The main activities of Voentelecom JSC in accordance with the Charter are:

  • carrying out operator activities to provide various communication services to all categories of users, including in closed military camps;
  • design, construction and reconstruction of facilities and communication networks of the Ministry of Defense of Russia, other federal executive bodies of the Russian Federation, individuals and legal entities;
  • maintenance and repair of communication facilities and automated control in the interests of the RF Armed Forces, other troops, military formations and bodies, individuals and legal entities. As part of the state defense order for the repair of communications equipment and electronic warfare only for 2006, the company performed repairs (repairs with modernization) of 800 units of equipment for a total amount of 46 million 908 thousand rubles and 401 units of equipment under direct contracts for a total amount of 9 million 558 thousand rubles in the interests of other branches of the military;
  • development and production of communication, telecommunications, general-purpose automated data processing equipment, software, accessories and auxiliary equipment for military and civilian applications;
  • ensuring the activities of radio frequency bodies of the Ministry of Defense of the Russian Federation in the field of regulating the use of the radio frequency spectrum for defense purposes, scientific and design support, ensuring international legal protection of frequency-orbital assignments and conducting radio and radio control measures.

One of the activities of Voentelecom JSC is research of modern technologies, within the framework of which work is carried out on the deployment of WiMax, TETRA, digital transmission systems, new PBXs (NGN technologies via SIP protocol) and video conferencing systems.

MVNO Virtual Statement

In addition, full control over the virtual operator provides additional opportunities for encrypting, collecting and analyzing subscriber data and introducing special settings and restrictions.

Business in Conversion Work

The military usually requires private wireless operators to carry out conversion work, which can be done by three organizations close to them - the National Radio Engineering Bureau (NRTB), Geyser and Voentelecom.

According to SPARK, NRTB, Geyser and Voentelecom together earned 5.85 billion rubles in 2010 (the lion's part - Voentelecom: 4.94 billion rubles).

Voentelecom is preparing to transfer communication in military camps to traditional operators

Voentelecom announced in early 2017 plans to transfer a package of fixed telephony and Internet services to traditional telecom operators. As the company told CNews, historically since the mid-2000s, Voentelecom has provided fixed telephone communications to the population of former military camps in the Moscow, Chelyabinsk, Sverdlovsk regions and Perm Territory. For ten years, almost all automated telephone exchanges (PBXs) were modernized here, an additional 200 km of fiber-optic lines were built and round-the-clock access to the Internet, including using Wi-Fi technology, was provided. As of January 1, 2017, 14 PBXs serve more than 15 thousand subscribers - individuals and legal entities.

According to the strategy approved by the Company's Board of Directors for the period up to 2020, Voentelecom expands its activities in the field of specialized communication services for departments of the power Ministry of Defence Russia unit, defense industry enterprises and critical infrastructure of the country, that is, in the most sensitive information security segments from the point of view. Disposal of obsolete telecommunication equipment

The state operator Voentelecom, which serves the interests of the Ministry of Defense, began in early 2017 to the program for the disposal of outdated military communications equipment[3]. The relevance of the disposal of old communication equipment appeared in the late 2000s, when Voentelecom began a comprehensive program of modernization of telecommunications equipment. After that, a large number of equipment to be disposed of began to accumulate on military units.

As noted in Voentelecom, the old Soviet-made radio engineering not only contains bulky boards with numerous transistors, capacitors, resistors, etc., but also is a valuable raw material for refining production (refining is a metallurgical process of obtaining precious metals by cleaning them from contaminants). That is, precious metals can be extracted from this technique: gold, silver, platinum, etc.

Different nomenclature of military communication equipment contains different number of precious metals. So, for example, the outdated PBX "Quantum" according to the passport contains 1.7-1.8 kg of gold and more than 3.5 kg of silver in various modifications. Typical of specialized communication devices, the passport content of precious metals is estimated as tens of grams of gold and silver and units of grams of platinum each.

2015

Over three years, the share of own work in the total volume of the state defense order increased from 8 to 60%, revenue increased 2.5 times and in 2015 amounted to 13.9 billion rubles. 2021: Claims for 7.3 billion rubles filed against Voentelecom

On May 17, 2021, it became known that the bankruptcy trustee of MVO Security Center LLC was preparing an appeal to the Moscow Arbitration Court with a statement declaring Voentelecom bankrupt. The corresponding notification appeared in the Fedresurs database.

According to Kommersant, Voentelecom owes the MVO Security Center a payment for equipment (which one is not specified), delivered in 2017. Earlier, the court ordered a telecom operator belonging to the Ministry of Defense of the Russian Federation to pay 207 million rubles.

