30 billion rubles were allocated for the federal project to combat diabetes mellitus
In November 2023, the passport of the federal project to combat diabetes was published. It follows from it that the budget for the implementation of the program in 2023-2025. laid down 30 billion rubles, or 10 billion rubles annually. The first 4.7 billion rubles are planned to be spent by the end of 2023.
The federal project "Combating Diabetes" involves a number of measures to improve the quality and life expectancy of people with this disease. In particular, within the framework of the project, all diabetic patients should be provided with continuous glucose monitoring systems, test strips and medicines. In addition, the program should contribute to the emergence of diabetes schools in the regions - organizations that provide assistance to patients with endocrine problems. The project also involves strengthening the training of medical personnel. Among the project targets are:
- an increase in the proportion of patients with diabetes mellitus of types 1 and 2, covered by clinical supervision;
- increasing the proportion of patients with glycated hemoglobin less than or equal to 7;
- reducing the number of patients with high amputations and in need of renal replacement therapy;
- reducing the proportion of patients with blindness to all diabetic patients with chronic kidney disease and diabetic retinopathy;
- the proportion of patients with diabetes identified for the first time during preventive examinations should increase from 20% to almost 28%, and the coverage of citizens with a glucose study should increase from 41% to 62%;
- the proportion of patients trained in diabetes schools is projected to rise from 12% to 15% by 2025, according to the project authors.
In October 2023, the Ministry of Health of the Russian Federation reported that it is planned to allocate an additional 5.1 billion rubles in 2023-2024. for the purchase of continuous glucose monitoring systems (NMG) for children.

Mishustin allocated 2.3 billion rubles for the creation of endocrinological centers in Russia
Prime Minister Mikhail Mishustin signed a decree on the allocation of more than 2.3 billion rubles for the creation and equipment of regional endocrinological centers, as well as for the work of health schools for patients with diabetes. Thus, almost 1.4 billion rubles will be allocated to equip district and district hospitals with special equipment. Federal funding will allow the technical renewal of medical institutions in almost all regions, including in rural areas and remote areas. Laboratory equipment and special devices for detecting the disease and monitoring the health of people with diabetes will be delivered there.
According to the press service of the government, the work is being carried out within the framework of the federal project "Fight Diabetes," the implementation of which began in 2023. Its main goals are the early detection and treatment of diabetes mellitus, providing patients with the necessary drugs, the development and launch of regional programs to combat this disease. The federal project provides for the creation of a single network of regional endocrinological centers for diagnosing and providing timely medical care to people suffering from diabetes.

The passport of the federal project "Combating Diabetes," which was agreed by the Ministry of Finance, assumes (within the framework of the said budget) the provision of continuous glucose monitoring systems, including Russian production, for children with type 1 diabetes from 2 to 17 years old inclusive, the letter says. In addition, the project proposes to equip regional hospitals with medical equipment, in which endocrine diseases are diagnosed and treated.
Another area of the project is associated with advanced training of doctors and nurses providing care to patients with diabetes.
