Putin - about the financial payment systems of the future

On October 4, 2023, President RFVladimir Putin said, speaking at the III International Financial Security Olympiad, he touched upon the development of digital financial instruments.

File:Aquote1.png
The world is gradually getting rid of the dictatorship of such a financial and economic model, the purpose of which is only to drive into debt, bondage, turn into economic colonies, deprive entire regions of the world of resources for development, the head of state said.

He stressed that few people can like such a future, and therefore the process of building a multipolar world order, more democratic, honest, just for most mankind is simply inevitable, historically necessary.

This, according to the Russian leader, fully concerns the creation of solid economic foundations for such a world order. Moreover, modern technologies provide new opportunities for both citizens and the entrepreneurial community, allow the state to create, support public, financial institutions that reflect the new reality of a multipolar world, and develop more convenient and secure systems of international payments.

File:Aquote1.png
And we already know the precedents of such joint work. Thus, one promising example is a joint project of a number of central banks in Asia and the Middle East, which allows them to issue and exchange their digital currencies. That is, no third party simply has any opportunity for abuse and in order to intervene in making payments, including blocking, for example, a transaction, arresting accounts, appropriating other people's money and assets. And this, unfortunately, happens in the modern world, - said Vladimir Putin.[1]

Putin urged to develop digital platforms and use big data

On March 16, 2023, speaking at the congress of the Russian Union of Industrialists and Entrepreneurs (RSPP), Russian President Vladimir Putin called for the widespread development of digital solutions and technologies Big Data.

File:Aquote1.png
Another of our tasks, namely, the efficiency of management should reach a qualitatively new level. Both in business and in the system of state power, it is necessary to actively develop digital platforms, master management models based on big data. It is obvious that modern, including the so-called lean technologies, must be introduced everywhere, in all sectors of the economy and social sphere, the head of state said.
File:Aquote2.png

According to him, in the new model of economic growth, modern digital technologies, big data analysis allow the government to actually track such parameters as the volume of investment decisions made and attracted funding in real time.

File:Aquote1.png
Colleagues learned to do this, learned to work in this mode and with these tools, "Putin said.
File:Aquote2.png

He added that the development of new production and management technologies should be accompanied by an influx of qualified personnel.

File:Aquote1.png
It is impossible in another way, of course. A lot needs to be done to increase the efficiency of training and retraining of youth and already established specialists, the Russian leader said.
File:Aquote2.png

Earlier, Putin, announcing a message to the Federal Assembly, said that Russia should become not only a key logistics transport hub for the planet, but also one of the world's centers for the storage, processing, transmission and protection of information arrays. It is necessary to lay specific solutions in the projects that will allow combining infrastructure with unmanned vehicles, digital sea and air navigation. Logistics should be organized using artificial intelligence, he said.[2]

The main thing from Putin's statement at a meeting with the heads of advanced engineering schools in Veliky Novgorod

  • The West does not know what service he did for the Russian Federation, imposing sanctions and forcing us, "lazy and resting on the laurels of mineral resources," to develop our own intellectual products;
  • Russia the world's best aviation military engines are produced, in a few years we will need civilian aircraft engines of our own production;
  • foreigners will sooner or later return to the Russian market, but it is necessary that their places be occupied by Russian manufacturers;
  • around 2024, Russia will enter the so-called budget rule and confidently reduce the budget deficit to 0.7% of GDP;
  • in the field of promising transport, we are not catching up, in some ways we are even leaders.

File:Aquote1.png
Putin: Are these your developments or are some foreign manufacturers at the heart? [Domestic in the database] If so, then good. And if there is again talent far buried, and in the end foreigners are still sitting, then this is meaningless. It is necessary that our developments are at the heart of everything. And as quickly as possible. In order for yesterday's partners to decide to return, and this will happen, it is necessary that the market is occupied by our manufacturers. We must strive for this. Now there is a temporary lag that needs to be used. Now, if money were invested in engineering schools in a timely manner, everything would grow in itself. And so it is easier, of course, to produce mineral fertilizers on mineral resources and bring everything from there. But our detractors don't even understand what they've done. They forced us, lazy and resting on our laurels mineral resources, to engage in the development of our own intellectual product. And that's very good!

Putin - about cryptocurrency

File:Aquote1.png
"I am familiar with the discussion that goes into this regard. These issues are dealt with by the Central Bank, it does not stand in the way of technological progress. As for cryptocurrencies, the Central Bank of the Russian Federation has its own position, according to its experts, the expansion of this type of activity carries certain risks, and primarily for citizens of the country. Although we also have certain competitive advantages here, especially in the so-called mining ": Putin asked the Central Bank and the government to form a common position on cryptocurrencies and report to him

Putin - about bullying in schools and social networks

File:Aquote1.png
These are such manners of behavior, imposed very often by social networks. Western parliaments are actively discussing the influence of these international platforms on the formation of consciousness of the younger generation, on the negative impact on the psyche of adolescents. We would not be prevented from doing this either and take a closer look at it.

Putin at a meeting of the Human Rights Council - on the law on the "landing" of foreign IT companies in Russia, adopted on July 1

File:Aquote1.png
"Its name is a little strange, I would say, mysterious, but the content is quite specific. Requirements have been formulated for international companies operating in the Russian segment of the Internet to register and open their representative offices in our country. "

The internet will destroy society if it is not subordinated to morality

Russian President Vladimir Putin in March 2021 at a meeting with participants in the all-Russian action of mutual assistance "We are together" announced the ability of the Internet to destroy society from the inside. This was reported by RIA Novosti

File:Aquote1.png
The Internet has already penetrated all spheres of our life, and, by and large, it must still obey not only laws, formal legal rules, but also the moral laws of the society in which we live. Otherwise, this society will collapse from the inside.
File:Aquote2.png

Putin called the spread of child pornography and drugs, calls to go to unauthorized actions and pushing children to suicide as negative phenomena on the Internet.

Social media platforms are primarily business

File:Aquote1.png
These [social media] platforms are primarily business. We should never forget that. It's profit-making, and it's often done at all costs. They didn't care that this or that content was damaging to people. These platforms are increasingly beginning to drive consciousness. They study their client and throw what they consider necessary to him. And a person begins to make decisions without realizing that they are being led.

Putin: Artificial intelligence will never replace man

On December 4, 2020, President Russia Vladimir Putin announced his inability artificial intelligence to replace a person. This technology, according to the head, is becoming a states"faithful assistant" to people.

