The Rosstat Digital Analytical Platform (DAC) is one of the key elements of the national data management system created as part of the Digital Economy national program.

The purpose of the platform is to move to a new structural and functional model for the production and distribution of statistical data in Russia. This model should implement the principles of a single information space of data, traceability and relationship of concepts and objects of statistical accounting, one-time provision of primary statistical data and their repeated subsequent use.

The commissioning of the platform is planned to be completed by the end of 2021.

Data from the platform will be available for all categories of information users (authorities, business, experts, the international community). A significant part of the information generated in automatic mode will be provided free of charge.

2024

Allocation of 1.58 billion rubles for the digitalization of state statistics for 2025

In 2025, 1.58 billion rubles were allocated for the implementation of the federal project "State Statistics," which is part of the national project "Data Economics and Digital Transformation of the State." The planned costs are spelled out in the law of November 30, 2024 "On the federal budget for 2025 and for the planning period 2026 and 2027."

The named fedproekt is aimed at reforming state statistics. According to the Izvestia newspaper, it is planned to create a Digital Analytical Platform for the Provision of Statistical Data (GIS DAC). In addition, the funds will be used to develop a methodology for calculating statistical information based on big data, as well as to develop software and hardware platforms for the exchange of data between Rosstat and other departments.

As part of the federal project in 2026, 2.99 billion rubles are provided for the work, and in 2027 - 1.92 billion rubles. Thus, total expenses in the period 2025-2027. will amount to approximately 6.48 billion rubles.

Prime Minister RFMikhail Mishustin notes that statistics are the main source of information for assessing the social and economic situation, shaping state policy and making management decisions. According to him, work is underway in Russia to improve technological processes for collecting and processing data, including using advanced information and technological solutions. The new systems will reduce the burden on business and speed up the publication of statistics.

Allocation of ₽13,3 billion for the creation of a single GIS of state statistics

The Russian government is allocating ₽13,3 billion to create a single Digital Analytical Platform for Statistical Data until 2030. The financing of a large-scale reform of state statistics became known on November 27, 2024.

By 2030, it is planned to ensure the automatic transmission of all statistical data to the Rosstat system in a single standard. This will reduce by almost a third the amount of duplicate information during the exchange between departments.

Oleg Logvinov, General Director of Logvinov Consulting Service, noted that the system will aggregate data from various departments, including information on work books, taxes, social benefits and the consumer basket.

Valery Andreev, Deputy General Director for Science and Development of IVK JSC, pointed out the need to eliminate the subjective factor from calculations and data presentation, which is the main problem that undermines confidence in statistics.

According to Deputy Prime Minister Dmitry Chernyshenko, about 4 thousand state information systems of the federal and regional levels operate in Russia, the data of which are often not synchronized with each other.

The project also provides for the allocation of ₽600 million for the development of a methodology for calculating statistical information based on big data. The reform is being implemented within the framework of the national project "Data Economics and Digital Transformation of the State."[2]

The decision to include state statistics in the national project was made in October 2024. The financing is designed for the next three years and is aimed at implementing a federal project to modernize the country's statistical system.

The head of government gave a number of instructions to finalize the draft development strategy for Rosstat and the state statistics system until 2030, as well as the roadmap for its implementation. The final versions of the documents must be submitted to the Ministry of Economic Development of Russia by October 31, 2024.

Among them - improving the quality of data, optimizing the processes of production of statistical information, reducing by one and a half times the processing time of primary statistical data and the formation of official statistical information.

Particular attention is paid to the creation of direct download services for statistical reporting from internal information systems of companies. This innovation is designed to simplify the data collection process and increase its reliability. In addition, it is planned to prepare lists of the most popular statistical indicators for state authorities and private companies.

One of the key tools for the implementation of the strategy will be the state information system "Digital Analytical Platform for the Provision of Statistical Data." This platform should enable more efficient collection, processing and analysis of statistical information.[3]

In July 2024, the president Russia Vladimir Putin signed a law aimed at reducing the reporting burden on small businesses. This document was published on the legal information portal.

The new law was developed in order to optimize the reporting burden on small enterprises and microbusiness, as well as to eliminate duplication of reports by various departments. Statistical observations of business activities will be carried out using a single register and a digital analytical platform for providing statistical data. Lists of respondents are formed on the basis of information from this registry.

Information will be collected through the state system "Digital Analytical Platform for the Provision of Statistical Data." The lists of indicators and the frequency of data collection will be approved by the Russian government. According to the new rules, statistical observations of small business activities will be carried out once every five years.

