2023: Refusal to accept emails from Gmail and Proton boxes
The authorities Yakutia have imposed a ban on receiving letters through postal domains Gmail and on Protonmail the postal addresses of organ domains. This was state power reported on December 4, 2023 on the page on the social network "" of the Vkontakte registry office under the regional government.
From December 6, 2023, it will be limited to receiving requests sent through the postal domains Gmail, Proton, Onionmail, Megamail, Hotmail to the postal addresses of the domains of the state authorities of the Republic of Sakha (Yakutia) sakha.gov.ru, adm.sakha.gov.ru and gov14.ru, - said representatives of the local registry office. |
It is noted that such a decision was made against the background of the fact that cases of sending deliberately false letters with extremist content, including reports of allegedly impending acts of terrorism, have become more frequent.
Earlier in 2023, Russian President Vladimir Putin signed a law prohibiting Russians from registering on domestic sites using foreign email. The provisions of the new law entered into force on December 1, 2023.
The ban includes, in fact, all foreign mail services, including the worldwide popular Google Mail, and Yahoo. No less well-known e-mail services Mail.com and AOL can also not be used for registration, for example, in the social network "Vkontakte." And even the legendary Outlook mail service, the name of which was heard at least once by every Windows user, is also on the "black list."
Back in 2022, the Federal Tax Service]] refused to accept emails from foreign boxes, including those using.com,.us,.net,.org,.uk domains. As explained in the Federal Tax Service, the reception of letters from foreign domains is blocked on the recommendation of the Federal Service for Technical and Export Control (FSTEC). Thus, the e-mail of the tax service wants to protect against hacker attacks, malware and other negative influences from outside. A similar ban is in effect in other government agencies, the tax office added.[1]

2020: Citizens' appeals in social networks in Yakutia became official requests
On January 13, 2020, it became known that the head of Yakutia , Aysen Nikolaev , signed a decree according to which messages and proposals from residents of the republic, which are received through official accounts on social networks, will be official requests. This is stated on the information portal of the Republic of Sakha (Yakutia).
According to Nikolaev, when citizens through social networks turn to the government to resolve a particular issue, in some ministries and departments at the level of performers, instead of giving people comprehensive answers and explanations, various excuses begin to arrive.[2]
Therefore, in order to regulate this issue, on December 28, 2019, I signed a Decree "On improving the mechanism for working with messages from citizens and organizations in social networks and other systems of interactive communication with the population on the Internet." According to the Decree, now all citizens' messages received through the official accounts of the executive bodies of state power are equated with official appeals, he said. |
After the publication of the appeal to the ministries and departments for the initial response - the provision of an official response or information - eight hours are given, and any refusal by the performers will be considered a gross violation and failure to comply with the decree of the head.
For this, all internal regulatory legal acts by the administration of the head and government of Yakutia are brought in line with the new decree.
According to Rossiyskaya Gazeta, by the beginning of 2020, almost all high-ranking republican officials had opened accounts in social networks. And often Yakuts will learn about important decisions not from releases on the official portal, but from short notes on someone's personal pages. Such messages are overgrown with many comments and requests from people who have no other opportunity to contact a representative of the authorities.