Claims for 7.3 billion rubles filed against Voentelecom with an application for bankruptcy

Voentelecom told the publication that they have already fulfilled all obligations to the MVO Security Center, in the last three years they have been making "stable profits."

For three years, more than 100 lawsuits have been filed against Voentelecom for a total of 7.3 billion rubles, says Denis Bykanov, partner at MGP Lawyers. According to Andrei Tretyakov, an expert at the Moscow Digital School, usually large subsidiaries of ministries and departments fall into bankruptcy proceedings "only in the event of political will."

Mobile Research Group analyst Eldar Murtazin believes that the possibility of liquidating the company "is more a political issue than a business issue." According to him, Voentelecom provides communication for military facilities, including secret ones, and these services are unprofitable. General Alexander Ogloblin arrested for kickbacks in the Voentelecom case

In the case of Voentelecom JSC, whose leadership is accused of embezzling large sums while fulfilling the order of the Ministry of Defense, another suspect was arrested - Major General Alexander Ogloblin, the former head of the first department of the Main Directorate of Communications (GUS) of the Ministry of Defense. Recall that the order of the Ministry of Defense concerned the modernization of departmental communication systems, and the Ogloblin department is responsible for the creation of an army communications system in Russia and its leadership[5]

The investigation suspects a conspiracy between Ogloblin, who ordered telecommunications equipment on behalf of the ministry, and the executors of the order. Presumably, Ogloblin received part of the money stolen from the state for this, Kommersant writes. The alleged accomplices and gave his name to the investigation.

The arrest of Ogloblin was requested by the Main Military Investigation Department of the Investigative Committee of Russia. The detention was carried out by military counterintelligence, the arrest was made by 235 garrison military courts. The suspect's defense tried to appeal the arrest in the Moscow District Military Court, but the court, which received quite convincing evidence of Ogloblin's involvement in the criminal scheme from the investigation, rejected the complaint.

The general is accused of especially large-scale fraud under Part 4 of Article 159 of the Criminal Code of the Russian Federation. This paragraph proposes imprisonment of up to 10 years as the maximum punishment. A fine of up to 1 million rubles can be added to this. Or in the amount of the convicted person's income for a period of up to three years and restriction of freedom for up to two years.

Billions of claims against Voentelecom

As CNews found out, within three post-holiday weeks in January 2018, the Ministry of Defense filed several large lawsuits at once with the Moscow Arbitration Court against its subsidiary, Voentelecom. So, on January 10, a lawsuit was filed for 96.7 million rubles, on January 16 - for 1.27 billion rubles. and for 12.3 million rubles, on January 26 - for 22 million rubles, on January 29 - for 203.8 million rubles, the[6].

Taking into account the fact that since the end of November 2017, another claim for 184 million rubles has been in production, the total amount of current claims of the ministry against the operator is at least 1.79 billion rubles.

The essence of these claims in public access has not yet been presented. It is only known that the 184 million and 22 million claims are related to the attempt of the Ministry of Defense to recover penalties.

At the time of publication, neither the Ministry of Defense nor Voentelecom could explain to CNews the background of the proceedings, and also did not answer the question of how the ministry and the company assess the chances of convincing the judges of their rightness.

2017

Detention of top managers in the case of fraud in the supply of the Ministry of Defense

In early December 2017, it became known about the detention of top managers of Voentelecom - First Deputy General Director Oleg Savitsky and Commercial Director Yevgeny Zhilkov. They are suspected of particularly large-scale fraud in the supply of equipment to the military department.

According to the Kommersant newspaper, citing its sources, Savitsky was detained near the Voentelecom building on Bolshaya Olenya Street. Zhilkov was detained during searches in the company. Also, law enforcement officers detained in the Moscow apartment of the former adviser to the general director of the company Dmitry Seven.

Later, in March 2018, Voentelecom representatives told TAdviser that Yevgeny Zhilkov was not detained, but only searched and interrogated in the building of Voentelecom JSC.

Top managers of Voentelecom detained on suspicion of fraud in the supply of the Ministry of Defense

According to the supervision and investigation, the top managers of Voentelecom have signed contracts with the Ministry of Defense since 2013, using schemes to inflate the cost of products. Including we are talking about the supply of equipment within the framework of the import substitution program. In particular, we are talking about the supply of routers that received the Priority-2017 import substitution award.

According to preliminary estimates, one router cost the military department an average of 1 million rubles with its market price of 350 thousand rubles. Only the software supplier - Emzior LLC - earned more than 200 million rubles on this in 2016. It is headed by immigrants from JSC "Research Institute Scale," "the general director of which, before being appointed head of Voentelecom, was Alexander Davydov .

