The uniform aggregator of trade Birch (EAT) is intended for implementation of state procurements of small volume up to 100-400 thousand rubles. Unlike all electronic marketplaces working according to 44-FZ on EAT purchases not among subjects of business activity are carried out, and among objects purchases are goods, works and services (TRU) which in online stores not less than 100 million. In connection therewith EAT is aimed at collecting of TRU - suppliers — first of all, big electronic shops, platforms of trade, including regional.

Goods, works and services get to a key part of the aggregator — the directory where they at the expense of the developed qualifier are identified that allows to correlate them among themselves and ranges cost from the smallest value to the greatest. As a result such approach expands possibilities of the choice and allows to purchase quality goods at the best price, explained in state corporation.

Work in the aggregator requires only existence of registration in EIS or the Unified identification and authentication system.

2020: EAT helped the companies and departments to save more than 400 million rubles on purchases.

Customers saved more than 400 million rubles in two years, making purchases through the Berezka Uniform Aggregator of Trade (UAT) created by subsidiary company of Rostec – "RT-Proyektnye technologies". Rostec reported about it on July 9, 2020.

EAT "Birch" began work in July, 2018. On the platform state procurements of small volumes are performed: without fail – for federal executive authorities and their subordinated state organizations, in a voluntary order – for other customers, including state corporations.

The aggregator is available to work of all categories of suppliers, including small and medium-sized businesses, socially oriented non-profit organizations and self-employed. In total in the directory more than 1.7 million goods offerings, works and services are placed.

Since 2018 in a system more than 500 thousand purchasing sessions are announced, the total amount of the contracts signed for this period exceeded 4 billion rubles. The amount of economy at the end of 2018 - 2019 was 7.24%, or 200 million rubles, for the first five months 2020 – 10.6%, or 225 million rubles. By the number of purchases via the aggregator for the beginning of July, 2020 FSO of Russia and the Federal Tax Service are in the lead.

Purchases allow to get access to base of suppliers through Birch, to reduce the cost of the contract and to carry out the procedure is most transparent. The total amount of economy less than in two years exceeded 400 million rubles, and on a number of purchases it was succeeded to reduce the price more than twice. Understanding advantages of the aggregator, the enterprises of Rostec also actively are registered in a system – our about 80 companies use the aggregator in purchasing activity. We expect that other state corporations will estimate possibilities of the platform too, – the deputy CEO of Rostec Nikolay Volobuyev told.

That the companies from a circuit of Rostec could use the aggregator, since January, 2020 changes in acting in Uniform Regulations on Purchase (URP) Corporation were made. The amount of the bargains concluded by the enterprises of Rostec in Birch exceeded 180 million rubles. The average volume of economy was 10%, or about 20 million rubles.

More than 30% were the share of the agreements signed according to the results of carrying out the simplified purchases when transaction amount does not exceed 1 million rubles. The purchasing session at the simplified procedure lasts only 24 hours. The offers arriving in the last 15 minutes come behind closed doors – suppliers do not see the price of competitors and specify the minimum cost which they are ready to offer. The agreement according to the results of a purchasing session can be issued on the most electronic platform on the same day.

2019

EAT became obligatory for purchase of all types of goods, works and services of small volume

On March 1, 2019 Rostec reported that according to the order of the Government of the Russian Federation of 4/28/2018 No 824-r since March 1, 2019 state procurements of small volumes should be performed via the uniform aggregator of trade the Birch (EAT), developed by RT-Proyektnye Technologies company (enters into State Corporation Rostec). The information resource is technically ready to project implementation.

For March 1, 2019 on the aggregator about 10000 customers located in all 86 territorial subjects of the Russian Federation are registered. At the same time 3500 of them it is regional and municipal customers to whom the duty to use the aggregator did not extend. Federal executive authorities and federal state institutions subordinated to them have the right to carry out purchase not on EAT at the prices below than was defined on the uniform aggregator of trade with the subsequent entering of record into the register of purchases. Information on the transactions made not on EAT is analyzed also the suppliers offering goods at lower prices are invited to EAT.

The similar mechanism allows to increase the number of suppliers and to develop the competition. With each following purchase the prices of EAT will fall. For the last three months the amount of economy was in December, 2018 a little more than 2%, in January, 2019 already eight, and for February 28, 2019 - nearly 11%. The maximum size of a discount from the original price was 87%. It became possible thanks to the fact that EAT made purchases of small volume completely open, the customer purchases necessary goods at the best price, selecting optimal offers, but not the supplier. Use of EAT allows not only to reach economy of the state budget when purchasing small amount, but also opens access for small and medium entrepreneurs (MSP) to state procurements. For March 1, 2019 on the aggregator more than four thousand entrepreneurs who placed on Birch of nearly 500 thousand goods are accredited. The greatest number of offers in categories: office and automobile supplies, computer hardware.