File:Aquote1.png
Artificial intelligence will never replace humans. Therefore, I said that, yes, artificial intelligence will be, machines will control a person, well, to a large extent, in the same way as many other modern means are technically new. But a person should ultimately control these machines, Putin said at the conference "Artificial intelligence is the main technology of the 21st century."
File:Aquote2.png

Vladimir Putin said artificial intelligence will never replace humans

According to Putin, it is necessary to build relations with artificial intelligence so that breakthrough technologies help achieve national goals, transform Russia, strengthen its position in the world and improve the well-being and quality of life of citizens.

File:Aquote1.png
Artificial intelligence, of course, is the basis of another leap forward of all mankind in its development... Of course, he becomes a faithful assistant, who certainly opens up new horizons for the implementation of the number of tasks that humanity faces. In the event, of course, if we correctly dispose of these colossal resources, - said the Russian leader.
File:Aquote2.png

As part of his speech, Putin instructed the government to quickly develop bills on experimental legal regimes for sectors of the economy that use artificial intelligence. Many technical solutions are significantly ahead of the development of the regulatory framework at the level of the whole country, the President of the Russian Federation said.

He also drew attention to the fact that the so-called end-to-end technologies, including AI, "impregnate and will impregnate" all spheres of life, including production, social sphere, science and culture.[3]

Putin urged to accelerate digitalization: If we sit in one place evenly, then there will be a swamp around us to squirm

At a meeting of the Council for Strategic Development and National Projects, which was held by President Vladimir Putin via videoconference on July 13, he noted that for digitalization, software companies need to create conditions and urged to act more decisively.

File:Aquote1.png
We need to act more decisively, we must be globally competitive. There is nothing to fear here. It is clear that there may be some shortfall in budget revenues, but it seems to me that it is necessary to go more boldly for this. Then we will expand the horizon of our development, solve the problems associated with increasing labor productivity and with the growth of the economy as a whole, create a new structure of our economy. But, if we sit in one place evenly, we will not do anything, then the swamp around us will squelch. We need to move more actively here, - said Putin during the meeting, which was broadcast online on the RT channel.

Putin named the main tasks of technological development

On January 15, 2020, Russian President Vladimir Putin announced the annual message to the Federal Assembly, in which he spoke about the main tasks of technological development. One of them concerns a breakthrough in the field of artificial intelligence.

File:Aquote1.png
Today, the speed of technological change in the world is increasing many times over, and we must create our own technologies and standards in the areas that determine the future. We are talking primarily about artificial intelligence, genetics, new materials, energy sources, digital technologies. I am convinced that we are able to achieve the same breakthrough here as in the defense sphere, "the head of state said.
File:Aquote2.png

Vladimir Putin demanded a breakthrough in the field of artificial intelligence

He also demanded to accelerate digital transformation and implement national projects based on domestic software products. In addition, he set the task to establish modern regulation of big data turnover.

In his message to the Federal Assembly, Vladimir Putin offered free access to "socially significant" sites so that people do not have to pay for Internet traffic. According to the president, the high availability of the Internet should become a competitive advantage of Russia and Russians, giving the latter ample opportunities for education and creativity, the implementation of social and cultural projects, as well as simple communication.

Vladimir Putin also demanded to create favorable legal and financial conditions so that as many startups as possible could become strong companies.

File:Aquote1.png
Already this year, it is necessary to launch a flexible mechanism of experimental legal regimes for the development and introduction of new technologies in Russia, to establish modern regulation of big data turnover. Based on the best world standards, set up mechanisms for state support, direct and venture financing, "Putin said.[4]

Putin on a direct line: the market for domestic IT products should be provided even with not entirely market methods

On June 20, 2019, a direct line took place with President Vladimir Putin, during which he answered questions from citizens. The direct line lasted more than 4 hours, and the vast majority of it fell on burning issues related to the social sphere. However, other areas were also affected, including information technology.

It is noteworthy that in the hall from which the live broadcast was broadcast, the heads of a number of IT companies were present in the ranks of the audience. Among them are 1C director Boris Nuraliev, Yandex CEO in Russia Elena Bunina, Infowatch president Natalya Kasperskaya, Group-IBILYA CEO Sachkov.

Vladimir Putin answered questions from Russians for more than 4 hours " (photo - RIA Novosti) "

Elena Bunina got the opportunity to ask the president a question. She noted that the technological services created in Russia are more popular in their own country than in the world, and this happens on the open market, without "special oppression of others." Yandex, in turn, wants to become an international company from Russia, so that the country is proud and admired. And this is possible, Bunina is sure. For example, she pointed out, unmanned technologies that are in Russia are among the best in the world. But there is a regulatory problem in the field of these technologies.

In the United States, about 1.4 thousand unmanned vehicles are already being tested on the roads, and in Russia Yandex brought out only 5 cars for testing on the day of the direct line, says Elena Bunina. Can the state create legal regimes in Russia one step ahead than in other countries so that our country can "break through" in new technological areas, she asked the president.

File:Aquote1.png
I want it myself! Vladimir Putin retorted. - But we must take into account the peculiarities of our country. There is an expression - "Where Russian is good, German can be death." Conversely. We cannot, for example, without preparation, take and allow aircraft that would deliver mail, as in some countries. And not everyone will be able to use the expensive service. Those who have no money for her will look up to the sky, no matter how something falls on their heads. In general, everything should be well prepared, although the pace, of course, should be breakthrough, I agree with you.
File:Aquote2.png

Yandex CEO in Russia Elena Bunina asked Vladimir Putin about the regulatory framework in the field of technology

Speaking about the development of domestic technologies, the president noted that it is necessary to create "sandboxes." And this is already being done: a testing ground for testing unmanned technologies has been created at Skolkovo. It is necessary to do this and expand to other regions.

Putin also recalled that Yandex agreed to cooperate with colleagues from South Korea, where they plan to develop unmanned vehicles. This is a step towards being proud of Yandex, and they are already proud of it, the president added.

Using the example of Huawei, Vladimir Putin also reminded Elena Bunina that non-market methods of competition often operate on the market. And Yandex is successfully competing with such giants as Google in Russia, nevertheless, not without state support, he emphasized in conclusion, as if hinting at something.

One of the questions on the air concerned the "brain drain": how to make Russian programmers, who are among the best in the world, feel better in their native country than in Silicon Valley?

It is necessary to create a system of preferences, without thinking twice Vladimir Putin answered, adding that the state is already doing this. He recalled tax preferences, measures to support Russian companies in the struggle for foreign markets.