The damage in the case has not yet been calculated, but the participants in the investigation referred to by the publication do not exclude that the schemes that operated under the previous leadership of Voentelecom could also be used in the fraud.

As a result of the audit, a criminal case was opened in the JSC under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). The defendants face heavy fines and up to 10 years in prison.[7]

Court with the Ministry of Defense

Voentelecom managed through the court to oblige its parent structure to pay off it under a multimillion-dollar contract concluded in May 2011, but at the same time could not recover the penalty[8] of the[9] the[10]

As follows from the materials of the trial, Voentelecom's claims belonged to the contract for centralized maintenance of communications and information and telecommunication infrastructure of the Armed Forces of the Russian Federation. Its amount amounted to 881.9 million. The parties agreed that Voentelecom fulfilled its obligations under the agreement in full, but the Ministry of Defense underpaid p211 million for the work.

Voentelecom filed a lawsuit in August 2016 to recover this particular amount, accompanying it with claims for payment by the defendant in his favor also "interest for the use of other people's money" in the amount of p38.8 million. Held on December 7, 2016, the court recognized the plaintiff's right to p211 million under-paid to him, but refused the right to demand an additional p38.8 million from the customer.

At the end of December 2016, Voentelecom filed an appeal, but at a meeting of the arbitration held on March 23, 2017, it was decided to leave the original court decision unchanged and the complaint dismissed.

IPTC-ISS and IPTC-Service

Voentelecom announced in March 2017 the acquisition of a stake in the amount of 47.35% of the authorized capital in Voentelecom - Integrated Systems and Networks (VTK-ISS). Previously, the company as a contractor for about ten years was engaged in integration activities in the Central and North-Western Federal Districts. Since 2016, Mikhail Surkov has been the General Director of Voentelecom - Integrated Systems and Networks.

VTK-ISS is the second dependent society created with the participation of Voentelecom. Earlier, the company acquired a share of 49% of the authorized capital in Voentelecom-Service LLC, one of the organizations serving the IT infrastructure in the Southern and Central regions of Russia. In the contract for centralized service and repair of communication equipment, which is now under approval, VTK-Service will have to perform up to 60% of the volume of work previously transferred to contractors.

The creation of dependent companies is in line with the strategy of the company, which headed for financial recovery in 2013 with the arrival of the new general director Alexander Davydov. For several years, Voentelecom has consistently created a transparent business model of an effective economy that ensures stable growth in financial and economic indicators.

For several years, Voentelecom performed these works within the framework of a single contract for centralized service maintenance of the IT infrastructure of the RF Armed Forces. Last year, the new project allocated military products in a separate direction. This is due to the fact that the issues of quality control of service and repair of the military-technical cooperation and ACS by order of the Ministry of Defense of Russia were referred to the competence of military acceptance.

Contractors were involved in the execution of the first contract. Now it will involve system maintenance services as part of the Voentelecom branch network, in particular, the Khabarovsk, Volga-Ural, North Caucasus, St. Petersburg, Kaliningrad branches.

At the same time, the company will continue to fulfill the contract for centralized IT infrastructure maintenance. The company's branch network is also involved in this project. In 2017, the Khabarovsk branch significantly expanded its area of ​ ​ responsibility, adding facilities of the regional center, Blagoveshchensk and Birobidzhan. 2015

The first verdict in the "Tamodin case"

  • In January 2015, the Main Military Prosecutor's Office of the Russian Federation announced the sentencing of Andrei Shcherbakov, the former general director of the Mytishchi branch of Voentelecom, 22 experimental communications plants, in a criminal case, one of the accused in which is the former general director of the company Nikolai Tamodin. The court found Shcherbakov guilty of fraud and sentenced him to 4.5 years in prison with a sentence in a general regime correctional colony, as well as a fine of 900 thousand rubles. "Dead souls" found in Voentelecom branch

General Director of Voentelecom Alexander Davydov on import substitution and the state of affairs in the industry

In an interview with Kommersant, Alexander Davydov spoke about the problems that need to change the existing system in the telecommunications industry in Russia and what needs to be done for this: on the unified telecommunication network of Russia, the share of Russian equipment does not exceed 10%, although according to the 2001 plan, the figure should have reached 65%. 2014

Moscow court terminated bankruptcy proceedings by Voentelecom

The Moscow Arbitration Court terminated in March 2014 the proceedings at the request of the Jurconsaltservice Group of Companies to declare Voentelecom JSC insolvent (bankrupt), RAPSI was told in court. The basis for filing an application for recognition of Voentelecom JSC as bankrupt was its debt to the applicant in the total amount of 4.768 million rubles. At the same time, the debtor submitted to the court documents confirming that the debt of Voentelecom JSC to Jurconsaltservice Group of Companies LLC was repaid in full. In this regard, the proceedings were terminated.

