2025: Fine of ₽136,8 million for substandard e-government services

Ministry of Digital Development of Russia imposed a fine of ₽136,8 million on the telecommunications company Rostelecom"" for incidents that negatively affected the quality and availability of computing resources for the electronic government system, including service violations, and Ministry of Health Social Fund MINISTRY OF EMERGENCY SITUATIONS other federal departments. Penalties are based on documents published on the public procurement portal, according to which, during the acceptance of work, inconsistencies in the results with the requirements of the contract were revealed. Rostelecom was unable to provide the proper cumulative level of resource availability for government agencies in accordance with contractual obligations.

Under the terms of the contract, Rostelecom was obliged to provide a total level of resource availability of at least 99.5% for all connected government agencies. The Ministry of Digital Development recorded multiple incidents that led to a violation of the combined level of quality and inaccessibility of services for various federal departments.

Incidents with the e-government system affected the work of the Social Fund, where the availability rate was 99.35% instead of the required 99.5%. The violations also concerned the provision of communication channels for the Ministry of Health with an availability rate of 99.05%.

Malfunctions in the work of computing resources were recorded for the Ministry of Digital Science and the Ministry of Emergency Ministry of Digital Development. The most serious violations occurred in the systems of the Russian environmental operator, where the availability ratio was only 97.45% with a contractual requirement of 99.5%.[1]

2024

Allocation of 1.25 billion rubles to Rostelecom for work on e-government infrastructure

On December 23, 2024, the Ministry of Digital Development of the Russian Federation signed a state contract with PJSC Rostelecom for the operation of e-government infrastructure (IEP). About 1.25 billion rubles are allocated for relevant needs.

Rostelecom has been the only contractor for the operation of IEP since 2009. In accordance with the agreement, Rostelecom must ensure the functioning of IEP services. The contract, among other things, provides for the work (services) of the User Support Center to ensure the functioning of IED information systems, to ensure information security, as well as to operate IED information systems. All work must be completed by December 20, 2026.

2023: Contracts for the development of state IT systems for 812 million rubles
