The Government of the Russian Federation has established an experimental legal regime for unmanned trams

The Russian government has established an experimental legal regime for unmanned trams in Moscow and St. Petersburg. The corresponding decree was signed by Prime Minister Mikhail Mishustin on July 29, 2024. The document was developed by the Ministry of Economic Development on the basis of a proposal from the Moscow Metro State Unitary Enterprise.

According to the Ministry of Economic Development, the experimental legal regime (EPR) will be valid for three years. As part of the experiment, it is planned to operate unmanned trams in the urban environment, prepare special programs for test drivers and operators, as well as provide regular maintenance and diagnostics in real time.

The Government of the Russian Federation introduced an experimental regime for unmanned trams

Deputy Minister of Economic Development Maxim Kolesnikov noted that this is the first use of the EPR tool for testing unmanned technologies on various types of urban passenger transport. He stressed that the key condition for the experiment is safety, therefore, at the first stage, the exit of unmanned trams on the route will be accompanied by a test driver.

At the initial stage of the experiment, the total mileage of trams should be at least 3 thousand km or 150 hours of operation. After that, it is planned to switch to fully autonomous passenger transportation under the control of the operator.

Deputy Mayor of Moscow for Transport Maxim Liksutov said that test trips with the participation of citizens will begin in September 2024. According to him, by the end of 2025 it is planned to launch a fully unmanned tram with an operator for regular passenger traffic.

Denis Minkin, director of St. Petersburg State Unitary Enterprise Gorelektrotrans, noted that the main goal of introducing an unmanned tram is to improve the safety of passenger traffic, including for people with limited mobility. He also said that in St. Petersburg, about 250 tram cars are already equipped with an active safety and driver assistance system based on artificial intelligence.[1]

2018: Siemens unveils world's first self-driving tram

On September 4, 2018, Siemens and its partner ViP Verkehrsbetrieb Potsdam unveiled, according to the companies, the world's first unmanned tram. It is planned to be tested in real traffic conditions on a 6 km section in the German city of Potsdam as part of the InnoTrans 2018 event, which will be held from September 18 to 21, 2018.
