Content

The state information system of housing and communal services (GIS housing and communal services) is designed to make the sphere of housing and communal services as transparent as possible, uniting all its participants: management and resource-supplying companies, federal bodies and local administrations, as well as residents.

The main contractor for all work on the system is Russian Post, which then engages contractors for development and operation.

The law on GIS housing and communal services was signed in July 2014. It is necessary to post information in the GIS housing and communal services from July 1, 2016, and in the case of pilot regions - even earlier. From January 1, 2017, a condition will apply: if management companies or resource-supplying organizations do not publish information on charges with appropriate calculations on the website, the consumer will be able not to pay for this service until full information is posted in the system. At the same time, penalties for late payment will not be charged.

How the system works

The technical requirements for the purchase of services for the development of GIS housing and communal services dated August 8, 2014 describe in detail how the system is arranged. It should consist of an open part - a portal, which hosts information available to unregistered users, and a closed part - a personal account, the functions of which are available only to registered users.

According to the TA for development of GIS of housing and communal services, the system shall include the following functional subsystems:

  • Subsystem for maintaining a register of programs in the field of housing and communal services. It is designed to consolidate information about programs in the field of housing and communal services and assess the effectiveness of the implementation of these programs.
  • Subsystem for maintaining electronic passports of apartment buildings and residential buildings, electronic documents on the state of communal and engineering infrastructure facilities located in the territories of municipalities.
  • Subsystem for maintaining information about the activities of organizations providing information in the GIS of housing and communal services.
  • Housing and utilities management subsystem. It is designed to provide opportunities for planning and recording the implementation of housing and communal services, planning and accounting for planned preventive work, accounting for emergency work and limiting the supply, receiving readings of metering devices, the possibility of placing registers of information containing information on licensing activities for managing apartment buildings, the possibility of electronic voting.
  • Account management subsystem. Provides the possibility of maintaining personal accounts of consumers of housing and communal services, viewing and printing an electronic account, payment of housing and communal services charges.
  • Housing inspection subsystem. It is intended for planning and carrying out measures related to the implementation of state housing supervision and municipal housing control of housing and communal services organizations, monitoring emergency situations and planned preventive work, monitoring the activities of management organizations, monitoring the disclosure of information of management organizations in accordance with the requirements of the Information Disclosure Standard by organizations operating in the field of managing apartment buildings.
  • Subsystem for managing citizens' appeals. It is intended to ensure the possibility of forming and executing citizens' appeals to management organizations and executive authorities, as well as to monitor the execution of citizens' appeals.

How GIS Housing and Communal Services works: scheme [1]

Functionality

Citizens of GIS Housing and Communal Services should be able to receive information about services and tariffs, pay for charges for housing and communal services in their personal account through payment systems, receive information about the activities of legal entities and individual entrepreneurs (managers and resource-supplying organizations), receive transparent information about income and household expenses.

In addition, citizens will be able to vote on the management of an apartment building, work with the readings of individual metering devices, send an appeal in their personal account and receive the result of the consideration.

Interoperability with third-party systems

GIS Housing and Communal Services should interact with the infrastructure to provide electronic public services and IT systems of government agencies, state extra-budgetary funds and local governments. Among such systems are SMEV, ESIA, the Unified Portal of Public Services, the Unified State Register of Legal Entities and the Unified State Register of Legal Entities, the Unified Information and Analytical System "FST of Russia - REC - Subjects of Regulation" (UAIS FST, regional and municipal housing and communal services systems, housing and communal services systems, payment agent systems, as well as the Fund for Assistance to Housing and Communal Services Reform.

History

2023: The Ministry of Construction began a large-scale modernization of GIS housing and communal services

On June 20, 2023, the Ministry of Construction, Housing and Communal Services of the Russian Federation announced a large-scale modernization of the GIS housing and communal services. As told in the department, as part of the update, the open area of ​ ​ the portal and the user's personal account will change.

Among the innovations is the project for creating the service "Life History at Home." It is planned that the user will have access to information on the quality of services provided by the management organization, the average cost of housing and communal services per square meter (for a monthly forecast of the cost of maintaining housing and services), plans for overhaul and much more. According to him, an important element in the new interface will be the "Owner's Calendar," which forms the active position of a resident of the house. The calendar will reflect significant dates and decisions that need to be made at the general meeting of owners this year. The main goal of such innovations is to form the position of a responsible attitude of a citizen not only to his own apartment, but also to the house as a whole, he added.

