Contest "Digital Breakthrough"

The Digital Breakthrough competition started on April 3, 2019 and ended on September 29. The main goal of the project is to find new personnel for the digital economy throughout Russia.

About a competition

The All-Russian contest "‎Tsifrovoy Breakthrough" started on April ‎3, 2019. It is designed for IT professionals, designers and managers in the digital economy. The project is aimed at identifying talents and forming a community of leaders in the country's digital economy.

Announced the start of the All-Russian contest "‎Tsifrovoy breakthrough"

The 400 best participants had the opportunity to receive a grant for the development of the project from the "Innovation Assistance Fund" from a grant fund of 200 000 000 rubles. And 20 finalist teams were able to win a cash prize from the general fund, which amounted to 10,000,000 rubles.

The best participants of the competition got the opportunity:

  • win a grant from the Innovation Promotion Fund;
  • receive a cash prize of 500,000 rubles per team;
  • pass the pre-acceleration program and bring your product to the market;

Competition stages

The competition "‎Tsifrovoy proryv"‎ was held in five stages: registration, online testing, regional qualifying hackathons in 40 cities, the final hackathon - the largest in Russia, a program for pre-accelerating projects and employing participants.

The application campaign lasted until May 12, after which participants were waiting for online testing, participation in which was mandatory for passing into the regional stage of the competition. The regional stage was held in the format of hackathons - competitive events, where representatives of information technologies, designers and managers in teams over 36 hours created prototypes of digital products.

On September 27-29, 2019, the final of the All-Russian contest "Digital Breakthrough," organized by the presidential platform "ANO Russia - a country of opportunity," was held in Kazan. The competition became not only the largest in Russia, it also set a Guinness World Record for the number of IT specialists simultaneously working on the site in hackathon format. More than 3 thousand participants competed with skills in the field of programming, design and management of IT projects.

In the final, teams from 77 regions of Russia were represented. Teams consisting of 3-5 people worked on the site for 48 hours around the clock, solving problems in twenty thematic tracks (nominations).

The tasks for the final were developed together with the partners of the competition - state organizations and large companies. Among them are Rosatom, Megafon, Mail.ru Group, Rostelecom, Gazprom Neft, MTS, Ministry of Industry and Trade, Ministry of Health, Federal Tax Service, Rosstat, Central Bank of Russia and others (for a complete list of tasks and partners, see the block below). A separate nomination for the final was prepared by the organizer of the competition - ANO "Russia is a country of opportunity."

Estimated the work of the jury of more than 100 people. The event also involved 80 moderators, 165 mentor experts who advised the teams of participants in the performance of tasks, and 250 volunteers.

The competition started in April. The teams that went to the finals were selected following the results of the regional stage of the competition, held in the summer in 40 cities of Russia. According to the organizers, initially they received more than 66 thousand applications for participation in the Digital Breakthrough. On the platform of the final of the competition, in addition to the winning teams of the regional semi-finals, separate competitions were held for students and schoolchildren.

According to one opening ceremony of the final of the competition at Kazan Expo, it was possible to understand that something grandiose would happen here. The organizers prepared a performance in a futuristic style with light effects, music and dancing, as well as imitation of artificial intelligence as a host. On the big screen on the stage, codes flashed on a green background by analogy with the film "Matrix" and other graphics designed to impress the high-tech nature of what was happening.

Participants

The participants in the final are an audience that is very diverse both in occupation and in age. According to the organizers, the average age of the finalists of the competition was 30 years. But there are also outstanding exceptions. So, the oldest participant - Yevgeny Polishchuk - is 76 years old. By profession, he is a biologist who already at a very adult age began to engage in programming. The youngest participant of the competition - Amir Isaev - is 13 years old. He took part in the competition block for schoolchildren. These two participants were personally greeted at the opening ceremony by Sergey Kiriyenko, he also handed them gifts.

Other unusual participants also included, for example, a programmer who, according to another type of activity, is a clown, as well as a deaf-mute person from birth - Alexey Prikhodko from Novosibirsk. Being limited in physical capabilities, he was able not only to get a higher education, but also to defend his candidate. Prikhodko is now working on a project to create a solution that understands sign language and translates it into printed text.

Among the contestants were those who received an education in the field of IT, and self-taught. Some work in IT companies and IT departments in large organizations. Like Raiffeisenbank and Mail. Russia

The maximum number of participants in teams, according to the terms of the competition, could be five people. Teams formed in different ways. Someone was familiar even before the competition, someone met each other during the regional semi-finals and formed a team. Each team was simultaneously attended by specialists with a different set of competencies: project managers, programmers, designers.

According to the terms of the competition, only Russian citizens could take part in the main part of it. Such a requirement was not made to the participants of the student block of competitions.

