2023: The Smart Kurchatov platform includes 34 updated software modules
The administration of the Kursk region, the administration of Kurchatov and RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) are developing the Smart Kurchatov project. As part of the fourth stage of development, where special attention is directed to the energy efficiency of the municipal sector, the functionality of digital services has been expanded. In addition, urban infrastructure facilities are integrated into the project . This was reported on July 17, 2023 by RuSat Infrastructure Solutions.
Now the Smart Kurchatov platform includes 34 updated software modules, which include innovation blocks for the urban environment, smart transport, digital housing and communal services and others. The project is designed to increase the efficiency of city management, optimize energy consumption and, as a result, make the life of citizens more comfortable. The development of Smart City takes place within the framework of the implementation of two national projects: Digital Economy and Housing and Urban Environment.
The solution is a single software and hardware complex with various digital services for residents, municipalities and businesses. This is a set of infrastructure and modules combined by a shared web resource. Smart Kurchatov is based on an integration digital platform developed by RIR. This is a completely Russian development, taking into account the requirements for safety and import substitution. Work on the project is carried out by Digital Platforms and Smart City Solutions JSC (part of the RIR control loop).
At this stage, the system of monitoring energy consumption by municipal institutions of the city continued to develop. Additionally, nine institutions of the city (gymnasiums, schools, lyceum) are equipped with equipment for automatic transmission of readings of resource metering devices. Information transmitted through the urban transmission network launched in 2021. data LoRaWAN Data on consumed resources are transferred to the Smart Kurchatov platform, which provides up-to-date operational analytical and information on facilities equipped with smart electro metering/heat/water supply devices.
The interface and all modules of the Smart Kurchatov platform have been updated to version 2.0 with the expansion of the functionality of previously introduced modules and the addition of others. When updating the platform, the RRI development team migrated the accumulated data. The updated version assumes not only a redesign with the satisfaction of the requirements for web products, but also the use of current technologies when writing code.
The functionality of the service transport monitoring module has been expanded. Now the administration can monitor the operation of communal harvesting equipment, monitor the effectiveness and compliance with the plans for mechanized harvesting. To do this, integration is carried out with the information system of JSC RCNU in the Kursk Region, which allows you to receive data on vehicle movements.
The updated functionality of the City Cleaning service is called upon to improve the appearance of the city jointly. In the public part of the module, an active resident can now initiate measures, for example, to clean up territories (subbotniks). For its part, the municipality will provide the necessary support by providing tools, equipment, etc.
The Smart City project differs in that after implementation, work on it only begins, and in no case ends. We want residents and guests of the city to have a digital tool at hand to resolve issues from different spheres of life. Therefore, together with Rosatom, we continue to develop the Smart City project. Its most important task is to improve the safety and quality of life of our citizens using technology. The platform allows the administration to quickly respond to requests, involves residents and business representatives in the dialogue, commented on the head of Kurchatov Igor Korpunkov.

The goal of our joint work in the implementation of Smart City projects is to improve the interaction between the municipality, residents and business. Any digital technologies are created primarily for people, to improve the quality of life. This does not happen immediately, but step by step. We took the next step in Kurchatov. This is one of the key cities, and atomic industries we want our services to be reliable assistants for the development of the city, noted Ksenia Sukhotina, General Director of RuSat Infrastructure Solutions JSC.

Inclusion of elements "Smart urban transport" and "Smart housing and communal services"
The administration of the Kursk region, the Department of Urban Economy of Kurchatov and RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) have put into commercial operation additional digital services of the Smart Kurchatov platform and urban infrastructure facilities. RIR announced this on January 17, 2022. Special attention of the project is aimed at the development of technologies to improve the quality of life and efficiency of the housing and communal services and transport sector. Such important elements of the Smart City concept as Smart Urban Transport and Smart Housing and Communal Services will be built into the system. Work on the project is carried out by Digital Platforms and Solutions of the Smart City JSC (part of the RIR control loop).
The project is being implemented with the support of the Kursk Region, the Rosenergoatom Concern and the administration of the city of Kurchatov under a cooperation agreement. As of January 2022, Smart Kurchatov includes 28 modules, which include blocks of urban management, innovations for the urban environment, smart transport, tourism, etc.
Within the framework of the project, a city management center (situation center) was created and equipped. 8 "smart" stops appeared in the city, thanks to which people on electronic boards will be able to track the arrival of vehicles. To improve traffic safety and optimize traffic flows, 4 smart intersections have been launched. In addition, a system was created to control the consumption of energy resources by municipal institutions of the city. The city has created a video surveillance system with the ability to centrally work remotely with archival video recordings and integrate city cameras into the Smart Kurchatov system.
We want residents and guests of the city to have a digital tool at hand to resolve issues from different spheres of life. Therefore, together with Rosatom, we continue to develop the Smart City project. Its most important task is to improve the safety and quality of life of our citizens using technology. Now residents will be able to check the arrival of the necessary vehicles online, pay for a section for a child, complain about poor street lighting, monitor street cleaning schedules, and check the legality of earthworks. As part of the implementation, integration with existing systems for residents and administration was carried out, authorization was provided through a single identification and authentication system (ESIA). All digital services for residents are available both through the portal and through a mobile application ( iOS or Android). After the integration of the systems and the implementation of the main modules, RIR experts conducted training for authorized employees of the administration and departments.
