Allocation of 925 million rubles for the construction of a new building

Prime Minister Mikhail Mishustin signed a decree on the allocation of more than 925 million rubles for the construction of a new building of the Kamchatka Regional Hospital. The corresponding document was published in May 2024.

According to the press service of the Cabinet, the indicated amount will be allocated from the government reserve fund. It is assumed that thanks to this funding, engineering infrastructure facilities, as well as medical, diagnostic and clinical buildings will be erected by the end of 2024.

The Prime Minister instructed his deputy Marat Husnullin to strictly monitor the progress of the work so that they are completed on time and people can receive high-quality, including high-tech, medical care. The press service of the government adds that systematic work aimed at the development of social infrastructure and health care institutions in the Far East is being carried out on behalf of the President of Russia.

By mid-May 2024, the Kamchatka Regional Hospital is located in nine buildings built in the 1950s and 70s. Housing wear exceeds 70%. The construction of the facility began in 2011. The new capacity is designed for 450 beds and 50 visits per shift. Initially, the cost of building the facility was estimated at 8.3-8.5 billion rubles, but taking into account the 925 million rubles allocated by the government, the amount of financing already exceeds 13.7 billion rubles.

At the beginning of January 2024, the schedule for commissioning the hospital buildings was shifted by a year - the date was indicated by the end of 2024. At the same time, the contract with Crocus International JSC, which is engaged in the construction of the institution, was extended.

The Government of the Russian Federation allocated 2.2 billion rubles for the construction of the Kamchatka Regional Hospital

Prime Minister Mikhail Mishustin signed a decree approving the allocation of more than 2.2 billion rubles for the construction of a new building for the Kamchatka Regional Hospital. The press service of the Government of the Russian Federation announced this on January 26, 2024.

Funding will come from the reserve fund of the Cabinet. It is assumed that the allocated funds will help continue work at the facilities of the first stage of construction - medical-diagnostic and tent buildings for 175 places. By the end of 2024, they should be at least 80% ready. The total area of ​ ​ the new buildings connected by the crossing system will be more than 36 thousand square meters. m.

According to the project, the entire Kamchatka regional hospital is designed for 450 beds and 50 visits per shift. The cost of building the hospital was estimated at 8.3-8.5 billion rubles. The contract for the construction of buildings in 2014 was concluded with Kamchatzhilstroy OJSC, later the legal entity went bankrupt. Two years later, the agreement was signed with Master LLC, and the third contract - for 628 million rubles in May 2017 - with Gask, later also recognized as insolvent. By this time, the contractors managed to fill the foundation and erect the skeleton of the hospital.

After unsuccessful attempts to erect a medical facility, a concession option with Kamchatka Medinvest (a subsidiary of Rostec Group of Companies) was also considered. Under the agreement, the investment payment amounted to 14.6 billion rubles. This idea was later abandoned. In April 2021, the government allocated 6.9 billion rubles for the completion of medical facilities from the federal budget. The contractor was appointed Crocus International JSC[1]

Postponement of hospital launch dates by a year

In mid-January 2024, the Government of the Russian Federation issued an order according to which the deadline for the implementation of the first stage of the construction of the Kamchatka Regional Hospital was postponed from December 31, 2023 to December 31, 2024.[2]

2023

Allocation of 2.3 billion rubles for the completion of buildings

At the end of June 2023, Prime Minister Mikhail Mishustin signed a decree that allocated more than 2.3 billion rubles from the Russian budget for the construction of the Kamchatka Regional Hospital. Another 300.6 million rubles will be allocated to finance the construction of a cancer center at the Tula Regional Oncology Center, follows from the document.

According to the press service of the Cabinet, the work is being carried out on behalf of the president, which he gave following a meeting on measures of socio-economic support for the regions, held on March 16, 2022.

Kamchatka Regional Hospital named after A.S. Lukashevsky is located in nine buildings of the 1950-1970s, the wear of which exceeds 70%. The construction of new buildings with a total area of ​ ​ more than 33.6 thousand square meters has been going on since 2011. By the end of 2023, the medical institution intends to open a medical and diagnostic building, as well as a building for accommodating patients. Taking into account the allocated funds, which became known at the end of June 2023, the project cost reached 13.9 billion rubles.

Initially, the total cost of construction was estimated at 8.3-8.5 billion rubles. The first contract for the construction of a hospital worth 3.49 billion rubles was concluded with Kamchatzhilstroy OJSC. But a few months later, the enterprise was bankrupt. In 2016, they signed a contract with Master LLC, but already in the contract for 628 million rubles they signed with Gask, which was soon also declared insolvent. In three years, they managed to fill the foundation and begin the construction of the hospital skeleton. In 2019, Kamchatka Medinvest (a subsidiary of Rostec Group of Companies) was chosen for the construction of a medical facility under a concession. The investment payment was supposed to amount to 14.6 billion rubles. But the concession did not take place either.

At the beginning of 2023, the Kamchatka Territory received 1.4 billion rubles from the federal treasury to complete the first stage of the construction of the regional hospital.