In addition, GIS Housing and Communal Services will receive a service for working with debtors. In the personal accounts of organizations on the portal, it is planned to launch a service for the formation of pre-filled claims for payment of housing and communal services.[2]

2022

The head of the Accounts Chamber criticized the GIS housing and communal services

In early November 2022, the head of the Accounts Chamber of Russia, Alexei Kudrin, criticized the state information system of housing and communal services (GIS housing and communal services). According to her, the platform, in which 2 billion rubles were invested, turned out to be ineffective.

By the beginning of November 2022, GIS Housing and Communal Services is under the jurisdiction of the Ministry of Construction of Russia. The system should contain information about all housing and communal infrastructure facilities located in Russia, their condition, basic characteristics, methods of managing them, as well as up-to-date information about the types and cost of utilities, the presence and amount of debt. The new version - GIS Housing and Communal Services 2.0 - is designed to improve the quality of data in the system, as well as the quality of services for citizens, such as voting by residents of houses.

Earlier, the Accounts Chamber has already criticized the work of GIS housing and communal services. The department said that incomplete statistics were posted on the GIS housing and communal services portal. In particular, there are not properly presented planned indicators for calculating statistics. In addition, the necessary characteristics are not fully filled: more than 90% of the characteristics are present only for 1% of apartment buildings. At the same time, information providers place an insufficient number of personal accounts in the GIS housing and communal services.[3]

Mishustin postponed the creation of a single digital platform for recording data on housing and communal services

At the end of March 2022, Prime Minister Mikhail Mishustin signed an order that postponed the formation of a single digital platform for recording data on housing and communal services for six months - from March to September 2022. In particular, we are talking about the following events:

  • Approval of the concept of creating a unified digital platform for recording data on housing and communal services on the basis of GIS housing and communal services, including a financial model and information on the return on investment (implementation period - September 2021).
  • The development and introduction in the prescribed manner to the Government of the Russian Federation of a draft federal law on amendments to the Federal Law "On GIS Housing and Communal Services" (implementation period - November 2021) in terms of optimizing the composition of information subject to placement in GIS housing and communal services, as well as regulating the processes of interaction between regional and municipal information systems, as well as other information systems with GIS housing and communal services.

Mikhail Mishustin postponed the creation of a single digital platform for recording data on housing and communal services

In accordance with the document signed by Mishustin, the deadline for the implementation of the event "Development and adoption in the prescribed manner of regulatory legal acts in order to implement amendments to the Federal Law" On GIS Housing and Communal Services "for the implementation of the tasks specified in paragraphs 1 and 2 of this section" is changing.

2021

Citizens will be added to GIS Housing and Communal Services to sue debtors

In early December 2021, it became known about the decision of the Ministry of Construction to modernize the GIS housing and communal services. The bill developed by the department refers to reducing duplication of information in the system and at the same time expanding the set of information contained in it.

In GIS, at the request of suppliers, it is proposed to enter information about the identification number of the taxpayer (TIN) of individuals so that it is possible to sue debtors. By the beginning of December 2021, housing organizations do not have complete information for filing a claim, while from 2022 it will be necessary to provide the court with TIN, SNILS or another identifier of the debtor.

GIS Housing and Communal Services plans to add TIN of citizens in order to sue debtors

According to the plans of the Ministry of Construction, data on TIN will be posted through integration with the Unified State Register of Taxpayers, and not automatically. To load them into the system, it will be necessary to send a request to the resource supplying organization through the GIS housing and communal services.

In addition, the GIS will replenish information about the acts that have entered into force, which confirm the presence of debt for a period of no more than three years, as well as its repayment. This information will be needed to automate the provision of subsidies to Russians for housing and communal services - from next year, social security authorities will receive data through GIS housing and communal services.

The Russian Association for Water Supply and Sanitation (RAVV) supported these amendments, but stressed that if a Russian is required to load the TIN into it, then this will most likely not help to collect debts.

Aleksey Makrushin, a member of the public council under the Ministry of Construction, calls the bill "very necessary" - after tightening the requirements for filing lawsuits, market participants "suffer greatly from the fact that they cannot obtain personal data of citizens."