Who and why needs it

Oleg Mansurov, head of the Digital Breakthrough project, noted that the main task of the competition is to realize the talent of Russian citizens, somehow related to IT, to provide them with opportunities for development and growth. At the same time, according to Mansurov, as practice has shown, the main target audience of such competitions is not employees of IT departments of large companies. These are mainly freelancers, self-taught, that is, those people who are poorly visible in the economy.

For the best projects, the Digital Breakthrough provides for a pre-acceleration program and a special educational program, as well as a cash prize fund of 10 million rubles - 500 thousand rubles per winning team.

In turn, for the partners of the competition - large companies and departments - this is an opportunity to identify the most talented specialists in order to further their employment. The shortage of qualified personnel in the field of IT in Russia forces many of them to start searching for future employees even in universities and even in schools, and large competitions for programmers are one of the opportunities to attract new employees.

Valentina Vatrak, director of corporate development and personnel management at Megafon, one of the key partners of Digital Breakthrough, said that their company had received the first result before the final of the competition. One of the participants in the stage of the competition, held in Samara, is already working at Megafon. And at the stand of the company in the final, even before its completion, about 40 applications were submitted from those wishing to train at the company, says Vatrak.

Rafael Valeev, CEO of AK Bars Digital Technologies, another partner of the competition, noted that financial companies are now undergoing a serious digital transformation and are working in a competitive market not only as part of their main activities, but also in the competitive human capital market. According to him, as part of the competition, their company also received a number of applications for employment from participants.

At the same time, the organizers and partners of the competition not only expect to identify talents, but also to receive interesting ideas on the tasks set at the competition for their further implementation in practice. This is interesting, for example, to Rostelecom, which has more than 100 employees in Tatarstan. One of the areas of special interest for Rostelecom is smart city projects, the operator implements related projects in more than 50 constituent entities of the Russian Federation. Therefore, Rostelecom invited the participants of the Digital Breakthrough to create a prototype system for monitoring garbage recycling points. The relevance of this task is growing, said Rostelecom IT Director Kirill Menshov.

Problems of the final

During the hackathon, each team of finalists solved one of 20 tasks developed together with the partners of the competition. A feature was the lack of educational tasks - all of them were based on real cases that state organizations and large companies need to solve. At the exit, the participants had to present a working prototype of the solution.

1. Develop a prototype software for automatic verification of duplication of program code in public procurement (the director of the task is the Ministry of Digital Development).

2. Develop software for a single certification center that will reduce the number of fraudulent actions related to the use of electronic signatures (FTS).

3. Offer online products that allow attracting citizens to actively participate in the 2020 census and present its results in a visual form (Rosstat).

4. Create a mobile application that allows you to collect the views of an external audience about the initiatives of the Central Bank for the purpose of public discussion, to ensure the processing of the results of such a discussion (Central Bank).

5. Develop a prototype platform that will translate into electronic form existing state services by analysts, without involving developers (Mininformsvyaz of the Republic of Tatarstan).

6. Develop an AR/VR solution for quality control of execution of special technological processes at industrial enterprises (Ministry of Industry and Trade).

7. Develop a platform that allows you to create a map of the production premises of the enterprise, lay optimal logistics routes on it, track the movements of parts (Rosatom).

8. Develop a data analysis service for inspection of transport pipelines (Gazprom Neft).

9. Offer a prototype of a scalable mobile application with an implemented solution for validating electronic documents offline (Digital Valley Sochi Foundation, AT Consulting).

10. Develop a mobile application and an application for the central server, which will allow transmitting data on the availability level of the mobile network and, on their basis, compile an up-to-date map of network coverage (Ministry of Transport).

11. Develop a prototype mobile application that allows a passenger to order food delivery from restaurants located in cities along the train route (Federal Passenger Company).

12. Create a prototype system for monitoring the general state of a person working at a computer using pattern recognition and modeling of human behavior (Ministry of Health).

13. Develop software that allows statistical analysis and visualization of the results of the creation of an all-Russian network of perinatal centers (Accounts Chamber).

14. Develop a prototype software to track the employment of university graduates, analyze and predict the demand for certain professions (ANO "Russia - a country of opportunity," ANO "RSV").

15. Offer a prototype platform for retraining specialists who are released in companies due to the digitalization of business processes (MTS).

16. Develop software for the inventory of heat and water supply systems, formation on the basis of the monitoring results of the regional geographic information system of engineering infrastructure facilities (Ministry of Construction).

17. Create a universal web application for housing and communal services enterprises, which allows you to recognize the meaning of the appeal, distribute appeals to responsible employees and track their implementation (Megafon).

18. Create a prototype information and service system for monitoring garbage collection and recycling points (Rostelecom).

19. Offer a prototype web service to stimulate social and civic activity through competitive and micro-grant mechanisms (Association of Volunteer Centers).

