IT in regions of Russia 2012
In Russia it is possible to designate the last year safely year of start of large-scale informatization of regions. SIEI project, efforts on start of UEC, deployment of a global system of informatization of a health care system. These and other initiatives really connected territorial subjects of the federation to use of advantages of IT in a state administration. For the project TAdviser collected unique digits and prepared the Russia's first reference book by Chief information officers of regions.

Russia in IT ratings
In the rating of readiness for network society among all countries of the world Russia takes the 77th place, in the index of readiness for the electronic government of the UN – the 27th place (having twice improved result of previous year), in the index of economy of knowledge – the 55th place (plus 9 positions), and in the rating of the innovation economies of ITIF – one of the last lines. It is obvious that from year to year there is positive dynamics, but work still is necessary huge.

Information society and joint financing of regions
The state program Information society is expected the period from 2011 to 2020, it succeeded the FTP Electronic Russia which terms came to the end in 2010.

Statistics of use of ICT in a public sector of Russia
One of the main problems on the way of the Russian Federation to digital society is extremely uneven penetration of infocommunication technologies in territorial subjects of the federation. Though in general indicators of use high technology grow in the industry of the government, education and health care, the difference between single areas can reach hundreds of percent on single parameters.

System of Interdepartmental Electronic Interaction (SIEI)
The system of interdepartmental electronic interaction is key and one of the most ambitious projects in the field of development of the electronic government of the current year. Its implementation means implementation of the principle of "one window" when citizens at the address to state institutions do not have need independently to request optional data, references and documents in other organizations of executive power. Whether a system everywhere will be able to earn already on July 1? So far this question remains open.

Universal Electronic Card (UEC)
The universal electronic card is developed on the basis of the uniform federal standard. It will succeed all social cards which were locally issued by territorial subjects of the federation and also will replace many other documents, such as, for example, policy of compulsory health insurance, insurance evidence of mandatory pension insurance, student ID cards, travel documents on transport and many others.

In 2011 all regions of the Russian Federation completed the formation of the authorized organizations of subjects (AOS) of the Russian Federation for implementation of UEC. The agreement on accession to Rules EPSS UEK is signed with 65 authorized organizations of the subjects of the Russian Federation.

IT in health care of the Russian Federation
In April, 2011 within the Information Society program the order of the Ministry of Health and Social Development of the Russian Federation approved the concept of creation of a single state information system in the field of health care (EGIS Is sensible). In it the accurate rate on cloud model of creation of information technologies is defined, but so that not to destroy already developed and started IT systems. Importance of this event is obvious. The enormous amounts are for the first time selected for informatization of domestic health care: 19.6 billion rubles of federal and 9.6 billion rubles of regional budgets are only 29.2 billion rubles. It allows to hope for radical high-quality change of the state health care.

Internetization of schools and transition to Open Source became the only large-scale IT projects in Russian education still: though during their implementation there were also difficulties, results of these projects nevertheless were essential.