Alexander Dolgov, managing partner of the Moscow office of the law firm Squire Patton Boggs, noted that the main issue that needs to be solved for the full-fledged work of the GIS is the relevance and reliability of the information - this is the project aimed at.[5]

Mikhail Mishustin approved the privatization of GIS housing and communal services and its transfer to the Russian Post

Earlier, Russian Post was already an operator of GIS housing and communal services. The return of rights was initiated in September 2021, when the company announced a closed placement of shares. As payment for the additional issue, it will receive intellectual property rights to GIS housing and communal services, which remained in federal ownership after the reorganization of FSUE Russian Post in JSC. The state will also contribute funds to the authorized capital of the company to modernize branches throughout the country.

After the return of exclusive rights, Russian Post will create a management company, Information System Operator JSC (OIS), which will develop services for the population and business in the InformSystem. OIS will create on the basis of GIS a single digital platform for recording data on housing and communal services. A special mobile application will be developed on this platform, which will allow citizens to use all the services of the IT system using the phone.

On November 15, 2021, the Ministry of Construction and Housing and Communal Services of Russia announced plans to complete the modernization of GIS housing and communal services by the end of the year. However, the process may be delayed due to the peculiarities of the work of the GIS housing and communal services operator - Russian Post, business ombudsman Boris Titov warned.[6]

The Ministry of Construction independently develops GIS housing and communal services

In mid-July 2021, it became known about the plan for the development of the state information system of housing and communal services prepared by the Government of the Russian Federation. According to the document approved by the prime minister Mikhail Mishustin, functions of the state customer on coordination of works on modernization of GIS are assigned to the Ministry of Construction, Housing and Utilities of the Russian Federation. Earlier, the department shared them with the Ministry of Digital Science.

In addition, Mishustin approved the transfer of powers of the GIS housing and communal services operator from the Russian Post to the Information System Operator JSC. Formally, this will happen in October 2021.

She also has doubts about the feasibility of integrating GIS with other systems - this was planned even during its development, but now even in Moscow, industry organizations transfer data to two systems.

Experts suggest that the change in the operator of GIS housing and communal services could have occurred due to the excess of the cost of creating the system during the period when the operator was Russian Post[7]

Mishustin approved the modernization of housing and communal services GIS and the launch of a mobile application for it

Mikhail Mishustin approved a plan to modernize the housing and communal services information system

The new operator will have to modernize the GIS housing and communal services and improve its functionality, including creating a single digital platform for recording data on housing and communal services on its basis. 

At the legislative level, as part of the modernization of the platform, it is planned to integrate GIS housing and communal services with other regional and municipal information systems, as well as with a single portal of public services. This will avoid duplication of data and make it more convenient and centralized.

The concept of creating a unified digital platform for recording data on housing and communal services by August 2021 should be approved by the Ministry of Construction, the Ministry of Digital Science and the Federal Antimonopoly Service, as well as the system operator. They will also prepare amendments to the law "On the state information system of housing and communal services." In particular, it will prescribe the procedure for interaction between regional and municipal information systems with the housing and communal services system. 

The relevant functions of the "Information System Operator" are planned to be transferred in October 2021. By January 2022, the government should prepare and adopt the necessary acts to reform the GIS housing and communal services and form a plan of these measures [8] for [9]

Putin approved the duties of the GIS housing and communal services operator

In June 2021, the president Russia Vladimir Putin signed a law on new duties of the operator state of the information system of housing and communal services (GIS). HOUSING AND PUBLIC UTILITIES

The law also determines that the exclusive rights to software and other results of intellectual activity created at the expense of the federal budget belong to the Russian Federation represented by the Ministry of Construction; GIS housing and communal services created by the operator - belong to the GIS housing and communal services operator.

It has been established that the information contained in other state and municipal IT systems is posted in the GIS housing and communal services by the operators of these other information systems, and not repeatedly by housing and communal services organizations. Interaction of GIS housing and communal services with other systems can be carried out, among other things, through the e-government infrastructure.

In addition, the law obliges the person providing utilities to pay a fine to the owner of a residential building if, due to a violation of the procedure for calculating fees for such services, the amount of the fee was unreasonably increased. Previously, the fine was paid only to the owner of the premises in an apartment building or to the tenant of the residential premises.