File:Aquote1.png
But what is especially important, and we must think about this together with colleagues from the government - we need to provide a market for our programmers, especially in sensitive areas: in the fields of public administration, finance, sensitive industries, for example, in the power, in large Russian companies, in order to guarantee sovereignty and security, - said Vladimir Putin.
File:Aquote2.png

The President added that maybe this is not very market-based, but in this case, it is necessary to make decisions at the state level that provide a market for services of this kind.

It was possible to turn to the president and Natalia Kasperskaya. At the same time, Putin himself asked to give her a microphone, seeing that she was pulling her hand. For the sake of this, he interrupted another question that had already begun to be asked by one of the presenters. It looked as if her question had not been planned.

Natalya Kasperskaya was one of the heads of IT companies present in the live broadcast hall with Vladimir Putin

Kaspersky was worried about how to launch import substitution in a country that is "stalling." After all, it is now especially relevant in connection with the recent history around Huawei, attacks on the power systems of Venezuela, publications of The New York Times about US attacks on Russian energy facilities.

Putin noted that the state is already engaged in import substitution, and 607 billion rubles are provided for this as a whole, including for high-tech sectors of the economy.

File:Aquote1.png
But what is extremely important is to protect critical infrastructure, including with the help of companies like yours, "President Natalya Kasperskaya replied. "We're doing it. We need to provide a domestic market for these products, and we will push this, even if these are not very market methods.
File:Aquote2.png

A dialogue ensued. Kasperskaya in response indicated that support is needed for buyers, because government agencies and corporations resist import substitution.

File:Aquote1.png
It is necessary not so much to support those who buy as to motivate them to buy Russian products. We are thinking about this, I have already instructed the government on this matter. And we will continue to do this, "Vladimir Putin assured Infowatch President.
File:Aquote2.png

Answering this question, Putin excitedly exhaled.

About ICT priorities

On March 1, 2018, Russian President Vladimir Putin announced a message to the Federal Assembly. In his report, the head of state also touched upon a number of points related to the technological sphere.

Vladimir Putin during his message to the Federal Assembly spoke about priorities in the field of ICT

Harnessing the Power of the Technological revolution

According to Putin, today the world is accumulating enormous technological potential, which allows us to make a real breakthrough in improving the quality of life of people, in modernizing the economy, infrastructure and public administration.

File:Aquote1.png
How effectively we can use the enormous possibilities of the technological revolution, how to respond to its challenge, depends only on us. And in this sense, the coming years will be decisive for the future of the country. I emphasize this: it is decisive.
File:Aquote2.png

The speed of technological changes, according to the president, is growing rapidly, going up sharply. Whoever uses this technological wave will take it far ahead. Those who cannot do this, she - this wave - will simply overwhelm, drown, Putin is sure.

File:Aquote1.png
Technological lag, dependence mean a decrease in the security and economic capabilities of the country, and as a result - the loss of sovereignty. This is exactly the case, not otherwise. Lag inevitably leads to weakening, erosion of human potential. Because new jobs, modern companies, attractive life prospects will be created in other, successful countries, where young, educated, talented people will leave, and with them society will lose the vitality and energy of development. I repeat: changes in the world are civilizational. And the scale of this challenge requires a similarly strong response from us. We are ready to give such an answer. We are ready for a real breakthrough, - said the president.
File:Aquote2.png

Urban Environment Renewal

The renewal of the urban environment, according to Vladimir Putin, should be based on the wide introduction of advanced technologies and materials in construction, modern architectural solutions, on the use of digital technologies in the work of social facilities, public transport, public utilities, which, among other things, will ensure transparency and efficiency of the housing and communal services system so that citizens receive high-quality services and do not overpay for them.

File:Aquote1.png
Such a large-scale project is a new economic and social perspective for people, a modern environment for life, for cultural and civic initiatives, for small businesses and startups. All this will serve to form a mass, active middle class in Russia, the head of state believes.
File:Aquote2.png

According to him, it is important that urban development becomes a driving force for the whole country. The active, dynamic life of Russia, with its huge territory, cannot concentrate in several megacities. Large cities should spread their energy, serve as a support for a balanced, harmonious spatial development of the whole of Russia.

File:Aquote1.png
For this, modern infrastructure is extremely necessary. Obviously, it is developed communications that will allow residents of small towns and villages to conveniently use all the opportunities and modern services that exist in large centers, and small settlements themselves will be closely integrated into the common social and economic space of Russia. At the same time, we will support initiatives that will allow our small cities, settlements to preserve their identity, to reveal their unique potential in a new way, "the president said.
File:Aquote2.png

Development of modern communications

To develop cities and towns, grow business activity, ensure the "connectivity" of the country, we need to literally "stitch" the entire territory of Russia with modern communications, Putin said.

File:Aquote1.png
By 2024, we will provide almost universal fast Internet access. The construction of fiber-optic communication lines to most settlements with more than 250 residents will be completed, and remote, small settlements of the Far North, Siberia and the Far East will receive stable access through a network of Russian satellites, the president promised.
File:Aquote2.png

With the help of advanced telecommunications, citizens will be open to all the possibilities of the digital world, Putin is sure.

File:Aquote1.png
And these are not only modern services, online education, telemedicine, which in itself is extremely important, we understand this. But, in addition, people will be able to create scientific, volunteer teams, project groups, companies in the digital space. For our huge country, such an association of talents, competencies, ideas is a colossal breakthrough resource, he believes.
File:Aquote2.png

Removing Barriers to Advanced Technology Development

Today, the most important competitive advantage, according to the head of state, is knowledge, technology, competence. This is the key to a real breakthrough, to improving the quality of life.

In the shortest possible time, we need to create an advanced legislative framework, remove all barriers to the development and widespread use of robotics, artificial intelligence, unmanned vehicles, electronic commerce, big data processing technologies. Moreover, such a regulatory framework should be constantly updated, built on a flexible approach to each area and technology.

We also have every opportunity to quickly implement fifth-generation data networks and IoT communication technologies. We need to form our own digital platforms, naturally compatible with the global information space. This will allow us to organize production processes, financial services and logistics in a new way, including using the "distributed register" technology, which is very important for financial transactions, for accounting for property rights, and so on. It has a practical dimension, "the president explained.

Support for high-tech companies

Another important area is the support of high-tech companies, building a favorable environment for startups, for the rapid introduction of new developments into production.

File:Aquote1.png
We are talking about convenient infrastructure, comfortable tax regimes, intellectual property protection, technical regulation and venture financing, "Putin said.
File:Aquote2.png

Reliance on a powerful foundation of basic science

The technological development of the country, according to the president, should be based on a powerful base of fundamental science.