The United States does not trust Voentelecom

The US authorities have included Voentelecom JSC in the list of so-called unverified partners in terms of export control. Export deliveries are not prohibited to the company, but now they require licensing, coordination and registration according to stricter rules. Deliveries on preferential terms are not allowed.

This was reported by ITAR-TASS with reference to the Federal Register. In addition to Voentelecom, the list includes the Fryazinsky branch of the Institute of Radio Engineering and Electronics of the Russian Academy of Sciences (FIRE RAS), the Business Security Academy, Pumps Ampika LLC and Nuklin LLC.

The decision to put Russian companies on the checklist was made by the relevant division of the US Department of Commerce - the Bureau of Industry and Security. According to the Federal Register, the basis for the decision was that the bureau "for reasons beyond the control of the US government" was unable to conduct a sufficiently thorough audit of the named organizations for the identification of the "end user" of the products they purchased.

In total, the Americans in a particular case recognized 29 foreign partners from Russia, China, Hong Kong and the United Arab Emirates as "unverified." Most of all in the list of Hong Kong companies and organizations.

Military prosecutors: "Golden parachutes" in "Voentelecom" were fraud

According to military prosecutors, "attackers," whose names and positions are not given in the message, retroactively changed the terms of employment contracts so that upon dismissal, top managers of the company received monetary compensation in the amount of twelve times the average monthly earnings.

As the Main Military Prosecutor's Office emphasizes, payments of "golden parachutes" should have occurred upon dismissal for any reason.

Thus, according to the department, under the updated labor agreements, more than 30 dismissed employees were paid over 25 million rubles.

In connection with these circumstances, based on the materials of military prosecutors, a criminal case was initiated and investigated on the grounds of fraud committed on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). The punishment provided for by this article ranges from restriction of liberty for up to 2 years to imprisonment for up to 10 years and a fine of up to i1 million or in the amount of the convicted person's income for a period of up to 3 years.

Amendments to employment contracts, about which the Main Military Prosecutor's Office writes, entered from November 2012 to March 2013. It is noteworthy, that this is the period before the expiration of the contract of the former head of Voentelecom Nikolai Tamodin, who headed the company from January 2010 to February 2013. 2013

Damage 7 billion rubles

In the summer of 2013, the general director of the company, Alexander Davydov (replaced Tamodin Nikolai), said in an interview with Kommersant that according to the results of an examination of the financial and economic activities of the organization, damage was caused to the company over two years, which is measured in the amount of about 7 billion rubles. As of January 1, 2013, the company was already in a pre-bankruptcy state. This is a cumulative assessment of violations of a very different nature committed over two years. Here are financial violations, and the untimely fulfillment of obligations under the state defense order, which entailed penalties, the onset of risks of the appropriate level on tax obligations and obligations to creditors. There are also so-called inappropriate expenses - those that were allowed in the execution of contracts, but did not belong to its subject. They cannot be accepted by the customer and, accordingly, form a net loss of the company.

It was an independent examination. There was also a planned audit, according to the results of which we were refused to express an opinion on the reliability of the financial statements, including because we had a violation of the accounting and budgeting system. Because of this, it is almost impossible to restore the full picture over previous years.

Arrest of Nikolai Tamodin

In September 2013 , the Ministry of Internal Affairs announced the detention of ex-general director of Voentelecom Nikolai Tamodin on suspicion of implementing a criminal scheme to steal funds from the Ministry of Defense, which damaged the state by more than 700 million rubles. 2002-2009

  • On October 8, 2002, by order of the Government of the Russian Federation No. 1409-r, in order to maintain and develop the communication system of the Armed Forces of the Russian Federation, the federal state unitary enterprise Voentelecom of the Ministry of Defense of the Russian Federation was created under the Ministry of Defense of the Russian Federation.

  • On June 4, 2009, by order of the Minister of Defense of the Russian Federation, FSUE Voentelecom Ministry of Defence Russia was transformed into JSC Voentelecom.

  • In the summer of 2009, there was an urgent need to find 60 million rubles to participate in the competition for creating a corporate mail service for one of the customers for the purchase of servers from Systematics. The required amount was issued by Udmurt FastBank within three days, despite the fact that the telecommunications company had no credit history. Quickly, the Bank went to meet the operator, probably because one of the large shareholders of this credit institution is Naumov Igor (founder of Nienshants), along with which the shareholder of FastBank is Philip Gens, the son of Georgy Gens, president and founder of the LANIT group of companies.