Among mechanisms of further digitalization of EAT 'Birch' in the short term operators of a resource of JSC RT-Proyektnye tekhnologii planned the mobile electronic signature, complete electronic document management, the market B2B and an exit for country borders.

Information exchange with the Portal of suppliers

The Internet resources intended for automation of small purchases — the Portal of suppliers and the uniform aggregator of trade Birch — integrate the competences of the interests of customers and suppliers. On January 9, 2019 reported about it in Moscow City Department of Competition Policy.

2018

On EAT about 5 thousand customers and nearly 100 thousand goods are registered

On October 31, 2018 the Rostec state corporation reported that according to the order of the Government of the Russian Federation of 4/28/2018 No. 824-r since November 1, 2018 state procurements of small volumes will be performed via the uniform aggregator of trade Birch (EAT). The information resource technically is also technology ready to project implementation.

For October, 2018 on the aggregator about 5 thousand customers from whom 2.7 thousand correspond to the order of the government are registered. There underwent accreditation about 1100 suppliers who placed nearly 100 thousand goods on Birch. 9 thousand appeals to call center of EAT are processed. According to reports of a monitoring system of working capacity, within operation of the software since July 1, 2017 there was no emergency situation which would lead to work of an information resource in emergency operation.

In view of that a system will affect work more than seven thousand customers, it is necessary to carry out operation of the uniform aggregator of trade under a heavy load. For this reason the Ministry of Finance of the Russian Federation in coordination with "RT-Proyektnye technologies", Federal Antimonopoly Service of Russia and Federal Treasury suggested to begin since November 1, 2018 obligatory purchases with office supplies, and since March 1, 2019 – all other goods, works, services. The state and municipal customers have the right to carry out purchase not on EAT if there are offers in the market on delivery of identical goods, works or services (TRU) in lower price.

Considering that use of the aggregator infringes on the interests of a large number of entrepreneurs and opens for them access to state procurements, specialists "RT-Proyektnye technologies" establish cooperation with federal executive authorities, negotiations concerning interaction with JSC Federal Corporation on Development of a Small and Medium Entrepreneurship are held, the joint road map is made. Based on the Ministry of Economic Development of the Russian Federation the permanent upgrade-laboratory which integrated representatives of MSP Corporation, Committee of CCI of the Russian Federation on support and development of a small and medium entrepreneurship, the Main Control Directorate of the capital, State Budgetary Institution Maly Business Moskvy, public figures and heads of the different small and medium enterprises of the city is created.

Rostec will conduct small procurements on EAT

The supervisory board approved changes in uniform Regulations on purchase State of corporation Rostec. As result, the enterprises of state corporation on the Uniform aggregator of trade Birch (EAT) has the right to conduct procurement of small volume now, reported on July 10, 2018 in Rostec.

Integration between EAT and an automated system of financial purchasing activity (AS of FZD) gives to Rostec the analytical tool and necessary data for monitoring of purchases of small volume by the enterprises of State corporation.

There is a trial operation of a system within which we solve the arising problems, we receive a feedback from customers and suppliers to eliminate all defects by November 1, 2018 when use of EAT becomes obligatory for Federal executive authorities and federal state institutions which are under their authority. According to the recommendations of experts, the operator of a system optimized functionality of EAT for comfortable work not only of customers, but also suppliers, especially small and medium-sized businesses, for the purpose of providing easy access to state procurements with it. Only for the first three days of work of call center of Birch more than one and a half thousand addresses arrived. Nearly 70% of respondents wish to represent the products via the aggregator. Start of the pilot and call center of EAT

The specialized organization "RT-Proyektnye Technologies" of State Corporation Rostec started on July 1, 2018 a pilot project of the Uniform aggregator of trade Birch (EAT). At the same time also the call center of EAT began to work.

The project startup will allow to carry out state procurements of small volume (100-400 thousand rubles) for the state and municipal needs in the simplified type online. Updating of Regulations of EAT "Birch"

Rostec on behalf of the specialized organization "RT-Proyektnye Technologies" corrected regulations of functioning of the Uniform aggregator of trade Birch (EAT) for state procurements of small volume. Changes are made according to the results of the analysis of the addresses which came to state corporation from interested persons after the publication of regulations in EIS and an expert meeting of the All-Russia People's Front (ARPF) on the subject "Improvement of a Purchasing System and Creation of the Digital Platform for Support of Small and Medium-sized Businesses" reported on June 28, 2018 in Rostec.

Special attention within discussion of a problem which subjects of MSP regarding providing the state order, digitalization of the state order as the factor promoting participation of MSP in state procurements face was paid to creation and functioning of EAT. Despite a large number of notes, agreed in opinion that purchases of small volume — efficient mekhaniz the help of MSP, but the Regulations require adjustment. Notes and proposals of specialists including formed the basis of the updated Regulations of EAT "Birch".