The law provides compliance of functionality of GIS of housing and public utilities to requirements of the legislation. Depending on the nature of the violations, fines are set for the operator in the range of 10-200 thousand rubles. For not posting information on the official website of the GIS Housing and Communal Services or placing in full, persons involved in the management of apartment buildings can be brought to administrative responsibility in the form of a fine of up to 10,000 rubles.[10]

The Ministry of Construction transferred all powers to regulate the work of GIS housing and communal services

At the end of April 2021, the Federation Council approved a law according to which the Ministry of Construction and Housing and Communal Services is transferred all authority to approve regulatory legal acts regulating the operation of the state information system of housing and communal services (GIS housing and communal services).

Earlier, the Ministry of Construction shared these powers with the Ministry of Digital Science. TASS also recalls that a law was previously adopted, according to which the functions of the state customer responsible for coordinating the creation, operation and modernization of GIS housing and communal services were transferred to the Ministry of Construction.

The Ministry of Construction is given all authority for regulation of work of GIS of housing and public utilities

Thus, the powers in the field of organizational and technical issues of the functioning of GIS housing and communal services are vested exclusively with the Ministry of Construction. Among other things, this also applies to the establishment of the procedure for interaction of other information systems with GIS housing and communal services and uniform formats for such information interaction.

Earlier, the Ministry of Digital Engineering handed over to the Ministry of Construction the function of the customer of the GIS housing and communal services, as a result of which the latter became responsible for coordinating work on the operation and modernization of the system. It was assumed that this will enable the Ministry of Construction to accumulate information on the state of this area and will positively affect the regulation in the field of housing and communal services. Also, the department, as expected, will be able to more fully respond to appeals from citizens and organizations.

Pavel Kachkaev, deputy chairman of the State Duma Committee on Housing Policy and Housing and Public Utilities, says that the powers and needs of regional authorities, municipal governing bodies, and the interests of market participants were not fully taken into account when designing and creating the system.

According to the deputy, since it is obvious that only the Ministry of Construction understands the specificity of the complex functioning of the housing and communal services industry, and a decision was made to transfer the functions of the customer to it. It is assumed that this will allow changing the operating algorithm of the process filling of the system for its successful operation.[11]

2020

The Ministry of Telecom and Mass Communications will allow online voting of residents on public services

At the end of August 2020, the Ministry of Telecom and Mass Communications developed a bill allowing voting of residents of apartment buildings on the portal of public services. The department believes that the current forms of online voting of property owners are only costly in terms of finance and time, but also allow distortion of the results due to erroneous or malicious actions.

According TASS to the Ministry of Telecom and Mass Communications, it is planned to amend the Housing Code of the Russian Federation, which will provide residents with the opportunity to hold a general meeting using the public services portal, as well as vote and make decisions on issues within its competence, including with the subsequent automatic formation of a protocol based on the voting results.

As noted in the explanatory note, the bill will create a modern, convenient and intuitive tool for managing your home. The Ministry of Telecom and Mass Communications also stressed that the new format for voting residents will ensure sanitary and epidemiological requirements in connection with the spread of coronavirus infection.

According to Anton Kolykhalov, deputy director of the informatization department of the Ministry of Telecom and Mass Communications, the general meeting procedure in force by the end of August 2020 is too cumbersome and confusing even when held electronically.

Kolykhalov called the portal of public services with 100 million registered users an excellent way to make online voting available to a wide audience. Digitalization in housing and communal services: the Ministry of Construction will translate all documentation for residential buildings into electronic form

In early July 2020, it became known about the large-scale digitalization of the housing and communal services (housing and communal services) in Russia. The Ministry of Construction intends to collect documentation for residential buildings in the general electronic database, according to the draft resolution of the Cabinet of Ministers on new rules for management companies.

The conversion of numerous paper documents into electronic form will significantly reduce the efforts of management companies due to automatic data processing.

As an independent expert in the field of housing and communal services Pavel Sklyanchuk told the newspaper, the digitalization of the housing and communal services industry will increase its transparency for citizens, reduce the costs of utilities, the corruption component and ensure state control.

