2022: Remote monitoring service for cancer patients launched in Russia

In November 2022, a remote monitoring service for the health of cancer patients was launched in Russia. He earned on the basis of the Gostelemed platform, which is being developed by RT Doctis.

The task of the system is to enable the doctor to continuously monitor the state of health of a person with an oncological diagnosis and not miss a critical situation when urgent medical care is needed. At the same time, the patient himself is under the supervision of a doctor, being at home or in another comfortable place.

He does not need to come to the reception more often than usual. For remote monitoring, you need to connect to the service as prescribed by the attending physician. This can be done through a website or mobile application. The patient's task is to keep a diary, adding important indicators of his health to it. The doctor controls this information through his personal account. If the patient forgot to enter the data, first he will receive a reminder of the system in the form of a notification, then a robot assistant will call, who can also be informed about his health.

If necessary, he will be contacted by phone by the call center operator, who can organize a consultation with a doctor - face-to-face or telemedicine. The program not only transmits data to doctors, but also analyzes the dynamics of changes. If the indicators become unfavorable, the service automatically records the patient for a consultation, and in the event of a sharp deterioration, he immediately receives a referral for hospitalization.

According to the head of the Doctis company Sergei Lezhnin, after the completion of the pilot project in Nizhny Novgorod, the service can be made available to cancer patients throughout the country. The Gostelemed platform, on the basis of which the service works, by mid-November 2022 operates in 16 regions of Russia - Astrakhan, Kaliningrad, Kaluga, Kostroma, Kurgan, Leningrad, Moscow, Nizhny Novgorod, Rostov, Sverdlovsk, Smolensk, Tula and Sakhalin regions, the republics of Buryatia and Dagestan, in the Kamchatka Territory, as well as in FMBA clinics.[1]

2020: Launch of the federal telemedicine platform gostelemed.ru

RT-Doctis (a joint venture of Tsifromeda, Doctis and RDIF) has completed the development of a federal telemedicine platform integrated with a unified state identification system. This was announced on December 15, 2020 by Rostelecom, which has already begun to actively connect regional health systems to the platform free of charge.

The relevance of telemedicine care services has increased sharply amid the COVID-19 pandemic and the seasonal rise in respiratory diseases. It is expected that the digital telemedicine platform will reduce the number of face-to-face consultations with doctors by at least 30%. With the help of convenient tools, doctors can remotely make appointments, write out electronic prescriptions or open digital sick leave in cases provided for by law. In addition, remote monitoring of patients who are on outpatient treatment, have chronic diseases or have recently been discharged from the hospital is provided.

To receive the service, the patient needs to log in to the gostelemed.ru portal using the public services portal account, select the desired specialist and make an appointment. By the end of 2020, the platform will be ready to transfer all medical appointments and protocols created during the remote reception of a doctor directly to the patient's personal account on a single portal of public services.

During 2020, the telemedicine platform was tested in the Belgorod, Moscow and Rostov regions, during which the interaction of doctors with patients, as well as with large pharmacy chains, was worked out. In total, 53 medical organizations and 380 pharmacies (Rigla, 36.6, Magnit, Planet Health, Pharmacy Tradition and others) took part in the testing, more than 300 doctors were trained, more than 20 thousand remote consultations were held, more than 300 thousand electronic prescriptions were written. The integration of the platform with the compulsory health insurance system made it possible to make telemedicine consultations free for patients.

As of December 2020, residents of,,, Moscow, Belgorod Vladimirskaya Kaluzhskaya Rostovskaya regions and can already use remote medical consultations on the platform. Perm Territory In 2021, the platform will be ready to operate in all regions of the country.

"It is very important to show care and attention to people who have had a severe coronavirus and continue to recover at home. This is an insidious disease, the consequences are felt for a long time, and our task is to support everyone. To do this, we created the Telemedicine Center in Monica. At first, 20 doctors worked here, now even more. More than 300 consultations are held daily. This is a video call or just a phone call, the doctor assesses the dynamics of the patient's condition, and, if necessary, organizes the departure of the doctor or ambulance team. You can also get advice from a narrow specialist, say, a cardiologist, neurologist, endocrinologist. Thanks to our doctors, this is a popular format of assistance, albeit at a distance, "said the Governor of the Moscow Region Andrei Vorobyov.

"The Rostov region actively supports all new digital initiatives, especially those related to the most important topic of healthcare. So, already this year we have successfully launched several pilot projects on telemedicine, which have shown high efficiency and demand among the population. The next step is to provide telemedicine services to all Don residents. This is an extremely significant task for us, the implementation of which will help the population get medical care in the shortest possible time, as well as reduce the load of Don doctors in this difficult time. For the Rostov region, this project is an important component of the general strategy for creating a comfortable and safe space in the entire region, or, as we emphasize today, "Territory of Numbers," "said the Governor of the Rostov Region Vasily Golubev.

The license to use and connect to the telemedicine platform is free for regional health systems. To connect, the region needs to allocate medical institutions and doctors who will conduct telemedicine consultations, as well as organize explanatory work on the availability of the service for the population. Doctors of the network of clinics "Mother and Child" from different cities of Russia also participate in the process of introducing the platform in the regions. They not only transfer their knowledge and experience in conducting remote consultations to doctors of state clinics, but also help them as much as possible, also providing free telemedicine consultations to residents.

"In a pandemic, it is important to minimize the risk of contracting infectious diseases, including in medical institutions. Telemedicine consultation allows you to protect both the doctor and the patient, reduce the overall burden on the healthcare system, and also creates additional comfortable conditions for the patient, allowing him not to waste time traveling to the clinic, "said Academician of the Russian Academy of Sciences, famous doctor, obstetrician-gynecologist Mark Kurzer, founder of the Doctis telemedicine service.

"Of course, such a telemedicine platform is extremely needed right now. The burden on the health care system has grown unprecedentedly, all forces have been thrown into the fight against COVID-19. Our solution will help ensure the availability of medical care by more effectively distributing the burden on doctors, attracting staff from other cities and districts, as well as doctors from the network of clinics "Mother and Child" - our project partner. We were able to launch the project in a short time, combining our infrastructure and digital competencies with the medical competencies of our partners. In the future, we plan to fully integrate the telemedicine platform with the portal of public services and the unified state information system in the field of health care at the federal and regional levels. Thanks to such well-coordinated actions with our partners from Rostec and the Mother and Child network, we increase confidence in new digital technologies in healthcare and make high-quality medical care affordable, despite the distance and place of residence of the patient, "said Mikhail Oseevsky, President of Rostelecom.