In recent years, we have been able to seriously increase its potential, in a number of areas we have reached the forefront. Great merit here belongs to the Russian Academy of Sciences, our leading scientific institutes.

Based on the groundwork of past years, including in research infrastructure, we need to go to a fundamentally new level. In Gatchina and Dubna, projects of modern research installations of the megasayence class are already being implemented. Recently, at the Council on Science and Education, it was decided to create a powerful synchrotron accelerator in the Novosibirsk Academgorodok and a new generation accelerator in Protvino near Moscow.

As a result, the Russian research infrastructure will be one of the most powerful and efficient in the world. Its use will give our scientific teams, high-tech companies serious competitive advantages, for example, in the creation of modern drugs, new materials, an element base of microelectronics, Vladimir Putin is sure.

Moreover, according to the head of state, such infrastructure and ambitious scientific projects will attract our compatriots and scientists from other countries. In this regard, it is necessary to quickly form the legal basis for the work of international research teams in Russia.

Powerful scientific and educational centers should earn in full force. They will integrate the capabilities of universities, academic institutions, high-tech companies. Such centers are already being formed in Kazan and Samara, Tomsk and Novosibirsk, Yekaterinburg and Tyumen, Vladivostok and Kaliningrad and other cities.

It is important to aim them at implementing large interdisciplinary projects, including in such a promising field as genomic research.

A radical breakthrough in this direction will open the way to the creation of new methods of diagnosis, prevention and control of many diseases, expand opportunities in selection, in agriculture, Putin said.

Also, according to him, it is necessary to consolidate the superiority of the domestic mathematical school.

This is a strong competitive advantage in the era of the digital economy. International mathematical centers will also become sites for such work. Today they are already operating in Kazan and Novosibirsk. As part of the decisions made, we will open them in St. Petersburg, Moscow and additionally in Sochi.

Russian youth are already proving their leadership in science and in other areas. Last year, schoolchildren won 38 medals at international olympiads. Our teams triumphantly won the Olympiad in natural science disciplines and robotics, won the World Professional Excellence Championship, and our students became the strongest in programming for the twelfth time, the president recalled.

Building modern business services

Another important topic is improving the business climate, ensuring the highest level of entrepreneurial freedoms and competition.

According to the president, it is important to support novice entrepreneurs, help people take the first step so that you can open your own business with just one click, make mandatory payments, receive services, credit remotely, via the Internet.

File:Aquote1.png
Individual entrepreneurs, self-employed citizens who use such digital services, need to be exempted from reporting altogether, to make tax payments for them a simple transaction that takes place automatically. As for entrepreneurs who use cash registers, they need to decisively simplify tax reporting. You know, this is all such a routine, at first glance, but this routine does not allow us to move forward energetically. Everything needs to be done to clean up this space. I will add that the active introduction of digital technologies and platforms will consistently increase transparency and whitewash the economy, Putin said.
File:Aquote2.png

Creation of a convenient system of interaction between the state and society

According to the President of Russia, it is necessary not only to build modern services for business, but also to make an understandable, convenient and comfortable system of interaction between the state and society, between the state and a citizen.

We have already deployed a network of multifunctional centers. A person anywhere in the country can now receive public services on a "one window" basis. Let me remind you that it was a special program. We developed and implemented it.

We need to go forward, for six years to ensure the provision of almost all public services in real time, using remote services. Also, it is necessary to digitize the document flow between government agencies, which is important both for the government agencies themselves and for citizens, so as not to run later on the Internet and not look. You can get everything in one place. I will add that the digitalization of the entire system of public administration, increasing its transparency is also a powerful factor in countering corruption, Putin is sure.

About information security priorities

On October 26, 2017, an expanded meeting of the Security Council was held, at which President Vladimir Putin listed the main directions for the development of information security in Russia.

The head of state pointed to an increase in the intensity of cyber attacks. According to him, the problem of intrusion into IT systems in the field of state defense and management, as well as finance, is becoming more acute. In addition, the leakage of electronic documents poses a significant threat.

Security Council meeting
File:Aquote1.png
The security and stability of the infrastructure of the Russian segment of the Internet should be improved. As in other democratic countries, we must fight those who use the information space to promote radical ideas, justify terrorism, extremism, and resolutely stop attempts to place materials that threaten the security of our state, society as a whole and individual citizens, Putin said.
File:Aquote2.png

He stressed the need to improve the state system for detecting, preventing and eliminating the consequences of computer attacks on Russian information resources.

The President also called for increasing the security of information systems and communication networks of state bodies.

File:Aquote1.png
I believe that it is necessary to strengthen the personal responsibility of managers for ensuring information security, - said Vladimir Putin.
File:Aquote2.png

The Russian leader considers other important tasks for the country to actively contribute to the creation of a system of international information security, the development of cooperation with partners at global and regional sites, and the holding of interdepartmental consultations and negotiations. According to Putin, thanks to the unification of efforts, countries will be able to more effectively deal with modern threats.

Cybersecurity issues are of strategic importance for Russia as a factor in ensuring the sovereignty, defense and security of the state, effective development of the economy, social sphere, etc., the president emphasized.[6]

Position on cryptocurrencies

On October 10, 2017, Vladimir Putin held a meeting on the use of digital technologies in the financial sector. Speaking of cryptocurrencies, the president noted the importance of not using unnecessary barriers.

The meeting was attended by Presidential Aide Andrei Belousov, Finance Minister Anton Siluanov, Central Bank Chairman Elvira Nabiullina and Deputy Head of the Central Bank Olga Skorobogatova, General Director of QiwiSergey Solonin.

According to Vladimir Putin, the use of cryptocurrencies carries serious risks.

First of all, it is the possibility of laundering capital obtained by criminal means, avoiding taxes and financing even terrorism and, of course, the spread of fraudulent schemes... Cryptocurrencies are issued by an unlimited range of anonymous entities. Thus, buyers of cryptocurrencies can be involved in illegal activities, - said the head of state.
File:Aquote2.png

He also recalled that such currencies are issued by an unlimited circle of anonymous entities and are not provided with anything.

Many countries are looking for approaches to regulating cryptocurrencies and are starting to create the necessary legislative conditions for this. Putin called for building a regulatory environment that allows to systematize relations in this area, protect the interests of citizens, business and the state, as well as provide legal guarantees for working with cryptocurrencies and other innovative financial instruments.