According to Tatyana Vepretskaya, director of the NP National Housing Congress association, for the industry to completely switch online, it is necessary to prepare uniform requirements for software.

Participants in the housing and communal services sector interviewed by the publication did not rule out that a standard for the provision of digital services to residents by management companies would appear in the country. The services that management companies provide in digital format include accepting and registering applications for work in housing and communal services, reporting malfunctions, consulting with specialists and holding general meetings of owners in online format.[13]

Ministry of Communications: homeowners will have different platforms for online voting

It will be possible to conduct online voting among homeowners not only on the portal of public services, but also on different platforms. This was stated by the Deputy Head of the Ministry of Telecom and Mass Communications Andrei Chernenko at the online conference "General Meetings of Homeowners via the Internet."

The Ministry of Communications supports the introduction of various platforms for online voting of homeowners

The Accounts Chamber recalls that in July 2017, the Russian Post changed its leadership. "Unfortunately, not all market participants were able to cope with the placement of information in the GIS housing and communal services within the period established by law. The ministry received a large number of appeals from organizations in the housing and communal services sector and regional authorities with a request to postpone the terms of administrative responsibility. We went to meet our colleagues. It was decided not to arrange shock therapy and postpone the introduction of the obligation to post information for six months - until July 1, 2017, but responsibility for a year so that everyone can fulfill their duties with high quality, without fear of being fined, "said Deputy Minister of Communications and Mass Media of the Russian Federation Mikhail Evraev.

According to the Deputy Minister, in the spring of 2016, the Ministry of Communications of Russia, together with the Ministry of Construction and Housing and Communal Services of the Russian Federation, completed the formation of a regulatory legal framework, the system was certified for compliance with safety requirements and was put into commercial operation on July 1, 2016. At the same time, the system was introduced in stages - for example, since May 2015, in the GIS housing and communal services, the bodies of the State Housing Supervision began to maintain a register of licenses of management organizations. Now the system employs more than 15 thousand management companies (100%) and regional authorities. Otherwise, the situation is with homeowners' partnerships and resource-supplying organizations. They are registered 61% and 71%, respectively.

In total, more than 69 thousand organizations were registered in the system, information was entered on 8.9 million houses, 23 million personal accounts. They have been integrated and transmit information to the GIS housing and communal services 1603 IT systems in the housing and communal services sector, including 425 banks posting information about the facts of payment for housing and communal services. At the moment, 223 million facts of payment have been posted. The Ministry of Communications of Russia held more than 400 free seminars with market participants and authorities, the video of which is posted on the main page of the GIS Housing and Communal Services along with textbooks and video instructions.

In the near future, the law "On Amendments to the Housing Code of the Russian Federation and certain legislative acts of the Russian Federation (in terms of empowering state housing supervision bodies to verify the established standard for utility consumption)" will be approved by the Federation Council of the Russian Federation and signed by the President of the Russian Federation.

TAdviser test drive

More than 14 thousand management companies are connected to the GIS Housing and Utilities system. In total, more than 60 thousand housing and communal services organizations are registered in the system, including resource-supplying organizations, associations of homeowners and housing cooperatives, and local governments.

The head Ministry of Digital Development, Communications and Mass Media Russia noted that all users of the portal of public services, of which there are about 32 million, will automatically receive access to information posted in the "GIS Housing and Communal Services."

Residents were banned from voting in absentia through GIS housing and communal services until the end of 2016

This is due to the imperfection of legislative procedures, the Ministry of Telecom and Mass Communications explains. Experts, meanwhile, suggest that the shift in the timing of the launch of GIS housing and communal services is due to insufficient study of[29] safety issues[30].

More than 53.6 thousand organizations of the housing and communal services sector and authorities are registered in the GIS housing and communal services. Of these, associations of homeowners and housing cooperatives - 20.5 thousand, management organizations - 13.5 thousand, resource-supplying organizations - 8.6 thousand, authorities - 11 thousand.

GIS Housing and Communal Services made it possible, in particular, without leaving home, to pay bills on the Internet, check the correctness of charges and control the activities of the management company. This mechanism was supposed to significantly increase the ability of residents to influence the life of the house.