The law also provides that the implementation of its provisions in the context of digitalization will provide a significant reduction in the volume of statistical reporting for small and micro-businesses, and will simplify the collection and transmission of such information. These measures are aimed at reducing the bureaucratic burden on enterprises and increasing the efficiency of their activities.

The law comes into force on January 1, 2025. Under the new rules, self-employed, notaries and other private practitioners will also be required to provide statistics authorities with primary data related to entrepreneurial activities. However, they will report on the old system using statforms and electronic document management operators, unlike small enterprises that will be able to use the digital platform.[4]

Adoption of the law on the digital platform of statistical data

On March 20, 2024, the State Duma of the Russian Federation approved a bill on a digital platform for statistical data. The document was developed in order to reduce the reporting burden on small businesses, optimize the forms and types of reporting provided by them, as well as prevent its duplication by various departments.

The project provides for amendments to the law "On the development of small and medium-sized businesses in the Russian Federation." We are talking about the introduction of a new procedure for collecting primary statistical data during federal statistical observations of the activities of small businesses. At the same time, the collection of other reports is canceled, with the exception of information included in the administrative data, and information, the receipt of which is directly provided for by federal laws.

The State Duma approved the bill on the digital platform of statistical data

The technological basis of the proposed legal regulation is the state information system "Digital Analytical Platform for the Provision of Statistical Data." The functionality of this GIS makes it possible to establish a mechanism for collecting reports on the principle of "one window" - the personal account of the respondent. Access to it will be carried out through the State Public services portal and the Digital Platform МСП.РФ. Signing reports in your personal account can be carried out using an enhanced qualified electronic signature, including one that is already used by the respondent when providing mandatory accounting and tax statements.

Access to consolidated data on the activities of small businesses contained in the information system will be provided to authorities at all levels. This, as noted, will eliminate duplication and reduce the burden on business entities without compromising the information needs of the state, ensuring "rational and repeated use of once collected information."[5]"

2023

Creation of an inflation system using online checks for 20 million rubles

On August 7, 2023, information appeared that the Federal State Statistics Service of the Russian Federation (Rosstat) placed an order for servicing the system for collecting and analyzing big data from various sources for their use in calculating inflation and maintaining trade statistics.

The creation of a digital analytical platform to ensure official statistical accounting (DAC) will cost the federal budget 1.8 billion rubles for the period until 2024. Such data follow from the federal project "Digital Public Administration" of the national program "Digital Economy." The project is being implemented by the Federal State Statistics Service (Rosstat) with the participation of the Ministry of Economic Development.

Rosstat placed an order for servicing the system of collecting and analyzing big data from various sources by processing checks of cash registers

According to the Vedomosti newspaper, the performer will have to process checks of cash registers (CCT). These documents will be transferred to Rosstat from the information system of the Federal Tax Service. The amount of the contract is 20 million rubles, and the work must be completed by the end of 2023.

As of the beginning of August 2023, Rosstat collects data for calculating the consumer price index (CPI) in the traditional way - by bypassing retail outlets. The main problems due to which the transition to a more modern automated method of estimating inflation had to be postponed are the limited openness of information due to tax secrecy and the heterogeneity of data. According to the representative of Rosstat, a number of technological issues have not been resolved, primarily related to linking checks to specific retail outlets. The data obtained does not allow to identify the seller (taxpayer), since the information contained in the fiscal documents, including the address of the place of settlements, constitute a tax secret and are not subject to transfer.

According to information on the Rosstat website, the main problem with automatic data collection is that each organization itself enters the names of goods into the database, and therefore they differ in different stores. That is why there are difficulties with linking checks to specific outlets and their location. It is assumed that in the future a special system based on artificial intelligence will be able to automatically recognize the names of goods and accurately identify them.[6]

National Technologies Contract

National Technologies LLC signed a contract to support state information systems of the Federal State Statistics Service (Rosstat). This step is part of the Rosstat digital transformation program for 2023-2025, which is aimed at ensuring the reliability and security of information systems and technological infrastructure. This was reported to "National Technologies" on July 17, 2023.

Rosstat is the operator of two state information systems: the Digital Analytical Platform for the Provision of Statistical Data (DAC) and the Information and Computing System (IVS) of Rosstat. These systems are the basis of the National Data Management System and play an important role in providing prompt and high-quality statistical information for government needs.