File:Aquote1.png
At the same time, it is important not to heat up unnecessary barriers, of course, but to create the necessary conditions for the further development and improvement of the national financial system, the Russian leader emphasized.[7]

The Bank of Russia made a tough position on cryptocurrencies on Tuesday, October 10, 2017. The first deputy chairman of the Central Bank, Sergei Shvetsov, at the Russian Derivatives Market forum, said that the regulator is working with the Prosecutor General's Office to close "external sites" on which cryptocurrency can be purchased.

Visit to Yandex office

On September 21, 2017, Russian President Vladimir Putin visited the Moscow office of Yandex and got acquainted with the company's developments.

Vladimir Putin urged Russian IT companies to switch to using domestic software

Russian President Vladimir Putin called on Russian IT companies to switch to using domestic software in order to reduce security risks. Otherwise, the state will not be able to use the products of such IT companies in some areas. This was stated by the President of the Russian Federation at a meeting with representatives of the information and communication cluster of the Perm Territory Meeting[8]

During the speech, Putin suggested "dragging" Russian programmers. "Regarding security, there are critical things for the country, the life of certain industries and regions," the head of state said.

According to the president, the development of the sphere Internet of Things"" (Internet of Things,) IoT contributes to radical changes in the field of industry and will make the country's economy independent. The use of the "Internet of Things" implies[9] creation of a completely new industry with a completely different economy, said President[10]

The state will support Big Data, IoT and AI companies

At the St. Petersburg International Economic Forum, Vladimir Putin announced the support of high-tech companies from the state.

"In order to increase our personnel, intellectual, technological advantages in the field of the digital economy, we intend to act in areas of systemic importance. What do I mean?

First, it is necessary to form a fundamentally new, flexible regulatory framework for the introduction of digital technologies in all spheres of life. At the same time, all decisions must be made taking into account the information security of the state, business and citizens.

Second, the state will support those companies that are carriers of developments and competencies in the field of digital technologies, which have the so-called end-to-end intersectoral effect. These are: processing and analysis of large amounts of data, artificial intelligence and neurotechnology, the Internet of things and virtual and augmented reality technologies and a number of others, "Putin said
.
"Third, with the participation of the state and private business, we will create a supporting infrastructure for the digital economy, including secure communication lines and data centers. By the way, I draw your attention, it should be an infrastructure based on the most advanced technologies and developments.

Fourth, we intend to multiply the production of specialists in the digital economy, and, in fact, we have to solve a broader task, the task of the national level is to achieve universal digital literacy. To do this, it is necessary to seriously improve the education system at all levels: from school to higher education institutions. And of course, deploy training programs for people of all ages.

On my instructions, the Government has prepared a program for the development of the digital economy. I draw your attention to the need to clearly determine the sources, mechanisms and volumes of its financing. We will discuss all these issues at the next meeting of the Council for Strategic Development and Priority Projects, "said Vladimir Putin
.

Instructions on the digital economy, connecting hospitals to the Internet, benefits for IT companies

In continuation of statements about the need to develop the digital economy (see them below), Vladimir Putin gave appropriate instructions[11].

Prime Minister Dmitry Medvedev was instructed to develop together with the presidential administration and approve the Digital Economy program, "providing for measures to create legal, technical, organizational and financial conditions for the development of the digital economy in the Russian Federation and its integration into the digital economy of the member states of the Eurasian Economic Union."

Medvedev and the head of administration Anton Vaino must fulfill the order by June 1, 2017.

The government was also instructed to prepare, together with the authorities of the subjects, and approve a schedule for connecting hospitals and clinics to the high-speed Internet in 2017-2018, "including in order to introduce the practice of advising the population by specialists from leading federal and regional medical organizations using the capabilities of telemedicine technologies."

Here the deadline is March 15, 2017.

File:Aquote1.png
Over the next two years, I propose to connect all hospitals and clinics in our country to the high-speed Internet. This will allow doctors, even in a remote city or village, to use the possibilities of telemedicine, to quickly receive advice from colleagues from regional and federal clinics, Putin said in a message. "I want to draw the attention of the Ministry of Communications. The minister assured us that this task is absolutely realistic, feasible. I have now said this from the rostrum, the whole country will now watch this carefully
File:Aquote2.png

The government should report on the connection of hospitals and clinics to the high-speed Internet in 2017-2018 on a quarterly basis, starting from July 1, 2017.

In addition, Putin instructed until May 15, 2017 to ensure the introduction of amendments to the legislation providing for the extension until 2023 of the period of application of reduced rates of insurance premiums established for 2016 for Russian IT companies, while maintaining the existing conditions for the application of these tariffs.

File:Aquote1.png
One of the fastest growing industries has become with us, dear colleagues, the IT industry, which is very pleasing. The volume of exports of domestic companies has doubled in five years, the president said. - I have now given figures on the volume of exports of "defense industry," agricultural products. "Defense" is 14.5 billion. More recently, information technology was a figure that was approaching zero, now $7 billion. Other indicators increased: revenue, tax revenues. Such a return was given, among other things, by benefits on insurance premiums. The Ministry of Finance asked me not to say that this is only due to benefits, I say that there were other, of course, tools to support the industry, but still we must admit that these benefits played a significant role in supporting IT companies. This measure allowed them to effectively realize their intellectual innovative potential. Look, at the beginning of the journey, in 2010, their tax deductions amounted to 28 and a little billions of rubles, and two years later - already 54 billion rubles. Can you imagine what kind of growth! At the same time, the so-called shortfall in income, taking into account benefits, is only 16 billion rubles. That is, real income even for the budget. To support such dynamics, I propose to extend these benefits until 2023. I am sure that in the next decade there are all opportunities to make the IT industry one of the key export industries in Russia

On the launch of a large-scale system program for the development of the digital economy

To reach a new level of development of the economy, social industries, we need our own advanced developments and scientific solutions, President Putin said, delivering a message to the Federal Assembly on December 1, 2016.

Vladimir Putin proclaimed the beginning of the transition to the digital economy
File:Aquote1.png
It is necessary to focus on areas where the powerful technological potential of the future is accumulating, and these are digital, other, so-called end-to-end technologies that today determine the appearance of all spheres of life, "he explained. - Countries that can generate them will have a long-term advantage, the opportunity to receive huge technological rent. Those who do not will be in a dependent, vulnerable position. End-to-end are those that are tried on in all industries: digital, quantum, robotics, neurotechnology, and so on
File:Aquote2.png

Also, according to the president, it should be borne in mind that digital technologies also contain risks: "It is necessary to strengthen protection against cyber threats, the stability of all elements of infrastructure, the financial system, and public administration should be significantly increased."