But already on July 3, President Vladimir Putin signed amendments to the Housing Code, which deprived residents of the opportunity to vote in absentia on issues related to the management of their house through the GIS housing and communal services system until the end of 2016 (the text is at the disposal of Gazeta.Ru).

"It was assumed that residents will be able to vote online on issues related to managing the house in absentia via the Internet. It is no secret that now it is extremely difficult to hold a meeting of residents, in most houses the turnout is low, almost no one comes to meetings. Online voting could solve this problem, "says Valery Novikov, head of the legal support department of NP Housing and Communal Services Control.

There were no public official explanations in connection with the amendments to the Housing Code prohibiting electronic voting in the GIS housing and communal services, Novikov from Housing and Communal Services Control is surprised. At the same time, the Ministry of Telecom and Mass Communications clarified that the by-law base for GIS housing and communal services has been fully formed. For 2.5 years, two federal (209-FZ and 263-FZ) laws and 15 joint orders of the Ministry of Communications and the Ministry of Construction were adopted, which were registered with the Ministry of Justice. Modernization of infrastructure and the introduction of GIS housing and communal services can increase Russia's GDP by 1%

"The introduction of GIS housing and communal services and the efforts of the Ministry of Construction to modernize housing and communal services in the future for 2-3 years can give the country from 0.5 to 1% of net GDP growth," the bank's representative emphasized.

The annual turnover of money in the housing and communal services industry is more than 4 trillion rubles. Half falls on utility bills from enterprises, the other - from individuals. On average, in Russia, payments for housing and communal services make up about 10% of the household budget, for low-income families - can reach 20% of their monthly income.

Of the total turnover, the accumulated debt to housing and communal services enterprises is 800-900 billion rubles, approximately 1/5 falls on the debt of individuals, the rest on enterprises that do not pay bills during. Gorshkov, for a simple consumer, GIS housing and communal services will make it possible to establish transparency and clarity of tariffs and charges for each type of utilities, as well as the convenience of making payments.

The law provides for a rule that protects the rights of the consumer: if a utility does not transfer data to the GIS, the consumer has the legal right not to pay the bill.

Launch July 1, 2016

On July 1, 2016, GIS housing and communal services should be officially launched, and all participants in the housing and communal services market are obliged to start posting information in it, in particular, service providers must send payment documents there, and banks, for their part, information about utility bills. Administrative fines are due for violation of the requirements of the law. In addition, after January 1, 2017, when the system should earn in full force, citizens will not be required to pay for utilities for which they are not billed through GIS housing and communal services[31] should[32].

The Ministry of Communications reminded banks of the need to prepare for the launch of GIS Housing and Communal Services in March 2016. Coordination of interaction between the Russian Post, the Ministry of Telecom and Mass Communications and banks was entrusted to the National Council of the Financial Market. Over the next three months, banks were supposed to carry out the necessary measures to connect housing and communal services to the GIS - the development (purchase) and implementation of the connector, the revision of the ABS for the introduction of additional information fields. The situation was taken advantage of by many IT companies that hastily developed their connectors for GIS housing and communal services.

The problem for banks is aggravated by the fact that launching a connector by June 1 is not enough to fully work with GIS housing and communal services. By this time, the system will only collect information about payments from banks, but by the end of the year other functions should appear in it, for example, providing the bank's client with information about the personal account and about payments received.

On the part of the system developer, documentation and recommendations for applied developers have been published, the GIS housing and communal services portal has been created. Banks actively connect to the portal in test mode to debug their decisions, the portal support service works properly - we had to contact, tested in practice. The register of the system is replenished by housing and communal services companies, the largest of them are already integrating their systems with GIS housing and communal services. " At the end of this year, GIS Housing and Communal Services promises to turn from an element superfluous for the bank into a useful service that provides additional convenience to the bank's client, and therefore increases its loyalty to the bank.

The formation of the regulatory framework "GIS Housing and Communal Services" has been completed

In June 2016, the Ministry of Communications and Mass Media of the Russian Federation announced that the composition, timing and frequency of posting information in the state information system of housing and communal services ("GIS Housing and Communal Services") was determined. The corresponding key order, prepared jointly by the Ministry of Communications of Russia and the Ministry of Construction and Housing and Communal Services of the Russian Federation, is registered with the Ministry of Justice of the Russian Federation. The order details all the obligations for posting information in the system for all its participants.