20. Create a prototype service for organizing volunteer projects on the platform of a social network (Mail.ru Group).

Guinness Record: Everything to Win

Given the scale of the Digital Breakthrough, the organizers decided to apply for entry into the Guinness Book of Records by the number of hackathon participants simultaneously working on the site. The previous record belongs to Saudi Arabia, where in 2018 the number of hackathon participants was recorded at 2950 people.

To record the record, it was necessary to comply with a number of strict requirements, including the almost irreversible work of the participants on the site for 12 hours with a total break time, including a toilet and a break, not exceeding 40 minutes.

To comply with this requirement, at the entrance and exit to the working zones of the Digital Breakthrough final, throughput control was established, where participants were required to record the time of departure and arrival. Also, participants for the time allotted for setting a record organized food directly at workplaces.

On May 20, the online testing stage of the competition ended, a total of 37,566 registered participants were admitted to testing. 19,203 people confirmed their competence by completing 132,577 tests. The qualifying stage was held in three areas: information technology, design, project management and business analysis.

Face-to-face events were held from June 8 to July 28 in 40 cities of Russia in the format of hackathons - competitive events, where specialists in the field of information technology, designers and managers in teams over 36 hours created prototypes of digital products.

According to the results, participants will be able to start a business, get a job in the country's leading companies, win a cash prize for the team in the amount of 500,000 rubles, and also receive a grant from the Innovation Assistance Fund for the development of their project. In addition, the contestants will have the opportunity to undergo training in special educational programs at the Senege Management Workshop, the educational center of the Russia-Country of Opportunity ANO.

On September 11, 2019, Rostelecom announced that it had become an official partner in the All-Russian contest "Digital Breakthrough" - one of the flagship projects of the presidential platform "Russia is a country of opportunity." Over 650 teams will take part in the final hackathon in Kazan

The final of the All-Russian contest "Digital Breakthrough" - one of the flagship projects of the ANO "Russia is a country of opportunity" - will be held in Kazan from September 27 to 29. The decision on this was made on Wednesday at a meeting of the organizing committee of the final of the competition.

The event was held on July 24 at the House of the Government of the Russian Federation. It also identified the directions of thematic tracks and the program of the final hackathon of the competition. The thematic tracks of the final hackathon will include 20 special nominations. Over 120 members of the expert jury will evaluate the work of the teams.

In addition, as part of the final of the competition, a school hackathon for participants under the age of 18 will be held, which, according to expectations, will bring together more than 300 people. The teams will work on five tracks developed by the Sirius Educational Center.

Business regularly uses hackathons to quickly find alternative development paths. In just two months of hackathons, we managed to get over four hundred viable digital products in five areas of National projects. 95% of participants in the Digital Breakthrough contest plan to continue to participate in hackathons

The regional stage of the All-Russian contest "Digital Breakthrough" - one of the flagship projects of the presidential platform " Russia is a country of opportunity" has become the largest event in the sphere in the IT territory. In Russia 40 hackathons of the competition took part 3,559 people from 79 regions of the country.

Hackathons are competitive events where specialists in the field of information technology, designers and managers in teams in 36 hours create prototypes of digital products.

According to the survey, respondents, which became about 1,600 participants in the competition, it turned out that most specialists first took part in hackathons. 79% of respondents admitted that previously they had no experience in participating in competitions of this format. For 15%, Digital Breakthrough became the second or third hackathon in his professional career.

The largest share of debutant participants (more than 90%) was represented in Arkhangelsk, Izhevsk, Irkutsk, Krasnoyarsk, Kursk, Lipetsk and Omsk. Almost 95% of specialists who first took part in the regional stage of the Digital Breakthrough project plan to continue to participate in hackathons.

For 6% of respondents, participation in the hackathon has become a familiar matter. So, at the Moscow stage, the Sakharov Team worked on a decision in the field of transport, for which the regional stage of the Digital Breakthrough became the 20th hackathon. They will break their record very soon - at the final of the competition in Kazan.

Specialists over 18 years old took part in the full-time stage, but there was no upper age limit. Several people of retirement age went to the final of the competition at once. The oldest participant was 76-year-old Evgeny Polishchuk from St. Petersburg, who, together with his team, reached the final.

The contest participants worked on prototypes of digital products in five main categories - "Healthcare," "Public Administration," "Education and Science," "Housing and Public Utilities and Urban Environment" and "Transport and Logistics." The most popular among the teams was the nomination "Education and Science" - it was announced in 29 cities out of 40. Start of the largest hackathon in Russia as part of the Digital Breakthrough competition in Moscow

On July 30, 2019, it became known that the regional stage of the largest all-Russian competition "Digital Breakthrough" - one of the flagship projects of the ANO "Russia is a country of opportunity" - started in Moscow.