File:Aquote1.png
I propose to launch a large-scale system program for the development of the economy of a new technological generation, the so-called digital economy. In its implementation, we will rely on Russian companies, scientific, research and engineering centers of the country. This is a question of national security and technological independence of Russia, in the full sense of the word - our future, - said Putin
File:Aquote2.png

To launch the program, in his opinion, it is necessary "to conduct an inventory and remove all administrative, legal, any other barriers that prevent businesses from entering both existing and emerging high-tech markets; provide such projects with financial resources, including targeting these tasks with the work of the updated VEB (Development Bank). "

We will need qualified personnel, engineers, workers who are ready to fulfill the tasks of a new level, the president noted: "Therefore, together with business, we are building a modern system of secondary vocational education, organizing the training of college teachers and technical schools on the basis of advanced international standards."

File:Aquote1.png
We will increase the number of budget places in engineering disciplines, IT specialties, other key areas that determine the development of the economy. Next year, on the basis of leading universities, including regional ones, competence centers will be created, they are designed to provide intellectual, personnel support for projects related to the formation of new industries and markets
File:Aquote2.png

According to Putin, fundamental science should also serve as a powerful factor in the accumulation of scientific and technological groundwork necessary for economic growth and social development. It has a two-pronged challenge: evaluate, predict future trends, and offer optimal solutions to meet the challenges we face.

File:Aquote1.png
And in the scientific field, as elsewhere, we will develop competition, support strong, capable of giving practical results. This must be taken into account by the Russian Academy of Sciences, all scientific organizations. We will continue to form a research infrastructure that will solve large-scale scientific problems
File:Aquote2.png

As part of the mega-grant program, the president said, more than 200 world-class laboratories have already been created; they are headed by scientists who determine the trends of global scientific development (many of them are our compatriots who have previously left abroad).

File:Aquote1.png
I recently met with a group of such researchers. Already now, most of their time, many of them work in Russian laboratories, work successfully, with pleasure. And they see that today in Russia interesting scientific tasks are set, a good research base and material conditions are created at a decent level. But, of course, people have the right and must understand that they have a work horizon and a planning horizon, in this regard, I propose to ensure long-term financing of effective research projects, including at the expense of the resources of the Russian Science Fund
File:Aquote2.png

At the same time, it is fundamentally important, according to Putin, "to support our Russian talented young scientists - there are many of them - so that they create their own research teams and laboratories in Russia." A special line of grants designed for a period of up to seven years will be launched for them. For these purposes, as well as for the development of scientific infrastructure, the opening of new laboratories only in 2017, an additional 3.5 billion rubles will be allocated to the already announced resources for science, he said.

The activities of scientific centers should be closely integrated with the education system, economy, high-tech companies, the president added.

File:Aquote1.png
We need to turn research groundwork into successful commercial products, this, by the way, we have always suffered: from development to implementation, a lot of time passes, and sometimes... This applies not only to our time, and not even to the Soviet, but also to the Russian Empire, everything was the same. We need to reverse this trend - we can do it. To solve this problem, two years ago we launched the National Technology Initiative, it is designed to provide leadership positions of Russian companies and products in the most promising markets of the future

About "subversive innovations" that threaten Russia

At the end of November 2016, at a meeting of the Presidential Council on Science and Education, Vladimir Putin urged not to demonize new business technologies such as Uber or Alibaba, but agreed that in the future they could pose a threat to the traditional economy:

File:Aquote1.png
I do not think that modern ways of organizing business are aimed at destroying existing ones. They simply organize as they see fit and most effective. There is no need to suspect them of any subversive activity. They just work in a modern way, but objectively this, of course, creates threats for us.[12]
File:Aquote2.png

On stimulating the growth of the domestic IT industry

On November 10, at the international conference "Forward to the Future: the Role and Place of Russia," organized by Sberbank of Russia and dedicated to the 175th anniversary of the country's oldest financial institution, Vladimir Putin said that Russia needs systemic measures to stimulate the growth of the domestic information technology industry .

File:Aquote1.png
In recent years, this industry has become a real driver of the national economy, and this cannot but please us. Since 2010, for example, the volume of sales of work and services in this area has more than doubled (this is a very solid growth against the background of even the growth of other sectors of the economy) and at the end of last year amounted to 740 billion rubles.
File:Aquote2.png

According to him, the export of IT products in 2015 amounted to $6.7 billion, for comparison - the export of weapons $14.5 billion. "You see, we in these civilian areas will soon catch up with the export of weapons," the president said.

File:Aquote1.png
It is necessary to make sure that more domestic companies and organizations appear that are able not only to develop technologies, but also to offer them to the market in the form of a final, commercially successful product. And, of course, I ask the government to take an inventory of what hinders the development of such companies, and develop a further plan to eliminate these still existing barriers.
File:Aquote2.png

About Learning New Technologies

In November, at the international conference "Forward to the Future: the Role and Place of Russia," Vladimir Putin said that it is necessary to improve the quality of education so that citizens have "knowledge and skills that allow them to quickly master advanced production methods, provide and receive services on a new technological basis."

File:Aquote1.png
We have approved a list of the fifty most popular, new and promising professions. Of course, this is a conditional list, but the basis is at least. It is necessary to create all the conditions so that young people can receive the most effective training in these specialties at a level that meets the highest world requirements, work ahead of the curve. It is necessary to complete the adoption of professional educational standards, to ensure their implementation in lyceums, colleges, schools, and other educational institutions.
File:Aquote2.png

On the exit of Russian technologies abroad

At the international conference "Forward to the Future: the Role and Place of Russia" in November 2016:

File:Aquote1.png
It is fundamentally important that all our initiatives, long-term plans to create a new digital economy are implemented immediately in the space of the Eurasian Economic Union, that is, they go beyond national borders, to the level of a large regional association. Including, together with integration partners and in close contact with market participants, we will work out regulatory frameworks for regulating technology transfer and intellectual property protection.
File:Aquote2.png

On the potential of technological development

On November 10, at an international conference, Vladimir Putin said:

File:Aquote1.png
Russia has great potential for technological development. The integration of this potential into specific industries, products, services in demand both at home and abroad is the most important condition for the growth of the domestic economy, increasing its stability and stability. I am sure that by joint efforts we will be able to strengthen Russia's position among global technological leaders.

About benefits for IT companies for insurance premiums

In October 2016, at the congress of "Business Russia," Vladimir Putin talked with IT businessmen. We discussed, in particular, reduced insurance premiums for software developers (14% instead of 30%), which back in May 2016, the president instructed to extend until 2023.