According to the order, resource-supplying organizations are obliged to post information on the supplied utilities on time, management organizations - on management contracts and provided utilities, on metering devices used in calculating payments for housing and communal services. Authorities are obliged to post information on regional and municipal programs and plans in the field of housing and communal services, on the measures of social support provided, state housing supervision bodies - information on licenses issued to management organizations, planned and unscheduled inspections, and their results.

A transitional period was introduced for the initial placement of information by participants in the housing and communal services market - from July 1, 2016 to January 1, 2017.

So, on April 5, 2016, a seminar was held with IT companies that, under a contract, perform the function of IT departments for banks. In accordance with the law banks , they will have to transfer information on payments made for housing and communal services to GIS Housing and Communal Services, as well as take information from the system to provide more service when citizens pay for such services. It is in order for banks to timely prepare for the implementation of the requirements of the legislation, the Ministry of Telecom and Mass Communications of Russia conducts explanatory work on the integration of financial organizations with GIS Housing and Communal Services.

In total, more than 230 information systems are involved in the process of integration with GIS Housing and Communal Services.

Lanit bypassed the Voskhod and CROC research institutes at mega-tenders for GIS housing and communal services

In January 2016, Russian Post conducted[33] to select a supplier for the development and maintenance of application software for GIS housing and communal services. Work within the framework of this project includes the development of the functionality of the following subsystems of GIS housing and communal services:

  • information on contracts, housing and communal services management;
  • maintaining regulatory reference information, maintaining a register of programs in the field of housing and communal services;
  • maintaining information about information providers that place information in the system;
  • maintaining personal accounts;
  • management of citizens' appeals;
  • application administration;
  • interaction with external systems.

The initial price of the competition was 884.8 million rubles. According to its terms, the contract with the winner should be concluded at the maximum price, and the purchase should be carried out by reducing the initial price of goods, works, services, indicated at 346.2 million rubles. The winner of the competition was Lanit, which offered a price of services of 332 million rubles. The corresponding protocol was published on January 18. The contract with Lanit must be concluded 10 days after summing up the results of the competition at the initial maximum price - 884.8 million rubles.

The application for participation in the tender was also submitted by CROC with a service offer at a price of 340 million rubles, however, the company was not allowed to participate in the tender, since two contracts were not provided as part of its application, executed over the past three years, preceding the deadline for submitting applications, as required by the tender documentation.

Earlier, in December 2015, Russian Post also held an open[34] at the choice of a contractor to ensure the functioning of GIS housing and communal services. The list of services under this contract includes the provision of communication channels with the Internet and with SMEV, basic infrastructure and technical and software tools. The latter means computing infrastructure, virtualization platform, storage system, local area network, system software, information protection tools.

The maximum contract price in this case was 981 million rubles. The procurement was carried out according to a similar scheme as the above one - by reducing the maximum price per unit of services, which was determined in the amount of 332.8 thousand rubles. Lanit also won the competition against FSUE Voskhod Research Institute. The company offered a price per unit of services in the amount of 294.5 thousand rubles.

The "Post of Russia" explained to TAdviser the use of a not entirely ordinary trading scheme in the case of data from the tender and auction. The provision on the purchase of goods, works and services for the needs of the Russian Post provides for the right to make purchases without specifying the exact amount of goods supplied and the amount of work and services performed for a number of categories of goods, works and services. These include services for maintenance, maintenance, operation, operation of software and information systems.

The initial price of the contract in such cases is determined based on the maximum customer's need for goods, services, and when the winner of the tender is determined by reducing the price per unit of goods, services, the customer can purchase more services for the same total cost, TAdviser explained in the Russian Post.

In the case of a tender to select a contractor to ensure the functioning of GIS Housing and Communal Services, the maximum contract price was determined based on the maximum need of Russian Post for services during 9 quarters. "Russian Post." will order and pay for services in fact at the price of each service, reduced by 11.5% according to the auction results, that is, a lump sum payment of the total amount of the contract is not provided. The choice of "Rostelecom" as a developer of the Ministry of Communications rejected. As noted by[36], "all the projects that Rostelecom was engaged in turned out to be a failure."