According to the contract, the National Technologies company will be responsible for supporting the five main systems and key components of the DAC GIS, including the Unified Register of Statistical Observation Objects, the information security subsystem, the software and technology component for forming, maintaining and monitoring the implementation of the federal statistical work plan, as well as the Demography subsystem in the Rosstat IVS.

In accordance with the calendar plan, for July 2023, work is already underway to organize the functioning of the technical support service. NatsTekha specialists study the composition of GIS, the features of application software and how it interacts with external information systems.

It should be noted that Rosstat GIS processes various categories of information, including open data, as well as confidential and personal information.

"National Technologies," in turn, have all the necessary set of documents for the implementation of this kind of work, including an indefinite license for the technical protection of confidential information and an indefinite license of the FSB of Russia for the development of funds and the implementation of work in the field of cryptographic protection of information.

2021: Mishustin approved the creation of a unified platform for state statistics

At the end of June 2021, Prime Minister Mikhail Mishustin signed a decree on the creation in Russia of a digital analytical platform for the provision of statistical data.

According to the press service of the Cabinet, the platform, which is planned to be commissioned by the end of 2021, will unite disparate statistical systems. Among them are a register of forms of statistical observation and statistical indicators and a single repository of statistical data.

Interaction of the system with other GIS is carried out through a single system of interdepartmental electronic interaction (SMEV), with other IT systems - within the framework of agreements between operators and in accordance with the law.

It is assumed that thanks to the new resource, the main participants in statistical accounting - government agencies, respondents and data users - will now interact in a single digital environment.

In addition, the implementation of the project is expected to unify the procedures for collecting, storing and disseminating information, avoid duplication of reporting and establish the reuse of primary data. All this will make statistics better and more accessible, give users the opportunity to receive all the necessary information from one source.

The Government of the Russian Federation also notes that separate software components will be created within the system for especially important projects, for example, the All-Russian Population Census. They will ensure prompt processing of information and aggregation of socially significant indicators.

The provision approved by Mikhail Mishustin also defines the basic principles of the platform, including the relevance, availability and reliability of information, transparency of collection and processing processes, and the use of a unified methodology.

2020: The creation of the platform is estimated at 719 million rubles, the launch is scheduled for 2023

Rosstat creates a national platform "Population" with free access to data for business

According to him, Yandex and Sberbank are already interested in the platform. By December 2020, companies can receive data from departments on request - this is a long process, Smelov added. The necessary information is transmitted to them in the form of tables, they will be replaced with graphs, pictures, diagrams and maps with geolocation.

According to the publication, big business has long been looking for access to information that the state collects about the population. Thus, the President of the Big Data Association Anna Serebryanikova believes that companies need statistics for strategic planning.

According to Nikolai Komlev, director of the Association of Computer and Information Technology Enterprises, the Rosstat platform will not only facilitate access to information about the population, but also allow ordinary citizens to get information about officials or real statistics. He is sure that then work with the DAC will begin to limit. And according to Viktor Subbotin, head of the Smart City committee of the Russoft association, large corporations already have the opportunity to collect data, and small and medium-sized businesses do not need such statistics at all.[8]

2019

Subcontracting

and Research Institute "Sunrise" National Center for Informatization (NCI), which won competitions in August 2019 to create a number of key components of the digital analytical platform (Rosstat DAC), decided to involve subcontractors in the implementation of these works. In November, Voskhod summed up the results of the relevant tenders.

There were no many applicants: only one application was submitted for each of the tenders, and two of them were from the same company - Information Technologies of the Future. Its owner, according to the database "Kontur. Focus," is Dmitry Gvozdev, who once worked as the development director of "Armada."

"Information technologies of the future" will develop within the framework of the creation of a single storage of primary data, as well as tools for the formation of a register of forms of statistical observation and statistical indicators. Under the project of creating a unified register of observation objects within the framework of the analytical platform, a collective application from Witte Consulting and Arbitek (part of the I-Tec o group) was received as a subcontractor for the competition.

Voskhod carried out work on its own within the framework of the Design sub-stage, after which it hired contractors "(photo - Kp.ru)"

The amount of contracts that Voskhod concludes with all these subcontractors is significantly lower than the volume of its contracts with Rosstat for the same projects. It amounted to about 541 million rubles, while the total price of subcontracts was about 328.5 million rubles. A particularly big difference in the project for creating a single primary data warehouse: with Voskhod, the contract for its creation was concluded in the amount of 239 million rubles, and with Information Technologies of the Future for the same project - for 105 million rubles.