File:Aquote1.png
Together with you, we just worked out these solutions, which formed the basis for the rapid growth of this sector of the economy. […] The budget system received a plus of more than 10 billion. This despite the fact that we gave this benefit - 14% for payment to insurance premiums. If there were no this benefit, there was no plus 10 billion, this is an obvious completely fact, - said the president.[13]

On cooperation with China

In September 2016, the G20 summit was held in Hanzhou, China. One of the topics was the construction of an innovative economy. Telling reporters about the results of the meeting, Putin said:

File:Aquote1.png
Now the Chinese presidency has chosen to ensure sustainable long-term growth through innovation as the main issue. And there we talked about, I will reproduce again: the exchange of information, the exchange of scientific research, patent protection, the digital economy, and so on. [...] It is Russia that is interested in this - in the exchange of technologies, innovations, scientific knowledge. Even in education. And we have a lot to offer here.
File:Aquote2.png

File:Aquote1.png
The number of machines and equipment that we supply from Russia to the Chinese market is increasing. And we have very large, promising projects in high-tech areas. This is not only nuclear power, although this is very important, but this is aircraft engineering, this is space, this is microelectronics. We have a lot of joint activities, and this is also a big plus in our bilateral relations.[14]

On the transition of state-owned companies to Russian software

Russian President Vladimir Putin recommended that Russian state-owned companies switch to domestic software in the first quarter of 2016. The president made such a statement in March 2016 during a meeting with members of the government. Putin asked to focus on such recommendations of state representatives in companies with state participation, as well as to take into account the capabilities of Russian software manufacturers. At the same time, the head of state is sure, "domestic manufacturers are able to provide almost all the needs of state-owned companies."

On the production of its equipment for the implementation of the Spring Law

In July 2016, when asked by Putin about the execution of the anti-terrorist "Yarovaya package," Minister of Communications Nikolai Nikiforov replied that in most cases the Russian industry does not yet produce suitable equipment.

File:Aquote1.png
This must be done promptly, it is necessary to load your enterprises, especially a good guaranteed order, - said the president.[15]

About Innovative Laboratories in Asia

In September 2015, at the Eastern Economic Forum in Vladivostok, Vladimir Putin announced that it was planned to actively cooperate with the countries of the Asia-Pacific region (APR), "where the" knowledge and intelligence economy "is rapidly developing.

File:Aquote1.png
We propose to think about the joint creation of large research platforms and installations, about the so-called "mega-heights" projects, on the basis of which real scientific breakthroughs are possible. Today, similar global-level laboratories such as CERN, ITER are concentrated mainly in Europe. I think the time has come to create such an infrastructure, a network of scientific and educational centers of cooperation in the Asia-Pacific region. Russia invites all interested countries to this work.[16]
File:Aquote2.png

About Russian IT brains

In July 2015, at the youth forum "Territory of Meanings on Klyazma," the president met with young scientists and teachers in the field of IT. He answered many questions about the development of information technology in Russia.

File:Aquote1.png
We have always been proud of our mathematical school, and proud by right. But first of all, I want to tell you that we should never rest on our laurels. […] Therefore, we should not have any arrogance about the fact that we have the best IT brains. But we have competitive advantages here absolutely, and we have to use them.[17]
File:Aquote2.png

About the competitive advantages of Russia in the IT field

The President answered the question of whether Russia needs to cooperate with the BRICS and SCO countries:

File:Aquote1.png
We have every opportunity to be at the world level. And we don't need to create an alternative for anyone. In this sense, we should not catch up and overtake someone. We know we can. And we must move forward on the basis of everything that we have that has been developed in contact with all countries, including the BRICS countries. We will take the best and move faster than our competitors.[17]
File:Aquote2.png

On import substitution in IT

Just a month after the president signed the law on preferences for domestic software (in June 2015), he answered a question about plans in this regard:

File:Aquote1.png
We must introduce our own software products and the so-called "hardware" by definition for our own high-tech development. If we want to be a modern country with prospects, we still have to do it.[17]
File:Aquote2.png

About 600 billion rubles for the development of the IT sector of Russia

Vladimir Putin spoke about government IT development programs:

File:Aquote1.png
The law that a colleague mentioned here (about preferences for domestic software - editor's note) will be introduced into the practical activities of our companies with state participation. And there, I am afraid to make a mistake, but until 2020 or 2025, it is supposed to spend very decent money on one of these programs from various sources - over 600 billion rubles.[17]
File:Aquote2.png

About Electronic Cash Calculations

Putin said that electronic calculations are being introduced and will be implemented:

File:Aquote1.png
We and "plastic" are national, Russian. Already done. And it will spread. I said, the Japanese have made a national payment system. And gradually she went beyond national borders. Also, China has made a national settlement system, it is gradually also going beyond national borders. How many Chinese around the world travel? And how many of our tourists? Yes, we only had 4.5 or almost 5 million tourists in Turkey last year. I am sure that with such a huge number of trips abroad in Turkey, it will be possible to pay with our cards. Gradually, calmly, we will agree with partners also in other regions of the world. It takes time, some effort and investment. We will follow this path.[17]
File:Aquote2.png

About restrictions on the Internet

One of the teachers asked about restrictions on the Internet: he noted that young people are registered in foreign social networks, and in the event of an aggravation of relations between states, they can affect adolescents.

File:Aquote1.png
I believe personally that restrictions should be minimal. They should be connected exclusively with the protection of the interests of society as a whole. We can only block the site for four reasons: child pornography, suicide technology and distribution, drug production. There is also a fourth position related to court decisions in certain categories, "said Vladimir Putin. - We do not plan any other restrictions.[17]
File:Aquote2.png

2011

About breakthrough technologies

In July 2011, at a meeting of the government commission on high technology and innovation in Dubna, Putin said:

File:Aquote1.png
To ensure and maintain leadership, you need to rely on breakthrough things in the main areas of science and progress. […] We can provide that leadership and we have to do that. […] The trick is that in order to live better and feel safe, you need to be better (world counterparts).[18]
File:Aquote2.png

About restrictions on the Internet

Answering in the State Duma to a question from a representative of the LDPR faction about the intention of the special services to close a number of Internet sites (in particular Skype and Gmail), the head of government recalled a joke about the difference between the Central Committee and the Cheka, when the Central Committee is playing around and the Cheka is chicking.

