In Belarus

As of September 2019 Mikail Gutseriev is building a huge mining plant in Belarus for $2 billion - this is the largest (after the construction of the BelNPP worth 11 billion) investment project in the history of sovereign Belarus.

The amount is as follows: $1.4 billion is a loan from the Development Bank of China (the loan rate is not specified), the remaining 600 million is the money of Gutseriev's company.

According to the investment agreement, Gutseriev is also obliged to invest $250 million on other projects in the country.

Construction is underway south of the district center of Luban.

It was reported that allegedly President of Belarus Alexander Lukashenko promised Gutseriev to rename Lyuban to Gutserievsk.

By this time, Gutseriev had built in Belarus:

  • terminal for business aviation in Minsk-2.

It ranks 17th in the ranking of the Russian-language version of Forbes "The Richest Businessmen of Russia - 2012"[1] and 141st in the world ranking of billionaires Forbes[2]. Mikhail Gutseriev's fortune is estimated at $6.7 billion.

Debt

The total debt of companies associated with the family of Mikhail Gutseriev is about 1 trillion rubles. (about $15 billion), Forbes wrote in October 2019, citing two sources.

According to the interlocutors of the magazine, this figure was obtained as a result of counting the bank of bad assets ("Trust). The resulting data coincide with the available public information, Forbes clarifies. Thus, the Afipsky refinery owned by Safmar Gutseriev owes the bank more than 170 billion rubles, and in early October Sberbank provided the plant with a loan of $1 billion. A Forbes source surrounded by Gutseriev says that he does not recognize the debt of the Afip refinery.

The businessman's structures also pay money to several more banks, but there the size of loans does not exceed 10 billion rubles. in each, clarifies Forbes. The magazine estimates the total debt at 1% of the assets of the entire banking system.

A Forbes source close to Sberbank claims that Gutseriev does not disclose the amount of debts associated with his family to even the largest creditors. However, a magazine interlocutor close to the Central Bank says that the amount of debt "does not scare anyone": all loans are reserved, and Gutseriev has working assets.

According to Forbes estimates, the Gutseriev clan for the fifth year in a row holds first place in the list of the richest families in Russia with a total fortune of $25.3 billion.

2010-2015: President of Russneft

On February 20, 2015, it became known that Mikhail Gutseriev resigned as president of Russneft. At the same time, as a source close to the shareholders of Russneft told Interfax, Gutseriev will continue to manage the company as chairman of the board of directors. He will also continue to participate in the strategic management of Neftisa, which he created. Russneft's 2014 report states that Mikhail Gutseriev prematurely resigned as president of Russneft on February 2, 2015, based on a decision by the company's board of directors.

2016: Divestment from Rost Bank

In June 2019, the court invalidated transactions worth 255 billion rubles. It is assumed that with the help of them Gutseriev withdrew assets from the Binbank group and Rost Bank.

Asset withdrawal transactions were carried out in 2016-2017, when the former main owner of Binbank Mikail Shishkhanov (Gutseriev's nephew) carried out the reorganization of Rost Bank with money from the Central Bank.

Rost Bank transferred 205 billion rubles to the authorized capital of the Rost Investment subsidiary, and another 50 billion rubles to the capital of Rost Capital.

205 billion rubles transferred to Growth Investment. subsequently went to accounts in foreign banks and foreign companies, and 50 billion rubles, which received Growth Capital, were spent on the redemption of illiquid assets. As of 2019, companies whose accounts took cash from subsidiaries were liquidated.

Shishkhanov, as well as Mikhail, Said and Sait-Salam Gutserievs and other former top managers of Rost Bank are listed in the lawsuits as third parties.

2017: Support for the digital revolution in Belarus

2019: Searches in offices and apartment

On the morning of December 18, 2019, searches were carried out in the offices of Mikhail Gutseriev's companies, a source in the Main Directorate of the Ministry of Internal Affairs in Moscow told RBC about this. Three eyewitnesses spoke about the details of the operation in the Chaika business center on Novoslobodskaya Street, where the ForteInvest office is located. Searches took place at ten offices of Gutseriev's companies and his relatives, including the headquarters of the RussNeft oil company, whose board of directors is headed by Gutseriev, and ForteInvest (owns the Orsk refinery, is engaged in trading, the company's general director is Gutseriev's son Said), the Mash Telegram channel reported earlier. According to him, the search took place in Gutseriev's apartment in Khamovniki.

2020: Exit from the Boards of Directors of NPF Safmar and Mospromstroy Fund

The publication reminds that the requirements of the Trust to Gutseriev arose as a result of the reorganization of the Binbank group in 2017. The businessman's share in the credit institution was 24.5%. For the financial recovery of Binbank, the Central Bank poured 57 billion rubles into its capital in March 2018, and non-core assets of the credit institution were transferred to Trust. The Bankruptcy Law allows the Central Bank to hold accountable former shareholders of sanitized banks (Article 189.23 of the law), the refusal of claims against Gutseriev was the basis of amicable agreements.

According to Alexander Sokolov, by December 2023, under the second agreement, Gutseriev had to pay off 2.2 billion rubles.[4]

Political activities

In November 1994, he created the first Ingushetia economic favorable zone in Russia and was appointed its Head by a decree of the Government of the Russian Federation.
