On December 10, 2024, the Government of the Russian Federation determined the sole executor of the Ministry of Ministry of Digital Development of works necessary for the development of e-government infrastructure (IEP) for the provision of public services. The general contractor of the project in 2025 will remain "Rostelecom."
IEP ensures interaction of information systems when providing state and municipal services, performing state and municipal functions in electronic form, as well as in other cases provided for by federal laws, acts of the President and the Government of the Russian Federation, etc.
In accordance with the published order, Rostelecom can involve subcontractors in the execution of state contracts as part of the development of IEP, subject to independent fulfillment of obligations in the amount of at least 5% of the total cost. The deadline for the relevant contracts is December 31, 2025. The e-government infrastructure includes the following segments:
- Unified portal of state and municipal services (EPGU);
- System of interdepartmental electronic interaction (SMEV);
- Unified Identification and Authentication System (ESIA);
- Unified regulatory reference information system;
- Information system of the head certification center (IS HTC);
- Portal Gosprodazh;
- Federal Register of State and Municipal Services;
- Automated information system "Federal Telephone Center for Collecting Citizens' Opinions on the Quality of Public Services";
- Federal state information system of pre-trial appeal;
- Federal Situation Center for Electronic Government;

Ministry of Digital Development Russian Federation in 2023 also signed a contract with Rostelecom for the development of the Public services portal and the Unified Identification and Authentication System (ESIA) for 600 million rubles. According to TASS, citing materials published on the public procurement website, work to ensure the functioning of information systems of the electronic government infrastructure includes, in particular, the provision of services to the user support center for ensuring the functioning of information systems, a service for the operation of information systems, as well as services for information security and content maintenance and support in social networks.
The key components that are operated under this state contract are the unified Public services portal, mobile applications "Public services, Public services" Avto, "the unified identification and authentication system (ESIA), the interdepartmental electronic interaction system (SMEV).
By the infrastructure of electronic government, the Russian authorities mean a set of state information systems (GIS), software and hardware and communication networks that ensure the interaction of government agencies, citizens and legal entities in the provision of services and the implementation of functions in electronic form.
Earlier, the Government of the Russian Federation determined "Rostelecom" as the only executor of services necessary for the development of e-government infrastructure in 2023-2024. The Cabinet of Ministers has established the possibility of involving subcontractors in the execution of state contracts by the state operator.