Voskhod told TAdviser that since the contract with Rosstat, their organization has already completed work related to the analysis and design of projects, thereby closing the Design sub-stage on its own.

Voskhod will also perform tasks related to maintenance, experimental operation, development, testing. In addition, he takes on the work of transferring information systems to commercial operation. In terms of ECDD, Voskhod undertakes a significant part of the work on pilot and industrial operation, as well as in the development of the primary data warehouse.

The enterprise added that they have designed and are developing a single microservice platform, which contains basic components for authorization and authentication, interaction with SMEV, integration layer, monitoring of the infrastructure of application components, as well as components for aggregation of logs and notifications. These works form a substantial part of the overall scale.

In turn, the NCI, which had previously concluded an agreement with Rosstat for the design, development, testing and commissioning of the automated formation and maintenance of the federal statistical work plan (FPSR) in the amount of 142.2 million rubles, in September identified a subcontractor for the design. The subcontractor, with whom a contract for 12.8 million rubles was concluded, was chosen as the only supplier, while its name was not indicated on the official portal of public procurement. The NCI at the time of publication of the material could not clarify this point.

In addition, the NCI in November announced a request for quotations for the development of subsystems for working with applications and administration in the system of tools for automated formation and maintenance of the FPSR, setting a maximum price of 30.2 million rubles. It is planned to summarize the request on November 22.

The contract for the design, development, testing and commissioning of the automated formation and maintenance of the FPSR is concluded until 2021 and provides for three stages of work execution with a breakdown of funding for each of them. Part of the works is performed by own forces of the NCI, co-executors are involved in part of the works. Currently, the system itself is 65% ready, in December it will have its first testing in Rosstat, according to the results of which development will continue, the NCI told TAdviser.

Start of work on the creation of the platform

In August 2019, work began on the creation of a digital analytical platform for Rosstat, the department told TAdviser. Rosstat signed the first contracts for the creation of its key components. Three of them - with the Research Institute "Sunrise" and one - with the National Center for Informatization (NCI).

"Sunrise," in particular, will create a single repository of primary data of the digital platform, tools for forming a register of forms of statistical observation and statistical indicators, as well as a single register of observation objects. The total volume of contracts for the performance of these works is about 541 million rubles, and the deadlines for their execution are indicated by December 2021.

About 240 million rubles of the specified amount fall on the creation of a single storage of primary data. It will provide centralized storage of data received through the acceptance subsystem - "Single Window" - from various departments as part of statistical observations. A single repository will make it possible to reuse and analyze primary data, including simultaneously with other statistical information: for example, from censuses and surveys, reporting to government agencies. It will be possible to unload from the storage facility at the request of federal authorities.

The terms of reference for the development of this component states that within the framework of the Rosstat information and computing network, which was created in 2011-2017, a single data storage is already operating. Rosstat told TAdviser that it will become an element of the storage of the digital analytical platform along with the databases of other departments. Nevertheless, the organization of storage and exchange of information will be based on new principles.

The register of statistical observation objects, which will also be developed by Voskhod, is necessary to solve the problem of inconsistency in information and form a unified accounting of objects for all authorities. And the register of indicator forms should reduce the reporting load and eliminate duplication of data and implement the principle of one-time provision of information.

In turn, the NCI will perform work on the design, development, testing and commissioning of the automated formation and maintenance of the federal statistical work plan. The amount of the contract with the company is 142.2 million rubles, the deadline is December 2021. This will ensure standardization and unification of the content of the federal statistical work plan by excluding duplicate actions and redundancy of the collected primary statistical data.

As indicated in the terms of reference for the development of this component of the platform, now, in view of the large number of participants, the period of work on the preparation and updating of the federal statistical work plan is too long and difficult to predict. For example, work on its updating in 2017 lasted more than nine months.

Rosstat clarified TAdviser that in addition to the components for the creation of which state contracts have already been concluded, two more elements of the system have to be developed. First, a module that makes it easier for businesses to provide statistical reporting. It will contain tools to automate this process. An analogue of a personal account will appear. The key task is to ensure one-time collection of primary information and the relevance of metadata. As a result, the quality of primary data, its efficiency and detail should be improved.

The second module allows you to develop analytics based on primary statistical data (BI component). The ideology of its creation and functioning is based on the principle of repeated use of primary statistical data. The solutions that will form the basis of it will allow you to form indicators based on primary information on demand (data marts), provide detailed statistical information for doing business, access to depersonified data and analytical tools for working with data, API.
