Results of implementation of the electronic government in 2012 are recognized ambiguous at the highest level. What lessons were learned by the power in connection with start SIEI since July 1, 2012? What regions gained the lead informatizations and what could not overcome system problems and do not cope with the tasks assigned to them? Who is responsible for development of e-government in regions of the Russian Federation? These and other questions are answered by the independent research of TAdviser conducted in June-July, 2013.

Russia in IT ratings
Since 2011 Russia considerably promoted in key ratings: if in 2011 it took only the 77th place in the rating of readiness for network society, then in 2012 - the 56th of 142, and in 2013 the place from 144 countries, i.e. the situation gradually improves. According to data of the last index of readiness for the electronic government, Russia was included into the third ten the countries having taken the 27th place (from 190) against the 59th place in the previous research.

Information society and joint financing of regions
The state program Information society is expected the period from 2011 to 2020, it succeeded the FTP Electronic Russia which terms came to the end in 2010.

Informatization of regions (market of Russia)
In 2011-2012 the market of regional informatization in Russia endured a phase of rapid growth and slowed down speed in connection with organizational problems a little. In 2013-2015 gradual paradigm shift of implementations from automation of health care, education and authorities for benefit of projects in other areas is expected: Housing and public utilities, transport and others. Statistics of use of ICT in a public sector of Russia
One of the main problems on the way of the Russian Federation to digital society is extremely uneven penetration of infocommunication technologies in territorial subjects of the federation. Though in general indicators of use high technology grow in the industry of the government, education and health care, the difference between single areas can reach hundreds of percent on single parameters.

Automation of a public sector subject not simple: the total informatization of regions which followed start of the System of Interdepartmental Electronic Interaction (SIEI) at the federal level in 2012 revealed among the local governments both leaders, and outsiders in IT, opened a number of difficulties and also designated a vector of development of the whole industry for the next years. [1] The CEO of the company Andrey Chuchelov told about relevant problems of development of IT in state structures and experience of BSS Engineering in this area of TAdviser.

System of Interdepartmental Electronic Interaction (SIEI)
The system of interdepartmental electronic interaction is key and one of the most ambitious projects in the field of development of the electronic government of the current year. Its implementation means implementation of the principle of "one window" when citizens at the address to state institutions do not have need independently to request optional data, references and documents in other organizations of executive power.

Development SIEI in the subjects of the Russian Federation
Since July 1, 2012 under the 210th federal law officials lost the right to request from the citizens who addressed for state services, documents and references which they can independently receive by means of SIEI from other departments. A system allows to exchange data to municipal, regional and federal officials diversely. But for July, 2013 regions did not manage to achieve harmonious work within SIEI. The Ministry of Telecom and Mass Communications by force to take emergency measures for elimination of defects and establishing normal system operation.

Universal Electronic Card (UEC)
The universal electronic card is developed on the basis of the uniform federal standard. It will succeed all social cards which were locally issued by territorial subjects of the federation and also will replace many other documents, such as, for example, policy of compulsory health insurance, insurance evidence of mandatory pension insurance, student ID cards, travel documents on transport and many others.

Implementation of the universal electronic card (UEC) in scales of the whole country is one of the largest projects of Russia in the field of information technologies. Since January, 2013 the card began to be issued in all Russian regions according to the petition from citizens. For summer of 2013 more than 400 points of issue of cards in all territorial subjects of the Russian Federation will be organized.

Automated control system for archiving of the subject of the Russian Federation

IT in health care of the Russian Federation
In April, 2011 within the Information Society program the order of the Ministry of Health and Social Development of the Russian Federation approved the concept of creation of a single state information system in the field of health care (EGIS Is sensible). In it the accurate rate on cloud model of creation of information technologies is defined, but so that not to destroy already developed and started IT systems. Importance of this event is obvious. The enormous amounts are for the first time selected for informatization of domestic health care: 19.6 billion rubles of federal and 9.6 billion rubles of regional budgets are only 29.2 billion rubles. It allows to hope for radical high-quality change of the state health care.

IT in formation of the Russian Federation

Electronic resources of the Samara region
Within "The actions plan on development of information society and formation of the electronic government in the Samara region for 2010-2012" ELAR corporation executes a complex of projects on creation of electronic information resources and transfer to an electronic form of services OGV and public institutions of area.



3.1 million sq.km of interdepartmental electronic interaction or the project in the Sakha (Yakutia) Republic
The project team develops the republican program and technical platform for ensuring interdepartmental electronic interaction. Electronic interaction based on the IC "SGD" covered 100% of ROIV (23) and OMSU (445) of the Sakha (Yakutia) Republic.
