2020: Mishustin abolished a subcommittee on digital economy

On August 25, 2020 it became known of abolition of a subcommittee on digital economy. The relevant resolution was signed by the prime minister Mikhail Mishustin.

About what the Ministry of Telecom and Mass Communications will remove a subcommittee on digital economy of the government commission on digital development to use of information technologies for improvement of quality of life and conditions of conducting business activity, department reported in May, 2020. According to the D-Russia edition, this decision of the ministry is connected with separation of functions of a subcommittee between actually pravkomissiya and its presidium.

Mikhail Mishustin abolished a subcommittee on digital economy

The subcommittee on digital economy is abolished according to the 1st point of order of the Deputy Prime Minister Dmitry Chernyshenko of February 14, 2020 for optimization of structure of coordinating and advisory bodies of the Government of the Russian Federation. Point 1 of the document of the Ministry of Telecom and Mass Communications entrusted to carry out the analysis of a number of coordinating and advisory bodies of the government and to confirm need of their activity. Entered the list:

• the interdepartmental working group on questions of introduction of the electronic identity certificate of the citizen of the Russian Federation as the main identity document of the citizen of the Russian Federation in the territory of the Russian Federation;
• subcommittee on digital economy of the government commission on digital development;
• interdepartmental working group on architecture of basic information resources and principles of data processing.

The subcommittee was created for operational management of program implementation "Digital economy". On its meetings, in particular, approaches to determination and typification of digital platforms were approved, the additional directions of the Digital Economy program are approved, the order of monitoring and control of accomplishment of actions plans, etc. is approved.^[1]

2017: Creation of a subcommittee on digital economy under the leadership of Maxim Akimov

As it became known on August 15, 2017, the prime minister of the Russian Federation Dmitry Medvedev signed the order about creation in the Government of the Subcommittee on program implementation of "Digital economy". The first deputy chief of staff of the government Maxim Akimov headed the Subcommittee.^[2]

The subcommittee is created within the Government commission on use of IT for improvement of quality of life and conditions of conducting business activity

The main objective of the Subcommittee declares coordination of interaction of all authorities, business, science that will provide a possibility of solving of tasks in a foreground mode.

Representatives of federal agencies, Government Office, Presidential Administration, Agency of strategic initiatives and Analytical center to the Government entered a subcommittee. Among them^[3]:

• Deputy Minister of Telecom and Mass Communications of the Russian Federation (vice-chairman of a subcommittee) Alexey Kozyrev;

• The deputy chief of Russian President's Directorate of Experts (the vice-chairman of a subcommittee) Leonid Osipov (under approval);

• The secretary of state — the Deputy Minister of Economic Development of the Russian Federation (the vice-chairman of a subcommittee) Oleg Fomichev;

• Assistant to the Deputy Prime Minister Russian Federation Dvorkovich Evgeny Gribov

• Deputy Minister of Finance of the Russian Federation Andrey Ivanov;

• The deputy manager of scientific and technical service — the chief of the Center data protection and special communication FSB Russia Andrey Ivashko;

• Deputy manager of the Russian Government Analytical Centre Evgeny Kislyakov;

• Associate director of the Russian Government's Department of Information Technology and Communications (responsible secretary) Evgeny Komar;

• The secretary of state is a Deputy Minister of Justice Yury Lyubimov;

• The area director "Young professionals" of autonomous nonprofit organization "Agency of Strategic Initiatives on Promotion of New Projects" (under approval) Dmitry Peskov;

• The deputy head of department of the President of the Russian Federation on application of information technologies and development of electronic democracy (under approval) Pavel Pugachev;

• Deputy Minister of Economic Development of the Russian Federation Savva Shipov.

The subcommittee on digital economy  performs:

• coordination of activity of the bodies and organizations providing implementation of actions plans  of the program; 

• operational management at the level of the program in general and within integration of the directions; 

• functions on settlement of disagreements within preparation and change of actions plans and approval of projects.

The Prime Minister also reminded that for program management "The digital economy" will be created specialized autonomous nonprofit organization which part such structures as Rostec, Rosatom, Sberbank, Rostelecom, Skolkovo Foundation, the Agency of strategic initiatives, Yandex Company, Mail.ru are ready to be. The organization will act as advisory body of management, to create requests from business, to carry out monitoring of execution of the program of digital economy, to estimate efficiency of its implementation.
