2024: Cargo UAVs with automatic control launched in Nizhny Novgorod region

The Nizhny Novgorod region became the first region of Russia, where in November 2024 an experimental legal regime was introduced for unmanned aircraft systems with automatic control, capable of transporting goods weighing up to 1.5 tons without human participation.

According to Kommersant, the decree on the introduction of a special regime was signed by Russian Prime Minister Mikhail Mishustin. The program is designed for three years and involves attracting investments in the amount of ₽286 million.

The Governor of the Nizhny Novgorod Region Gleb Nikitin noted that this step will complete the formation of a full-fledged ecosystem for the development of unmanned aircraft in the region, where specialized classrooms have already been created and tax incentives for manufacturers are in effect.

Within the framework of the program, it is planned to conduct about 2.5 thousand test flights on the territory of the Kstovo-Vostochny airport. For each flight, individual parameters will be determined: cargo weight, distance, weather conditions and restrictions on the size of landing sites.

Director of ANO "Gorky Tech" Evgeny Fedoseev stressed that the new regime optimizes the legal aspects of the use of drones while maintaining all the necessary safety requirements.

14 companies have already joined the program, including BAS LLC, Aeromax and Fly Drone. In a simplified manner, any Russian companies and individual entrepreneurs working in the field of unmanned aircraft can become participants.

The experimental regime will allow the use of drones in agriculture and for monitoring forest fires. The program will involve 325 unmanned systems.

In October 2024, a research and production center for unmanned air systems began work in the region, which became an important stage in the development of the industry.[1]

Revenue growth of ICT companies by 9.1% to ₽114,8 billion

The turnover of companies in the Nizhny Novgorod region engaged in the field of information technology and communications in 2024 increased by 9.1% and reached ₽114,8 billion. At the same time, exclusively IT companies in the region increased revenue by 10.6%, bringing the figure to ₽66 billion. This became known on February 21, 2025.

According to the press service of the Nizhny Novgorod region, the region occupies 5% in the total turnover of all Russian software companies. In 2024, the region took first place in the ranking of measures to support IT companies among the subjects Russia according to the association Russoft"."

Support for domestic IT solutions is part of the tasks of the federal project of the national project "Data Economics and Digital Transformation of the State," which began to operate in Russia on January 1, 2025 on behalf of President Vladimir Putin.[2]

In September 2024, it became known that ₽6 billion was allocated in the Nizhny Novgorod region to support IT companies engaged in the development of import-substituting software. 2024: Tourist flow growth by 12.5% to 4.7 million people

Deputy Governor of the Nizhny Novgorod Region Oleg Berkovich announced in early February 2024 that he had reached a record tourist flow rate in the region - more than 4.7 million visitors, which is 12.5% more than in 2023.

According to the government of the Nizhny Novgorod region, such an increase indicates the strengthening of the status of the region as one of the main tourist centers in Russia. Over the past years, the flow of guests has been steadily increasing by an average of 10-15% annually.

The Deputy Governor noted that a significant increase in the number of tourists was facilitated by holding more than 170 thematic events in Nizhny Novgorod and other settlements of the region within the framework of the status of the "Cultural Capital of Russia." Special attention was paid to the celebration of the 225th anniversary of Alexander Pushkin, the 120th anniversary of Valery Chkalov and the 550th anniversary of Balakhna.

The Minister of Tourism and Fisheries of the Nizhny Novgorod Region Sergey Yakovlev emphasized the increased popularity of regional attractions. Tourists actively visit Arzamas, Diveevo and Bolshoi Boldino. The transformation of Semenov, Chkalovsk, Gorodets and Vyksa also attracts new guests.

Of particular interest to travelers are the natural attractions of the region - Lake Svetloyar, Lake Toskanka and Kerzhensky Reserve. In 2025, the region will continue to work to increase tourist attractiveness as part of the national project "Tourism and hospitality."

Over the past four years, ₽6,6 billion has been allocated for the implementation of a national project in the Nizhny Novgorod region. The new program, initiated by Russian President Vladimir Putin, aims to develop tourism infrastructure, produce domestic products for the industry, train personnel and promote travel in Russia both domestically and abroad.[3]