File:Aquote1.png
We are not going to smoke anything, "Putin said.[19]
File:Aquote2.png

According to him, "the Internet is only a tool for solving important national economic problems, public, the possibility of communication, expression, it is a tool for improving the quality of life, information security of society." At the same time, Putin said that the special services have grounds for fear:

File:Aquote1.png
True, the main resources are not in our hands, but beyond the hill, or rather, overseas. This is the concern of the special services, bearing in mind the possibility of using these resources in the interests contrary to the interests of society and the state. But that's their concern. As for my personal opinion, I do not consider it possible to limit anything, "the Prime Minister emphasized.

As a result of translation errors, Western media called the answer of Russian Prime Minister Vladimir Putin to the question of Dell founder Michael Dell a slap in the face. "Russia told Dell where to put his computers," read one of the headlines of the American press. "Any old fool can collect iron," the head of the Russian government was quoted as saying by English-language publications.

About help from the outside

In January, at the opening of the World Economic Forum in Davos, Russian Prime Minister Vladimir Putin was asked a question by the founder and chairman of the board of directors Dell Michael Dell (Michael Dell).

"When I consider, in particular, the information technology sector  - you have achieved a lot, you have equipped schools with computers, the Government, its services have been put on the Internet, have deployed Internet access throughout Russia ," Dell began his question. - But if you look at scientific talents, technological abilities  , etc. - there is an opportunity to more intensively use information technologies. The question is - how can we help you expand the economy? We are the information technology sector. "

File:Aquote1.png
The focus is we don't have to help, we're not disabled. In reality, you need to help the poor, you need to help people with disabilities, you need to help pensioners, you need to help developing countries, "Putin said.[20]
File:Aquote2.png

On informatization of Russia

At the same meeting with Dell, Putin said that Russia managed to do a lot in terms of informatization of society.

File:Aquote1.png
Until recently, it was difficult to imagine that computer systems and Internet access would appear in a distant Russian village, somewhere in the outback, in Siberia. But we did it , - said Vladimir Putin. "We have an appropriate program. In every school, I want to emphasize - in every Russian school, there are computer classes and Internet access, wherever it is - in the Far East, in Siberia, in the north, in the south of the country. This informatization of society will continue, it is in demand by the development of the economy and society itself.[20]
File:Aquote2.png

On the export of high-tech products

Speaking about the intentions of the state, Putin recalled that the country has an Electronic Russia program, which is planned to be developed independently. In concluding his response to Michael Dell, the Russian Prime Minister said that the state will facilitate the export of high-tech products:

File:Aquote1.png
It seems to me that we have a lot of overlapping interests in this area as well. We will certainly find them in sufficient numbers. We have many companies, I will not list them now, work in these areas. This applies not only and not so much to the "hardware," as experts say, not only to the supply of computer equipment itself, but mainly to the intellectual product. Here we have something to show, you are absolutely right, I am grateful to you for this hint. We traditionally have a well-developed mathematical school and programmers we have some of the best in the world. It's beyond doubt. I think that no one will argue with this, not even our Indian colleagues. So let's work[20]

About freedom on the Internet

In November 2007, the President of Russia met in St. Petersburg with the laureates of the project "Professional Team of the Country." Answering questions, he shared his attitude to the Internet:

File:Aquote1.png
Internet users in Russia, who are by far the most advanced and talented, will create an atmosphere of high morality on the Internet. Despite the development of the Network, which in our country no one controls, as in some other countries, but still, in addition to the Internet, there is another life. Interests in life should not be limited to the Internet. There are also theaters, gyms, art galleries, and it seems to me that it would be nice if a young man met his girlfriend and talked to her not only online, but with a bouquet of roses went to the theater or to a concert.[21]Internet

About the "Ponosov case"

At the beginning of 2007, a criminal case was considered in the court of the Vereshchaginsky district of the Perm Territory by the director of the school in the village of Sepych, Alexander Ponosov, who was accused of illegally using Microsoft products on school computers. Answering questions from journalists, Putin said:

File:Aquote1.png
Grabbing a man for buying a computer is bullshit. It is necessary to fight not with users and not with buyers of unlicensed software, but with those who distribute such programs.[22]

On scant spending on new technologies

During a visit to Zelenograd at the Miron plant, Vladimir Putin said:

File:Aquote1.png
Enterprises need to master and conquer sales markets, as well as develop innovative technologies. First of all, we purchase not technologies, but machines and equipment, which is 60 % of the cost. As a rule, obsolete equipment and equipment of previous generations are purchased. Less than 2% of the funds are spent on new technologies, licenses and patents.[23]
File:Aquote2.png

On the technological lag of Russia

In February 2006, at a meeting of the State Council "On Information and Communication Technologies in the Russian Federation," Vladimir Putin said that the industry's share in GDP grew from 2% in 2000 to 5.3% in 2005. The IT industry employs more than a million people, and labor productivity is the highest in the Russian economy.

File:Aquote1.png
However, it is impossible to stop at the achieved level, because we are still significantly behind technologically developed countries, where the contribution of the information sector to the economy reaches 30 percent or more, the president said. I am convinced that high technologies must become a powerful support in Russia both for economic growth and for the modernization of management, and - crucially - they should become the subject of increased consumer demand. [24]

About technology parks

In Novosibirsk, at a meeting on the development of the Russian IT market, Vladimir Putin said:

File:Aquote1.png
One of the incentives for the growth of the Russian economy should be the development of information technology. In this regard, special attention is drawn to the proposal of the Ministry of Information and Communications to create special economic zones on the basis of which it is planned to form the so-called technology parks, that is, a conglomerate of enterprises in the information sector.[25]

On the state control of intellectual property

In January 2003, a meeting of the Council on Science and High Technologies was held in the Kremlin. At it, the president once again said that it was necessary to change the structure of the Russian economy, that the high-tech sector should prevail over the raw materials sector.

File:Aquote1.png
It is necessary to specifically consider the issues of combining budgetary financing of science, state orders and investment opportunities of business. But one of the main tasks in the field of science is to solve legal issues and state control over intellectual property, Putin said.[26]

On the weak development of high technologies in Russia

At a meeting with representatives of the Russian IT-Business, Vladimir Putin noted the weak development of this market in the country:

File:Aquote1.png
Over the past year, the discussion of the topic of high technologies in Russia has revived, but, unfortunately, the level of development of the new economy does not yet correspond to its importance for the country. New technologies account for only 0.6 % of GDP, while in the developed countries of the world - from 4% to 6%. In our country there is a gap between the capabilities of the state and the needs of business, a gap in the level of training and demand for specialists.[27]
