In total TAdviser SummIT was visited by more than 240 people among whom – representatives Ministry of Telecom and Mass Communications Pension fund Federal Treasury Sberbank, holding "Helicopters of Russia" Federation Council Gazprombank S7 Group VTB 24 Ministries of public administration, IT and communication of the Moscow region, "Ingosstrakh" Federal Agency for Ethnic Affairs EVRAZ, "Freight One" Raiffeisenbank, "Bank Russian Standard" GVTS OF THE RUSSIAN RAILWAY RAO Energy Systems of East, Russian Government Analytical Centre and many others.

The conference consisted of three parts: the general plenary session which two specialized actions -Cloud Day and Mobility Day followed.

The Chief Editor of TAdviser Alexander Levashov provided a number of the key indicators characterizing a situation in the Russian IT market in the introductory report of a plenary part. Among them – data of a ranking of TAdviser100: The largest IT companies in Russia 2016 and also the digits showing an expense dynamics of federal and regional authorities.

The senior managing director of Sberbank Mikhail Hasin told about the program of creation in the organization "Platforms of Support of Business Development" which provides revolutionary transformation of all applications entering Core Banking circuit. The purposes of reengineering of the platform which Sberbank expects to complete in 2018 include reduction of terms of an output of new products to the market, reduction of total cost of ownership of the automated banking system, increase in level of hands-off processing of transactions. One of important subjects in Sberbank Mikhail Hasin called use of source of solutions:

More and more largest banks and retailers do not want to be dependent on vendors in those technologies which create them competitive advantages and therefore begin to use solutions with the open code more and more. There is a forecast that by 2020 98% of the companies will use open source solutions for the crucial applications. We in this case adhere to the same strategy and a number of technologies which we use for the new platform – with the open code", - Hasin told.

The director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation Vladimir Averbakh told participants of TAdviser SummIT about the development strategy of the electronic government for the next five years and the current results. During the performance it also gave key points of the new system project of the electronic Government of the Russian Federation developed the Ministry of Telecom and Mass Communications. The first public discussion of this document took place in March, 2016 at the TAdviser Government Day conference with the assistance of the Deputy Minister of Telecom and Mass Communications Alexey Kozyrev.

The project assumes that by 2020, for example, rendering state services will happen by the exterritorial principle, interdepartmental interaction will pass completely to the online mode, the uniform mechanism of collecting and the analysis of data on results and terms of rendering electronic services will be developed. The vice president, the director of the department of development of IT of Otkrytiye Bank Kirill Menshov in the performance lit the main vectors of development of IT in bank]] according to strategy. Among key aspects of strategy - implementation in bank of the policy "IT for people" directed to increase in satisfaction and loyalty of internal users of IT, integration and consolidation with a pool of banks which are a part of Otkrytiye to construct one big universal bank and also the digitalization including development of the services provided through digital channels. All this occurs against the background of development of an organization structure of IT that is the fourth key aspect of strategy. Evgeny Timko, the board member of LiveTex company, told in the performance about trends of development of digital communications. Among them he selected mobility and growth of popularity of digital channels – in particular, uses of messengers. Also Evgeny Timko told about opportunities and advantages of the omnichannel platform to communication with clients which is developed by his company. It integrates in itself a chat on the website, a chat in mobile application, a call back, email, the VKontakte groups and the messenger.

The vice chairman of the board of the Pension Fund of the Russian Federation Nikolay Elistratov told about implementation of the AIS of RPF of new generation and creation to the Single State Information System of Social Security (SSISSS). Elistratov explained why the state went for creation of EGISSO during the economic period, difficult for Russia:

"Predesigns which were executed by Higher School of Economics on our request concerning this system, say that the amounts which will go for its creation will pay off for the second year. A system will lead to economy not less than 100 billion rubles of budgetary funds a year, - Nikolay Elistratov told".

