Biography

Alexey Semenov was born on September 16, 1969 in Moscow.

From 1987 to 1989 he served in the Armed Forces.

In 1997 he graduated from the Humanitarian Institute, in 2011 - from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, candidate of economic sciences.

In 1992-2006 he worked in the companies Promstroyservis, Oboronkonvers, and Comprehensive Utilization of Equipment.

In 2006-2009 - Director of the FSU "Research Center for Resource Conservation and Waste Management" subordinate to the Ministry of Industry and Trade.

2009: Development Director of the Ministry of Transport

On November 3, 2009, he was appointed Director of the Development Programs Department of the Ministry of Transport of the Russian Federation under Minister Igor Levitin (2004-2012). He retained his post under the next minister Maxim Sokolov (2012-2018).

In this position, Semenov is responsible for the scientific, technical and innovative activities of the ministry, the development of high technologies in the transport complex, the development of infrastructure, the technical and technological base of transport corridors, the organization of transport flows, the development and implementation of innovative technologies in the field of transport management and logistics, the implementation and use of the GLONASS system.

His area of ​ ​ responsibility also includes the organization of activities for the development of informatization and automation of control systems of the transport complex, including one of the most expensive state systems in Russia - the Unified State Security Service for Transport Security (OTB). He also represented the interests of the Ministry of Transport in the implementation of the Plato project.

In addition, under the leadership of Semenov, the Ministry of Transport was engaged in import substitution of software: it implemented OS Alt, MyOffice, R-Virtualization (more about the project) and PostgreSQL (more about the project).

2018

Applicant for the post of Deputy Minister of Transport

On August 21, the Russian government published a decree according to which the number of deputy ministers of transport will increase from 7 to 8. The new position, according to TAdviser sources, was introduced to appoint Alexei Semenov, who will deal with the digital development of the industry.

2024: Arrest in the case of fraud in the development of GIS transport security

At the end of November 2024, it became known that the Dorogomilovsky court Moscow sent the former deputy minister transport Russia Alexei Semenov to the pre-trial detention center. He is suspected of fraud on an especially large scale.

Semenov served as Deputy Minister of Transport from October 2018 to November 2020. Among other things, he was engaged in the supervision of digital development. According to RIA Novosti, the case was initiated in connection with the events of 2012, when Semenov acted as director of the development programs department at the Ministry of Transport of the Russian Federation. The law enforcement agencies said that the amount of fraud in the case is estimated to be more than 200 million rubles.

The Izvestia newspaper, in turn, notes that Semenov was detained in the case of FSUE ProtectionInfoTrans. His defendants were the former head of the enterprise Yuri Spassky, his deputy Viktor Parakhin and the deputy head of the information technology department Roman Lavrentiev. According to the investigation, in June 2020, the accused requested 180.5 million rubles of additional funding from the leadership of the Ministry of Transport for the development and operation of the Unified State Information System for Ensuring Transport Security (EGIS OTB) as part of the fight against the spread of coronavirus.

Semenov was charged under Part 4 of Art. 159 of the Criminal Code - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to ten years with a fine of up to one million rubles or in the amount of the convict's salary or other income for a period of up to three years or without it and with restriction of freedom for up to two years or without it.