Russian Post will pay Lanit 360 million rubles for the creation of GIS housing and communal services

On August 8, 2014, Russian Post published a notice on the purchase of services for the development, pilot operation in pilot regions and support of application software for GIS housing and communal services from a single source - from Lanit. The contract amount is about 360.7 million rubles.

The planned term of the contract conclusion in the notice for procurement is indicated retroactively - July 2014. On the public procurement website, this purchase is listed as the only one from the Russian Post related to GIS housing and communal services. At the same time, from the message of the Ministry of Communications about the meeting of the working group on the creation of GIS housing and communal services, published on the same day - August 8, it turned out[37]Lanit is already a contractor for the creation of this system at Russian Post. Moreover, during the meeting, an experimental version of the system was presented, which the company has already developed.

As a source close to the project explained to TAdviser, a notice on the website of state services was published about an already completed purchase, and the agreement with Lanit was actually concluded on June 30, even before the signing of the law on GIS housing and communal services by the president and the official appointment of Russian Post as the operator of this system.

According to the interlocutor of TAdviser, as soon as Russian Post learned that the Ministry of Telecom and Mass Communications sees it precisely as an operator of GIS housing and communal services, she immediately began to look for a contractor to carry out work to create the system. Having studied the experience and expertise of a number of large companies on the market, Russian Post chose Lanit as the contractor. Everything was done very quickly, since the timing of the creation of GIS housing and communal services is quite tight, adds a source close to the project.

At the same time, Russian Post conducts the development of GIS housing and communal services, the rights to which will belong to the state, at its own expense, and not from budget funds. It is planned that as an operator of the system in the future, it will be able to return them due to further savings in servicing citizens: for example, by refusing to send paper receipts and switching to electronic ones.

First pilot regions

In December 2014 , the Ministry of Telecom and Mass Communications announced the signing of the first agreements with pilot subjects of the Russian Federation on participation in the GIS housing and communal services system, in particular, with the Tula and Ivanovo regions.

According to Deputy Minister of Communications Mikhail Evraev, it is in these regions that a "quality product" should be formed, the scaling of which will then begin throughout Russia. He noted that it is important to ensure the integration of existing regional systems into a single portal of GIS housing and communal services, and for those constituent entities of the Russian Federation that do not have such systems to be able to work in the regional segment, which is specially created for them on a single portal.

Evraev also said that as of December, the Ministry of Telecom and Mass Communications, together with the Ministry of Construction, is working to simplify electronic passports of apartment buildings so that market participants fill in only those fields in these passports that will then be really in demand for work in the system.

In accordance with the signed agreements, pilot entities undertake obligations to organize the pilot operation of GIS housing and communal services on their territory, including the placement of information provided for by the Federal Law in the GIS housing and communal services, regional information suppliers, as well as their registration in a unified identification and authentication system.

According to the Minister for Informatization, Communications and Open Management of the Tula Region Artur Contrabayev, in 2015 a special Internet resource will be launched within the framework of the project in the Tula Region. Residents on the site will have a personal account where everyone can familiarize themselves with receipts for utility bills, see the history of charges and, if necessary, submit an appeal to the management organization, the register of which will also be posted electronically.

The representative of the Ivanovo region said that in their region, in preparation for the operation of GIS housing and communal services, as of December, the development of forms of electronic passports of apartment and residential buildings, as well as forms of an electronic document on the state of communal and engineering infrastructure facilities located in the territories of municipalities, was completed. The final stage is also the development of a package of regional legal acts establishing the plan and procedure for interaction between participants in the system filling process with the necessary data.

2013: Project Start

On October 30, 2013, at a meeting with Deputy Prime Minister Dmitry Kozak, the Ministry of Communications and Mass Media of the Russian Federation was instructed to create a single all-Russian resource, which will contain all information in the field of housing and communal services. The system will be created in close cooperation with the Ministry of Regional Development of the Russian Federation, which should form requirements for the analytical component of GIS housing and communal services.

The unified system of GIS housing and communal services is designed to help the authorities receive information for analytics when making management decisions throughout the country in real time, and citizens - to receive complete and up-to-date information about their home, about payments for housing and communal payments. It is planned to place all payment documents formed by resource-supplying organizations or management companies in the GIS housing and communal services, since without entering such documents into the system, the service will not be considered fully provided, and, therefore, not subject to payment.
