System on state and municipal payments (GIS GMP) on the payment of funds for state and municipal services, as well as on payments that are sources of budget revenues for the budget system.
At the same time, there is no obligation for such banks and organizations to transfer information on accepted payments to the GIS GMP to pay off debt under enforcement proceedings. The bill proposes to establish the obligation of banks and other organizations through which funds are paid to the accounts of the Federal Treasury bodies to pay off debt on enforcement proceedings, to send information about their payment by the debtor to the GIS GMP.
If the GIS GMP receives information about the debtor's payment of debt for enforcement proceedings, such information will automatically be received by the subsystem of the automated information system of the FSSP of Russia (AIS FSSP of Russia).
Thus, the changes proposed by the bill will contribute to the prompt response of the bailiff to the fact that the debtor repays the debt on enforcement proceedings, to timely remove the restrictions imposed during enforcement proceedings, including on traveling outside Russia.
Also, information about debt will be excluded from the enforcement proceedings data bank on the official website of the FSSP of Russia, from the Unified Portal of State and Municipal Services (Functions), Terminals of Payment Systems, which will allow citizens to receive up-to-date information about their debt, exclude double payments, unreasonable application of enforcement measures.
The bill was considered and approved at a meeting of the Government of the Russian Federation on February 18, 2016.

FSSP violated budget discipline when creating AIS
On September 29, 2015, it became known about the results of the audit of the Accounts Chamber in relation to FSSP spending on informatization: auditors came to the conclusion that there were violations in the creation of a large-scale AIS of this department and the lack of sufficient legal grounds for expenses by the department of about 9.1 billion rubles[11].
The Board of the Accounts Chamber of the Russian Federation, chaired by the head of the department Tatyana Golikova, considered the results of the audit of the use of budget funds allocated to the Federal Bailiff Service (FSSP) for the introduction of ICT and the development of the material and technical base. The inspection, which covered the interval from 2011 to 2015, was carried out as planned. One of the main conclusions: the Service did not have the authority to create an automated information system (AIS FSSP) - according to the law, bailiffs can only form a data bank for the execution of judicial acts.
Following the audit, the Accounts Chamber sent a submission on the elimination of violations to the FSSP, an information letter to the Government and a report to the chambers of the Federal Assembly of the Russian Federation.
Alu Alkhanov, Deputy Minister of Justice (the structure of the Ministry of Justice includes the FSSP) said that there were no objections to the comments: "We will carry out the relevant work regarding the regulatory component. All the comments that were made as part of the audit, we accept and the relevant work related to the regulatory component, we will carry out. "
The Auditor of the Accounts Chamber said that the creation and partial introduction of the AIS FSSP into commercial operation took place outside the framework of regulatory regulation and in the absence of approved plans for informatization of the Service. In this, the supervisory authority sees a violation of the Government Decree of May 24, 2010 No. 365 "On the coordination of measures for the use of ICT in the activities of government agencies."
"The Ministry ofCommunications did not give them (informatization plans) a positive conclusion and repeatedly indicated that the creation of an automated information system of the service is carried out in the absence of a project management system that clearly defines the goals, tasks, stages of creation, composition and description of the system," said Tatyana Blinova, auditor of the Accounts Chamber. - However, no follow-up action was taken by the ministry. At the same time, the FSSP during the formation of federal budget projects annually requested an additional need for budget allocations from 12.2% to 91.7% of the initially brought maximum budget allocations for the planned fiscal year. "
The Accounts Chamber reported that the cash execution of FSSP expenses as of April 1, 2015 amounted to 77%.
In the FSSP, the audit also revealed violations in the field of public procurement. For example, the central office of the FSSP concluded four state contracts in the field of informatization for a total of 122.7 million rubles, which were not included in the schedule of the service for placing orders for the supply of goods, performance of work, and provision of services for 2012.
The supervisory authority believes that the creation of the FSSP AIS did not lead to a significant improvement in the results of the service. Thus, the number of enforcement proceedings completed by actual execution decreased by 3.9% from 2010 to 2014, and the annual balance of unfinished enforcement proceedings increased by 50.1%.

She is also confident that the potential capabilities of the AIS FSSP to prevent and suppress actions containing signs of corruption are not used. Tatyana Blinova noted that in 2011-2014. accounts receivable from the FSSP on income increased 6.5 times: from 13.8 billion rubles, to 90.1 billion rubles.
"One of the reasons is the lack of effective electronic interdepartmental interaction of the FSSP with the judicial system, state authorities and the banking system," said Tatyana Blinova. "The presence of such interaction would increase the intensity of the execution of court decisions and acts of authorized bodies, and, as a result, increase the level of collection of income."
The history of informatization of the FSSP, according to the leadership of this department, dates back only a few years. In 2007, the corresponding work began almost from scratch - "there were no servers, no workplaces, no communication channels." First, a telecom infrastructure was created and purchases of computer equipment were carried out. In 2009, the Service began to develop specialized software and created its own certification center. In 2011, all departments of the FSSP introduced a single software for automating business processes, all objects of the Service were connected to a common data transmission network.
