GIS EPD is a unified federal information system that ensures the formation, receipt, processing, exchange and storage of electronic transportation documents, as well as the prompt provision of these documents to regulatory authorities. Electronic delivery notes, electronic work order, electronic accompanying list can be generated through the EPD GIS. The Ministry of Transport has been appointed the operator of GIS EPD, and shippers, carriers, consignees, charterers, charterers can become participants in information interaction within the GIS EPD. It turns out that the Taxcom company says that electronic document management of transportation documents is based on two levels of information systems: commercial, through which the participants in the transaction interact, and state, where all information about cargo transportation is accumulated, issued in electronic form.

Taking into account the accumulated practice of voluntary application of electronic transportation documents, the Ministry of Transport will prepare proposals for their mandatory use from the beginning of 2023. Thus, the participants in the transportation process will have the possibility of a phased transition to digital document management. It is emphasized that preparatory work will be carried out jointly with the departments involved, the business community and the Digital Transport and Logistics Association.

From January 1, 2022, the permission to draw up electronic waybills also came into force. The transition to this system is voluntary. Accompanying documents (delivery notes, statements, work orders, etc.) can be executed in the form that is convenient for the parties to transportation - both in paper form and in electronic format. It is expected that more than 2 billion waybills will be converted into electronic form.

To date, a unified digital transport and logistics environment has been formed in terms of ensuring the functioning of the TLC backbone network (transport and logistics centers), information and analytical support for the implementation of the transport part of the comprehensive plan for the modernization and expansion of the main infrastructure until 2024 has been provided.

By 2024, it is planned to connect key transport and logistics companies to the digital services of the ECTC, which will increase the volume of cargo transportation through the TLC to 47 million tons per year. By this time, a number of logistics services will operate in a single environment, including:

  • Services for standardization of digital interaction processes: between systems and services of participants in the transportation process, between participants in the transportation process with state bodies, between state bodies of the federal and regional levels, as well as local self-government, between state systems and services, with digital platforms and systems of foreign countries and economic unions of countries, including the EAEU and LOGINK (PRC).

A system for coordinating traffic flows has been created and services for providing initial data for planning options for inter- and multimodal transportation have been implemented, including data on the schedule of work of different types of transport along a given route, on the workload of highways, on the operating time and load of terminals, parking and other zones. Monitoring services (tracking, traceability) of vehicles and cargo of multimodal transportation, collection of data on the actual implementation of the planned transportation, on changes/deviations from the planned parameters in real time have also been created.
