On February 13, 2024, it became known that the Ministry of Economy had developed a bill providing for the transfer of the experimental regime for the simplified issuance of licenses and permits to a constantly valid norm. We are talking about the creation of a digital service for issuing these documents on the State Public services portal.
According to the Kommersant newspaper, the named experiment, launched in the summer of 2021, was recognized as effective. The conclusion of obtaining licenses and permits for Public services and the reduction of excessive requirements for applicants received positive feedback from market participants. At the same time, the experiment itself, the first stage of which ended on September 1, 2023, was extended until December 31, 2024. This is due to the need to consolidate decisions to reduce the time for issuing permits and the number of documents required to obtain them in the current regulatory regulation.
It is noted that during the experiment, the procedure for obtaining 426 permits was optimized, including 51 licenses. The introduction of the digital service made it possible to reduce the average licensing period by three times - from 45 to 15 days, and the average number of required documents decreased by half - from 10 to 5. In the permitting sphere, the terms were reduced from 43 to 23 days, the average number of documents - from 8 to 5. The experiment was attended by 43 federal departments and two state corporations.
The bill of the Ministry of Economy provides for amendments to 61 laws on licensing and permits. The department notes that as part of the work, the range of provided public services has been optimized: in particular, 13 permit regimes and the requirement of 1693 documents have been canceled, while four permit regimes have been transferred to a notification order.
Ivan Efremenkov, deputy executive director of Opora Rossii, says that obtaining permits (licenses) through "one window" on the Public services portal will increase business convenience. On the other hand, difficulties due to malfunctions of programs remain, and a significant part of the work remains paper.[1]

On January 10, 2024, it became known that the Russian Ministry of Digital Development had developed a new mechanism for interaction between government agencies and business. It is assumed that all official requests and answers will be carried out through the State Public services portal. This approach avoids duplication of information.
According to the Vedomosti newspaper, information about the new scheme is aimed at coordination in the associations Delovaya Rossiya, Opora Rossii and the Russian Union of Industrialists and Entrepreneurs (RSPP). The mechanism will streamline the interaction of authorities and businesses, as well as reduce the amount of information requested. In addition, the approach can help "exclude requests from government agencies to provide data within a deliberately unenforceable time frame, which currently happens quite often."
The scheme provides that requests from government agencies will be formed in the personal account according to a template from a special assistant. At the same time, all information and responses of companies will be stored on the Gostech platform in a specially created storage. If this database already contains a report about the requested information, it will be provided automatically to respond to the request. Similarly, it is proposed to forward information from other information government systems, if there is relevant information there. If the data has not been requested before, then the company will receive a notification of the need to provide a response in your personal account.
However, market participants point to certain risks. In particular, problems may arise due to the failure of State Public services or the unavailability of the database. And in case of unauthorized access, there is a possibility of leakage of trade secrets: this can cause serious reputational and financial damage to the business. Associate Professor of the Department of Corporate Governance and Innovation of the PRUE named after Plekhanov Anatoly Kolesnikov also points to security risks. But, in his opinion, with the streamlining of the process, the danger will decrease, since the system will be controlled by one operator, which will specify responsibility.[2]

This service will help employees of IT companies understand whether they are entitled to benefits: a deferral from mobilization or an IT mortgage.
The service can be used by both individuals and legal entities.

Mishustin allowed to use the State Public services portal to exchange documents between employers and employees
In early July 2022, Prime Minister Mikhail Mishustin signed a decree approving the possibility of using the Public services portal to exchange documents between employers and employees.
According to the press service of the cambin, from September 1, 2022, with the help of a personal account on the State Public services portal, applicants and employees will be able to draw up, sign with an electronic signature and send personnel documents to the employer. The decision to introduce electronic document management in the organization, the list of such documents, as well as the category of employees who can switch to the new format, will be made by the employer.
With a positive solution, the organization's information system and the public services portal will interact using a standard technical solution integrated with the portal, or using a single system of interdepartmental electronic interaction, if the employer's information system is already connected to it. Electronic personnel documents will be posted in the employee's personal account on the State Public services portal and stored in the organization's information system.
As noted in the Government of the Russian Federation, the decree was prepared for the implementation of new norms of the Labor Code, establishing the possibility of electronic personnel document management. It defines the mechanism and technical solutions with which such an opportunity will become available.
At the same time, even when the organization uses electronic document management, employers and employees, if desired, will still be able to use the traditional format for providing paper documents.
By the beginning of July 2022, some personnel documents are already available to citizens on the State Public services portal - for example, an extract from an electronic work book, it is issued by the FIU at the request of a citizen.[3]

An experiment continues in Russia, which allows entrepreneurs to check the licenses of counterparties and partners in just a couple of clicks. This became possible thanks to the universal form "Obtaining a license" on the portal of public services. It was developed by the Ministry of Ministry of Digital Development of Russia as part of an experiment by the Government of the Russian Federation to automate permitting activities. 2021: Launch of drone and media registration service

- accounting of unmanned civilian aircraft with a maximum take-off weight of 0.25 to 30 kg (electronic service is provided by the Federal Air Transport Agency);

By February 2021, a plan approved by the Government of the Russian Federation for the transition of 15 federal authorities to issue permits in electronic form is in effect. Entrepreneurs in Russia will be able to challenge the decisions of regulatory authorities through public services
On July 10, 2020, the Russian authorities are launching an experiment in which entrepreneurs will be able to challenge the decisions of regulatory authorities through the portal of public services. The pilot project will last until June 30, 2021, the Ministry of Emergency Situations, Rostekhnadzor and Roszdravnadzor will take part in it.
According to Kommersant, before the business could appeal the decisions of the controllers both immediately in court and in administrative order (in the second case, the complaint is sent to the government agency itself). At the same time, the procedure for the implementation of pre-trial appeal as an independent institute has not been established, according to the Ministry of Telecom and Mass Communications.
Entrepreneurs will be able to appeal against the decisions of controllers, contacting government agencies directly. Such a procedure will reduce the costs of litigation (at least the amount of state duty, which is not in pre-trial proceedings), the department said.
It will be possible to appeal against the decisions of the control body on the appointment of a planned or unscheduled audit, orders to eliminate the identified violations, as well as measures to prevent harm or stop causing it. The appeal can be submitted in a special section on the gosulsug portal, while its consideration will take two days. It is noted that the list of activities of Roszdravnazdor, decisions in the field of which can be challenged, includes state control of the quality and safety of medical activities, supervision in the field of circulation of medicines and medical devices.
The head of the Expert Center for KND "Business Russia" Rinat Gizatulin believes that the experiment will help increase the transparency of the procedure for appealing against the decisions of inspectors. Marina Bludyan, vice president of Opora Rossii, notes that "litigation is time and financial and, most importantly, unproductive."[5]
