The Russian government has established an experimental legal regime for unmanned trams in Moscow and St. Petersburg. The corresponding decree was signed by Prime Minister Mikhail Mishustin on July 29, 2024. The document was developed by the Ministry of Economic Development on the basis of a proposal from the Moscow Metro State Unitary Enterprise.
According to the Ministry of Economic Development, the experimental legal regime (EPR) will be valid for three years. Deputy Mayor of Moscow for Transport Maxim Liksutov said that test trips with the participation of citizens will begin in September 2024. According to him, by the end of 2025 it is planned to launch a fully unmanned tram with an operator for regular passenger traffic.
Denis Minkin, director of St. Petersburg State Unitary Enterprise Gorelektrotrans, noted that the main goal of introducing an unmanned tram is to improve the safety of passenger traffic, including for people with limited mobility.