Chief accountant sentenced to 7 years for embezzlement of 7.7 million rubles

The former chief accountant of the Kamchatka Regional Hospital was found guilty of fraud (part 3, 4 of article 159 of the Criminal Code of the Russian Federation). The court sentenced a 60-year-old woman to 3.6 years in prison in a general regime colony, the press service of the regional department of the Investigative Committee reported on April 4, 2023.

The investigation and the court found that the defendant, being an official of the state budgetary health care institution, from 2017 to November 2020 illegally transferred the funds of the medical institution to the accounts of the persons she sought for allegedly delivered goods to the hospital. Subsequently, these persons transferred funds to the attacker.

Chief accountant of Kamchatka Regional Hospital found guilty of fraud

At the same time, wanting to give her illegal actions a legal form, the woman entered in the official documents of the institution deliberately false information about the purpose of the payment, reflecting that the money was made for the purchase of soft equipment for the hospital.

The total amount of damage from these actions by the defendant amounted to over 7 million rubles. In addition, the investigation found that the attacker attached her personal checks to an advance report in confirmation of allegedly purchased goods for repair in the hospital, which she actually used for personal household needs. As a result of these actions, the woman committed the theft of 24 thousand rubles.

As specified in the Investigation Department of the Investigative Committee of the Russian Federation for the Kamchatka Territory, the criminal case was investigated with operational support of the regional Department of the FSB of Russia.

The court sentenced her to imprisonment for a term of three years and six months with serving in a general regime colony, and also satisfied the claims of the prosecutor against the defendant for damages. The woman was taken into custody right in the courtroom.[3]

Delrus paid 7 million rubles for collusion when supplying an angiograph to the Kamchatka hospital

On March 20, 2023, the Office of the Federal Antimonopoly Service (FAS) for the Kamchatka Territory declared a violation of antimonopoly legislation in the actions of the Kamchatka Regional Hospital A.S. Lukashevsky and the supplier of medical equipment Delrus-DVRC LLC to conclude a cartel agreement. This conspiracy led or could lead to the restriction of competition and the creation of preferential conditions for participation in an electronic auction for the right to conclude an agreement, the regulator said. 2022: Conclusion of a contract for the construction of a hospital for 7 billion rubles with Crocus Group

"Crocus Group" Araz Agalarova became the sole executor of the state contract for the construction of the Kamchatka Regional Hospital. The corresponding order of the government, published in October 2022, drew the attention of the publication "Medical Bulletin."

The authorities allocated almost 7 billion rubles for the first stage of the construction of the medical institution alone. The developer will be able to involve subcontractors and co-executors in the implementation of the state order - Crocus's share in the execution of the contract should not be less than 25% of the total value of obligations.

At the first stage, it is planned to commission the medical and ward buildings, as well as engineering structures that ensure the possibility of independent operation of the medical unit. At the second stage, four more hospital buildings will be erected - polyclinic, ward, pathological and building of auxiliary departments

Mishustin instructed to find 8.4 billion rubles for the construction of a hospital in Kamchatka

At the end of August 2020, Prime Minister Mikhail Mishustin signed a list of instructions following a working trip to the Far Eastern Federal District. This was reported on the website of the Cabinet.

In particular, the head of government instructed the Ministry of Finance, the Ministry of Health, the Ministry for the Development of the Russian Federation and the Government of the Kamchatka Territory "to determine the sources of financing for the construction of the Kamchatka Regional Hospital (stage 1) in the amount of 8.4 billion rubles, including through budgetary allocations provided for by the Ministry of Health in the amount of 1 billion rubles, the Ministry for the Development of the Russian Far East - 1.5 billion rubles, other sources of federal budget funds - 4.4 billion rubles and the budget of the Kamchatka Territory - 1.5 billion rubles, based on the need to complete its construction in 2023, indicating sources of financing (by years of implementation).

According to the Kam 24 news agency, the new regional hospital in Kamchatka is one of the most famous long-term construction projects in the region. The project, as stated on the website of the Kamchatka government, was taken under control by Vladimir Putin, Dmitry Medvedev, Valentina Matvienko, German Gref, Leonid Roshal and other officials. Nevertheless, the construction was accompanied by a series of scandals. Several contractors have changed at the facility, who in six years only flooded the foundation and installed two frames.

In August 2020, the head of the Kamchatka Territory, Vladimir Solodov, told reporters that, according to the conclusion of the Ministry of Construction of Russia, the possibility of putting the hospital into operation in two years was confirmed.

Construction of a new medical coplex in Kamchatka for 13.9 billion rubles

A medical complex will be built in Kamchatka for 13.9 billion rubles

Earlier, Acting Governor of the Kamchatka Territory Vladimir Solodov asked Russian President Vladimir Putin to assist in the form of financial support of 8.4 billion rubles. Solodov called the construction of a new regional hospital a "landmark" project and expressed confidence that the facility "will bring healthcare to a qualitatively new level" and "create confidence that we will cope with the tasks, with the problems that we face."

Putin replied that "of course, a hospital is needed" and promised to give an appropriate order to the government.

Mikhail Mishustin assured that the hospital will continue to receive current funding in full. He asked to send all proposals for additional expenses to the Ministry of Finance and the Ministry of Health, and the Cabinet of Ministers will see "what can be done so that everything is in order before the commissioning of the new hospital."