Artem Natrusov, the vice president for IT of EvrazHolding, devoted the report to issues of increase in efficiency of IT at the enterprise. According to Natrusov, in 2016 in the company the program of increase in internal efficiency of IT came to the end, one of effects of which was a cost reduction on exploitation of traditional IT for 20% in rubles year-on-year without decrease in level of services. For achievement of this result many actions were developed and implemented. Decrease in own costs was one of the directions. The director of information technology Helicopters of Russia Mikhail Nosov told participants of TAdviser SummIT about transformation of approaches and requirements to information technologies in the company against the background of the developed political and economic situation. Among the directions on which the company works, - decrease in technology dependence on the western suppliers of IT. Among measures which are used here – use of Open Source and domestic software and the equipment, including – Rostec released by the enterprises which part Helicopters of Russia are. "In Rostec state corporation there is a high engineering potential. One of structures where it accumulates - it is United Instrument Manufacturing Corporation. When implementing infrastructure projects in the field of IT we, first of all, look at presence of the necessary equipment at them. If there is no like that, then we look at the Russian products of other companies and if there is no necessary solution, then we pay attention, for example, to products of suppliers from BRICS countries, - the director of information technology noted Helicopters of Russia.

The Russian virtualization and edges of the sanctions and steady software became a subject of the report of Vladimir Rubanov, the managing director of Rosplatforma (R-platform) company. Among questions which he took up - why it is necessary Russian for software what aspects of digital sovereignty of software, what requirements to domestic software exist and how to make software Russian. Vladimir Rubanov also shared opinion on that how effective measure in the field of import substitution is creation of the register of domestic software with TAdviser. The idea of the official register in itself of the Russian software – good, Rubanov believes: it and help to customers in understanding of the existing Russian solutions, and to developers – an opportunity to expand a range and scale of applications, so to have more opportunities for development.

"You look, the Russian software developers will become more and IT infrastructure of the country will be steadier in terms of digital sovereignty. Here, however, the main thing - not to turn the register into the instrument of unfair competition already between the Russian developers that can discredit all invention. It is for this purpose important to remember a common goal from the point of view of citizens of the country – support of the domestic IT industry in general, development of the Russian programmers, expansion of a range of the available software having sanctions stability (it is impossible to limit application in the Crimea, for example) and sufficient degree of technology independence (the Russian developer can potentially provide support and development of such software, including changes in the source code, even in the conditions of complete isolation). Only not to mix potential readiness to work in the conditions of isolation with aspiration to isolation. The first – is important for the sovereign country, the last – is extremely harmful, - the managing director of Rosplatforma noted.

Anna Katamadze, the deputy manager of Federal Treasury, in the performance told about approaches to systematization of the state data and creation of the state information system "Unified Information Environment" which is one of key projects of department. The purpose of creation of the Unified Information Environment system – to make data in all information resources relevant and reliable for cardinal change of quality of a state administration.

As a result of creation of a system there will be up-to-date and reliable data at the same time in all information resources of the state, cardinal optimization of data exchange, reducing costs of IT due to decrease in volumes of NSI, exchange, analytics and reconciliation and also reduction of volume of claims activities is reached, Katamadze noted. The director of information technology of Federal Agency for Ethnic Affairs Roman Safronov in the performance took up questions of creation of new information systems of federal bodies on the basis of standard solutions and in particular - the state and municipal monitoring systems of a status of the interethnic relations and early warning of conflict situations. He told about how such system is arranged and what functionality it has.

Maksut Shadayev, the minister of public administration, information technologies and communications of the Moscow region, covered the basic principles of implementation of the digital government with the region in the report. Treat like those - integration into process of rendering electronic state services of a system of MFC, development of mechanisms of help support and knowledge bases, creation of the channel of the solution of "household" problems of inhabitants, disclosure of results of expenditure of funds for infrastructure, use of social networks and publics. Natalya Zvyagina, the head of department of information technologies of the Federal Bailiff Service (FBS) shared with participants of TAdviser SummIT, a subject of perspectives of transition to forced execution in electronic form. She noted that she in this direction of FSSP works since 2009. It covers electronic document management in department, transition to electronic interdepartmental interaction, rendering state services and ensuring openness of FSSP. Alice Korzhenevskaya, the director of the department of development of information systems of the electronic government RT Labs told about calls and the main trends of development of the electronic government. Among aspects which she covered, - trends of electronic interaction between the state and business and factors constraining this interaction and also gave use cases business of the electronic government.

Korzhenevskaya noted that her command with the Ministry of Telecom and Mass Communications in 2015 carried out huge work on reengineering of all in the field of state services: from the backend and systems connecting among themselves thousands of state organizations which participate in rendering services, to the front.
