96% of Transneft's equipment is Russian. The company is left to import substitution of communication systems and microcircuits
About 96% of the equipment purchased by Transneft comes from domestic solutions. This was announced on June 27, 2022 at a round table in the State Duma by the vice-president of the company Pavel Revel-Muroz.
According to him, some spare parts and systems remain imported, they will have to be replaced by Russian technologies. These are communication and data transmission systems, laboratory and metrological equipment, measuring equipment, computer equipment, electrical equipment, metalworking equipment, spare parts for imported CNC metalworking equipment in operation, microcircuits, electronic modules and connectors, the top manager of Transneft listed.
He noted that by the end of June 2022, Transneft is engaged in import substitution of foreign-made spare parts and components. Priority is given to the production of equipment that has no analogues, as well as to the one whose reserves are depleted.
Revel-Muroz added that in 2022-2026. the company is going to allocate at least 35 billion rubles for the purchase of domestic equipment.
Earlier, Transneft agreed with Russian manufacturers to jointly develop a roadmap to create solutions based on domestic software and equipment. Such close attention of Transneft's management to the topic of import substitution and an early transition to work with compatible Russian software and hardware will allow domestic developers to understand the customer's requirements and plan to finalize their decisions, ARPP executive director Renat Lashin told Kommersant.
Import substitution is restrained due to the incompatibility of different types of software, as well as software and equipment, according to Transneft. - Upgrade/Design Manager for Intelligent Automated Complexes/Systems/Technologies of Pipeline Transport Facilities. Management of development, implementation, modernization of intelligent systems.
- Data Scientist. Processing of large amounts of process data in order to find ways to optimize technical processes, analyze deviations; preparation of analytical sections on the system operation; generation and verification of data samples for machine learning algorithms .
- Operator of the robot flaw detector. Monitor the video stream broadcast by the robot and enter comments, create a report in real time.
- 3D designer in construction. Design design layouts and select the best set of components to plot them.
- Engineer (operator of robotic systems) of multifunctional robotic complexes in the oil and gas industry. Maintenance/control of robotic systems/complexes in production.
- Architect of intelligent control systems. Development of software for unmanned vehicles and traffic management systems.
- System engineer of intelligent automated complexes of pipeline transport facilities. Maintenance of automated systems.

In August, it also became known that Transneft is going to invest 38 billion rubles in its digital transformation by 2025, according to the draft of its new IT strategy[2]. The document provides for ten development programs, which include digital development of the main processes of transport structures, management of dispatching of oil and petroleum products flows, improving the reliability and efficiency of trunk pipelines, digital engineering, digital construction, as well as a digital back office.
At the same time, the company is going to optimize its existing IT structures, reducing some of the employees of its subsidiary Transneft-Technologies and transferring a significant part of the rest to remote work. The effect of optimization is estimated at 11 billion rubles.

2019: Oil supply disruptions due to organochlorine pollution
Transneft has recorded failures with reliable supplies of high-quality Russian oil abroad.
Oil transit was suspended in April 2019 due to contamination of raw materials with hundreds of tons of organochlorine. Chronicles of import substitution in Transneft: migration from SAP to Galactica, testing of Russian OS and DBMS
In 2018, Transneft carried out vigorous activities in the field of import substitution of software. This follows from the company's annual report published in July 2019. The key project is the relocation of Transneft enterprises with SAP to solutions based on the domestic software Galactica. The decision to use a standard product based on "Galactica" instead of SAP for systems for managing production assets and resources, as well as financial and economic activities was approved by Transneft in April 2017.
In 2017-2018. Transneft developed a corporate information system (CIS) "Galaxy TPR 2.0," and 2018-2019. it was upgraded to a new version - CIS "Galaxy TPR 3.0," according to the annual report. One of the subsystems of the Galaxy TPR 3.0 CIS is a platform-based work and service management subsystem. "Galaktika EAM" Also, on the basis of the Galactica software, a corporate information system for certification and monitoring of technical condition was developed.
For 2019-2025, it is planned to replicate the Galaxy TPR 3.0 CIS and the certification and technical condition monitoring system in Transneft system organizations.
Judging by the purchases of Transneft in 2017-2018, ERP based on Galactica has already used more than a couple of dozen of its organizations. Among them are Transneft Finance, Transneft - Ural, Transneft - North, Transneft - Siberia, Transneft - Upper Volga, Transneft - Prikamye, Transneft - Baltika, Transneft - Vostok and others.