According to the CEO of RT-Proyektnye Technologies company Sergey Yarosh, among the major changes — simplification of the procedure of accreditation of customers and suppliers. Work in the aggregator requires only existence of registration in EIS or the Unified identification and authentication system now. The requirement about providing a document package in electronic form is eliminated that simplifies the beginning of work in a system.

According to upgraded version of regulations the procurement procedure is changed. Since September 1, 2018, in addition to a short purchasing session when all suppliers can submit the proposals on the exposed lot within two hours, the long purchasing session lasting 24 hours is entered. Type selection of a purchasing session is defined by the customer conducting procurement.

Regulations that procurement participants within the purchasing session can submit price proposals on goods, works and services, information on which was not provided yet by the supplier in the EAT directory, are included. It excludes risks that the rights of the participant can be limited at purchase execution — Sergey Yarosh specified.

In addition to the specified changes, the proportional sales charge of the operator of EAT taking into account a discount for small business entities is entered. The section "The register of purchases" in which the order of creation and filling of the register is accurately stated is added, are defined the commitment form electronically on connection of other information systems and terms of its consideration. For simplicity of understanding of regulations from it forms were removed and applications — instead all information is carried on appropriate sections. A number of terms and determinations is adjusted and specified.

Date of start of EAT is designated

Since July 1, 2018 will earn the Uniform aggregator of trade Birch (EAT). Since that moment users — customers and suppliers — will be able to get acquainted with a system. Since November 1 a system will become obligatory for state customers.

For the purpose of access for all participants to ensuring state procurements of small volume registration in a system will be free. The size of a sales charge is discussed by the aggregator for the transaction which is successfully carried out by the supplier so far.

At the same time at customers the right to purchase goods, works, services not on EAT if it found the smallest (best) price of TRU will remain. However upon commission by the customer of such purchase he will have to provide on EAT the information on the transaction in the register of purchases for the subsequent information transfer in EIS.

As of June 22, 2018 in the Unified information system in the field of purchases (EIS) the Regulations of functioning of EAT are placed. All interested persons, including potential suppliers, can will get acquainted with it, to ask questions and to make the offers on its completion.

Uniform aggregator of trade Birch (EAT)

Rostec on behalf of the specialized organization "RT-Proyektnye Technologies" developed the Uniform aggregator of trade Birch (EAT) and published regulations of its functioning for users. It is made according to the Order of the Government of the Russian Federation of 4/28/2018 N 824-r "About creation of the uniform aggregator of trade".

The regulations represent the document which defines an order of interaction of suppliers, customers and the operator of EAT ("RT-Proyektnye technologies") in the course of carrying out purchases of goods, works and services (TRU) in the cases provided by points 4, 5 and 28 of Part 1 of Article 93 of Federal law No. 44-FZ "About a contract system".

"The regulations are developed for providing public, uniform, transparent, non-discriminatory and available requirements to all market participants. The order of carrying out purchases is defined so that to provide to the state and municipal customer necessary TRU at the smallest prices. At the same time suppliers can expand sales markets, having offered the TRU to new potential clients in the field of state procurements of small volume", – the deputy CEO of State Corporation Rostec Alexander Nazarov comments.

Registration procedure of customers on EAT requires advance registration in the Unified information system in the field of purchases (EIS). The customer needs to confirm only the form received from EAT, having signed it with the certificate of the electronic signature from EIS. Suppliers are obliged to submit the application and documents according to regulations and also to fill necessary forms. The operator of EAT checks information provided by the supplier and only after that accredits him to EAT.

According to the Order of the Government of the Russian Federation of 4/28/2018 N 824-r and the regulations of EAT the state and municipal customers have the right to carry out purchase and not on EAT. It is possible in cases if they did not find relevant goods, work or service on EAT if within two hours from the moment of placement of their application for purchase on EAT offers from the suppliers accredited to EAT did not arrive or if the customer has offers on delivery of identical TRU on lower price out of EAT.

"The separate section of regulations is devoted to information exchange with EIS, regional automated information system of the Government of Moscow Portal of Suppliers, the republican portal of a small and medium entrepreneurship in the Republic of Tatarstan and other similar information resources. Information on TRU can be entered to EAT from the regional systems and vice versa. It is extremely important for the most effective system operation", – Alexander Nazarov comments.

According to the Order of the Government of the Russian Federation of 4/28/2018 N 824-r the regulations of functioning of EAT should be placed by the operator in EIS till June 1, 2018. EAT should provide application of information on TRU which is contained in the TRU directory for ensuring the state and municipal needs placed in EIS. Functioning of EAT is performed without expenditure of budgetary funds.

The order of the Government also defines that federal executive authorities and federal state institutions which are under their authority * should conduct since November 1, 2018 procurement for ensuring the state and municipal needs according to points 4, 5 and 28 of Part 1 of Article 93 of Federal law No. 44-FZ "About a contract system".

From June 01 to July 01, 2018 all interested persons can study regulations and send to the operator of EAT in writing the questions and offers arising at acquaintance with regulations.