For integration systems and guaranteed data delivery, instead of using solutions based on IBM products, Transneft chose three domestic integration buses from the register of domestic software to assess possible import substitution. In 2019, it is planned to test these products, as well as the free software Apache Kafka and Mule ESB for the development of domestic industry software based on them for application integration and data delivery.
2016
ERP Strategy Revision
In 2016, Transneft conducted a comparative analysis of the use of ERP platforms from SAP and Galactica manufacturers. This is stated in the annual report of the company, published in July 2017. The analysis showed that "the implementation of the solution on the ERP Galactica platform is economically more reasonable and will reduce the time for creating a single KIISU" (corporate integrated management information system).
Also, the basic functionality of the Galaxy EAM solution (production asset management system) is more in line with Transneft's requirements for automating business processes in terms of certification and monitoring of technical condition, as well as the operation and repair of main production equipment, the annual report said.
As an additional argument in favor of using software based on the Galactica products, the entry of the Galaktika ERP and Galaktika EAM systems into the register of Russian software is also given there.

KIISU on the basis of a single SAP ERP platform has been created in Transneft since 2013. Its implementation began with the pilot site "Tsentrsibnefteprovod." In 2013, Transneft selected Delloite with a contract volume of 428 million rubles to develop a system for automating financial and economic activities on the basis of SAP.
The system is designed to automate the processes of contract management, treasury, accounting and reporting according to RAS (and IFRS for individual sections), tax accounting and tax reporting, budget accounting and reporting, as well as for cost management.
On the basis of SAP, Transneft also, for example, created a procurement system for about 200 million rubles, a typical personnel management system to replace a system of a similar class from Galactica. Since the beginning of 2016, on the basis of SAP, Transneft has developed the Certification and Technical Condition Control (CTS) system for 162 million rubles. At the same time, Galactica is far from a newcomer to Transneft. By the beginning of the introduction of KIISU on the basis of SAP in Transneft, Galaxy solutions were already widely used. In 2007, the introduction of the integrated Galaktika ERP system was launched for one of the subsidiaries of Transneft-Siberia JSC. The standard design solution (TPR) was implemented at the head office of Transneft and replicated to East Siberian Trunk Oil Pipelines, Sibnefteprovody, and North-Western Trunk Oil Pipelines. On July 17, 2017, a tender for 917 million rubles was announced for the creation of a corporate information system based on the decision of KIS Galactica TPR in Transneft - Western Siberia.

In addition to Galactica and SAP, Transneft also uses 1C solutions. Transition to domestic information security products
In addition to studying the possibility of abandoning SAP ERP, in the annual report for 2016, Transneft reported on a number of projects within the framework of import substitution of software that were carried out in the company. One of them is the modernization of the perimeter and formation security of local computer networks of Transneft facilities and its organizations. When implementing the system for preventing leaks of confidential information, the domestic product InfoWatch Traffic Monitor was chosen.
Import substitution took place during the modernization of the network information infrastructure system of Transneft and its organizations. As part of the project, antivirus software manufactured by a foreign company Trendmicro was replaced with domestic software Kaspersky Total Security for Business, the annual report says.
2014:2020 IT Development Program
Transneft reported that within the framework of the long-term IT development program for 2014-2020, it is planned to modernize the existing IT infrastructures and create a corporate integrated management information system (KIISU). The perimeter of the IT development program includes all Transneft companies.
